Laura Chick is going to make a presentation at the LAUSD special meeting (date of original post) in the blue room on Villaraigosa's plan to take the HUD money and put it directly in the hands of Jeff Carr, the Sojourner leader/L.A. Gang Czar -- bypassing City Council and all community input. The Community Development Department (HUD funding money) is usually told by City Council how to spend the money and where. Now Villaraigosa wants to hand this Housing development money right over to the gang intervention/gang czar Carr, who will be working directly out of the mayor's office. This is being done with no public hearing at all except what is being presented at this special meeting for the school board.

Villaraigosa's strategy will allow him to consolidate control over non-profits by putting a stranglehold on their funding if they don't support him for re-election.
