Shady DWP GM David Nahaiarosa Trying To Contain The Shadiness Through Management Reshuffling (I hope Nahai doesn't get DWP in trouble with the Feds)

DWP top ranks reshuffled

New general manager (Villaraigosa pal David Nahai) assembles multimillion-dollar team

Just three months into the job, the new head of L.A.'s Department of Water and Power has reshuffled top management with new and promoted personnel who will rake in $2.2 million a year in combined salaries.

The management shift comes even as the City Council next week is scheduled to vote on the utility's request to hike power rates 9 percent over the next three years and water rates 6 percent over the next two years.

But General Manager H. David Nahai, who replaced career bureaucrat Ron Deaton on Dec. 1 as head of the $4.5 billion utility, said that by eliminating some top positions and not filling several others, the DWP ultimately will save $920,000 a year in high-level salaries.

"As part of the shifts, Nahai acknowledges that any overall salary savings will be offset initially by $184,500 in severance payment to Henry Martinez, senior assistant general manager for power who is retiring by mutual agreement.

Martinez
has been replaced on an interim basis by Aram Benyamin, a 27-year DWP veteran and civil engineer who will make $233,021 a year."

ZUMA TIMES WANTS TO KNOW: Why would an exempt management employee get a "severence payment"? Was Martiniz fired? Is the $184,500 "hush money" so Martiniz cannot legally talk about skeletons at DWP?
