LA Daily Blog NEIGHBORHOOD COUNCIL Comment Thread: Concerns of Conflict of Interest

A big concern Zuma Dogg has with the Neighborhood Council system, is the FACT that you have Los Angeles City Councilmember STAFFERS who also preside as President, Board Members, Planning Deputies, and a host of other "conflict of interest" positions.

The NC system is supposed to be independent of Council. ZD spoke with Councilmembers and their staffers at City Hall and inside council chambers, and the spin includes; you can't prevent our first amendment right to want to help our communities and I don't live in the CM's district who I work for."

SO WHAT? How many times does something NOT pass unanymously? So the CM Staffer is elected President of an adjacent district, allows the density plans to more easily (if not easily) gain NC approval -- and when it makes it on the Council agenda, it passes unanymously anyway.

AND, I heard that at the DNC convention, there was a public area in which permitted rally participants were given time to hold first amendment speeches. And of course the delegates wanted to have their say in this area, too. HOWEVER, the Feds said, "Sorry Charlie, you have the whole damn convention for YOUR speech." So people WERE INDEED not able to participate in a first amendment process because of their role in government.
