SO WHAT? How many times does something NOT pass unanymously? So the CM Staffer is elected President of an adjacent district, allows the density plans to more easily (if not easily) gain NC approval -- and when it makes it on the Council agenda, it passes unanymously anyway.

AND, I heard that at the DNC convention, there was a public area in which permitted rally participants were given time to hold first amendment speeches. And of course the delegates wanted to have their say in this area, too. HOWEVER, the Feds said, "Sorry Charlie, you have the whole damn convention for YOUR speech." So people WERE INDEED not able to participate in a first amendment process because of their role in government.
