City of Los Angeles Will Try And Crack Down On Crime With Juvenile Curfew Revisions

The City of Los Angeles will be looking to Long Beach for a revision of the juvenile curfew laws that may be used as a tool in cracking down on crime.

The City of Long Beach has implemented Ordinance No 172,012 (attached) that prohibits
juvenile loitering between the hours of8:30 AM. and 1:30 P.M. and "...makes it unlawful for any
under the age of 18, who is subject to compulsory education or to compulsory continuation
education, alone or in concert with others, be present in or upon the public streets, highways, roads, alleys, parks, playgrounds, or other public grounds, public places, public buildings, places of amusement and eating places, vacant lots or any place open to the public during the hours of
8:30-1:30 P.M. of the same day on days when said school is in session..."

The City's current truancy regulations should be amended to clarify that students are
considered trant after the morning/recess bell rings at the school they attend. In order to ensure that LAMC, relative to trancy is clear and concise, the City Council should request the City Attorney to prepare and present an ordinance that addresses these concerns.

I THEREFORE MOVE that the City Council request the City Attorney to:

(l) Review the City of Long Beach Ordinance (attached);

(2) Prepare and present an ordinance to amend LAMC Sec. 45.04 to clarify language
concerning the prohibition against juvenile loitering by classifying students as truant or
tardy if they arrive after the morning/recess bell rings at the school they attend, similar to
the City of Long Beach Ordinance;
(3) Include truancy regulations, exceptions and violations language in the ordinance; and

ZD ANALYSIS: Many talk show hosts and activists say the reason there is no serious gang crackdown is because the politicians are in for the ride. HOWEVER, the younger bangers are getting sloppy and killing innocent by-standers. So now the elected officials can no longer stand by and let it all happen. So they are having to do things like have Jack Weiss finally move the S.O. 40 Revision motion to a public hearing. AND NOW, an actual crackdown tool...more restrictive curfew laws for juveniles.
