IS SOMEONE IS GETTING PAID OFF?: `Housing' and `shelter' bond money to go to rich developers (for Grand Avenue Project!!!)

I hope Downtown Councilmember Jan Perry is just as outraged as Zuma Dogg is over this issue as reported in today's LA Daily News. Because, it says that voter approved "Housing and Emergency Shelter Trust Fund" money is being used to help pay for the Royal Family of Dubai's (Arab Emirates) and Related Co's highly subsidized Grand Avenue Project. The EMERGENCY is the park that MUST be turned into some $100 million plus showpiece for Eli Broad and all his wine and cheese eating cocktail party cronies.

EDITOR'S NOTE: Yea, yeah...Zuma Dogg was concerned when Daily News replaced Ron Kaye with Carolina Garcia and the first story I saw was a "warm and fuzzy" front-page cover story about Richard Alaracon. State leaders have plans to spend funds (from the voter approved Prop 1C) $2.85 billion bond in ways radically different than what Californians thought they were getting when they voted "yes."

Proposition 1C was one of the four infrastructure bonds that Gov. Arnold Schwarzenegger and the Legislature put on the ballot back in 2006. Its title was the "Housing and Emergency Shelter Trust Fund Act."

Here's how the Attorney General's Office described Proposition 1C on the November 2006 ballot:

"For the purpose of providing shelters for battered women and their children, clean and safe housing for low-income senior citizens; homeownership assistance for the disabled, military veterans, and working families; and repairs and accessibility improvements to apartments for families and disabled citizens ..."

But wait until you see where some of the money is now going.

Last week, the state Assembly approved a $26.4 million payment of Proposition 1C funds to help pay for the development of the 16-acre park that's part of the Grand Avenue Project.

Yes, that Grand Avenue Project - the vision of city leaders and billionaires to build monuments to themselves by bleeding the rest of the city of vital resources. The project's wealthy developers are slated to collect nearly $177 million in tax breaks and other subsidies.

The park is a key selling point of the overall project - some lovely green space to boost the values of the 2,600 condominiums and rental units, the 400,000 square feet of retail space, the 275-room hotel and the 50-story iconic tower that will neighbor it. As such, the project's developers should be covering the park's entire cost - not draining funds that voters expect to be helping the homeless.

This bait and switch, although immoral, is not, technically, illegal. Dig deeper into the language of Proposition 1C - the part very few voters actually read - and you'll see that much of the money was slated for "development," including "open space," which can include park giveaways to developers.

But none of that was mentioned in the attorney general's description, or in the ballot title, which focused on the far worthier concerns of housing and shelter, not corporate welfare.

Likewise, the ballot argument supporting Proposition 1C claimed that the bond would "provide emergency shelters for battered women, affordable homes for seniors and low-income families, and shelters with social services for homeless families with kids." It said nothing about giving tens of millions to billionaire developers and their financiers - including an investment fund controlled by the royal family of Dubai.

The voters have been had, which is bad enough. But even worse, the disadvantaged and needy have been ripped off for the sake of the powerful and well-connected.

I hope that Mayor Antonio Villaraigosa is as concerned about the effect Venice cop Peggy Thusin is having on the rest of the Los Angeles Police Department (LAPD) because since my sources have told me that Mayor Antonio Villaraigosa is a convicted felon for stabbing a victim with a knife, he may not be concerned about these types of police matters.

Because when you have Peggy Thusing (LAPD Venice Beach cop) writing tickets for a Hannah Montana cardboard stand-up being too tall, YOU HAVE A PROBLEM WITH YOUR FUCKING LAW, VILLARAIGOSA!

And then, when you have Peggy Thusing of LAPD write a ticket because Matt Dowd's mic stand was over 4 feet -- YOU GOT A FUCKING PROBLEM WITH YOUR LAW, VILLARAIGOSA!!!

The cardboard Hannah Montana display is for people to stand next to and take pictures with (FOR FREE...NO DONATION REQUIRED) because Zuma Dogg wanted to come up with an idea that was perfect for the Venice Beach tourist season during this downscale economy.

So a family can come down the the beach and take a picture with the Venice Beach ocean background with "Hannah Montana" and the kids have a great memory to take with them that doesn't cost the parents (unless they feel like dropping a dollar in the donation cup.) HOWEVER, donations are not required.

SO IF THE MAYOR OF LOS ANGELES, ANTONIO VILLARAIGOSA, SIGNED A LAW THAT MAKES TAKING A PICTURE ON THE BEACH WITH A HANNAH MONTANA STAND-UP ILLEGAL...

UPDATE: Zuma Dogg has already heard back from Venice Beach Councilmember Bill Rosendahl's office. I made it quite clear I want Dummy-cop re-assigned off Venice Beach. Unfortunately, the response I got from Rosendahl's office was, "I hear you loud and clear, but Peggy Thusing has been at Venice Beach for a number of years and alot of people like her in the area."

Zuma's response was, "GOOD! Then let them show up at every council meeting on TV 35 to speak out in support of her. I'll be showing up tomorrow morning to deliver my "stabbing-felon alert" and will warn people not to piss off the mayor. Then, I will tie it into Peggy Thusing's behavior as an LAPD cop enforcing Mayor Antonio Villaraigosa's ordinance.

300-400 People Show Up At Lincoln Heights Planning Commission Meeting (And Zuma Dogg Reveals Land Scheme To Public)

Last Tuesday evening (6pm), Zuma Dogg was invited to attend the Lincoln Heights Planning Commission meeting regarding hillside development. The issue stretches all the way across Reyes' Lincoln Heights into CD 14 Councilmembers Jose Huizar's district.

After attending three meetings at City Hall (two committee meetings and a long-ass City Council meeting); followed-up with an appearance at the LAUSD school board meeting; and a lunch/DWP Rate Increase Seminar, in between, with Dr. Daniel Wiseman where I took the notes that went into my round of "citizens' alert public comments" regarding the likelihood that the DWP rate increase will be more like 30%-50% (minimum) over three years (instead of the 9% ratepayers were told)...

THE LAST THING I WANTED TO DO WAS ATTEND A NIGHT TIME PLANNING COMMISSION MEETING (booooring) THAT WAS EVEN FURTHER AWAY. (Especially since I was going to be back at City Hall at 9:00am for the Wednesday Clowncil meeting:

But ZD has learned it's when you are always the most burned out and ready to pass is when the best stuff happens. AND THE LINCOLN HEIGHTS MEETING DID NOT DISAPPOINT.

I WAS BLOWN AWAY TO SEE AT LEAST 300 PEOPLE, IF NOT 400 PEOPLE FILE INTO THE AUDITORIUM FOR PUBLIC COMMENT AND TO HEAR WHAT REYES' DEPUTY HAD TO SAY!!!

THE ISSUE: Many members of the community purchased hillside land in the area for the purpose of building their "dream home." Now, after purchasing the land, the City plans on imposing zoning restrictions that would only allow property owners to build a little 1100 square foot (studio) on the land. (Hardly a home fit for a family of four or five.)

THE BAMBOOZLE: CM Reyes' people and CM Jose Huizar (the next day) told Zuma Dogg this restriction is good because it prevents developers from building big developments on the land.

THE PROBLEM: Everything the City does is wrapped up in some "warm and fuzzy" cause for the good...or at least it always appears to be at the surface level.

THE BENEFIT OF ZD'S ATTENDANCE AT THE MEETING: With 300-400 people in the room at an event like this, you are always going to have a collection of the most knowledgeable/well researched people in the community mixed in with the un-knowledgeable people who may have only examined this at the CM spin level. But the cream always rises to the top, and after wandering the room meeting a large cross-sample of the crowd and hearing what people had to say, someone finally made it over to ZD and provided me with what I believe to be is the "shady city angle."

THE SHADY CITY ANGLE: They may say it's about limiting developers from "going big" on the hillside, but that would benefit the community, not the city...so you know that isn't the reason. All of these new restrictions are an attempt for the city to re-aquire the land from the community. You see, if you buy expensive hillside land to build what you think is going to be a family home -- and all of the sudden you are stuck only being allowed to build 1100 square feet; not only don't you get to build the home you already bought the land for -- but the value of the land plummets, because not a lot of people are building studio units on expensive hillside land.

So now you have a bunch of small, everyday community members stuck with a bunch of land they can't do anything with that has just sunk in value. So what are you forced to do? SELL IT (back to the City of Los Angeles)!

Then the city will do with it what they will. (Develop big things like the ones they said they were preventing with these new laws.)

AND, of course the small community member may not be able to develop anything bigger than 1150 square feet -- but in the City of Los Angeles -- zoning laws are created to be varied if you have the money to pay the city. (Cause that's all it takes...$$$!!!) And of course the big developers have the money to pay these variance and application fees. (I wonder if that includes tipping the Councilmember the way you tip a bouncer to gain entry into the club.)

When I ran the scenario past CM Huizar, he busted out into laugher saying, "It's always a conspiracy, isn't it?" Zuma replied frustratingly, "Yes...yes..yes it IS!" (Stomping my foot and jumping up and down.)

Well someone who didn't laugh was my inside contact at a certain planning area in the City who was quite helpful during ZD's Las Lomas blogging. When I ran the scheme past him/her for feedback on the scenario (described to me by people at the meeting), ZD got the "BINGO" finger point and he/she said, "You got it!" And went on to continue my story to demonstrate that the premise is valid.

(This is a person who works for the city, but also likes ZD. If this theory were just a bunch of smoke, the person would have told me so (rather than give me the "bingo" sign.) There are people who work for the city that I can rely on as a credible sounding board.)

The other thing worth mentioning is that the people were promised this land would only be kept for open space, so ANY development is a violation to the environmentalists. Only problem, the city already sold the land to regular people to build. So looks like EVERYONE will be pissed at the mayor and councilmembers over this one.

New Daily News Editor Carolina Garcia No Fan of L.A. Mayor Antonio Villariagosa (Based on Today's Review of His One Term)

I'm not sure why the Daily News categorizes this as "Breaking News" (LOL!).

What I find most interesting is that the new DN editor, Carolina Garcia doesn't appear to be a blind supporter of Villaraigosa, luckily, and perhaps the Daily News is helping to warm up the playing field for another Latino politician to challenge Villaraigosa. Perhaps Valley Councilmember Richard Alarcon feels he can take on Antonio since the mayor is so weak, these days.

Villaraigosa: Term that began with high hopes has seen share of hard times

EXCERPTS [Zuma's comments in brackets.]:


(Three years ago) an energetic and inspirational vigor, he outlined sweeping visions for a "subway to the sea," a cleaner and safer city, education reform and a raft of other new plans to fix a broad range of issues.

And for the first two years, he seemed to do no wrong.

But then came what would be dubbed the "Summer of Love," a sardonic reference to Villaraigosa's personal turmoil that included separating from his wife, Corina, divorce proceedings and the salacious disclosure that he was having an affair.

After hitting the campaign trail for Sen. Hillary Clinton earlier this year, he hopes to be equally involved in the presidential campaign of Sen. Barack Obama. [Emphasis on "he hopes" after spending all those months neglecting his job as mayor while riding the loser horse. I TOLD ONE OF HIS PRIMARY CAMPAIGN CREW MEMBERS EARLY ON THAT ANTONIO WAS RIDING THE WRONG HORSE. Their reply was, "Hillary Clinton is un-stoppable and she's going straight to the White House!" (It wasn't and angry comment, but one of excitement and boastfulness.) Whomp, whomp, whomp, whomp...(deflated) Whooooooooomp. So now all that time was spent and the Mayor of Los Angeles pissed off someone who will likely be the next President of the United States. Way to go, dummy Antonio! Good use of your time as mayor at the taxpayers' expense.]

But he would give Villaraigosa average marks.

David Diaz, an urban studies professor at California State University, Los Angeles, says, "When he first came in, he tried to do too much. And it turned out he was one false step away from having problems. I'm not sure he did enough to engage the city and lay the groundwork for what he wanted to do."

Villaraigosa ticks off a number of successes for which he believes he has not received enough credit, including pushing ahead on major issues like gangs and crime programs.

He hired Jeff Carr as a city gang "czar." In a major coup his office now controls all of the city's anti-gang programs, and the controversial and troubled Bridges program has ended. [Yes, the mayor "now controls" -- but that doesn't mean any progress is being made or will ever be made under this program.]

He also cites his launch of numerous environmental programs - from renewable energy at the Department of Water and Power [what kind of impact has that made?] to a clean trucks program at the Port of Los Angeles [that SCAG (Federal) warned must be done. So that would have been done if Helen Keller was mayor.]

Then there's the hiring of more police officers - the LAPD should hit 10,000 sworn officers this year - and transit gains including synchronizing traffic lights and filling thousands of potholes. [YES, we know Villaraigosa "should" hit 10,000 sworn officers. Will they? And it's the people who had their trash collection fees tripled to pay for these hires that accomplished this goal. Not the mayor! The mayor didn't do anything innovative or leader-based except think of a new way to cover the costs.]

"People told me to concentrate on one or two things and get those done," Villaraigosa said. "You know who those people are? Political consultants and pundits. If I had done that, nothing would get done. ..."[No Antonio...maybe something would have gotten done. I AGREE WITH THE CONSULTANTS! But then again, it doesn't help when everything you try to accomplish ends up getting smacked down by a judge because you don't factor the law into your plans.]

Instead, he said, he serves all parts of the city, an approach that also serves him politically. [This is the reverse strategy of a leader and is the reason nothing gets done as his political consultants have tried to warn him, as he just admitted, that dummy!]

And he has persevered in a long political battle that means he finally this year will get control of 10 schools from Los Angeles Unified that will be part of his long-touted "Partnership for Los Angeles Schools," a five-year pilot program designed to reform education for the city's poorest children. [He lost AB 1381 (Mayoral takeover of LAUSD) because a judge smacked it down due to being illegal. So now he has this new "partnership" scheme that is in violation of the City Charter and completely illegal.]

"It would have been easy for me to walk away from that after we were defeated in the courts, but this is too important," Villaraigosa said. [Yes, it IS too important. It's over $20 Billion in school construction and repair money to be handed out to cronies with patronage (front-end loaded) management contracts. AFTER ALL...he said it was "important" -- he didn't say to who.
OH...you thought he meant the kids? YOUR BAD!]

Now, as part of his re-election efforts, Villaraigosa has been on a round of fundraisers trying to raise more than $1 million for his campaign next year. [So he can suck up all the money for other candidates, which isn't a bad strategy. But all the money isn't going to help. It's like spending money on an ad campaign promoting a restaurant that everyone already knows has bad food and bad service. All of his ads will only be remind people who he now sickens that they better get out and vote against him. At this point, Villar should run NO ADS and win the election quietly behind the scenes with his political negotiations with big organizations and not remind people about him, cause he will rally people to come out to vote for "Anyone But Antonio '09!"]

But there also is the question expected to dog Villaraigosa throughout his mayoral campaign: Will he run for governor in 2010?

"I am focused 100 percent on being mayor of Los Angeles," Villaraigosa said Friday. [JUST LIKE HE SAID HE WASN'T GOING TO RUN FOR MAYOR WHEN HE WAS RUNNING FOR CITY COUNCIL!]

"We have laid a foundation for education, public safety, gang reduction and youth development, economic development, cleaning and greening the city, affordable housing, the homeless, traffic. We have made a lot of progress. [YES, you have made progress in laying the foundation (consolidating all the power under one roof and one office, but you haven't budged the meter on a single one of these issues. BUT AS SOMEONE WHO MAY BE RUNNING FOR MAYOR IN THE NEXT ELECTION, I APPRECIATE ALL OF YOUR EFFORTS INTO HANDING ALL THE POWER AND ACCOUNTABILITY INTO THE MAYOR'S OFFICE AS SOMEONE WHO HOPES TO BE THE NEXT MAYOR! Thanks, bro!]

"I think the best thing I can do is the best I can do." [Aw, Hell Naw. That ain't even CLOSE to being good enough. You need to stay home and stay out of spotlight so you don't make things harder for Robin Kramer and everyone else who is stuck cleaning up your do-do.]

And to some homeowners, there's also a sense that the mayor isn't considering them enough as well.

"It is not that he's out of touch. He has a reasonably good network to get input," said Gerald Silver, head of Homeowners of Encino. "But the problem is he doesn't agree with us." [Gerald, that's the best line in the article and I totally agree. I have always said the mayor of L.A. has access to all the top minds and top resources. But it doesn't do any good if you have ulterior motives that conflict with the everyday members of the community.]

Silver said he and others have long been concerned about over-development and the resulting impacts. ["Concerned" is too mild. That's like reporting on the Hindenberg and saying, "It appears there may be a glitch."]

[COMEDY RELIEF]: Jaime Regalado, director of the Pat Brown Institute of Politics at California State University, Los Angeles, said, "I think he has done a reasonably good job in recovering from his problems last year. Maybe he's two-thirds recovered," Regalado said. [Houston, we have a problem! This person thinks the mayor has done a "reasonably good job in recovering." Two-thirds, huh? L-M-F-A-O...Call an ambulance...I can't catch my breath from laughing too hard! From where the mayor is at, two-thirds would be a bigger miracle than Kobe winning a championship without Shaq.]

LA City Controller Laura Chick Tells Zuma Dogg More About LA City Attorney Rocky Delgadillo Audit

Thanks to Los Angeles City Controller Laura Chick for taking time out of her busy investigative day to let Zuma Dogg hear some inside chatter regarding her investigation into the worker's compensation program with City Attorney Rocky "Delgadilldo" Delgadillo's office.

According to Chick, Rocky says that he is running his own investigation and that Chick's investigation isn't necessary and would (tangle up Delgadilldo's investigation of his own office). Laura says she told Rocky's office, "FINE! While you conduct your own investigation, bring the files over to my office, too."

So Judge Zuma Dogg says it looks like City Attorney Delgadillo has something to hide or cover up; otherwise, why wouldn't he want the City Auditor to look into the matter to clear up the concerns? And it looks like Laura Chick ain't gonna be bamboozled by Rocky's pathetic attempt to keep things un-accounted and non-transparent.

Hey Rocky, I hope you don't try to hire outside council! Zuma Dogg would be against that during public comment.

NOTE: Ron Kaye has kicked off his "Take Back LA" campaign...not to be confused with Zuma Dogg's "Take Back The City" Campaign that I have been using on City TV 35 and blogging about for the past couple of months. I guess I should have clarified when I said, "Take Back the City" -- I meant LA City. But both campaigns are working toward the same goal, I think: NO ANTONIO '09!

WANTED: Attorney to represent "Zuma Dogg vs FOX 11 News"

I just spoke with a Malibu Sheriff regarding the FOX 11 NEWS cameraman who charged at Zuma Dogg, grabbed his arm, and slammed him into a steel fence on Wednesday night in the 10:00 PM hour in Malibu, California. The Sheriff told me to get an attorney as a civil matter.

I told him I cannot afford one, but his advice remained the same. So if there are any attorneys reading this who can represent me in "Zuma Dogg vs FOX 11 NEWS" please email zumadogg@gmail.com or leave a voice mail message at 213-785-7272.

I told the cop I don't care about the civil matter...you have a dangerous cameraman on the loose in the streets and you can't have him grabbing and slamming people who are standing on the public streets. (IF THEY DON'T WANT PEOPLE WALKING AROUND THEM...SET UP THE REMOTE OFF THE SIDEWALK!!! ABC, NBC and CBS trucks were all driving around Malibu during the same time, but I couldn't tell you where they set up the remote truck, because it wasn't along the sidewalk. SO IF YOU DON'T WANT A STREET BACKGROUND...DRIVE TWO MINUTES FURTHER LIKE THE REST OF THE NEWS TRUCKS!!!]

So I'm not surprised she doesn't find the cameraman's actions troubling, but something to laugh about. MAYBE IF IT WERE A LOW-INCOME TOILET CLEANER SHE WOULD HAVE BEEN OUTRAGED! And to the Fox Reporter, Ed Laskos, who told Zuma Dogg he thinks Janice Hahn would make a good mayor...I had to tell him, "NO WAY! She's waaaaaay to indecisive. Can't make decisions. Not a leader." Keep laughing, Janice. The people aren't. You are always on the wrong side of the issue. Now go stick property owners with a new tax to pay for your wacky programs. Maybe if City Council funneled the money into the community instead of shady non-profits (see RICO/Racketeering) maybe you wouldn't have to stick another tax on property owners, you ditzbag!

Thanks to the person who handed an 82 page file to Zuma Times' Publisher and Editor-In-Chief, Zuma Dogg containing the salaries of what appears to be every employee in the City.

Commission Hearing Examiner: $900 a day!!!

And the Chief Election Assistant who blew the Neighborhood Council elections this month with the absentee ballots arriving in many peoples' mailbox AFTER the election. And the absentee ballots were not counted in the Lincoln Heights NC election until ZD's ZAPPERS (Zuma'a Activist Program) headed over to the City Clerks election division to see what was up. Apparently, counting the absentee ballots wasn't. Well that person made $39.37 an hour to not count the ballots and send others out after the election.

And everyone in the ITA department would never forgive me if I didn't mention the ITA GM is pullin' down a whoppin'$225,003!!!

THANKS TO THE PERSON WHO HANDED THIS 82 PAGE FILE TO ZD AS HE ENTERED CITY HALL TODAY!!! It's a lot of info and I'm sure someone wanted me to have it to blast it. So that's a little taste. It's actually pretty complex and will be having some of my ZAPPERS (Zuma's Activist Program) looking it over and pulling out the highlights beyond the ones above.

SIDENOTE: DWP GM David Nahai was at City Hall today as ZD was looking at this new file and I saw his salary range was $229,722-$344,624, but is only making $310,000. So Zuma Dogg said to Mr. Nahai, "Mr. Nahai, can you buy me lunch today, I see you're making $344,000?!?!? Mr. Nahai said, "No I'm not." And pointed out to ZD that it was the top of the range that he was not getting. Then I noticed it was only $310,000, so I withdrew my request for him to buy me lunch, cause I thought he made $344,000, not just $310,00.

THEN, I offered to re-negotiate his contract for him with the mayor. He laughed and replied, "Be careful, someone may be trying to use you." I replied back to Mr. Nahai, "I know, I know!!! They want to get this information out to the public, so they go to the powerful mover and shaker in the city!"

Then they gave Mr. Nahai a presentation for DWP during dog and pony show Friday. And Zuma Dogg was able to follow it up during public comment by blasting his salary and mentioning the "renegotiation" offer.

POOR DAVID...It's been a rough week. Alarcon went "Zuma Dogg" on him, Zuma Dogg went "Zuma Dogg" on him...and he even sat through an interview with Matt Dowd on the Dowdcam. Maybe well see that soon.

BREAKING NEWS: LA CITY ATTORNEY ROCKY DELAGDILLDO SUBPOENED BY LA CITY AUDITOR! (LOL!)

Los Angeles City Controller Laura Chick served a subpoena on City Attorney Rocky Delgadillo Thursday morning for records on the workers' compensation program managed by his office.

The subpoena steps up a fight over whether the city controller has the right to audit the offices of elected officials.

Chick says she can; Delgadillo says she can't.

Frustrated with the internal struggle, Chick took her complaint public.

"The people of Los Angeles have a right to know how their government spends their hard-earned tax dollars," Chick said during a press conference Thursday.

"The City Attorney's decision to withhold this important information from public scrutiny is a slap in the face to the people he serves."

But Delgadillo's office said Chick is overstepping her authority by trying to initiate the audit of the city attorney's office and by issuing a subpoena.

Besides, Delgadillo spokesman Nick Velasquez said, the city attorney's office is overhauling its workers' compensation unit at the request of the City Council and now isn't the best time for an audit.

"An additional review in the midst of this major transition would be disruptive and likely yield inaccurate conclusions at this time," Velasquez said in a statement.

This isn't the first time the controller and city attorney have clashed over the power to audit his office.

In 2005, Delgadillo refused to allow Chick to audit his use of

outside counsel, after learning that the cost of hiring private attorneys had jumped from $14 million to $30 million in four years.

Rebuffed at the city level, state auditors stepped in and found Delgadillo's office exercised lax oversight and budget control of outside counsel contracts.

Earlier this year, when the council was debating whether to move oversight of the gang prevention programs to the mayor's office, Delgadillo warned that Chick would not have the authority to audit the gang programs if they were in the office of an elected official, such as the mayor.

Delgadillo reminded Chick that the charter reform commission had concerns that a controller with the power to audit elected officials could essentially use taxpayer money to do negative political research on a political enemy.

Chick fought back with her own legal opinion by Duke University School of Law Professor Erwin Chemerinsky, who chaired the charter reform commission.

Chemerinsky argued the charter approved by voters in 1999 gave the controller the power to audit any city program - including those in the offices of elected officials.

But attorney George Kieffer, who headed the appointed charter reform commission, said the members didn't discuss the possibility of auditing programs in the office of an elected official, so there is some ambiguity over the controller's authority that may have to be resolved by a court.

So Chick knew she might run into resistance when she notified Delgadillo on June 16 that she was going to conduct a performance audit of his workers' compensation program, which paid out $128 million in claims this year - up 9 percent over last year.

Chick said she believes there is a conflict of interest in having Delgadillo dictate the legal opinions that prevent an audit of his office.

"I want another opinion," Chick said.

The controller has conducted 154 audits over the last seven years and issued one subpoena previously to the Los Angeles Police Relief Association, which is privately operated but received city funds.

Los Angeles Mayoral Hopeful "Zuma Dogg" Attacked by FOX 11 NEWS Cameraman on LIVE TV!!! (AND Zuma Dogg 48 Hour Update)

Just checked my email for the first time in a while. Thanks to the folks who sent me emails and left me voice mails. Some folks were looking for signs of life of Zuma Dogg. I somehow mysteriously end up being able to show up at City Hall for "one more meeting" but ZD quickly turns into a pumpkin between council meetings. Still no cell phone charger, gas is tight and not really sleeping more than five hours a day, EVER. And it all compounds, each day. BUT AGAIN...ONE THING I'VE BEEN ABLE TO DO IS MAGICALLY AND MIRACULOUSLY END UP IN THOSE STUPID COUNCIL CHAMBERS FOR THE MEETING (AND THEN SOME. See story below) So forgive the choppy copy editing. Here's a quick summary of what I've encountered over the past 48 hours at City Hall and Malibu.

Here is the most recent sign of ZD from last night in the 10pm hour as seen on FOX 11 NEWS:

ZUMA DOGG ATTACKED BY FOX 11 TV CAMERAMAN: Looks like FOX 11 News will be hiring for a new field camera operator after last night's 10 PM on-air debacle in Malibu, California where Los Angeles mayoral hopeful, Zuma Dogg was dragged by his Zuma Dogg shirt and thrown into a chain link fence by the cameraman -- even though the beloved public advocate was merely standing on the public street observing (first amendment right to assemble and gather). In case you weren't tuned in for the on-air attack, during the 10 PM hour, last night in Malibu, Zuma Dogg noticed a news reporter and camera set up on the public sidewalk. ZD approaced the news van to aks what story they were covering. The news puppet told me it was about the surfer/paparazzi issue. Shortly thereafter, Zuma Dogg needed to pass along the sidewalk where the crew happened to be set up. So I walked around the camera tripod to aviod bumping into it; and I stopped for a second to hear what the reporter was saying. Well I guess my head was in the shot. INSTEAD OF THE CAMERAMAN WAVING ME OUT OF THE SHOT, OR AKSING ME TO GET OUT OF THE WAY...THE CAMERAMAN RUNS UP TO ME; GRABS MY SHIRT BY THE SLEEVE; AND PUSHES ME INTO A CHAIN LINK FENCE. (Now I need to get a tetinous shot!!! AND...when my head whipped around, I think it pinched a nerve in my neck.) They cut away (I'm not sure if they were still live when this battery occured -- I think some of it may have made it on the air.) Then the empty-headed news reporter turns to ZD and starts screaming in a threating way, "Get the f*ck out of here" as he started to move toward me. I said, "It's a public sidewalk!" He replied, "NOT BEHIND ME." Zuma Dogg, who obviously had to fill this empty-headed news puppet's head with some facts (since he didn't know many of them based on the disussion we had earlier about L.A. City Councilmembers) and let that fool know that, "It's called the first amendment and it includes the area behind you. AND YOU DON'T HAVE A PERMIT! Hope the cameraman doesn't end up in jail over this, but I do hope he is re-assigned to a position where he cannot violently attack members of the public on public streets. WHEN ALARCON ATTACKS: Oh man, I wish y'all could have been at the Energy and Environment Committee Meeting on Tuesday when Richard alacCON launched into an explosive ZD-like attack-rant on DWP's David Nahai and Nick Pastorous. Here's what happened: You may have heard that DWP has some major, major problems. Things like old, outdate infrastructure and not enough workers to make the improvements -- even if they DID have enough money to get the job started. Plus, all the concerns of fraud, waste and abuse. And concerns that all the added density housing the city continues to approve, at the same time the Sierra snow cap will be providing LESS water, will cause severe water shortages. HOWEVER, Richard alarcon clearly lost his temper and eventually stormed out of the room over what he considers to be a "TOP PRIORITY!!!...The "Low Income Oversight Committee". Apparently, alarCON feels an oversight committee is the "TOP PRIORITY" that would cause him to launch into a shouting-fest aimed mostly at Nahai (even though it was Pastorus' confirmation hearing.) AND YOU KNOW RICHARD!!! When he loses his temper he starts playing fast and loose with the truth, and he may accuse you of saying things that you did not say, or twist words; which resulted in Nahia having to serve a cool, collected and rational bitch-slap back over the net to the wacky-extremist. BUT THE TRUE COMEDY HEAT (and the point I realized alarCON isn't dealing with a full deck) is when he ups his level of shouting and yells out, "I'M SICK AND TIRED OF THE POOR PAYING FOR THE RICH!!!" (LMFAO!!!)

I wish all of y'all could have seen CMs Wendy Greuel and Eric Garcetti during Con's gasket blowing. They leaned back in their seats and looked looked in shock, horror and disbelief during Richard's possible temporary loss of sanity. (But I'm sure they were as amused as the rest of the people in the room.)

Luckily, the moment alarCON stormed out of the public meeting, the microphone was handed over to Zuma Dogg where I had a chance to clarify the situation for Pastorous and Nahai. (Imagine the conference table with Nahai, Pastorous and Dogg seated in a row. So I turn to Nick and David and say, "What Senator ALARcon is trying to say is that he wants you to figure out a way to have the middle-class pick up the tab. Don't mind him, he's just an extreme socialist wacko who only represents a niched segment of society." (While certain people who should not have been nodding their head in seeming affirmation ZD's comments were nodding their heads in seeming affirmation of ZD's comments. (I THINK SOME FOLKS IN THE ROOM WERE GLAD I MENTIONED IT.)

START SAVING YOUR MONEY FOR DWP RATE INCREASES: Although the politicians are saying your DWP rate increase will be 3%, each year, over the next three years (9% over three years), Zuma Dogg has learned (by doing the math) that it will actually be a 30%-50% increase over three years...with a distinct possibilty it will be even more than that. (Zuma Dogg says a doubling of water rates over three years is not at all out of the question.) The 30% (to 50%) figure will be the amount that DWP will be passing along to customers for increases in costs that DWP will encounter. For example, DWP will have to pay more for water, themselves from the Municpal Water Deparment. But that figure does not factor in things like "water shortages caused by all the high-density housing being constructed at the same time the Sierrra snow pack will be coming up short, as in "shortage". (THE GOVERNOR OF CALIFORNIA HAS DECLARED THE SITUATION A CRISIS!!!) Additionally, the recent rate increase that will be used to fund infrastructure upgrades will not be nearly enough to get the job done. ZD ran this scenario past DWP's Nick Pastorous and his response was, "I agree." And when I responded with a shocked, "Really?!?!" (Cause I am so used to these people denying that the sky is blue, I was taken aback by a complete across the board agreement. But Nick ain't living in denial. And he's smart enough not to deny it now, only to have ZD serve it back in their face this time next year. So at the same time gas prices are putting the smack-down on society...water is gonna be a double whammy!!! (Can you imagine when the price of water doubles in three years, if not two years?!?!?!)

MAYOR BAMBOOZLES CITY UNION WORKERS ON 25% INCREASE:
Zuma Dogg has been told by a City Hall insider that it doesn't look like the City Union workers will be getting that 25% raise, after all.
Here's how the mayor's shell game works: First of all, all the big part of the raise is on the "back end" of the contract in the final year. HOWEVER, Zuma Times has learned there is a clause that if the city does not hit certain planned revenue levels, the City doesn't have to pay up the full amount and can re-negotiate the contract. (Whomp, whomp, whomp, whomp....(deflated)...Whoooooomp.) AND EVERYONE AGREES THERE IS NO WAY THE CITY WILL BE HITTING THOSE EXPECTED REVENUE PROJECTIONS!

AH HA!!! Maybe THAT's why the mayor cried, "Boo, hoo, hoo...I didn't know the City would be facing this economic crisis when we gave the unions the raise." (Even though the CAO sent Villar repeated memos warning him of the pending economic crisis due to sub-prime foreclosures.) SO ZD THOUGHT THE MAYOR WAS PRETENDING TO BE AN IDIOT BECAUSE HE WAS TRYING TO MAKE AN EXCUSE FOR GIVING THE RAISE IN THE FACE OF AN ECONOMIC EMERGENCY. (And YES, he DID declare a financial emergency.) But looks like he gave us the Mr. Magoo routine to sucker the labor union into thinking he didn't know that they city wouldn't be anywhere NEAR the revenue figures that the 25% raises are based upon. AND IF ZUMA DOGG WAS TOLD THIS BY ONE OF THE UNION WORKERS, YOU HAVE TO WONDER WHY THE UNION NEGOTIATORS WOULD HAVE TAKEN THIS DEAL??? Maybe they thought Miriam and everyone else would never find out. But they did! So then who you gonna call??? (One hint: Big ZD from the 213!)

RARE SIGHTING...JACKASS WEISS SEEN IN LOS ANGELES COUNCIL CHAMBERS:
Thank you to the Councilmember who thanked Zuma Dogg for his blasting of CM Jackass Weiss for his continued absence from the Council meetings and the added pressure it puts on the rest of the City Council which has caused them to lose two consecutive quorums and he wasn't there for the first part of the Council meeting again on Wednesday -- AND AGAIN...there was talk that Council would lose the quorum again. SO FOR PUBLIC COMMENT AGAIN ON WEDNESDAY, ZD blasted Jackass for once again not being there aksing, "What will it take to have Jack Weiss attend one of these Council meetings?" (It was a good ZD scroning!) The meeting didn't start until 10:40. And although Garcetti says that Weiss was and excused absense, he forgets to factor in that Weiss is ALWAYS being excused -- so it puts stress on the rest of the team (councilmembers). MEANWHILE, at least ONE CM attributed Weiss' sudden appearance in Chambers to ZD's public scorning of the un-beloved Jackass. I said, "Common...you think this is a reaction to my public comments?" The CM shrugged their shoulders and said, "Hey, you put a lot of pressure on him and here he is all of the sudden. That's just MY opinion." (The CM's opinion. And who is ZD to deny them their public comment to ZD.)

So...YEAH, YEAH...in a triumphant victory, whether it is the actual cause, or not...at least one CM reports to ZD that they felt Weissass had his ass in his seat for one reason only....ZD started blasting Jack Weiss' absences on City TV 35. Remember, Jack Weiss is running for LA City Attorney...so when you see his name on the ballot -- VOTE FOR SOMEONE ELSE. (So far, ZD has met Carmen "NUCH" Trutancih for LA City Attorney and looks like HE will be the endorsed candidate against Weissass!)

ZUMA DOGG ANNOUNCES "TAKE BACK THE CITY '09 CAMPAIGN": Si Perro Puede!!!

MAYOR VILLARAIGOSA DELIVERS SPEECH AT MALIBU HIGH SCHOOL GRADUATION LAST WEEK (Thursday): Wasn't that the first day he got back from Israel after being away campaigning for the loser Democratic non-nominee Hillary (Zuma Dogg's ears can't take the shrill tone) Clinton? Well, if you pick up a copy of the Malibu Times, you can see Villar delivering a speech during the day at Malibu High School. The politically extremist Mayor of Los Angeles has a nephew who was graduating from Malibu High, so I think it was a good use of City time! (Malibu is not in the City of Los Angeles in case you didn't know. But if you are planning on running for Governor, this makes a lot more sense. (LOL...Doucharaigosa thinks he still has a chance for Governor. That national-extremist dream is gone, gone, gone!!! Especially when Zuma Dogg causes Villar to lose re-election. (I didn't say I was going to win...I said I would cause Douchearaigosa to lose! And that's the #1 goal here, pueblos! But if I put my name on the ballot, I probably would win. DO SOME MARKET RESEARCH IF YOU DISPUTE THIS!)

HOLLYWOOD STRIKE: I really hope those arrogant, over-inflated ego actors (Screen Actors Guild) don't strike and screw up the entire Los Angeles economy. Martin Sheen and all those rich Hollywood actors can afford a strike. Tell that to the caterers, parking attendant, wardrobe people, set builders, all the behind the scene workers. Even businesses like florists and a bunch of side-business take a hit. I heard some rich folks in Malibu complaining that they have not gotten re-hired after the recent writers strike. And I'm sure any Hollywood insider will tell you the industry has not bounced back. But writers are one thing. Actors are another. Actors are the most easily replaced people in Hollywood. It's all about the writing, then producing the product. For every actor out there, there is someone else Hollywood can pick out of the field and turn into a star. A bunch of actors can't launch a project in this town. A writer can though. And a producer can, though. VERY FEW ACTORS ARE IRREPLACEABLE. You may not be able to replace Jim Carrey, but the list gets pretty short after that. (Who do you think got luckier? The cast of Friends, or the producers who picked them? I think the show would have been just as big of a hit with other actors. It's all about the writing, directing and producing...THEN THE ACTING. So don't f*ck up the entire local and regional economy over you arrogance, you rich Hollywood actors. You can afford to go on strike. NO ONE ELSE IN THE CITY CAN...INCLUDING THE CITY!

ZUMA DOGG'S BIGGEST DAY OF ACTIVISM EVER: Tuesday was ZD's longest day as a public advocate. It started with an 8:30 AM committee meeting (Neighborhood and Education); 10:00 AM Council meeting; lunch with someone about DWP info; 2PM Energy and Environment Special Committee Meeting (where alarCON lost his temper); LAUSD school board meeting; and 7PM Lincoln Heights Planning Commission Meeting where 300-400 people showed up and the crowd burst out into cheers after ZD's public comment. (My hand hurts from shaking so many people's hand who wanted to introduce themselves to ZD and thank him for his "presentation" as one guy called it. (ENTIRE POST ABOUT LINCOLN HEIGHTS HILLSIDE DEVELOPMENT COMING NEXT!)

And thanks to everyone on the sidewalks, crosswalks, elevators, hallways, chambers, parking lots and everywhere else in the city who encroaches Zuma Dogg to tell him how much they enjoy his blogging/radio calls/TV 35 comments. AND ESPECIAL THANKS TO EVERYONE WHO WHISPERED THE STUFF IN MY EAR THAT GOES INTO IT ALL. (My favorite encounter this week was a guy in a suit and tie with a briefcase who approched me to say, "We will NEVER be on the same side of the issues, BUT.." (while he tipped me to something to check out that he shouldn't have been tipping me to. But sometimes even people on the other side of the issue are disgusted by what they see and hear -- and that's when ZD gets to meet them! Even though I am extremely uncomfortable physically due to my own financial circumstances, I have never been in better spirits or felt more blessed. Each day I become more stunned and flabbergasted at the degree LOVE on the streets for ZD. My mom was concerned for me yesterday, but I was able to say to her, "Don't worry...I feel like the most blessed human being in the world!" I know it sounds terribly delusional and narcissistic...but everyday I am greeted throughout the day with a wave of smiles from people happy to see ZD. And you can't put a price on that, y'all!!! Go ahead and spend your millions of dollars to achieve what ZD just accidentally achieved for free!!!

THOSE FOOLS AT FOX 11 BETTER GET A COPY OF THE FIRST AMENDMENT, REAL QUICK!!! Because when the beloved Los Angeles Mayoral hopeful announced to the FOX 11 News crew that, "It is a public street", the Ed "Empty Head News Puppet" Lasko replied, "Not behind me, it isn't." (LOL!) Anyway, there will be an opening for a new field cameraperson at Fox 11 news.

People Always Ask, "How Can I Donate on PayPal?"

ZD can tell you by experience today, that at 110 degrees, you can feel your brain fry inside your head. To those of you wondering why I have not been returning your calls and wondering why I didn't show up today, I was stuck in a parking lot without gas or a phone today. Spent lots of time strolling up and down the grocery store aisles pretending to shop, just for the air conditioner. But I didn't actually get to eat anything today except a couple bananas. But that's cool...unfortunately, I wasn't able to make it to Venice Beach to make that weekend money that could have carried me through. But that's cool. Sometimes I run out of gas at the same time I run out of food at the same time my second phone charger bites the dust and I can't get a replacement at the same time it happens to hit 110 where I am at. So if someone WAS able to pick me up, I couldn't call them anyway.

But even without a cell phone in a parking lot in the 110 degree heat with no food, I'm sure I'll easily work my way out of this. It's not like I needed the cell phone anyway, cause the guy who told me he was going to help me make T-shirts so I can make some money didn't return my call from when I had the phone anyway, EVEN THOUGH IT WAS HIS IDEA TO GET THEM MADE FOR ME. And someone told me they were going to find something for me to do in their office, but they got sidetracked and never followed-up on my call back. (EVEN THOUGH THEY BLURTED OUT, "LET'S FIND SOMETHING FOR ZUMA TO DO.") And I really don't need a cell phone to take the call of the attorney who approaches me to tell me they want to file a lawsuit on my behalf for a few things, only to never hear from them again.

I DO NOT UNDERSTAND THE HUMAN PHENOMENON OF WALKING UP TO PEOPLE AND MAKING UNSOLICITED OFFERS, ONLY TO NEVER FOLLOW THROUGH. I have found that people like the THOUGHT of talking about doing things, as opposed to actually doing them. That's cool.

Some people have asked me, "How they can donate on paypal or order a T-shirt" or whatever. I could easily tell you how, but if I did, that would insure that you wouldn't do it. And all of this is really no big deal, anyway. There's always next time and there is always more time to think about things. So here's to thinking about next time! There's always next time!

NEW FEATURE: LA DAILY BLOGWIRE

Remember when you only had to check into Mayor Sam's blog? Well, like every other market, things fragment...so now you have LA Daily Blog, Street-Hassle, RonKayeLA AND Mayor Sam to capture the essence. So ZD created something called the "LA DAILY BLOGWIRE" which combines ALL STORIES from the blogs mentioned above, plus, believe it or not...I threw in LA Observed because I know if people want a "one-stop" to check across the blogs...they wanna see that one, too.

SO HERE IT IS...I know there are other blogs...and I may add some more. But on a day in day out basis, most other blogs are fluffy. So you can check out the other blogs yourself, but this should save some time and frustration clicking across five blogs for updates. (I tried to add Walter's website, but it doesn't feed into this like the others.)


Zuma Dogg on "Zuma Dogg For Mayor of Los Angeles"

i know a lot of people support walter because of J's Law, and I would vote for Walter over Antonio if I wasn't running. If i put my name on the ballot (you can't even get petitions until November) it is only because as someone who is frustrated with the direction of City Hall; an being someone who thinks I can "fix the system", I'll probably be compelled to put my name on the ballot in the same way I reluctantly head down to City Hall for public comment -- even though every one is supposed to be my last trip. But I keep going...and if I KEEP keep going, putting my name on the ballot would be the next step.

And I may not even change a thing. (May not even get around to all the fundraising and big ad campaigns.) I DON'T HAVE TO...because I just woke up and headed down to city hall for the better part of two years (plus all the radio calls and public access TV shows that people still remember). But besides the recognition (cause they can know you , but hate you); people have seen that I show up to the podium informed and seem to represent the "people's" side of things in a fair way.

NOW IF SOME BIG FOLKS DECIDED TO HELP PUT MONEY INTO MY CAMPAIGN, THAT WOULD HELP, TOO...

BUT HERE IS WHAT YOU SHOULD KNOW, since you were nice enough to say you would (confidential part)...

The Deming thing is CRUCIAL. I would be a joke of a candidate if it weren't for the fact that I DO happen to be internationally published on the topic of "Methods for management of quality and productivity."

Tony Robbins sent me a letter after reading my article on Deming. Bob Pittman (then President of Time Warner Enterprises) invited me into his office for a meeting, in which he took my resume and sent it out to a few of his friends, which was BIG!

I ended up going from "out of work" in radio (because my station changed format to Country) -- to my dream radio job of Z-100/New York and ended up moving up in the world to Billboard magazine.

LOTS OF BACKGROUND IN RESEARCH. I was the known as the "research guru".

SO THE TOP THING TO DO, BESIDES KICKING EVERYONE OUT OF THE COUNTRY THAT WALTER MOORE WANTS TO KICK OUT...

If nothing else, I would get in there an improve the efficiency of all departments, Citywide -- reducing waste and expense. And it is done through empowerment and innovation.

THEN, factor in the fact that I am not a desperate, money hungry, corrupt politician -- so the money would end up going where it is supposed to as I make sure the non-profit racket is legitimized.

And all the other stuff...

ALL THE ANSWERS ARE ALREADY OUT THERE. The mayor, whoever it is, has all the top experts and resources available to them. It's a matter of what spirit and intent you have.

ZD is a "consensus machine". For some reason I'm able to talk to two people and figure out who is shady and who represents the people.

So as mayor, I would make sure the process is not rigged anymore either and simply represent the will of the people. That doesn't mean you are able to fill every pothole and fix every sidewalk, every time someone calls 3-1-1...but I DO NOT THINK the will of the people are being executed in these community plans.

And all these top minds throughout the city know who Deming is. You cannot make it through the university system and upper-level management classes without knowing Deming. But most people know WHO he is, and a little about his 14 points...but it is the Presidents of Sony/Time Warner/Fortune 500 CEOS that get excited about Deming.

When these top level people and organizers find out ZD is going to implement Deming's 14 points...they'll see ZD is no joke and they'll throw everyone else under the bus.

DEMING IS AN INTERNATIONAL STANDARD. I was at Tourism and Economic Committee meeting with Rosendahl and Hahn to tell them, "When a big money investor flies to Los Angeles from China, India, Dubai or wherever -- they know as soon as they step off the plane and into a taxi that Los Angeles does not embrace Deming. It's an insult.

The world is used to a certain standard, and when they visit Los Angeles, it is a real shock, sad commentary, frustrating and considered an insult to some international investors. ("Why haven't these lazy Americans implemented Deming's 14 points?")

The guy has his own coin in Japan, and he is from Washington, D.C. (LOL!)

SO AS MAYOR, ZD WOULD START BY:

* Empowering City employees to start putting common sense back into the job, because ZD knows you already know what to do and where the problems lie. You have just been working in a fear based, vindictive environment. Please let your supervisor know how they can "fix the system" for you to allow yourselves to do better jobs.

As mayor, that's job #1...fixing the system so that city employees can best do their jobs. Most of the problems a customer encounters isn't the employee's fault. It's the bosses fault for not "fixing the system" for the individual.

* Listening to ZD's favorite top experts and tell them to do a 180 degree turnaround on the shadiness. For example, take CLA Gerry Miller who writes up all of these shady agenda items. Well, that's just because the mayor and CMs are telling him to come up with this shady stuff. (Prop S, new fees and hikes and all the stuff ZD alerts people to on TV 35.)

Well, I would say to Gerry, "Here's the direction we need to take and the outcome we need to achieve...and he would be just as clever and brilliant at coming up with UN-SHADY legalese for ZD and the City.

* NON-PROFITS: #1 PROBLEM. It's money that is supposed to help the communities that need it the most, but they never get the services that are promised -- so the community falls into further disrepair. Not all problems are due to city corruption. But I want to make sure it isn't ANY of the problem. Because if the money was being spent in the spirit in which it is intended, the communities would be better off and there would be less of all the problems people are complaining about.)

* SPECIAL ORDER 40/Jamiel's Law/etc.: ZD says you don't have to go through all the revisions and changes and new laws and all of that.

Bratton knows what to do. He isn't doing it because of Villar politics. The police WANT to do their jobs, but are not allowed. All it would take to start achieving the goals that Kevin James and Walter want to achieve is a phone call to Bratton from the mayor telling him to start doing the job he was hired for. In other words, revisions to SO 40/Jamiel's Law and things like that may take a while...while you are waiting for that...there's A LOT, A LOT, A LOT that can be done with a simple call from the mayor to the chief telling him to start enforcing the will of the community.

After Massive Dog & Pony Shows, Jack Weiss Walked Out, And City Council LOSES ANOTHER QUORUM

Los Angles City Council has become such of parody of itself, it can no longer even function and conduct City business.

For the second meeting in a row, Los Angeles City Council loses a quorum after approximatley two hours of Dog & Pony Show Presentations and tributes to themselves.

And of course, they lose the quorum after making the public wait all this time only to be denied public comment.

Jack Weiss, who is running for City Atttorney (and probably the most absent Councilmember) pick his shady ass out of his seat at 12 noon and they lost a quorum.

THEY LOST THE QUORUM AT THE LAST MEETING ON WEDNESDAY BECAUSE JACKASS WEISS WAS NOT ABLE TO MAKE IT THEN EITHER.

And at the last meeting, one Councilmember who is usually cool and affable had had enough of Jackass Weiss' lack of attendance at the meetings and was really pissed.

ZUMA DOGG ACTUALLY MADE A STOP INTO JACKASS WEISS' CITY HALL PERSONALLY AND FOLLOWED UP WITH PHONE CALLS TO DELIVER THE MESSAGE,

"TELL THE COUNCILMEMBER TO GET HIS ASS INTO COUNCIL CHAMBERS FOR THE MEETINGS!"

I didn't even have to go to the meeting today and I already have four messages in my voice mail about this.

Dear Council President Garcetti:

It's about time you tightened up on the absences and foot dragging of the highest paid council members in the country.

Too many personal agendas that conflict with city business is holding up even the done-deals vote polling aside from the shamelessness that failures to maintain a quorum for each meeting have on visitors who travel for their single issue concerns (as determined by the quick exit made after each presentation), not to mention the regular attendees who witness the meetings.

I do see that the 2 minute ( and 1 minute) limit are relaxed if the person has higher prestige. I suggest reminding the speakers by announcing very explicitly that this will be adhered-to equally for everyone, regardless of clergy membership, CEO status or language, and start following it.

JACK WEISS is useless leading the committee holding up the Zine motion. No Action from him! How long is he going to wait to try to kill it? And this inaction just gives CM and committee member Reyes an excuse to ignore my correspondence on the issue.

Please try to shape them up to process things in a more forthright manner. Your exercise of authority today was overdue.

Resolution (Garcetti-Reyes-Huizar-Cardenas-Alarcon), introduced May 28, 2008, advises that
some 83 immigration detainees have died in, or soon after, Immigration and Customs
Enforcement custody during the past five years.

HR 5950 (Lofgren), the Detainee Basic Medical Care Act of 2008, would require the Secretary of Homeland Security to establish procedures for the timely and effective delivery of medical and mental health care to all immigration detainees in custody. It would further require the Secretary to report to the Offices of the Inspector General for the Department of Homeland Security and the Department of Justice, within 48 hours, information regarding the death of any immigration detainee in the Secretary's custody.

The Resolution therefore recommends that the City support HR 5950.

BACKGROUND HR 5950 (Lofgren) would require the Secretary of Homeland Security to establish procedures for the timely and effective delivery of medical and mental health care to all immigration detainees in custody. The Secretary's procedures would include primary care, emergency care, chronic care, prenatal care, dental care, eye care, mental health care, medical dietary needs, and other medically necessary specialized care. ("Other" means anything else they feel like having you pay for that isn't on the menu.)

Under these procedures detainees would receive medical screenings and examinations by qualified health care professionals both upon arrival at a detention facility and throughout detention. Additionally, detainee medical records would be made available to appropriate personnel, and an administrative appeals process would be available for denials of medical and mental health care. The procedures also would include discharge planning to ensure continuity of care, for a reasonable period of time, upon removal or release of persons with serious medical or mental health conditions.

Background: On May 29, 2008, after initially receiving a recommendation for approval, Semillas received from the LAUSD Charter Schools Division a demand for revisions of our high school charter petition. Council Loses Quorum AGAIN....SOMEONE TELL JACKASS WEISS TO GET HIS ASS INTO HIS COUNCIL SEAT!

Today, Los Angeles City Council President Eric Garcetti announced halfway through the meeting, after a long wait, that people's public comment time had to be cut in half to only one minute because "a Councilmember was sick from food poisoning" and Eric already knew that the CM would be sick at exactly 1PM announcing that they would lose a quorum then.

Eric was kind enough to announce, "we will lose a quorum any minute" and ended the meeting by giving Zuma Dogg ONE MINUTE to speak on FIVE agenda items. (BROWN ACT VIOLATION, Y'ALL!!!) BULL-SHIZNIT, Y'ALL!!! I didn't get my allotted time for the day, and you are not allowed to combine items like that into one minute for all items!

HERE'S THE REAL DEAL ON THE FOOD POISONING:

After the meeting, Zuma Dogg aksed one of the Councilmembers, "Which Councilmember is sick?" Because I was hoping maybe the sickness would end in a council seat vacancy in which Zuma Dogg could run for Council BEFORE the Mayor '09 election to start taking developer money, sooner than later.

But the councilmember waived their hand in disgust and said, "It's bullsh*t! No one is sick. We need to start looking into who is the most absent Councilmember and (start publicizing) it."

I know Ed Reyes is somewhat of a rare treat in Council chambers. But when I said, "Ed?", the CM quickly snapped back, "Jack Weiss!" And went on to mention how his absence really ends up hurting City business because they lose quorums, and it seems like it's always the same Jackass who isn't there.

I actually felt bad for the CM for the first time ever, because the CM was clearly frustrated, for real and told me that they had some people there for an important item and needed Jack there for some information. The CM let me know that there are a lot of things that they would like to say but can't. (It's not what it is they wanted to say that is the point...the point CMs now are finding out how it feels to be treated like the rest of the public --

AND MORE THAN ONE COUNCILMEMBER FEELS THAT JACK WEISS IS THE PROBLEM AND THE SOLUTION!!!

President Garcetti even closed the meeting by announcing that requests for absences have always been honored, but the CMs need to do a better job of making sure the co-ordinate the absences with the agenda items to help match the items that only need 10 members -- compared to the ones that need 12 members. AND, that they have been cutting the quorums close with the exact amount of members...

THEN, when one of the CMs gets "sick" (has to leave for a 1pm appointment), they lose a quorum.

BOTTOM LINE:

HEY JACKASS WEISS...GET YOUR MISERABLE ASS INTO YOUR F*CKING COUNCIL SEAT ASSHOLE! Your douchebag campaign manager is out of power and no one likes you, you pompous, arrogant, schmuck. And you pissed off at least three CMs today, plus Zuma Dogg. (Yes, Jackass's office got a personal visit from Zuma Dogg for the first time. AND HAD TO FOLLOW UP WITH PHONES CALLS TO HIS OFFICE AND MAYOR ANTONIO'S CAUSE JACKASS' STAFF IS JUST AS POMPOUS AND ARROGANT AS THEIR MISERABLE BOSS.

AND SINCE I WAS THINKING OF JACK WEISS, IT REMINDED ME: I would like to place an initiate on the November ballot to request that Councilmembers do not use cash from their district office to pay for expensive "call girls" for developer clients.

Thanks To Paul Koretz for Letting Zuma Dogg Eat Free Excellent Food At House Of Blues Party

Ooops, earlier I said Mayor, I meant Councilmember of CD 5 (Jackass Weiss' District):

Zuma Dogg got a call to attend an event at House of Blues for Paul Koretz. The person who invited me said it was for Mayor. And a second person repeated the mistake to me. My bad...it was for Councilmember to replace Jackass Weiss.

It was a nice event, on the Medical Marijuana activist tip. Paul is the legislator who introduced ZD's favorite Bill of all time...SB 420 (Medical Marijuana) and was the co-chair of the Medical Marijuana Select Committee.

Hertzberg is backing someone else. Koretz has the labor union support. The event featured some very excellent coconut shrimp and A.J. from the Backstreet Boys was there, but I enjoyed the event anyway.

So you can be a big crybaby that I posted Mayor instead of CM on the blog on the way out to the event...but the point is, I was invited and you weren't, loser. And I think the guy gets an automatic ZD endorsement since he wrote SB 420 (Medical Marijuana). The only thing that could prevent an automatic endorsement by Zuma Dogg would be an automatic endorsement by Antonio.

Antonio is such political toast in this town, he might start endorsing people...just to help the other candidate, as a political strategy. In this case, Antonio will have Rosendahl endorse Koretz instead in that part of town. (Rosendahl is Villar's Westside Puppet Guy he puts out as a shill in that part of town.)

Is Allowing 12 Year Olds To Vote In City Clerk Sanctioned Elections A Violation Of Federal Voting Rights Act?

Excuse me! Someone just contacted Zuma Times to aks the question, "How can 12 year olds be allowed to vote in LA City Neighborhood Council elections if the elections are run by the City Clerk's Office?

The City of Los Angeles takes money from the Federal Government, and the City Clerk's office is run with City money. If you are taking Federal money (as the City of Los Angeles is), then don't you have to abide by Federal laws?

And when it comes to election law, the Federal Voting Rights Act has the age limit set at 18. So to allow 12 year olds to vote in City elections would appear to be a Federal Voting Rights violation.

Perhaps there will be a clarification in a U.S. Federal Court to sort the whole thing out. Luckily, Zuma Dogg has been putting it all down "for the record" during repeat appearances before Los Angeles City Council, so no one can say, "We didn't know" in court.

CITY CLERK BLOWS THEIR FIRST NEIGHBORHOOD COUNCIL RACKET...I MEAN ELECTION. (THEY FORGET TO COUNT THE ABESENTEE BALLOTS!)

I TOLD YO AZZ THE NEIGHBORHOOD COUNCIL ELECTIONS AND THE ENTIRE SYSTEM IS NOTHING BUT A SHADY, CORRUPT (RICO VIOLATION) RACKET (AS IN RACKETEERING)!

ESPECIALLY THE LINCOLN HEIGHTS ELECTIONS!!!

Zuma Dogg appeared before Los Angeles City Council last week to inform them of some of the problems with the elections that have just been taken over by the City Clerks Election Division.

Primarily, that Vera Padilla (an administator at the local High School) handed out a school memorandum with a voting slate (INCLUDING HER NAME -- YES, SHE WAS RUNNING) to all the 12, 13, 14 year old students -- then the kids were sent to the polls. The polls were on the school campus. And adults were not allowed to even set foot on the polling location (school) until after 3pm. So the kids had more hours to vote than the adults.

SO OF COURSE THE ELECTION ZUMA DOGG WAS MOST CONCERNED ABOUT DID END UP BEING THE SHADIEST AND MOST CORRUPT:

Zuma's homies rolled into the City Clerks Elections Office to check a few things out. Turns out, the City Clerks Office just magically happened to FORGET to count all the absentee ballots. The race for LHNC President was decided by less than 50 votes.

And although Vera Padilla and cohorts/cahootants went with the "give the memo of people to vote for to the kids and send them to the polls" strategy; the rest of the community went with an "early mail in" campaign.

SO I WOULD BE THAT IF THOSE ABSENTEE BALLOTS WERE NOT COUNTED, IT IS BECAUSE IT WILL FAVOR PACHECO!

POINT IS: If the preferred candidate who was backed by the City and LAUSD in a racketeering violation won without counting the abesentee ballots --- MAKE SURE YOU DO NOT COUNT THEM, BECAUSE IT COULD CHANGE THE OUTCOME AND THE ACTUAL CHOICE OF THE COMMUNITY WOULD ACTUALLY WIN!

IF ZUMA DOGG'S AMIGOS DIDN'T ROLL IN LIKE SUGE KNIGHT TO CHECK IT ALL OUT...THOSE ABESENTEE BALLOTS WOULD HAVE REMAINED ABSENT FOR THE TALLY!

What a corrupt racket the City of Los Angeles is! No wonder Frank Martinez resigned when he did. He knew what would happen if the City Clerks Office gets involved with the NC elections. And he probably didn't feel like going to prision on a RICO violation. So he retired.

MOTION FOR NEXT ELECTION: I make a motion to not allow anyone to carry all the votes out of the building and over to the Clerks Office after the election where they sat overnight and weren't counted till late the next day. (AREN'T YOU CONCERNED SOMEONE WAS STUFFING THE BALLOT BOX!?!?! ZUMA DOGG IS!)

I THINK THE NEIGHBORHOOD COUNCIL SYSTEM IS GOING TO BE DEEMED AN EXPERIMENT THAT DID NOT WORK, BECAUSE THE CITY OF LOS ANGELES IS RIDDLED WITH CORRUPT POLITICIANS:

I shot the entire event on the ZumaCam, and it looks great. Today, shady, un-ethical, elected official Eric Garcetti married the first gay couple on the steps of City Hall.

I captured the entire event on the ZumaCam...it looks great. If Eric wasn't a corrupt, greedy, power-hungry politician he would have made a great Rabbi.

Funny though, out of all the people who could have been the first gay couple to be married at City Hall...of course it was two of Eric Garcetti's former staffers who were the first to be married.

EVEN THAT IS A PATRONAGE/CRONISM CONTRACT! LOL!!!

(That line got big laughs in the horseshoe today during public comment.)

Las Lomas Developer To Sue LA City For $100 Million For Pulling The Plug

LAS LOMAS LAWSUIT: The developers at Las Lomas are going to sue the City of Los Angeles for $100 million because after 20 years of moving ahead with the plans, the City Council (led by CM Greig Smith) pulled the plug on plans move ahead with the process.

Even though the project has been in the planning stages for 20 years (according to CM Richard Alarcon), the project was still only in the process stages (filing the paperwork and whatnot) and it has not even reached the point of approving the project.

CM Alarcon tells Zuma Times that the project would never get approva, as is, anyway. And he tells me that he would not vote for the project's approval as it is currently being proposed.

Here's the problem: Some councilmembers will probably want to fight the lawsuit; and will want to hire outside attorney's like Tennie Pierce. Las Lomas attorneys will say that the City has been moving forward with the process for twenty years, so why was the plug pulled all of the sudden?

Alarcon feels that the Las Lomas developers have a good chance of prevailing in the lawsuit, which would only allow the application and EIR processes to continue. Alarcon thinks it would be a good idea to charge for the application process.

If you are a risk taker, you could let the project carry on (to avoid a lawsuit) up until time for approval -- where it will be shut down then. Only problem, if you let it continue, they always seem to find a way to circumvent some process and the thing could end up getting approved.

SO GET READY FOR ANOTHER TENNIE PEIRCE/OUTSIDE COUNCIL SITUATION OVER LAS LOMAS.

Any FOOL Can Be A Councilmember, But That Doesn't Make You A Leader!

Barack Obama may say, "Any fool can have a kid, but that doesn't make you a father" -- but Zubama Dogg says, "Any fool can be an Councilmember, but that doesn't make you a leader.

You may run for office, but that just makes you an elected official. Only someone with ethics that represents the needs of the community instead of their coffers can be considered a leader. And it takes a leader to be a Councilmember. So just because you are an elected official, doesn't mean you are anything but a shady, corrupt, racketeering, unethical community wrecker. Because that's all Zuma Dogg sees in the horseshoe.

And no one is more of an elected official and less of a leader than Jan Perry. I can't even say the things people tell me about her because the City Attorney calls it "slander." But the people who tell me about Jan call it, "Experiences with Jan Perry."

WAY TO GO AT GRAND AVE PROJECT, JAN! YOU ARE GOING DOWN IN HISTORY, JAN! AS THE PERSON WHO DID MORE DAMAGE TO SOUTHERN CALIFORNIA THAN ANY SINGLE PERSON! MORE ON JAN PERRY AND THE NEW POLICE STATION DURING THE COUNCIL MEETING ON CITY TV 35. (Got a real earful on that one!)

I don't know if there is a word for the opposite of "non-corrupt leader", but you can just say, "Jan Perry" from now on if you need a word to describe the opposite of "non-corrupt leader."

Like if you think someone is in violation of RICO/Racketeering or a host of other violations, just say, "He's pulling a 'Jan Perry'."
