Its politicians are determined to turn Los Angeles into a normal city

Antonio Villaraigosa, Los Angeles' mayor, turned up to declare it a model for future development. The event made the evening news. There can be few cities the size of Los Angeles where the prospect of a nine-storey office complex would cause such a fuss.

Los Angeles has long epitomised car-oriented sprawl. As early as 1946 the historian Carey McWilliams judged it “a collection of suburbs in search of a city”.

Last summer the city council changed zoning rules to allow tiny apartments to be built in and around downtown Los Angeles. On March 19th it rejected a plan to put 5,600 homes on the city's northern frontier, signalling that the metropolis must now grow up, not out. From next month developers will be allowed to build blocks of flats up to 35% bigger than previously, so long as they include some cheap housing.

Not without a fight

Six miles (10km) west of North Hollywood, a four-storey building is rising next to a car-wash on Ventura Boulevard. When finished, it will contain about 130 apartments and an underground car park. To an outsider it seems innocuous. To local residents, schooled by almost a century of strict zoning to believe that bedrooms must be separated from shops, it is anathema. Gerald Silver, a local homeowner, predicts epic traffic jams from this and similar developments nearby. He complains that, without consultation, the neighbourhood is being turned into a version of Manhattan. He is not alone.

“You're beginning to see a neighbourhood revolution,” says Zev Yaroslavsky, one of Los Angeles' shrewdest and most powerful politicians. He gives warning that outraged citizens may add an initiative to the ballot next year that would block dense housing projects, “smart” or not.

At present few use Los Angeles' skeletal rail system—259,000 journeys are made each day, compared with 1.2m bus journeys—and the network is growing painfully slowly.

Near the office construction site a 14-storey block of flats (it seems enormous in the San Fernando Valley) has already appeared, and others will follow. The hope is that residents will both live and work there, or walk a few hundred yards to the local subway stop. But Cary Adams, a local resident, notes the developers are hedging their bets: two giant car parks are also scheduled for construction. This is, indeed, the genetic flaw in Los Angeles' new DNA.

The politicians and planners are gambling that, by arranging Angelenos in a more conventional pattern, they can change their behaviour. Perhaps it will work. But if they are wrong, an already crowded city will simply gum up.

DWP ON WEDNESDAY AGENDA: At L.A. City HALL, on WEDNESDAY, April 2, 2008 @ 10:00 a.m., the CITY COUNCIL will continue to hear and may approve/reject/continue CF 07-3247 (Power) and CF 07-3248 (Water) "base rate increases.

Here are copies of the 9 Amendments to City Council Files 07-3247 (DWP's Power Base Rate Increase proposal) and 07-3248 (DWP's Water Base Rate Increase proposal) in "pdf" format. They are part of the "whole" package of rate increases, proposed infrastructure improvements and proposed improved Water & Power Reliability Programs.

However, unless the City Council considers CF07-3248 (Water) first and separately from CF07-3247 (Power) of this very complex group of proposals they can't deal effectively with them.

Sometimes it seems as if the City Council would rather consider and "approve" the whole package and then move on to other matters. Approval of the DWP rate increase proposal(s) would be contrary to the specifically expressed wishes of 66 of the 75 NEIGHBORHOOD COUNCILS who are members of the NC-DWP Memorandum of Understanding OVERSIGHT COMMITTEE (OSC).

One argument posed by several City Council Members is that approval of the DWP base rate increases will assure the City of the desparately needed money which comes from the Power Transfer ($ 180+ million every year) and the Water Transfer ($ 30+ million, perhaps, every year). It would distract the NCs and the Public from considering the justification for the 10% Power Utility Tax (surcharge, $ 260+ million every year). These funds go to the City's General Fund where they may be used for a variety of non-water and non-power uses.

Right now, the City is $ 150+ million short of fully funding its current (FY2007-2008) Budget which goes to June 30, 2008. A $ 450+ million short-fall is predicted for next year (FY2008-2009) starting July 1, 2008. The $ 420+ million which comes from the DWP ($ 180 + $ 30 + $ 260 = $ 420) is desparately needed. However, it is the wrong money, coming from the wrong source. The DWP was created over 100 years ago to "deliver the best possible water and power to the people of Los Angeles at the lower possible cost." It WAS NOT created to provide funds to the City's General Fund for non-water and non-power uses.

Many people in the NEIGHBORHOOD COUNCILS have become much more knowledgable of the DWP and CITY BUDGET. They will be at City Hall, next Wednesday. It will probably be an important event for the entire city:

1. Do the NCs really have the ability to advise the City and have their advice heard, respected and/or followed?

2. Has the City Council taken all aspects of and all the alternatives to this important issue into consideration?

3. Will the Newspaper & Electronic Media be there and give full coverage to this "story?"

4. Will the best interests of the People of the City of Los Angeles be served.

BETTER STILL... Will you be there in City Hall?
Will you make your presence known to the City Council & to the DWP?

Will you make your own Public Comment on the issue? Write a story on the issure?

There is no question this is my favorite blog post of all time because it is the perfect application of blogging. With the DWP rate hike proposal back on the Los Angeles City Council agenda this Wednesay April 2, 2008; I went back to last week's meeting (Tuesday March 25, 2008) when public comment was held and pulled the audio and posted it for all to hear -- along with a lengthy discussion of the controversial water and power rate hike proposal during it's appearance on the Council agenda. A true town hall blog thread.

As you know, Council voted 11-2 in favor of continuing the item (DWP rate hike proposal) until Wednesday. So things didn't go so smoothly for DWP GM David Nahai. You can hear him go into his "Two minutes to Wapner-style" response when he starts to see he ain't gonna get the hike that day (led by CM Parks move to continue, which was seconded by CM Janice Hahn).

CM Eric "Garshady" Garcetti and Tom "Ted Baxter" LaBong were the only two CMs who wanted to approve the DWP rate hike, on the spot. (CM Jackass Weiss was absent in both mind and attendance. And AlarCON ditched the vote, too.)

So here it is...the best ZD thread ever. The one where you can hear audio of all the public comments from all of ZD's fellow friends from the community who showed up to make a difference. LAPD: Problems with Moto-Bikes, Problems with Astro Radios (Why not just blindfold 'em and tie their hands behind their back)

There is a new report by LAPD filed with Public Safety (Council) Commission claiming LAPD's Harley-Davidson moto-cop motorcycles are lemons with no solution in site. (Click here for today's story.) And that reminded me of another huge problem/obstacle for LAPD in their daily battle against crime; their Motorola radios.

I know it's fun to play "gotcha" on the blogs and point out all the mishaps that cost the City and taxpayers mucho dinero...but I'm not taking the angle of "gotcha" here: Public safety is always the number one issue in the city, when you get down to it. And here we have a police force, forced to do battle with sophisticated, highly-organized, highly-financed, violent criminals...

And the motorcycles safety are at issue and their radios don't work properly. How about requiring them to wear blindfolds and their own handcuffs, too before we send them out on the streets to maintain a civil society?

LAPD's ASTRO RADIOS NOT SO HOT EITHER:

LAPD's handheld radios are outdated and break frequently, putting officers' lives in danger and making it easier for suspects to elude them, a police commissioner said recently. (This is a very widely-known problem that CM Zine is well aware of.)

Backed by the police union and a new internal report, Commissioner Alan Skobin said the department needs to quickly come up with a maintenance schedule and upgrade the radios, some of which are more than 13 years old.

"When you are chasing a dangerous suspect and you can't tell other officers the direction you travel, it imperils other officers and the public," he said. "Your safety lifelines are your partner, your gun, your radio and your vest. These are real safety considerations."

Patrol officers rely on the multiple-channel radios to communicate in the field. Union officials said they have received "numerous" complaints from officers whose radios malfunction.

"We are keeping them operational and going through them systemically and doing maintenance and repairs on them," said Tim Riley, head of information and communications services for the LAPD.

The department estimates that it will cost $25 million to replace the 10,500 Motorola ASTRO radios purchased between 1994 and 1996.

The company stopped making the model in 2002, and replacement parts are in limited supply and will not be manufactured after 2007. So limited are the supply and services that in 2005 the LAPD took apart 100 of its own radios to replace defective parts in other radios.

"The dilemma you run into is that we are coming up to the end of life on this radio," Riley said.

Last year, the City Council approved about $6 million to purchase about 3,200 car-mounted radios. But this year, the council declined to fund more.

LAPD Experience MASSIVE PROBLEMS With Harley Moto-Cop Bikes (No Solution In Sight)

I have never seen Mayor Sam's Michael Higby so excited about a story before, so make sure you check it out.

In 2005, LAPD decided to switched to Harley-Davidson moto-cop bikes. But it looks like the bikes are low-quality lemons, and LAPD claims Harley doesn't have a permanent solution to repair delays (getting parts).

Looks like this is gonna be LAPD's version of LAUSD's computer payroll glitch.

• The Department’s reports, dated January 25, 2008, and March 12, 2008, in response to Public Safety Committee, relative to the repair and maintenance issues involving Los Angeles Police Department’s Harley-Davidson motorcycles, were accepted as follows: the January 25, 2008, report was received and filed; the March 12, 2008, report was approved and transmitted to the Public Safety Committee.

The 25 page report says the Harleys may be lemons.

The report says LAPD has experienced "an abnormal number of repairs due to design deficiencies and poor workmanship in the initial assembly" of the Harley moto-cop bikes.

According to the report, the big problem are the brake lines and Harley was not able to provide replacement parts quickly enough and LAPD claims as of now there is no permanent solution to the problem. In 2007, all the bikes had to be taken out of service for inspection and repairs to ensure officer safety. (That doesn't mean they ALL had problems, I'm sure; but a precautionary measure.)

Other maintenance issues include premature starter failure, breaking shift linkages, exhaust pipes falling off and assorted electrical problems.

The Department says in the report that Harley blamed some engine failures on LAPD using the wrong type of motor oil. (LOL! Way to divert blame, Harley. Unless it's true and they actually used the wrong oil...DOH!)

Since the report was filed with Public Safety and City Council, I'm sure they will be looking into this. Watch for it soon on an agenda near you.

Wyvernwood Releases Proposed Plan "Facts" As Protected Oak Trees Are Already Cut Down (Before The Communities Eyes)

[ZUMA DOGG SAYS: Make sure and ask us why all the protected oak trees have magically been cut down and ask us to provide the documentation showing which loopholes allowed us to cut these protected oak trees down already behind the communities back. Alivn Parra brought the issue of these protected oak trees and historic building status to the community's attention at a public debate concerning Wyvernwood, during last year's elections, and he even warned the public to "watch the oak trees." Parra told the crowd (and Zuma Dogg) that he was at a meeting with Huizar and Mr. Fink of 15 Group/Wyvernwood. Fink said his two obstacles were the oak trees and the historic buildings and that he was going to hire an environmental consultant to see if there was a way to cut down the trees.


Then Jose Huizar Chief of Staff confirmed, in person, to Zuma Dogg that if they could find a loophole to cut down the trees, they would. SO MY QUESTION IS, THEY ALREADY CUT DOWN THE TREES...DID ANYONE EVER SEE OR HEAR OF ANY PUBLIC MEETINGS REGARDING THIS ISSUE? Was Huizar allowed to have these trees chopped down? (He's the George Washington of CD 14! Choppin' down them trees.) After all, the State of California protects those oak trees, so if you were to cut them down you would have to have permission from the State? Where's the permission. I mean... I KNOW you don't think you could just cut down trees in violation of State law, and not think that anyone would notice. (So I am sure it must be all above board and A-O.K)

Los Angeles Mayor Antonio Villaraiogsa has appointed Lilia Ester Garcia, the sister of current LAUSD School Board President Monica Garcia to the East Los Angeles Area Planning Commission. (Jose Huizar's district...Well, isn't that convenient.)

Hope it isn't quid pro-quo for not having LAUSD interfere with the Las Villas Liquor Arcade that is going up less than 500 ft from LAUSD schools. (In violation of a City ordinance.)

Council defers action on controversial DWP rate increases

Faced with a massive budget crunch, the Los Angeles City Council moved quickly Tuesday to raise zoo admission prices - by as much as 40 percent for children - but balked at boosting water and power rates amid widespread public opposition.

The zoo hikes are expected to bring in $450,000 toward cutting a projected $20 million budget deficit this year, even as a city official called Tuesday for a review of dozens of other proposals designed to save money or raise revenue for the city.

But amid a campaign by neighborhood councils decrying proposed Department of Water and Power rate hikes, the council deferred any action until early next month.

But the DWP rates, originally sought to be imposed two months ago, proved more difficult and once again the council put off a decision.

After nearly four hours of public comment and discussion, the council wavered on the need for the increases - 6 percent over two years for water and 9 percent over three years for power - amid questions about whether the agency would use the money wisely. [Bullsh*t...Zuma Times hears it is going to be a 20% DWP rate increase over this time period -- PLUS, a Metro Water Department rate increase, on top of the 20% DWP increase.]

Several neighborhood council representatives also called for further review of the rate hikes and urged council members to look at other methods the DWP could use to raise revenue.

And Lydia Grant, education representative for the Sunland Tujunga Neighborhood Council, said the rate hikes will have a ripple effect on residents' ability to pay for a variety of things - including education for their children.

"How many politicians does it take to take education away frm our kids?" she asked the council.

City Councilman Bill Rosendahl urged support for a 15-member citizen oversight committee - one for each council member to appoint.

"I want to pick a person in my district who is a numbers freak, that sits on top of this like a pit bull," Rosendahl said.

"Summer is just around the corner," Nahai said. "(Critics) complaining about the rate increases will be complaining a lot louder when we have to go through another summer like we have the past few years."

[Nice threat tactic, Mr. Nahaiarosa. Are you saying this money would used to make the proper upgrades in time for the summer? I doubt it, when all the money is being wasted on purpose. (See Zuma Times story about DWP buying old, outdate supplies like cases of (glass) Windex bottles from the 70's, and worse!) Stop the Empire Line Item 36/185 stuff, then come talk to us, Mr. Nahaiarosa.]

Officials said another factor in the need for rate hikes is the annual transfer of DWP funds to the city's general fund.

A court hearing is scheduled for today on a lawsuit seeking to block transfer of DWP water funds to the city.

If successful, officials said, blocking the annual transfer could forestall the need for an immediate water-rate increase. It would not, however, affect the need for rate hikes to aid the DWP's power system.

It has been more than a one and a half years since our effort began and many are unaware or have forgotten that the battle continues on.


>The Lobbyist doing business at LA City Hall (approx 200) formed a group titled Los Angeles Lobbyist and Public Affairs Assn. The group hired Sutton & Partners to lobby government officials on the industry’s behalf. The “Sutton” of the firm, is Attorney James Sutton.


>In March of 2006 Attorney James Sutton formed “Citizens for Reform”; ID # 1284556 with James Sutton listed as the Treasurer. James Sutton wrote Measure R!


> In July of 2006 Sutton changed “Citizens for Reform” to Committee to Reform LA-Yes on Prop R. They kept the same ID number. This was to be a Sponsored Committee and to add creditability he had the League of Women Voters and the Los Angeles Area Chamber of Commerce sign on as Sponsors. The Treasurer was changed to Kaufman & Associates.


>On July 14, 2006 City Council President Eric Garcetti sent a letter to the Los Angeles City Clerk Frank Martinez stating the LWV and the LAACC had sent him a request for a “proposed Ballot Initiative”.


>On July 14th the City Clerk assigned a City Council File number to the request and gave it an official title. The city file number was 06-1800-S1 and the title was “Ethics Reform/Term Limit Extensions/Ballot Initiative”


>This is what was sent to the LA City Council and what was adopted on July 18, 2006. The council voted on this file number item and had it placed on the November 2006 ballot.


In combining the Ethics Reform and extending the city council term limits from two four year terms to three four year terms, they violated the California Constitution.


The single issue rule was established to prevent elected officials and special interests groups from forcing the voters to vote for one issue in order to vote for another.


The argument presented by the City Attorney was that the Ballot title did not contain the word “imitative” and therefore did not have to comply with the single issue rule. The Superior Court Judge who had initially ruled Prop R was unconstitutional changed his ruling in light of the City Attorneys argument.


Our argument in the Court of Appeals is clear. The City does not have the right to violate the State Constitution by manipulation.


The success of this Legal Challenge is a direct result of the community of Los Angeles coming together and standing up against City Hall and the forces which until now operate with impunity.

LAUSD Ready For More Mandarin Chinese Language (Even Though Many Still Don't Know English)

"If the school board adopts this plan, Los Angeles would be a pacesetter in the country in terms of aggressiveness of a plan to broaden Mandarin programs," Kwoh said. "This is a very aggressive plan." I agree that Mandarin Chinese will indeed become more and more critical in the global economic future. But, should the school district with one of the lowest graduation rates, and lowest English speaking student body be the districts embracing "a very aggressive pacesetting plan?"]

To help students compete globally, new classes might be offered

Acknowledging the growing force of globalization, the Los Angeles Unified School District is gearing up an ambitious program to offer Mandarin Chinese language and culture courses at all of its middle and high schools.

The plan, which will go to the board next month, calls for the courses to be offered at about 200 middle and high schools, and each of the LAUSD's eight local districts also would have at least one dual-immersion program in which students started studying the language in kindergarten.

The move would be one of the largest of its kind in the nation and would put Los Angeles Unified on the cutting edge of language and culture instruction in public schools.

School board member Yolie Flores Aguilar is sponsoring a resolution for the program, which proposes requiring at least one high school in each of the eight local districts to offer Chinese language and culture courses in the 2008-09 school year.

[Villarigosa backed LAUSD boardpuppet] Aguilar says, "I don't think we have a second to spare. The rapidness of the economy in terms of moving in a global direction is not something we should take lightly, and there's no reason to wait."

["Not a second to spare." Wish some folks at LAUSD felt the same way about teaching English to all that don't speak it within the school district.]

Harry Haskell, director of world languages and cultures at LAUSD, said it's critical that U.S. schools make Mandarin more available.

"Mandarin is and will continue to be a very critical language," Haskell said. "We're realizing right now that because of globalization, it's vital that we have second-language skills because we have to compete with the rest of the world.

"And we are not."

"We felt that it was very important for American youth to be able to learn Mandarin to be able to compete in the global marketplace, to understand a fast-growing country and its culture, and to be able to converse on the world stage with Chinese being one of the most widely used languages of the world."

Mayor Antonio Villaraigosa long has emphasized the need for students to be proficient in more than one language to remain competitive in a growing world economy.

"In a global work force, knowing a second language like Chinese or Spanish will be critical to our children's success," Villaraigosa said.

"It's very important for American kids to learn not just Chinese, but a foreign language." [Which one is it? Critical to learn Mandarin Chinese, or to learn a foreign language? You are claiming it is critical to learn Chinese, not just a foreign language. Again, which one is it? We are already offering many foreign languages and now it will cost more money to offer more Mandarin Chinese, when money is needed for immediate classroom needs.]

Matt Dowd has some fun with Los Angeles City Council and they make a decision that Mr. Dowd (the plaintiff) is not allowed to say the words, "Mike" and "Hunt" in that order. This clip is just flat out hilarious. (Like watching the Harlem Globetrotters run circles around the other team.) Meanwhile, it IS kinda a first amendment issue, cause how can the City Attorney prevent someone from saying "Mike Hunt"? Hope Pussy Galore doesn't show up for public comment anytime soon.

* David Nahai must be fuming about the spineless tightwads on the L.A. City Council this week. The new general manager of the Department of Water and Power encountered rough political waters when he tried to win support for rate increases he believes are needed to keep the air conditioners running this summer. We hope even bigger headaches await him before he finds some relief in higher rates.

* The council delayed its vote for a week, which sounds like a tiny problem, but it’s not. Nahai’s been talking up the water and electrical rates increase for nearly six months, first as the head of the DWP’s board of directors, then as a nominee last December for the top job, and now as the guy who will be held responsible when the lights go out this summer.

* We don’t want Nahai to get a free ride. Now that the City Council has his attention, it should make even more demands of him. If he is so committed to openness and allowing the public a full view of the utility’s operations, let’s see the council force open the books showing how more than a $1 million(*) given every year to DWP’s union-run training institutes is spent. It’s public money given to a public utility. The public should see the books.

* Let’s just see who the council fears most: the neighborhood groups or Brian D’Arcy’s International Brotherhood of Electrical Workers Local 18. [Batcomputer says Brian won't let Nahai open the books.]

In case you are upset because it's 1:15pm and the City Council meetings are usually wrapping up, and you missed the entire LIVE feed as posted on this blog at the 10am start time, you haven't missed a single thing yet. Because it's three hours into the meeting, but so far nothing except a bunch of kiss-ass Dog & Pony Shows that City Council calls "Presentations and Proclamations". The Shady Report: City Council Agenda Highlights (Lowlights) for Friday March 28, 2008

Here are the items from today's Los Angeles City Council meeting that got passed with no discussion (without a second thought). Some pretty controversial stuff. No wonder they had a over three (3) hour Dog & Pony Show (diversionary side show) today to week out the people.


TRANSPORTATION COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to amending Sections 88.00, 88.07, 88.13, 88.57 and 88.63 of the Los Angeles Municipal Code (LAMC) to provide for free parking of certain alternative fuel vehicles.

I THOUGHT THE CITY WAS IN A BUDGET CRISIS? WHY ARE THEY SO WILLING TO OFFER FREE PARKING WHEN THEY SHOULD BE TAKING IN MORE MONEY, NOT LESS? (I'm all for alternative energy, but don't make city taxpayers pick up the tab when residents are at risk of losing city services and having rates, fees and taxes raised.)

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

PRESENT and ADOPT the accompanying ORDINANCE amending LAMC Sections 88.00, 88.07, 88.13, 88.57 and 88.63 to:

a. Establish an hourly rate of $0.00 (i.e. free) for Alternate Fuel Vehicles properly displaying California Department of Motor Vehicles (DMV) Clean Air Vehicle Decals at all Los Angeles Department of Transportation (LADOT) on- and off-street parking meters in the City of Los Angeles until January 1, 2011.

b. Exempt Alternate Fuel Vehicles properly displaying DMV Clean Air Vehicle Decals from the requirements to deposit coins in parking meters at LADOT on- and off-street parking meters in the City of Los Angeles managed by the LADOT until January 1, 2011.

Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

More consulting contracts!?!?!:

APPROVE the proposed agreements, substantially in form to the draft agreement included as an attachment to the Board of Public Works report dated August 20, 2007 (attached to the Council file), subject to City Attorney review and submission of Bidder Certification requirements (CEC Form 50), with the 12 consultants listed in the attachment to the City Administrative Officer (CAO) report dated February 27, 2008 (attached to the Council file) for work on an as-needed basis for the Bureau of Sanitation's Automation Master Plan.

Fiscal Impact Statement: The CAO reports that there is no General Fund impact. The cost of as-needed consultant services under the new rotating list is estimated at $7 million over the five-year contract term. Funding of $342,000 has been identified for the remainder of 2007-08. This will be paid from Account No. C282 in the Sewer Operations and Maintenance Fund No. 760. The contracts include a Financial Liability clause wherein the City's liability is limited to the present and future City appropriations to fund the contracts.

1:00 PM UPDATE: Three (3) hours into today's City Council meeting (the stock market is now closed) and still no sign of any City business yet, as the Presentation and Proclamation Friday "Dog & Pony" Kiss-ass-fest rolls on.

Currently, they are kissing Eric Estrada's ass. (He was an actor on the TV show "Chips" back in the 70's.) I hope they don't lose a quorum on the actual city items. (Of course after two plus hours of "showbiz", I'm sure everyone will be in a hurry to rush through the real City business. OR, it will be put off and crammed onto the next agenda...making that meeting a rush through.)

It's Friday, so be prepared to sit through hours of City Council's weekly "Dog & Pony Show". A parade of ceremonies that the Councilmembers use to schmooze people they need to schmooze.

WOW! City Clerk (Elections Head Honcho) Frank Martinez is retiring today after 30 years of service and is having a goodbye ceremony, right now. He seemed like a good guy to me (even though AlarCON is giving the speech). If he's a good guy, as I suspect, no wonder he is leaving. AlarCON joked that he is leaving just as the City Clerk's Office is preparing for Neighborhood Council elections. (TRUTH IN JEST, Y'ALL!) And, oh no...all you get after 30 years is a stupid pin and a send off speech by AlarCON (not even the Mayor).

Speaking of NC elections: Someone should tell Lincoln Heights Neighborhood Council that elections are coming up. They haven't had any in three years.

BREAKING NEWS: CM Ed Reyes is paying tribute to the Los Angeles Dodgers in celebration of the City picking up the tab for one of their events with a Special Event Fee Waiver. The dullest tool in the shed CM (Reyes) is talking about the Dodgers move from Brooklyn in the 50's. (Pretty important stuff! Thanks for wasting out time Ed Reyes and Los Angeles City Council, and thanks for picking up a several thousand dollar tab for a Dodger's event. (They need the money, and the City doesn't.)

AND NOW: Of course, every Councilmember must stand up and waste more time in front of the cameras, kissing ass about something as frivolous as a baseball team. Isn't the city in a massive financial crisis in dire need of drastic measures? Why is so much time being wasted on baseball and Dog and Pony show? How about a discussion of "belt tightening measures", or "DWP rate hike" or all the other City problems. This is laughable! Like the Emperor's New Clothes. Man, are you Councilmembers a bunch of arrogant, pompous asses to conduct yourselves this way during these times. WHY DON'T YOU STOP LOOKING AT YOURSELVES IN THE MIRROR AND DO SOMETHING YOU DUMB ASSES!

OH NO: To make matters worse, Tom "Ted Baxter" Labong is on a history of baseball rant. (He sounds like someone who is suffering from dementia, rambling incoherently.) And Councilmember LaBong didn't seem to mind violating the Ethic's commission "NO GIFT" policy, as he just accepted a VERY NICE gift from the Dodger's owner" A signed baseball!!! (Wonder how much he could fetch on E-bay?)

CM Parks is now weighing in on the good memories of Roy Campanella and what a shame he never made it to L.A. and something about Sandy Koufax and Don Dryesdale. (I can think of something that is a bigger shame...LA City Council taking old baseball memories. As great of a guy as he is, "Vin Scully," is one discussion I don't want LA City Council having. (Especially when they are adding new fees, taxes and rate hikes at the same time they are talking about cutting services.)

IT'S OFFICIAL, LA CITY COUNCIL IS THE BIGGEST PACK OF JACKASSES IN THE NATION! A TRUE LAUGHING STOCK. I HOPE THE WHOLE COUNTRY STARTS WATCHING THEM, JUST FOR COMEDY VALUE.

UPDATE: Former Mayor James Hahn makes rare City Council appearance to discuss an important issue: He showed up to tell some old baseball stories, too. (THAT'S a TRUE civic servant.)

WENDY GREUEL: Just mentioned that, "we are getting paid to say good things about you (new Dodger's owner), so maybe that explains the L.A. Dodgers Induction Ceremony into the City Council Rock and Roll Hall of Fame. (How about something on a Saturday, on your own time, Clowncilmembers.)

AND NOW: The new Dodgers owner just hoped for more investment into Dodger's stadium. (I hope he doesn't mean with CITY MONEY in the face of a Citywide financial emergency threatening to cut down (and eliminate) City services, while they ask for more money from residents across the board. (So no new scoreboard.)

AND TALK ABOUT A TOTAL ASS-KISSING BANDWAGON OF HISTORIC PROPORTIONS:
ASSemblymember Kevin De leon is making a rare appearance inside Council chambers to kiss the ass of the new Dodger's owner and name off a list of his favorite baseball players from the past. Must be a lot of money at stake with this new baseball team owner. Otherwise, why would Kevin be there? Lots of concerns with his "sunset clauses" on his Prop K money takeover, too. (Park and Rec money. Kevin got real nervous when Zuma Dogg showed up at one of his meetings, and one of his aids tried to keep me out, claiming it was a "private meeting, closed to the public" -- until I reminded her that Assemblymembers may not hold private meetings, closed to the public. And ZD entered the meeting. (And I can sure see why they didn't want me there. I'm talking about Kevin De leon!)

PUBLIC NOTICE: Local Activists Under Watch & Attack of Political Operatives

Make no mistake about it. There is an elevated level of panic on the part of local politicians and appointed officials over many details being blogged about on the internet along with a hunt to figure it all out. It may, or may not, be a matter of personal safety...however it is a matter of people on a scavenger hunt; trying to figure out who certain people are and who they are speaking and corresponding with.

And anything these political operatives can do to rock people's world...they will.

Zuma Dogg has had some surprises over people and things popping up in his life. And a certain bus line that I frequent has been posted on a blog, along with a warning to for me to be careful. (And I have never mentioned this bus line publicly, and it isn't the bus from Venice to Downtown City Hall, which would be an obvious guess for someone to take.)

Another tactic is to have your political operatives show up at neighborhood council meetings and other community events to see who is speaking with whom and who is making public comments at these meetings. (You think you have someone watching us, but I have people watching YOU! Wish I could say more.)

Proposition R (Los Angeles City Council Term Extentions) LEGAL UPDATE

It's been a while since Prop R was on the ballot, but the legal dust still hasn't settled...and believe it or not, a lot of shady elected officials (councilmembers) are on pins and needles awaiting a final decision and a WHOLE LOT of decisions on who is gonna run for what office, or not, is riding on this judgment.

The Proposition R Legal Challenge Team of David Hernandez and Ted Hayes continue in their fight to bring resolution to the ill conceived Prop R.

Proposition R was the Ballot Measure which in the name of Ethics Reform, extended the Los Angeles City Council term of office from two four terms to three four year terms.

Given the need for early resolution of the terms available to the current council members who will be immediately impacted, Attorney Grant will seek to have the Appeal heard sooner than later.
