Suffice To Say, Zuma Dogg Has Had Enough of LA City Council's Daily Brown Act Violations

Tell City Attorney Dion O'Connell to keep his ASS OUT OF MY FACE AND DISRUPTING ME DURING MY PUBLIC COMMENT! ENOUGH IS ENOUGH! THE CITY IS NOT CAPABLE OF RUNNING ONE SINGLE COUNCIL MEETING WITHOUT BROWN ACT VIOLATIONS OCCURRING TO MANY OF THE SPEAKERS THROUGHOUT THE MEETING!

The big problem the City needs to get a grip on is the difference between actual rules and laws -- and the personal feelings and desires of the City Attorney and Council President and Tom LaBong.

IT APPEARS ZUMA DOGG HAS HAD ENOUGH OF SHITTY COUNCIL BROWN ACT VIOLATIONS:

He could have turned into an A-hole, but he hung in there and didn't take it personally, and underneath it all, I appreciate and admire when a CM takes time to try and work something out with ZD. (So I don't wanna punish the ones who are actually reaching out!)


Here's a final straw that set me off: Zuma Dogg was delivering public comment regarding a commissioner appointment. Now, sometimes the City Attorney will notify the person in advance that they don't have to turn around from their desk to look at ZD when he is speaking.

And sometimes, they have the person being appointed stay in the bleachers until AFTER public comment. But this time, they took public comment AFTER all the Councilmembers did their round of time-wasting kiss-ass ceremony -- so the commissioner was already seated.

So they call Zuma Dogg, and the commissioner turns around to look at me as I am delivering my public comment. NOW THE SHITTY ATTORNEY MAY NOT WANT THE COMMISSIONER TO TURN AROUND TO LOOK AT THE PERSON DOING THE SPEAKING (Aka: Human Nature/Common Courtesy) -- BUT IT IS NOT ILLEGAL FOR SOMEONE TO TURN AROUND AND LOOK AT THE SPEAKER.

But the increasingly desperate, control freak council will do ANYTHING these days to interupt ZD, Matt Dowd, Miriam, Arnold Sachs, Michael Carreon, other regular speakers, and first timers alike -- just to break the momentum, burn up time and perhaps knock the speaker out of their thought process.

So here comes Dion hopping down from his platform and heads over to the commissioner who is committing the unthinkable act of looking at ZD during the comment.

But remember, the table and seat that the appointee is sitting at, is just arms length or so away from the public comment podium. So when Dion jumps in between ZD and the commissioner who is looking at me and bends over, only to tell him he doesn't have to look at me --

WELL THAT MEANS DION'S ASS IS BASICALLY IN MY FACE, AND IT IS VERY DISTRACTING HAVING SOMEONE RIGHT IN FRONT OF YOU WITH THEIR BACK TURNED AND ASS IN THE AIR AND IN YOUR FACE!!!

I don't care if Dion says, "it's a mixed-use meeting and business has to be conducted and people have to move around." I'M NOT TALKING ABOUT THAT, AND YOU KNOW IT!

FROM HERE ON IN, THE CITY OF LOS ANGELES BETTER BE REAL SURE THAT WHEN THEY JUMP IN AN INTERRUPT A SPEAKER FOR ADDRESSING COUNCIL DIRECTLY, OR BEING OFF TOPIC, OR VIOLATING THE CODE OF CONDUCT...

IT BETTER BE A FUCKING VIOLATION, AND NOT JUST SOME SISSY OPINION THAT YOU FEEL LIKE EXPESSING!

CAPISHE!

CAUSE I ASSURE YOU THE CITY OF LOS ANGELES NOW HAS A REAL PROBLEM ON THEY HANDS -- AND ZUMA DOGG WILL BE PULLING THE STRINGS AND SHAKING THE TREES!!!

AND HERE IS EVIDENCE THAT ZUMA DOGG FEELS IT IS ENOUGH, THE CITY IS CROSSING THE LINE -- AND ARE DOING THIS ON A DAILY BASIS!

NOTE: There are violations everyday, for two years. ZD kinda just has to deal with it as we move along, fight for what I can, and carry on. I can't sit here and file a lawsuit everyday.

If a constituent merely MENTIONS a councilmembers name, the Shitty Attorney or Clowncil President will interrupt warning the speaker to address council as a whole.

HATE TO BREAK IT TO YOU COUNCIL DUMMIES, BUT TO SAY, "I am here to complain about Tom LaBong's plans at Griffith Park" or "It is my belief that Councilmember Jose Huizar is using public park space for his LA Legacy Project without going through the proper process" -- IS NOT ADDRESSING A COUNCIL MEMBER YOU STUPID DUMMIES!

You may not like it...but shut the fuck up unless they are actually addressing a councilmember!

And Dennis Zine blew it for cutting me off. This would not have happened if Eric was running the meeting. Dennis could have allowed my comment to continue. A warning was issued. Just because I don't stop to acknowledge the warning is not a further violation.

BUT ZINE HAD TO SIT THERE AND PUT THE SMACK DOWN, WHEN HE COULD HAVE LET THE DUST SETTLE AND MOVE ON! I DON'T LIKE THE WAY DENNIS HANDLED THAT! I wish some folks knew how much behind the scenes work I have done to help sell his bullshit to the public. I don't need to waste my time sticking up for Zine. ESPECIALLY WHEN HE SITS THERE AND TALKS TRASH ABOUT THE $1.6 Million for the Guadalajara Book Festival (Pavillion construction included) -- BUT THEN HE VOTES, "YES"!

Classic Zine (among other CMs). Sit there and speak out against it when the cameras are on you, then vote, "yes" cause no one really sees the vote flash across the screen.

EVEN MAYOR SAM POSTED ON HIS BLOG THAT DENNIS SPOKE OUT AND STOOD TALL ON THE ISSUE. (Well Sam, you got half of it right.)

AND OMG!!! MY BACK WAS TURNED TO MATT DOWD AS I LISTENED TO RICHARD (did I do any listening?) -- so I didn't know it was being filmed. AND I CAN'T BELIEVE alarCON didn't mind Matt was filming it...AS A MATTER OF FACT...I THINK RICHARD WAS PROBABLY FUELING ZD'S FIRE, ENJOYING THE PERFORMANCE, KNOWING THE CAMERA WAS ROLLING!

AND SINCE THE CITY OF LOS ANGELES IS SO FULLY COMMITTED TO CUT PEOPLE'S CLOCK TIME, ONCE THE CLOCK IS ROLLING, AND ENFORCING ISSUES THAT REQUIRE NO ENFORCEMENT, ZUMA DOGG WILL DEDICATE HIMSELF TO BLOGGING ALL THE SHIT THEY DON'T WANT MORE THAN EVER! (Plus some other tactics under my sombrero.)

AND FINALLY: Thank you and congratulation to Councilmember Bill Rosendahl who listened to my concern about Dion's ass in my face and how I feel the Council is spinning out of control with this stuff; THEN ACTUALLY WENT AROUND TO ALL THE CMs TO DISCUSS THE ISSUE!!! I mean, he was really making the rounds over this, and long conversations were being held with various CMs. AND THIS IS AN ISSUE THAT THE CITY WILL BE HAVING TO GET THEIR ACT TOGETHER OVER! TRUST ME! And I applaud Bill for being the conservative watchdogg on this issue realizing all the violations are on TV and this can become a serious problem for the city.
