Councilmember Parks Statement on SCOPE & Other Non-Profit Lease Agreements (INCLUDING SPECIAL EVENT FEE WAIVER POLICY!!!)










Hellz to the yeah...looks like ZD is happier that he endorsed
Parks than ever. It says right cheer, now...Parks is going to
be looking into ZD's pet project issue...and #1 most ranted
about issue at the City Council meetings --"SPECIAL EVENT FEE
WAIVERS!!!" Is Parks just trying to thank me for my support of
his candidacy?]

Here's the response to Zuma Times by CM Parks' Office:

FYI...

Thank you for your call. Councilmember Parks has begun a process
of looking into ALL non-profit leases in the 8th District to make
sure they comply with the pending City-wide policy for non-profit
lease agreements.

This is part of a broader effort to update the City's Basic
Financial Policy as it relates to non-profits and fee waivers.
[Hoooooooody hoooooooooo!]

This policy update includes:

1. Convention Center Fee Subsidies
2. Development Fee & Permit Waiver Policy
3. Special Event Waiver Policy
4. Non-Profit Lease Policy

The lease for SCOPE expired in 2002. They have been on a month-
to-month hold-over since the expiration date and are currently
paying NO rent to the City for use of the facility.

Our office has received numerous requests from other interests,
both commercial and non-profit, that are interested in leasing
or acquiring City properties in South Los Angeles.

An RFP to lease the property for rental or sale at fair market
value (estimated to be $1.6 million) will be issued shortly.

EXCEPT I ALREADY LET PARKS' OFFICE KNOW...they don't say what
this is REALLY about regarding SCOPE's lease. Yes, all of this
non-profit investigation will be going down...BUT THIS IS ABOUT
THE ALLEGATIONS THAT SCOPE IS USING THEIR FACILITY TO CAMPAIGN
FOR MARK RIDLEY-THOMAS!

So that's just how these politicians are. They don't just come
out and say things (although Parks made more direct allegations
in the Daily News on the matter, which is how I found out about
it. But then in his own statement, kinda goes sideways on his
reasoning. Yes, it's true that these non-profit leases need
looking into (along with the S.E. Fees and whatnot.

But they are using the "lease" as the reason, when it is the
"shadiness" that is the reason. So evict them on the lease,
but in a statement, you gotta let the people know why SCOPE was
the first and only one to go, so far.

I SAY WE USE THE FACILITY FOR THE ZD "ECONOMIC DEVELOPMENT" IDEA
OF $5.00 GIFT STORES FOR THE HOLIDAY SEASON TO BE RUN BY NON-
PROFITS THROUGHOUT THE CITY.
