VIDEO: Mayor Villaraigosa & Zuma Dogg Ham It Up on The ZumaCam, Then Villaraigosa Announces, "Zuuuuma Dogg...CANDIDATE!"

It's the battle of the top two political figures and camera hogs in Koreatown for a press conference with news and TV camera in attendance to cover the event.

In this exclusive undercover ZumaCam video, you can see Zuma Dogg unveil his new "Zuma Dogg For Mayor '09" for Los Angeles Mayor Antonio Villaraigosa as Zuma asks for the mayor's support.

Antonio couldn't help but be amused (as I was hoping for). Then after I let him know that ZD noticed a nice scaling back of the "Special Event Fee Waivers" over the past three council meetings, the second-runner/incumbent mayor suggests taking a picture with the public advocate/constituent magnet Zuma Dogg (as seen on City TV 35 more than some Councilmembers).



I've been pretty hard on the mayor in my blogging and public comments, so I decided not to make it worse, when it was easy for me to take a moment to ham it up on camera with the mayor for the ABC 7 cameras and the rest of the press pool. (Hope everyone enjoyed the moment.)

THEN, as he took to the podium to address the crowd, Mayor Villaraigosa starts his speech with the announcement, "Zuuuuuma Dogg...CANDIDATE!" (I wasn't officially ready to announce and now the mayor announcing it to the media before I was ready is forcing me to move ahead more quickly than I had wanted to. LOL!)

VENICE BEACH DEBACLE: After showing up at City Hall for over two years, all which started over my mistreatment at Venice Beach, only to have the City make a bunch of the changes ZD was complaining about in the first place -- things sure were full circle today as it was the return of Zuma Dogg at Venice Beach.

Matt Dowd called me this morning and invited me to sit in with him at his guitar show, where he also burns his incense and has them for display.

He had to take off to pick up some things for his permitted space, so he shut down the amplifier -- left the guitar -- and ZD watched the space until he returned.

Meanwhile, someone who wanted to juggle machete knives on a tall utility ladder, above the crowd of onlookers below wanted to use some of Matt's space. (He requested some space from Matt before Matt left and he was told, "Sorry, no. The knife juggling on a ladder isn't cool when we are standing here with our crowd.

So while Matt is gone, Rob from Parks and Rec shows up with LAPD and they want me to let the guy juggle machetes over my head...AND tell me Matt cannot display his incense (even though I was not even selling them while he was gone and he had a sign on the table saying, "you do not have to donate" or something like that. With Matt, it's about the right. He makes enough playing guitar, he's not trippin' on the incense money.)

Rob shows me in the ordinance where it says, if performers are waiting, you have to rotate them in for an hour. So I say, "Great, well Matt promised me ten minutes as soon as he got back", so since he's not here, and you want performers, I'll start.

BUT NO...they wanted it to be the person they wanted it to be. (The juggler, not Zuma Dogg wearing his "Zuma Dogg For Mayor" shirt.) Meanwhile, now about twenty-five to thirty people are watching Zuma Dogg take on LAPD on an on the spot first amendment discussion that ended up with Zuma Dogg singing and marching all up in front of the juggler while I delivered a speech on first amendment and what the City was trying to pull.

And someone stepped out of the crowd to shake my hand in support who said he had just returned from Iraq and was stabbed three times. (And he rubbed my hand over the nasty scar tissue that freaked ZD out.) And the crowd cheered. And Zuma Dogg continued and after the police realized ZD could there all day long, they knew the best thing to do was to walk away. And they did.

Finally, to show the crowd that Zuma Dogg had the right to be there, I said to Rob, "Rob, please tell these people I can stand here all day long and do this." Rob gave a shy nod in confirmation, and I let the show carry on.

What I did not like, is that in a hostile move by the juggler -- his assistant threw him two of the machetes; and the guy on the ladder let them fly past him and they landed on the grassy part of the beach...well past the space. (COULD HAVE EASILY HIT SOMEONE IF THEY WERE STANDING BEHIND HIM OR PASSING BY, JUST AS I WAS MOMENTS BEFORE.)

He then says on the amplified mic, "You shouldn't have your display back there." (Which signaled to me and others watching that he obviously let the knives fly in the area I was just standing in, on purpose.

So I said to Rob, you don't have a problem with that? He said, "I'll tell you what I DO have a problem with...(un-audible) incense."

I let Rob know that if anything, now it is an issue of a guy on a ladder throwing knives into the crowd on the beach grass.

So I wasn't able to stay at Venice Beach and maybe take in some donations singing "Comfortably Numb" with Matt on guitar...or take in donations like the $5.00 bill some veteran gave me -- because he saw me on TV 35 and then just heard what I was saying to the cops and he appreciated it.

So here I am, with way too much time on my hands to catch up on all the blogging I have been getting so behind on...HEY CM ROSENDAHL...ARE YOU TELLING ME OUT OF THE ENTIRE VENICE BEACH OCEAN FRONT WALK, THE ONLY PLACE THIS GUY COULD JUGGLE HIS MACHETES OVER THE CROWD WAS RIGHT WHERE ZUMA DOGG WAS STANDING? HELL NAW! Selective enforcement as hell! Rob and Parks and Rec just HAD to have that guy juggle knives there and HAD to tell Zuma Dogg HE COULD NOT PERFORM IN THE SPACE, EVEN THOUGH I WAS ALREADY THERE AND HADN'T EVEN BEEN THERE LONG ENOUGH TO CALL FOR A PERFORMER ROTATION! ROB JUST HAD TO PUT THAT KNIFE JUGGLER THERE!

AMEND VENICE 42.15 TO MAKE SURE PERFORMERS CANNOT JUGGLE MACHETES ON TALL UTILITY LADDERS OVER THE CROWD'S HEADS! Kinda unsafe, wouldn't you say Supervisor Parks? I THINK THAT SHOULD BE A "NO BRAINER" (No pun intended.)

ZUMA TIMES HEARS THE STREET BUZZ IS SAYINGMAYOR ANTONIO VILLARAIGOSA WILL NEVER BE GOVERNOR ANTONIO VILLARAIGOSA: Recently, I was discussing the L.A. Mayoral Election in 2009 and my hopes of Antonio Villaraigosa becoming Governor of California were shattered.

You see, Villaraigosa wants to win the mayoral election in '09; sit in his office for a year; then run for Governor in '10 (after only serving a year of his term). THEN, he'll pop in one of his amigos as Mayor if he wins Governor.

Zuma Dogg liked this scenario, because first of all...it means no matter what, only one extra year of Villar. Secondly, if Zuma doesn't win in '09, he has another chance only a year later (instead of four years later!) And CMs Hahn, Wesson, alarCON, Huizar and everyone else who foolishly thinks they have a shot against Zuma Dogg in '10 is hoping for the same outcome.

(Price Is Right Stinger): Whomp, whomp, whomp, whomp...(deflated) Whooooooooomp.

Did you know that convicted felons cannot be Governor of the State of California (even if it has been expunged)?

So now Zuma Dogg feels more pressure to win in '09, cause I don't think Antonio will become Governor in '10.

Zuma Dogg UPDATE For Saturday May 31, 2008

It's gonna be June tomorrow, y'all...HELL YEAAAAH!

As previously mentioned, blog posting goes down as Zuma Dogg's immersion in the community increases. (A lot of catching up to do on video and blog posting...but hopefully, the videos will be worth it.)

Thanks to Joe Mailander from Street-Hassle.blogspot.com for his coverage of Zuma Dogg's coverage of Janice Hahn's Press Conference on the steps of City Hall this week regarding Prop 215 Medical Marijuana and LAPD's involvement on Federal DEA busts. (She's against it!) The ZumaCam captured he entire speech and look for it to be uploaded this weekend. (Today, hopefully.)

VILLARAIGOSA HAS SOME ON CAMERA FUN WITH BIG ZD FROM THE 213!: There have been some generic warm and fuzzy "on camera" moment between L.A. City Mayor Antonio Villaraigosa and L.A. Public Advocate Zuma Dogg, but ZD and Antonio almost had to file for marriage (now that it is legal) after the two biggest camera hogs in the city had a "photo-op off", Friday morning in Koreatown, for new DONE GM Bong Hwater Kim's press ceremony.

I unveiled my new "Zuma Dogg for Mayor '09" shirt for him and asked, "Will you support me for mayor? If you support me, I'll support you. We can 'co-supporter' each other!?!?" You can see him take a look at the shirt and can't hold back his amusement.





Then, when he took to the podium, his first words for all in attendance and all the press cameras (ABC 7 and the rest) was, "Zuuuuma Dogg...Candidate!"

So thank you to the mayor for officially kicking off my campaign to run for mayor against him. (Even though I am still only in the exploratory stages.) But now that the mayor has leaked the announcement, it has caught me off-guard, and I'm forced to move everything up. (LOL!)

The event took place at the same time Zuma Dogg was supposed to be at City Hall for Public Comment. (It was "presentation and proclamations" so I had time to hit Koreatown for the event, before taking the bus to City Hall in time for comment.)

But CM Herb Wesson was at the early morning event, too. On the way out, I aksed Herb (as a joke), if he could give me a ride back to City Hall because I was in a hurry to get back for public comment. I guess it wasn't a joke. THANKS HERB! Sure beat the bus. (No stops, I was the craziest person riding, and he dropped me off, right in front of City Hall.)

Are Los Angeles City Councilmembers Allowed To Back Their Own Candidates For Neighborhood Council?

Just wondering if L.A. City Councilmembers are allowed to get involved with Neighborhood Council elections and back their own candidates? Probably another one of the loopholes that are un-ethical, but not illegal. Doesn't do much good to have an NC system, though, if you make sure the NC board is filled with people from the non-profit organization you are funneling money into.

California Economic Outlook WORSE Than Rest of U.S.

Unfortunately, California's economic outlook is not only worse than the rest of the U.S., it is making the rest of the U.S. economy (jobs and housing market) look much worse nationally.

California is in much worse shape than the rest of the Country because, until the sub-prime/foreclosure bubble-burst, the State's economy was driven by the housing market. And this helped the job market, as well.

Well now, both markets are in trouble. California is #1 in the nation when it comes to the down housing market. Plus, all the high end jobs have left the State and it is left with all the low income jobs that do not drive the economy.

If you take California's statistics out of the national picture, the country actually looks to be in a lot better shape. In other words, California is tanking the country.

And don't look for the California housing (or job) market to pick up anytime soon/this year.

SIDE EFFECTS: The owner of the cafe I am blogging at today tells me over the past few months, business has taken a HUGE hit. Why? Five or six of the nearby stores have closed up shop in the area. So not only does the cafe lose the business of the workers in the area; they also lose the business of the customers who went to those businesses. At the same time, the City is hitting up the store with Planning compliance stuff out of no where which the place can't afford. And the customers they have are cutting back. People who used to get "lattes" are now just getting regular coffee. And the people who used to show up "ten times a day" are now just stopping in once a day. Then the owner gets hit with taxes and fees at home. [It's gonna be a real quick downward spiral.]

THE POLITICIANS ARE NOT GOING TO HAVE TO BELT-TIGHTEN. THE BELT-TIGHTENING WILL BE DONE FOR THEM. AND THEN ALL HELL WILL BE BREAKING LOOSE ON THE STREETS WHEN THE STATE OF CALIFORNIA CANNOT PROVIDE FIRE, POLICE, SCHOOL AND OTHER BASIC SERVICES.

(I wonder if any one city is over-contributing to the STATE'S problem?)

Zuma Dogg Update for Wednesday May 28, 2008

Sorry the number of blog posts may be down, but that's because I was out all day attending meetings (City Council and Board of Supervisors), busted out the ZumaCam to capture Janice Hahn addressing the medical marijuana crowd on the City Hall steps (where she called for the end of using LAPD on DEA busts). Then minutes later, LAPD was busy busting 6 medical marijuana co-ops -- so Zuma Dogg spent the rest of the evening interviewing people who were there for the bust, including one twenty-something who the DEA choked and threw to the ground for having a camera. (The kid got to keep the camera, so I guess the DEA choked him and threw him to the ground just for some recreation.) Meanwhile, there was less than $2000 cash on hand during the DEA bust -- and the warrant was only for amounts over $2000, so they didn't recover a penny of the expensive Federal raid that used around 20 LAPD for the job. (The Feds even had to call in an LAPD safecracker to break open the safe, only to come up empty handed.) PRICE IS RIGHT SOUNDER: (Whomp, whomp, whomp, whomp...(deflated) WHOOOOOOOOOOMP.)

JANICE HAHN: Will be elected the next mayor of Los Angeles if the Medical Marijuana crowd has their way. Meanwhile, the guy who was choked and detained asked for names and badge numbers since he was detained while they checked him out, and the DEA were not only NOT WEARING BADGES according to people at the scene -- but they told him they would not give him their names. (So that is a FEDERAL VIOLATION to the fullest.)

BRATTON: Will be putting an end to allowing his cops to be cross deputized to go out on these raids in violation of vote will and State law. More on the problems with cross deputy cops on DEA raids coming soon. But ZD predicts Bratton may have to have a backbone inserted into his spine and stand up to this. (What could be worse that being a puppet's puppet?) How the mighty have fallen. I guess L.A. ain't N.Y.

NEW ZUMA DOGG COLOR T-SHIRT UNVEILS TODAY DURING PUBLIC COMMENT: Zuma Dogg is downtown blogging this from outside City Hall. Tune in to City TV 35 or click here starting sometime after 10 AM for the official unveiling of the new, full-color ZUMA DOGG T-shirt. It looks so good, it should be sold for $40 at the Staples Center during the Lakers game.

ZUMA PREDICT NEXT MAYOR OF LOS ANGELES:
AND SPEAKING OF LAKERS...looks like Los Angeles is going to have a former one for mayor in '09. And even though Zuma Dogg feel confident he could easily beat Antonio in '09...looks like ZD's mayoral wishes are already over. Cause the big money has pulled the plug on the un-electable, highly-investigated Villaraigosa; and will be backing this former Laker, because Mickey Mouse or Justin Timberlake wasn't available to turn into your personal political puppet. And the sad thing for serious politicians like Zuma Dogg and
Antonio, is that the people will be buy it. Everyone loves this guy and he's got the backing. TUNE IN TO ZUMA DOGG PUBLIC COMMENT TODAY AT 10AM WHEN I NAME THE NEXT MAYOR OF LOS ANGELES.

THE MEDICAL MARIJUANA UNION WANTS TO KNOW: "Where's Antonio?" Seems like many other mayors have signed letters opposing federal interference and intimidation with California's medical marijuana program. EXPECT QUITE A FEW FOLKS TO BE SHOWING UP THE CITY HALL STEPS TODAY AT 11AM TO AKS THE MAYOR TO HOP ON-BOARD WITH OTHER MAYORS, NOW THAT THE CLINTON CAMPAIGN IS OVER. (Cause Hillary was the one who doesn't like to talk about medical marijuana (cause it reminds people that Bill didn't inhale.)

JAMIEL'S LAW SUPPORTERS AT BOARD OF LOSERVISORS: Today Jamiel Shaw, Sr., Walter Moore, and supporters of Jamiel's Law will be appearing at the Board of Supervisors meeting today at 1PM for public comment. That airs on TV, too. And I'm sure the talk radio show hosts will be covering it.

AB 212: Holy Schnikies did ZD stir the pot with the folks in Sunland-Tujunga who are all over ZD's blog story about Friday's big AB 212 bamboozle that caught council by surprise and may be all about allowing a development to set up shop on a gold course in S-T that Wendy Greuel promised would remain undeveloped. ZD is wondering aloud if it is true that Alarcon/Cardenas put Fuentes up to this Bill. The effects may backfire however, as it appears it also allows developers to bypass Council and their donation coffers when need zoning variance approvals. (Maybe I'll find out more today at City Hall?)

Fact or Hollywood Fiction: A local mayor goes to Federal prision after six foot deep FBI investigation

I guess this one must be all over town, because last night, I heard at a party attended by some young Hollywood types that mayor is in a lot of hot water and may not even be able to finish his term by the time it's all over. I guess some investigative bureau at the federal level seems to know where all the bodies are buried, literally. And even though it may be under the frozen meat department of your grocer's freezer, the stench has spread; and some investigators smell it. And they say the scent has stunk up the mayor, too. So if you are trying to remove the scent, and make everything fresh and clean...then you would have to remove the mayor.

This could be the situation that caused Villaraigosa to team up with Clinton. (She wanted his Latino support, and he wanted her to call off the investigation.) But she lost, and the investigation rolls on. I know LA Weekly did a story on this a while ago, but I don't know if there was an investigation at the time. And the party-goer who told this tale says it ends with a prison scene. I hope none of this is true. I hope this person was confused and was telling me a story he heard in a writers meeting instead of the actual mayor.

Watch This Blog...


Wow...Friday was a day at City Hall as I have never seen. A couple issues slipped through City Council's cracks (maybe because someone was on crack) and they finally got a taste of what it's like to be bamboozled with a last-minute, legalese fastball (blown past them like 15 Hellen Kellers). The State Assembly Bill 212 (Fuentes), on it's way to the Senate, would allow developers to bypass council (on their way to the planning department) when in need of a zoning change to jam that skyscraper or golf resort up the communities wazoo.

Here's a shallow Daily News article that can provide some surface background, but doesn't tell the real story, here.

AND YOU SHOULD HAVE SEEN WENDY SPIN AS THOUGH HER ENTIRE WORLD WAS RIDING ON IT! (I wish she would be this passionate over safety issues or the school system.)

What the Daily News didn't report, was that Zuma Dogg heard ASSemblymember Fuentes creates AB 212 as the cahoots-request of CMs Alarcon and Cardenas (and a third CM) to allow some kind of resort golf club development against CM Greuel's promises (to the Sunland-Tujunga community) to keep the development off the course.

But what ZD does not understand is why would alarCON and Cardenas have Fuentes create a Bill that takes away all their lobby/special interest magic powers. They'll be walking around the district like Clark Kent instead of Superman.

I think it's possible that ALARcon didn't think of this, or something, even though I find it hard to believe everyone involved wouldn't have thought of this as a side effect of this "one issue" Assembly Bill that was allegedly created specifically over a golf course in Sunland-Tujunga that some folks want to develop.

Looks like the boys forgot to cut Wendy in for her piece of the pie.


JAN PERRY VS DWP SOFTWARE NEEDS: Little Miss Thing, Despicable Human Being Jan Perry caused quite a ruckus over some "proprietary" software DWP wanted to purchase that Jan was concerned had an inside connection to the contract. (Even though it was proprietary software.) I've never seen such a scuttlebutt break out in the horse shoe with CMs on their cell phones and buzzing back and forth over the $1.475 million DWP software they need to purchase to allow their different systems to be able to communicate with each other (in helping to dispatch service calls, and whatnot.)

MAYOR THROWING GRAND AVE PROJECT UNDER THE BUS?: CM Bill Rosendahl was in the Daily News on Friday slamming the Grand Ave Project, "ZD Style" over subsidies. (I am about to read the article.) But I don't have to read the article for the REAL story on all of this...

So if Rosendahl is saying that Grand Ave shouldn't be getting anymore subsidies, it is ZD's opinion that this is Antonio's way of breaking it to Bill Wittee of Related Cos. (Grand Ave Debacle Co-Developers; along with Arab Emirates of Dubai) that they ain't getting any more subsidies.

So looks like ZD was right when said this project would take off like a lead Zeppelin. That's because I saw the future -- and it said "No time for this luxury, five star bullcrap project that could never get done without all these subsidies. And now, due to ZD's economic predictions ALL COMING TRUE...it ain't getting done even with the subsidies. MAN DID JAN PERRY SCREW THE ENTIRE REGION OF SOUTHERN CALIFORNIA WITH HER RECKLESS PLANNING! That's because we all know, when it comes to developer money, Jan is like a very expensive whore who is for sale at any price. (And the community wreckage ensues.)

Five Year Forecast
Attachment 6 provides an updated five-year General Fund budget forecast with a projected deficit of $218.6 million in 2008-09. Revisions to the prior forecast include: 1) potential salary growth for sworn employees after the expiration of the current labor contract in June 30, 2009; 2) supplemental 2008-09 funding for various partially financed positions added in the 2007-08 budget; 3) an adjustment of the 2008-09 trash fee offset due to the acceleration of the fee increase to September 1,2007; and, 4) updated debt service estimates beginning in 2008-09 (debt service payments were revised to reflect the purchase of Figueroa Plaza). In furtherance of the City's financial policies, the anticipated transfer from the Reserve Fund is reduced by the amount needed to gradually increase and maintain the Reserve Fund percentage of the General Fund budget from 4.55 percent to 5 percent by 2010-11. This Office will continue to make adjustments to the forecast in the ensuing months as information becomes available.

Budgetary Adjustments
Budgetary adjustments totaling $8,617,651 are recommended in this report. We recognize the need to be extremely judicious in recommending transfers from the Reserve Fund. As a result, recommended Reserve Fund re-appropriations and appropriations (totaling $2.5 million) are limited to those items that we believe are necessary to support City services.

08-0002-S73 (Garcetti – Reyes – Huizar – Cárdenas) with the concurrence of the Mayor, that the City of Los Angeles hereby include in its 2007-08 State Legislative Program support for SB 1301 (Cedillo), which would allow undocumented students who attended high school in California to be eligible for state financial aid for use at California public colleges and universities. To Rules and Government Committee

WHEREAS, even with the help of AB 540 many undocumented students cannot afford the costs of attending college, as they are not recognized as state residents and therefore not eligible for state financial aid; [what about the DOCUMENTED students who cannot afford the cost of attending college...have ALL of THOSE students gotten financial aid, first? What about the troops?]

and WHEREAS, in order to ensure that all citizens of California have the opportunity to attend college, earn a degree, work in a profession that pays a living wage, and contribute their talents for betterment of their community, we must never allow the cost of tuition to come in the way of the American dream;

[I understand it's not these childrens' fault that their parents broke the law to achieve this American Dream and they are born innocent and shouldn't be held back as a result...but it is not the U.S. Government's job to ENSURE that all citizens have the opportunity to attend college. YES...COST IS A BARRIER TO ENTRY FOR PEOPLE IN ALL WALKS OF LIFE...THAT'S WHY IT'S CALLED A "DREAM" You are making it sound as though the U.S. Government is taking away their right to work and earn a wage? WHAT'S NEXT, COST SHOULDN'T BE A BARRIER TO LIVE IN TRUMP TOWER? HAS THIS CITY COUNCIL TAKEN SOME BAD ACID FROM THE 70's? WHAT IS WRONG WITH THESE SHAMELESS IDIOTS? I THOUGH GARCETTI WAS SUPPOSED TO BE SMART?]

and WHEREAS, currently pending in the California State Senate is SB 1301 (Cedillo), the California Dream Act, which expands eligibility for State post secondary institutional financial aid and Community College fee waiver programs to include students who are exempted from paying nonresident tuition under AB 540;

and WHEREAS, under SB 1301, undocumented students applying for higher education
will be able to receive state financial aid, thereby lifting a heavy barrier to their future as college students;

[What if they don't graduate? Do they have to pay back all the money, because if not, we lose the entire investment cause they won't have the degree. If anything, it should be college loans that don't have to be paid back upon graduation, if that is your goal. And, a lot of people in America have heavy barriers. The United States Government isn't here to ensure anything but freedom and municipal services.]

and WHEREAS, the City of Los Angeles should support the California Dream Act
because it is in the best interest of our state's economy to have an educated workforce to provide the innovation necessary to keep California competitive in the global economy;

[An educated workforce starts with higher graduation rates. It's not the fact that some cannot afford college that is the problem with the workforce. People not graduating high school is a problem, to start. But I know we are talking about the GOOD students with the grades to make it into college...TOO BAD! Sorry, I have empathy and sympathy for all kinds of people across society. It ain't no fun being on the outside looking in. But it's not the FEDS job to move these mountains. And in the midst of a financial crisis that has Governor Schwarzenegger trying to borrow against future lottery revenue and Mayor Villaraigosa tripling fees and creating new fees and taxes (while having LAPD be the city's biggest revenue generator as ticket writing hits new levels) -- NO MORE FINANCIAL AID FOR UNDOCUMENTED STUDENTS IF DOCUMENTATION IS CURRENTLY REQUIRED!

I'm very sorry. I feel bad for homeless, the sick, the abused, the poor, and all kinds of people's personal hardship situation that I hear about. THE UNITED STATES GOVERNMENT DOES NOT HAVE THE WARREN BUFFET POCKETS TO PROP EVERYONE UP INTO A MIDDLE CLASS AMERICAN DREAM.

When they won't even be able to provide basic public services that ensure public safety...a college degree won't matter when the streets look like a Rodney King riot, every day!

I feel bad that some kids are disadvantaged because of the actions of their parents. It happens to kids across the country everyday. I only see two solutions:

a) The student has to work to earn the tuition, even if it takes extra years after high school. (And again, I'm sorry you are disadvantaged because of circumstances beyond your control. The U.S. used to be able to be much more charitable, but it was so charitable that it is broke as hell, now.)

b) LEARN A VOCATION IN HIGH SCHOOL: Everyone knows more and more good college jobs have been exported and have left the country in record numbers. At the same time, they can't find enough electricians and contractors at the electric companies. Nothing wrong with making $100,000 as an electrician, mechanic, truck driver, or a host of vocational jobs that cannot be exported or imported. When you need a construction supervisor (that does not require a college education) or need someone to repair your refrigerator, or hook up your computer network...you don't fly in someone from China.]

City of L.A. To Give Itself Permission to Do Anything They Want At Universal City Vision Plan (It's A Shady, Shady, Vision!)

07-0511 CD 4 CAO report relative to Supplemental Fee Agreements with Thomas Properties Group, L.P. from the Metro Universal Project and with Universal City Studios LLLP, L.P. for the Universal City Vision Plan. To Planning and Land Use

SUMMARY
The Department of City Planning (Planning) requests approval to enter into Supplemental Fee Agreements (SFAs) with Thomas Properties Group, L.P. (TPG) and Universal City Studios LLLP, L.P. (Universal) to process discretionary actions in connection with proposed development projects. [Discretionary actions=Do anything we need to do to complete out Vision Plan including ignoring the rules.]

The TPG project is located at the Universal City Red Line Metro Station and is called the Metro Universal Project. The Universal project is called the Universal City Vision Plan and is located at Universal City. Maps of the project areas are included in Attachments A, Band C. [Yeah, the developers have a Vision Plan to make a lot of money on the backs of the community.]

To proceed with the projects, developers TPG and Universal are requesting that Planning, as lead agency, the Department of Transportation (DOT), the Department of Public Works, Bureau of Engineering (BOE) and the City Attorney process the discretionary actions that are necessary for the two projects, including but not limited to [LIKE I SAID, "OR ANYTHING WE WANT." "Not limited to=anything else we can think of."] zone/height district changes, tentative tract map reviews, conditional use permits, site plan review approvals, supplemental use districts for signs, Environmental Impact Report (EIR) reviews, specific plan amendments and the creation of a new specific plan, pre-annexation agreements and other related actions. The land use approvals are required before construction may begin. A description of the projects is found in Attachment D.

The Universal and TPG SFAs are being presented simultaneously for approval because the projects will be sharing City staff resources. For example, the Metro Universal Project SFA asks for four Planning employees at 34 percent of their time. The Universal City Vision Plan SFA requests the same four staff at 66 percent of their time. Together the developers will pay for the total costs, including indirect costs, of the four employees. The two SFAs are also being submitted jointly because the projects are similar in the nature of the requested discretionary actions and because
they are physically near each other. [I see where their Vision is going on this Plan and it's a corrupt nightmare.]

City Requires Spanish Version Of Jamiel’s Law Petition

Get this: before we can start circulating the Jamiel’s Law petition initiative for signatures, we must translate it into Spanish. I got the official notification yesterday.

Can you imagine that kind of thing happening anywhere else in the world? Do you think the Russians require election materials be printed in Chinese? Or the French mandate German-language ballots? Criminy. [ZD: Send your emails to Walter on this comment.]

But translate it we will. I guesstimate the petitions should be ready to roll by mid-June. Of course I’ll let you know as soon as they are ready.

And here’s some good news: you will be able to download the petition forms from the website. However, only people who reside in the City of L.A. can collect signatures, and only registered voters who reside in the City of L.A. can sign the petition.

Finally, FYI, the City Attorney’s office came up with the following official ballot title and summary, which we will add to the draft petition when we re-submit it:


LOS ANGELES POLICE DEPARTMENT; FEDERAL IMMIGRATION LAWS. INITIATIVE ORDINANCE

The proposed ordinance provides that neither the Mayor, Chief of Police nor any other City employee shall prohibit or inhibit Los Angeles Police Department officers from investigating possible violations of immigration laws by gang members. The proposed ordinance also requires the City to develop and implement a plan for the Los Angeles Police Department, in cooperation with other government officials, to identify, arrest, deport and/or prosecute and imprison gang members who are in the country illegally. The proposed ordinance also requires the Mayor to provide the City Council and public with quarterly reports on the City's efforts to implement this proposed ordinance.

[Zuma Dogg: I still say the City Council motion goes much further as is much more ready to go. NOT JUST A CALL TO DEVELOP A PLAN. An to the critics of the City Council motion, as a motion, it can be changed/amended, but it really addresses the concern. I don't know why radio talk show hosts are so opposed to it? But I also support putting something on the ballot. But again, Jamiel's Law, as written, doesn't say what to do...the City Council motion DOES. AND FOR ZD TO FEEL COUNCIL'S MOTION IS BETTER, WHEN I AM THE MOST OUTSPOKEN CITY COUNCIL CRITIC IN THE CITY, SHOULD MAKE SOME PEOPLE TAKE PAUSE TO LOOK AT BOTH (Council's motion vs Jamiel's Law) WITHOUT LOOKING AT WHO WROTE WHICH ONE. (I've already done blog posts on this where both are printed, so you can read it for yourself. Do a search on this blog.)]

So again, although I think the Council motion is better, they are sitting on it anyway...so I support putting this on the ballot. Even though some of the people who are supporting it are turning me off. And I'm posting this cause Mr. Shaw drew me into this issue. Not the talk show hosts.

Stop the Fee Waivers: Save the City $5 million

Shortly after joining Tarzana Neighborhood Council, I started paying more attention to the City Council agendas. I noticed a great number of “special events” for which fees were waived. Some were for religious events (constitutionally prohibited), some were for strictly commercial events, many were for quite significant amounts. I therefore decided to track the event fee waivers for a year to get a better idea of the total amount and if there was a significant difference in the amount and type sponsored by the various Council persons.

When asked about the fee waivers at the May 17 Citywide Alliance of Neighborhood Councils forum, Mayor Villaraigosa agreed that the amount spent on such “special events” was quite excessive, suggesting that a figure of $500,000-$750,000 made more sense.

A modest proposal: limit each Council District to $100,000 per year and require a public hearing for any waiver in excess of $25,000.

ZD says...Tell that to Jan Perry who represents Downtown Los Angeles (where a lot of the big events happen) when she has the same amount available as the rest of the CMs. And they DO have public hearings for any waiver in excess of $25,000...it's called "public comment" and they have it for each special event fee that they waive. And people do show up every day to protest. And then they all get approved, every time, by every council member -- unanimously. It's probably the most discussed issue on the agenda over the past two years. Welcome to the club. Head to Van Nuys City Hall and say, "Hello" to Donna, Miriam and Sharon. Tell 'em ZD sent you.

FULL SHOW: Zuma Dogg Makes Surprise Appearance on Time Warner Public Access Show in Los Angeles!

Zuma Dogg makes a surprise appearance for the full half hour on the "Francine Dancer Show" on Time Warner cable in Van Nuys. Including LIVE calls, dancing and singing. Featuring Matt Dowd and his original music. Also featuring ZD's clips with Villaraigosa at City Hall (including some footage not yet posted from the ZumaCam).

This show is about as "public access" as public access gets. If you only watch ONE half hour public access show this decade, we hope this is the one! And see the paypal link if you can.

I think it's clear the mayor is restraining me against my will and I have a McArthur Park like lawsuit on my hands. (Why did the mayor have to touch me. I was just standing there in a public place giving a first amendment protected, free speech. Then this guy walks up behind me and holds me back...AS U CAN SEE! (Is Jackie Childes available?) And Matt Dowd looks like a happy matchmaker in the background. (We weren't there for a marriage license, Matt. Fabian is jealous enough of ZD!)

Silicon Valley Blog Says, "Zuma Dogg Educates us all"

Well, I don’t want Zuma Dogg to get a big head, so big that he can’t fit his head through the City Hall Doors down LA way but he has really helped me understand City Politics. Having come from a Land Down-under where politics can be dirty and where we understood all the players, I thought life here would prove to be different but I guess I’m wrong.

I’m just starting to understand the players and the complicated web they weave. The ins and outs of their relationships. As I’ve said the Internet is an amazing tool. I’m starting to think that there are some over laps of friendships and relationships in the mission city. It may appear that I’m digressing from the title of this blog - but I don’t because Zuma Dogg gave me the inspiration to look harder and seek information.

Many readers of this blog know Zuma Dogg from the past two years at City Hall. But August '08 is the 8 Year Anniversary since the first "The Zuma Dogg Show" hit Los Angeles public access cable.

Until Mayor Viagraiosa and Los Angeles City Council kicked a sleeping Dogg on Venice Beach, the show was a broad-based comedy show highlighting things that caught ZD's attention in Los Angeles throughout the day.

Then, since April 2006, it's been mostly Zuma Dogg on City TV 35 and radio talking politics -- and all of the video has reflected that. But with Summer here, and Zuma's new ZumaCam that makes it easy to post video on the net, I've shot a lot of the "old school" style segments, more like the old show. And instead of posting all the regular Zuma Dogg clips on one site and all the Zuma Times (City Hall) clips on another...I'm just gonna post them all on the same site, and it will be like the old school cable access show, on YouTube.

VIDEO COVERAGE: Zuma Dogg Steals The Spotlight At Malibu Fashion Show (f/Brad Garrett)

Last month, there was a fashion show charity fund raiser in Malibu featuring Brad Garrett. Zuma Dogg saw a whole bunch of models standing around, and one of those "Red Carpet" Press areas and a whole bunch of collector quality automobiles (no Mercedes or BMWs, please)...

So he grabbed his hat and glasses and ZumaCam from his van that was already bringing down the property value -- and encroached the event to let everyone know the biggest superstar had arrived -- and to cover the event. But, as usual...the superstar quality of BZD was superfluously apparent...and the event ended up covering ZD. (Bamboozled again.)

EXCLUSIVE: Jeff Carr's New Gang Prevention and Youth Development Office at City Hall

Zuma Dogg goes outside to give you an inside look at the Gang Prevention and Youth Development offices that just opened up on the 2nd floor of City Hall, right near the coffee shop. I'm sure it won't be long before they do something about the fact that Zuma Dogg was able to roll up to Jeff Carr's window with the ZumaCam and film inside the offices. (Admit...ZD takes you where no reporter goes!)



There's a lot of glare on the windows but ZD gives you the point. Get some tint on them windows, y'all...You don't want someone's ZumaCam filming all your strategies!

LAPD Chasing Hollywood Studio Heads Instead of Criminals on the Streets of Los Angeles (Aka: Runaway Production Incentive)

Hey CM Parks...you wanna be on the Board of Supervisors? How about hiring Zuma Dogg to conduct a "negative economic impact study"on this matter? Zuma Dogg calls this "Runaway Production Incentive." (Or Non-Los Angeles Business Improvement and Economic Stimulus.)

But Los Angeles doesn't need the money anyway. All the budget problems are over, cause they found that "budget dust" ($90 million in "suddenly found" money that was in someone's back coffer drawer.) So let the city lose the money in runaway production. They don't need the $$$.

Plot twist for cops on film sets

Concerned about the retired officers' cozy ties to studios, the LAPD considers using active-duty personnel. [ZD says, "Really? I thought the mayor can't even hire the 1000 he promised, as it is. Now as you are trying to target crime zones in the City, you will be spreading the force thinner by enforcing sitcoms?]

Todd is one of a long line of ex-LAPD officers who, for decades, have been mainstays on film sets in Los Angeles, directing traffic, escorting car chases and, in general, keeping the city's fantasy world separate from reality. But amid growing concern by residents and LAPD officials that the retired officers enjoy too cozy of a relationship with the Hollywood studios that pay them and are being too lax in enforcing filming permits, a battle over possible changes to the old way of doing things is brewing.

Los Angeles police officials, seeking to increase their oversight of film sets, are reviewing the long-standing practice and considering a host of changes. The most dramatic idea is to retire the retired cops and require film crews to hire off-duty, active officers instead. It is part of a larger LAPD proposal under consideration to establish a contract service division that would give the department control over use of off-duty officers at major sporting and other events.

Hollywood studios are determined to keep them on the job.

Melissa Patack, a vice president of the Motion Picture Assn. of America, said a wholesale change from retired to off-duty, active LAPD officers would seriously undermine the ability of directors and producers to stay on schedule and budget. Retired officers, who are not subject to the LAPD's strict overtime limits, can remain on set for the typical 12- to 16-hour days. Patack imagines a scenario where producers instead would have to hire multiple crews of off-duty police officers and disrupt shoots to switch them.

"Frankly, that doesn't work for production," she said. "It would tie the hands of production crews."

Patack said the studios welcomed LAPD's move last year to assign a sergeant to oversee the film sets and make spot checks to ensure permit compliance. A push for a blanket ban on retired officers, however, could unleash an all-out battle.

Zuma Dogg spoke with an Emmy Award winning Television director who I was discussing this issue with today. I said, "The city can't even hire enough cops as promised, now. And now you will be taking away cops from actual crime fighting."

The director snapped back, "And even more productions will leave the area." (Recently it was announced that a weekly network show was moving to NYC to shoot to save money. (This is a first.)

And the director I was speaking is actually (one of) the most efficient director(s) in town. I said to him, "If everyone was like you, Hollywood would save a lot of money." And it made me think of a way Hollywood could improve efficiency of the production, save time, and therefore overtime, and therefore money. (And everyone enjoys an improved quality of life.)

Here's the solution:

HEY HOLLYWOOD STUDIOS!!! TELL YOUR OBSESSIVE-COMPULSED DIRECTORS TO STOP TRYING TO TO FELLINI...GET THE SHOT AND MOVE ON!!!

I am serious as hell when I say a lot of overtime and problems caused by extended production hours on the streets is due to director insanity. I'm not saying compromise production, or the product, but as someone who has worked hundreds of days on movie and television sets -- these knuckleheads could get the shot in much less time, most of the time. I've worked on half hour shows that ran into Golden Time (16 hour plus days). AND THE OVERTIME AT THAT POINT IS YOUR DAILY SALARY EVERY HOUR!)

It's all obsession. Get the shot and move on. Some directors are already operating this way. But some of these other directors need to stop being a bunch of spoiled brats and let the rest of the mere mortals around you enjoy a little quality of life.

AND LAPD, you are nuts if you try to crack down on movie and tv shows when you have a horror reality show going down on the Streets of Los Angeles 24/7. (Maybe the mayor can quadruple the trash collection fees to hire the extra cops that he still can't find even if he had the money.)

Clearly the issue of affordable housing and big developers buying city councils “love” for developers has come up before. As I’ve said before the Internet is a wonderful way to educate yourself and learn more about what’s going on outside your own backyard. So today I started to look outside my own Santa Clara Backyard and I discovered the LA has had some similar issues. Wouldn’t it be great if the Santa Clara City council current members: Mayor Patricia Mahan, Dominic Caserta, Will Kennedy, Kevin Moore, Joe Kornder, Pat Kolstadt, Jamie McLeod started to have a look at what is going out there in the community?

I came across Zuma Dogg on YouTube - he’s clearly a character - someone who is attempting to speak for the ordinary folk - someone who isn’t getting paid by a developer, or receiving a pay packet from a council member to write or speak out on what is going on in the community. Imagine a person who thinks for themselves and has the guts to speak out! I notice though that Zuma Dogg does seem to ‘hide’ his true identity. Something to think about - given I’ve noticed there is one blog out there that has hammered and made personal attacks on people who have spoken out about some of the council men and women I listed above! Wow imagine being Zuma Dogg and being that radical and speaking some of the truths that are affecting the little guy who pays the mortgage, sends the kids to local schools, pays the PG&E on time, who is struggling to put $80 a week aside to pay the gas for their car and knows that there is no public transport to get them to their job. You go Zuma! Bravo! Keep speaking out about the people in ‘power’ spending the tax payers money!

Here is something to get a taste of Zuma - he’s a bit out there but I think he is making a point!
