When Looking At Your Research Polls That Say People Will Vote "YES" For (Something), You Must Condider The "Holistic vs Analytical" Theory.
HOWEVER, I wonder on the survey it says anything like, "Would you support a bond to help fix the schools, plus ten other bonds and taxes on the ballot -- in addition to all the automatic fee hikes the city just imposed on you (DWP rate increase, trash collection fees upped 300% in two years, Prop S and all the State Props).
It's the difference between analytical vs holistic. Everyone would say "yes" to each and every one of these great ideas during a research poll. But I wonder if Viagraosa's dummy-team is un-dumb enough to do market research the Zuma Dogg/Deming way...at the holistic level.
Unless your survey includes listing all the bonds and taxes on the ballot during one survey -- AND THEN ASKING WHICH ONES THEY SUPPORT, I don't even want to hear about your inferior research.

LAUSD Approves To More Than Double School Bond Amount to $7 Billion Under Shady Circumstances
Then, at the last school board meeting, they say, "Wait, move it to the next meeting (today)" -- and it magically jumps to $7 billion.
BUT DON'T WORRY, there was an oversight committee meeting (if it was held as planned) this afternoon, just hours before the $7 billion dollar vote later in the afternoon.
EXCUSE ME!!! What business or agency has ONE, brief afternoon meeting concerning $3.8 billion (the increased amount) -- and all the questions and answers are worked out for final approval a couple hours later???
Most people can't even agree on Subway or Quizno's for their office's $5.00 sandwich order.
But $3.8 billion...no problem!
AND HERE'S THE PART YOU WON'T READ ABOUT IN THE DAILY NEWS OR LA TIMES:
According to Zuma Dogg's extensive staff research with the County Tax Accessor's Office:
If this $7 billion bond passes, the amount of bonds that the LAUSD district will have outstanding will EXCEED the amount they are allowed to sell off.
It's kinda complicated to explain here, but it's like "stockpiling" bond money for the future, but they won't even be able to sell off the bonds to raise the money to use for what they are promising.
SO DON'T THINK ANY OF THIS MONEY WILL BE GOING TO ANYTHING TO RAISE THE GRADUATION RATE ANYTIME THIS GENERATION.
But here's what the money is said to be used for. (Not that it ever ends up going for what they say.)
* Smaller classrooms. In the form of breaking up bigger campuses into smaller campuses. (Which ZD supports. This is the secret to any "Charter" success. 500 size student body per school.)
* MORE MONEY SPENT ON NEW CHARTERS. (Of course. That's what ZD says all of this mayoral concern/takeover of the schools from AB 1381 to his LAUSD cluster(F) takeover that is under way.
* New energy efficient refrigerators in the cafeteria. Because top priority for LAUSD is improving the efficiency of the electric usage of the refrigerators. I KNOW, I KNOW...YOU HAVE TO SAVE MONEY AND CONSERVE ENERGY...
I ASSURE YOU IF YOU SAID TO PARENTS WE WILL RAISE THE GRADUATION RATE BY 20%, But it will cost 20% more electricity, they would say, "burn away." IF YOU ARE RAISING BOND MONEY, THAT SHIZNIT BETTER GO RIGHT INTO THE CLASSROOM GRADUATION RATE.
* NEW BUSSES: Clean, green driving machines. AND YOU GOTTA PAY FOR THEM. IT DOESN'T COME OUT OF REGULAR LAUSD OPERATING BUDGET.
GOTTA PASS A $7 Billion bond or else all the money to fix the system will be wasted by refrigerators and busses.
But hey, they were able to discuss and finalize the whole $7 billion with one oversight meeting this afternoon.

Someone Filed Public Record Request Concerning Los Angeles City Attorney Candidate Jack Weiss -- AND TIME IS UP! (And this person ain't playin')
Well, I'm sure if you were concerned that Los Angeles City Attorney Candidate Jack(ass) Weiss was leaving Council chambers after roll; going upstairs to his office to make illegal campaign solicitations for his upcoming City Attorney race...you would probably pull records from Jack Weiss' office.
SOMEONE DID!
However, Zuma Dogg has been told that Los Angeles City Councilmember Jack Weiss' office has not responded to the request.
AND -- IT HAS BEEN NOTED FOR THE RECORD.
AND -- THIS IS FAILURE TO REPLY IS A VIOLATION OF THE LAW.
AND -- THE PERSON WHO FILED KNOWS WHAT TIME IT IS!
AND -- they want their public records request in ten (10) days...that's ten (10) days: Not ten (10) working days; or business days...just ten days from the time the request was filed.
AND -- NOW THAT IT'S ALREADY PAST THAT TEN DAY WINDOW...I bet whatever the next legal step is, has been taken, or will be taken, since it was put down on record.
STAY TUNED...THIS AIN'T NO JOKE! The clock is ticking on Weiss 4 City Attorney, IF Jack has anything that won't look too good in these public record requests.
UPDATE: Not trying to make more out of something than is there. I believe the person who is doing this filing knows what they are doing. HOWEVER, that does not mean anyone is always 100% correct in their interpretation of the law. So here is something someone sent me that may factor into this:
The attached handout, aimed at reporters, explains the
California Public Records Act works. Seems to be more
like the agency has 10 days to say whether access is
granted or denied, and can give itself more time.
Also, it is not required that operations be disrupted
to provide the responses to these requests. Maybe it's
not the case in Council offices, but in other
places in the city, the staffing is a bit thin.
It's already obvious that the agencies that are best
equipped to respond to requests are the ones that specialize
in making records: County Recorder & Courts, all kinds
of courts.

PUBLIC NOTICE: It's the VAN NUYS Council Meeting, This Friday
Zuma Dogg is un-sure whether he will make it. Doesn't look like it. So I hope a bunch of other people make it out to Van Nuys. Last time not enough people from the area showed up. It doesn't count if it's ZD, Miriam and Donna who show up regularly, anyway.
But hopefully, since it's a beautiful summer time of the year, some of you may be able to take a day and head over for a nice summer outing!

Moments Before The Earthquake, City Council Waived "Emergency Preparedness" Discussion (only Zuma Dogg spoke)
Well, when Zuma Dogg saw the item on the agenda, I put in a card for discussion. Zuma Dogg was the only person in the City to comment on this issue. All the Councilmembers waived the opportunity to speak. And if ZD did not turn in a card on the issue, it would have gone completely un-noticed and off the radar.
Then, two items later (within the hour), an earthquake hit. Then the Councilmembers stood up to say, We need to have a discussion about emergency preparedness.

Mr. Weiss, Council Member and Public Safety Committee Chair:
It has been almost 5 months since Jamiel Shaw II was shot and killed on March 2nd.
You have the Zine motion in committee and have not acted on it for nearly as long.
If anyone else is victimized by all this foot-dragging before it gets to the Council
floor, you might as well refund all your City Attorney campaign contributions because
only your friends will vote for you and that should be done for free anyway.
You already see the tragedy and shame presented by the San Francisco's triple murder.
City attorney hopefuls don't project a good image holding back something that could
make them SAFER. And just think what public opinion might be if the next victim is a
cop. Ironically, Antonio's woes would almost look small compared to yours in the
public opinion polls should that eventuality occur..
It's just my opinion, but if there is any causal connection with any loss of life that
occurs while this motions JUST SITS, you might find comfort in being able to share a
lot of blame with most of the rest of the Council members doing nothing on this.

How To Move Zine's Special Order 40 Revision Motion Away From Jack Weiss And To Council Floor
Councilmember Dennis Zine has been complaining publicly (rightfully so) that CM Jackass Weiss (who is running for City Attorney, of all things) will not waive the motion out of his Public Safety Committee.
Last night, a caller on Kevin James' KRLA 870 radio show (9m-11p) felt that something called Item 16 could be invoked which says a motion can be added right away from the floor for the next agenda. THAT IS AN EMERGENCY RULE. And although some will say crime is an emergency, that won't work for this.
HOWEVER ZD DOES GET TO THE BOTTOM OF IT: And it's called Council Rule 54, which some of you already know about. It says that a Councilmember can have a motion moved out of committee and to the council floor. If the motion has been in committee for less than two weeks, Council needs 10 votes to approve. HOWEVER, after it has been in committee for OVER two weeks (which it has), Council only needs a MAJORITY vote to move it out of Jackass Weiss' hooves and to the council floor for debate.
AND HERE'S SOMETHING INTERESTING FROM TODAY'S MEETING:
In the over two years I've been attending meetings, I have never seen the media (TV cameras and radio mics) surrounding a Councilmember in chambers the way they were surrounded by Jan Perry today regarding the "fast food ban."
Forget about the kids and schools, forget about crime, forget about taxes and fees and everything else...
THE BIGGEST STORY I HAVE EVER SEEN BASED ON MEDIA COVERAGE INSIDE COUNCIL CHAMBERS IS JAN PERRY'S FAST FOOD BAN.
SPEAKING OF JACK(ASS) WEISS: Once again was not anywhere to be seen during the council meeting, even though his name was on the "roll" and "yes" votes were flying through.
So I call Jack Weiss' office on my cell phone and say (in deep, authoritative voice), "Is Jack there?"
And the receptionist pauses for a second and says, "Who should I say is calling?"
EXCUSE ME!?!?! WHY DON'T YOU JUST ADMIT HE WAS INDEED IN HIS OFFICE DURING THE COUNCIL MEETING!!!
IF HE WASN'T...WHY WOULD YOU BE ASKING WHO YOU SHOULD TELL HIM IS CALLING? Were you going to walk downstairs and tell him?
So ZD says, "Tell him it's Wendy and his attendance is requested at the council meeting." (Clearly I wasn't Wendy, but the receptionist got the gist) because Jackass came strolling into chambers in about the time it would take to walk down the hall, into the elevator and into chambers.
WHAT AN F-ING JACKASS!
Someone should file a complaint and check the City Hall security cameras for the past five months and I wonder if you see Jack walking to his office and back. And check the phone records of his cell phone and office phone and see the activity during the Council meeting -- then check it against money that is donated to one pompous Jackass. IT CALLED ILLEGAL PHONE SOLICITATION -- AND I HOPE IT ISN'T BEING DONE, BUT IT SURE SEEMS LIKE IT IS!

Zuma's "Non-Profit" Idea For City Councilmembers: Economic Stimulus & Job Creation Zones

I heard about another kid being shot on their doorstep by the stray bullet of a "gang member" and I thought to myself, while we are waiting for Special Order reforms so we can lock up all the criminals -- and while we are waiting for politicians to "fix" the LAUSD school system, so kids can graduate into jobs instead of gangs and prisons; WHAT CAN BE DONE IN THE MEANTIME TO HELP REBUILD THESE (LOW INCOME) COMMUNITIES HIT HARDEST BY INFLATION AND A WEAKENING ECONOMY?
IDEA: With more and more people having less money to spend; and the lowest of economic communities under-served by many food and grocery chains offering quality and affordable food options; and many families in these communities are not able to afford basic products and durable goods offered at even moderate-priced retail outlets like Target/Costco or your "marble and cement" shopping plaza retail outlets, Zuma Dogg feels that while Eli Broad and Anshultz are preparing for rich/upscale people to spend their shopping dollars at Grand Avenue Project or LA Live (plus all the other upscale malls planned in the Valley and all over); ZD's people in East Los Angeles and Central Los Angeles (and all the low-income areas hardest hit with gang problems and economic hardship) will need more shopping options targeted toward what is currently know as the "underground economy."
So what Zuma Dogg is talking about here, is creating a non-profit organization that will provide the "infrastructure" to organize "street fair/swap meet/farmer's market" events that will take the existing underground economy and legitimize it; improve the safety and quality and provide jobs for the people in the community; an outlet for nearby business and vendors to generate some business (they would be a part of it); and provide some of the fresh food (raw and prepared) and clothing (white tshirts, socks); basic electronics; school supplies; a lot of the stuff you see in the wholesale district.
There is a lot of underutilized space downtown (parking lots and streets) that these street vending fairs can be set up.
a) Farmers market: Currently, they have vendors with the produce and people who go out to these existing farmers markets and they run the booths. We could work with these vendors who already have the operation running efficiently and work with them.
b) Prepared Foods: "Fresh and Easy"concept at the farmers market level. Local restaurants can prepare food as an outlet to expand sales and reach people who will not be eating in their restaurants, anyway. Or, depending on the scope of the project, the food could be prepared approved kitchens for this non-profit program use and could be prepared by people in the community. (Wherever you are getting people for your gang intervention and youth development programs., they could be hired for all of this project.)
c) Catering (Taco) Truck Courtyard: Well, if we are applying shopping mall concepts to the low-income, under-the-wire economy, then every mall has a food court. Imagine a parking lot filled with different food vendor/catering trucks. That's what the people want.
d) Vendors and other non-profits and government services could be on-hand for education and services that benefit the community. (Voter registration, Digital TV converter coupons, foreclosure prevention information, low insurance/phone/etc services.
So again, an outdoor mall that you throw in a parking lot or on the street.
The city complains that people in the low-income areas don't have any healthy, quality food options. And ZD predicts people will have less and less money to spend in any "store" that has to pass on the price of expensive retail space and expensive staff for a company who's primary goal is to make as much profit as possible.
THIS IDEA IS BASED ON THE CONCEPTS OF DR. W. EDWARDS DEMING. In the 50's, after the war, Japan was in such bad shape that General McCarthy could not even get a phone call through. And the infrastructure and economy was so bad, the U.S. had to go over there and rebuild the economy, just so the U.S. could have a customer.
DEMING'S IDEA WORKED SO WELL THAT JAPAN BECAME THE WORLD LEADER IN MANUFACTURING OF ELECTRONIC GOODS AND AUTOS AND EVERYTHING -- AND THEY STOLE MANUFACTURING FROM THE U.S.
Zuma Dogg has blogged about Deming's 14 Point plan that this idea hopes to apply to the most economically challenged communities in Los Angeles.
So to some extent, a lot of this is happening in bits and pieces across the City. And some of the underground economy may be operated by gangs and their members. But that does not mean that the City cannot take it to the next level by organizing it and legitimizing it for the rest of the community.
This plan means training and jobs (vocation) for people who need it and will provide quality food and basic goods for the people who will not be able to survive the next wave of inflation and economic hard times that are ahead.
The city is doing more and more with non-profits to help provide services to the community. This TRULY IS the way for not only the people of L.A. to TAKE BACK THE CITY...but for the City of L.A. to TAKE BACK THE CITY!
So let's fit the market to the customer and let the community benefit across the board.
AND THIS WOULD BE A PARTNERSHIP WITH THE CITY THROUGH A NON-PROFIT. THE CITY LOVES THAT. It's all designed to make sure that the City and Councilmembers are seen to be doing things for the community in the spirit of the community while we wait for Special Order 40 to be overturned and for LAUSD to start cranking out more graduates.
If you like this idea, Zuma Dogg has the non-profit ready to get behind this if the City gets behind this with grant money. Then you can provide people to work on the project -- AND/OR the non-profit would hire, staff and operate it.
ZD knows all the people and can make it happen. IF YOU WANT TO DO THIS FOR YOUR DISTRICT AND THE CITY!

Instead of Taxing Property Owners; How About Using Money Siezed on LAPD Crime Busts To Fund CM Hahn's "Crime Reduction & Youth Development" Programs?
SOLUTION: If you want to move ahead with the concept of "gang intervention and youth development" (non-profit funded) programs, how else can they be funded besides the property tax (since it isn't going to pass)?
TAKE THE MONEY SEIZED ON BUSTS and use THAT money to fund the programs (drug money, property, etc) . And I'm sure all the people who are a bit "miffed" that taxpayer money is going into these programs (concerns of fraud, waste and abuse), perhaps it wouldn't piss you off as much if the money wasn't coming from your pocket, but from money seized on busts. THEN, you take the money and put it back into the community.
CITY COUNCIL TO ENACT THIS IMMEDIATELY WITH A "YES" VOTE AS A COUNCIL MOTION! It would not have to go before voters on the ballot. So they can do this right away, and if voters vote "yes" on the property tax in November, too (LOL), they would have that money, too.
JANICE SHOULD HAVE WAITED: I know Janice has been in line for a couple elections now, waiting for the chance to put this property tax on the ballot. Unfortunately, this is an even worse time, with half cents MTA tax; County's new "Son of Prop S" Tax; LAUSD $7 BILLION DOLLAR BOND (yes $7 Billion) that ZD says has a much better chance of passing (ahead in line of property tax in ZD's "focus group"); plus all the other stuff the County and State have in mind for the ballot; AND inflation and hard economic times for all except Richard and Eli -- AND JANICE NEEDED TO TELL THE PEOPLE PUTTING HER UP TO THIS THAT SHE SHOULD HAVE WAITED.
Because now a whole bunch of people inside City Hall are really unhappy about her timing -- and the fact that this one may be the straw that breaks the camel's back -- and forces voters to, "Just Say No To All Of This Insanity" (Aka: avalanche of taxes and bonds) that are being bamboozled onto voters. AND REMEMBER, it never goes to what they say.
SO I HOPE CITY COUNCIL CAN START TO GEAR UP TOWARD THE IDEA OF USING SEIZED MONEY FROM LAPD CRIMINAL ENFORCEMENT/RAIDS TO FUND THE CRIME REDUCTION EFFORTS CITYWIDE!

Villaraigosa Using Taxpayer Money To Staff His "Shady School Takeover" Right Under Your Nose Inside City Hall
CITIZEN'S ALERT: Did you know that they mayor is paying people with YOUR money out of the GENERAL FUND, to hire staffers to run his school takeover -- AND they are working out of City Hall!!!
Yes, although the mayor was elected to be mayor of Los Angeles; he is using the money and building to take over his school cluster, even though AB 1381 was rejected across the board all the way to the Supreme Court. (VILLAR HAD HIS ASS HANDED TO HIM FOR THE FIRST TWO YEARS OF HIS ADMINISTRATION.)
THEN, Los Angeles voters NEVER voted to allow the mayor to take taxpayer money from ALL AREAS OF THE CITY -- to run a cluster of schools (because it was never on the ballot).
WHERE IS IT WRITTEN THAT THE MAYOR HAS AUTHORITY TO USE HIS TIME, STAFF AND MONEY TO RUN HIS SCHOOL CLUSTER OUT OF CITY HALL!?!?!

(Although ZD has learned that since LAUSD retains control in this "partnership" (they can pull the plug on the mayor) -- he "technically" isn't taking over. So it's only un-ethical, not actually illegal. The answer ZD got was, "It doesn't say anywhere in the charter that he cannot." ZD said, "It doesn't say anywhere that the mayor can' t operate a chain of Taco Bell's as Mayor, either.
And it was agreed that they mayor COULD run a chain of Taco Bell's out of City Hall if he set up a non-profit to do so. SO AGAIN, did anyone vote to have the mayor take over a cluster of schools, while the other schools in YOUR area do NOT receive his magic blessing?

Poll: Bond backed, not LAUSD
Los Angeles voters support another school bond, but don't trust Los Angeles Unified School District leadership,according to a limited poll conducted for Mayor Antonio Villaraigosa.
[WOW! And the poll said exactly what they were hoping. I would LOVE to see the questionnaire, please, Mike!]
The poll also found that 73 percent believe the school board is doing a poor or "just fair" job overseeing the district, while 55 percent rated Superintendent David Brewer III as poor or just fair.
[As a top market research expert (referred to as "the research guru" in the radio and record industry who spends hundreds of thousands a year on research) -- to ask about the job Brewer is doing, is a joke! Do you think the people who you are asking have a clue as to how Antonio's LAUSD school board is keeping Brewer locked up in the trunk with both his hands tied and duct tape on his mouth. HOW MANY PEOPLE EVEN KNOW THE NAME OF THE LAUSD SUPERINTENDENT? And to judge his work, after this short period of time -- when you are dealing with this type of system in this type of condition is a joke. And if 55% percent were dis-satisfied, was the other 45% "outstanding"? WHY DIDN'T YOU PRINT THE FULL STAT? LOL!]
The poll questioned 100 voters in Los Angeles on July 11. It was conducted for the Mayor's Committee for Government Excellence and Accountability, Villaraigosa's political action committee. It was provided to the Daily News by a source outside the Mayor's Office.
A spokeswoman for Villaraigosa said the poll clearly indicates the public is tired of large bureaucracy and wants to send their children to smaller schools - one of the goals of the bonds.
[And the mayor wants you to believe that since people think LAUSD is broken, it means they want HIM to fix it. The poll also indicated 60 percent to 65 percent support for a specific bond that would "convert existing middle and high schools into campuses of 525 students or less" as well as "expand charter school facilities."
[Again, can I see the questionaire...wording is everything. AND ANYWAY...who WOULDN'T support smaller campuses. THE PROBLEM I HAVE HEAR IS THAT THE MAYOR USES SUCH SHALLOW PROPAGANDA SPIN. IT'S A PATTERN. I hope you see it now.
a) Make a negative statement that people agree with.
b) Ask them if they support something like, "Do you support making the roads wider, streets safer, environment cleaner, helping the disabled, kids, homeless and elderly while bringing love, peace and harmony to all?"
c) Aks them if they support your plan to accomplish "b)".
Then, you say, "A research study prepared for Zuma Dogg shows that people are against bad things, support good things and support Zuma Dogg's effort to do good things."

Voter Approved Money For "Emergency Housing And Shelter For Battered Women, Kids, Elderly & Disabled GOING TO COMMERCIAL GRAND AVENUE PARK PROJECT!!!
PROP 1C MONEY: Zuma Dogg has been saying over and over on City TV 35 and on this blog that the City and State continues to take money approved by voters for ONE thing, then using it for SOMETHING ELSE! And I have been using the example of Prop 1c, recently in my public comments as the UN-PERFECT example.
AND NOW LA WEEKLY CONFIRMS WHAT ZUMA DOGG HAS BEEN SAYING! (And I can't believe I forgot to mention what the money being diverted is being used for?!?!? I've been extra burnt-out and remembered that the Prop 1C money was being used for a park...BUT I FORGOT TO KEEP SAYING FOR WHICH PARK!!!: THE GRAND AVENUE PROJECT PARK!!!
That's right people...first the City Council, Board of Loservisors and CRA bend over backwards and subsidize the hell out of this park (to raise the property value of the area around the Grand Avenue Project) --
THEN...they raid the Prop 1c money for "emergency housing and shelter for battered women and their children; elderly housing; and disabled housing -- AND ARE USING IT FOR THEIR DIAMOND ENCRUSTED, LUXURY, FIVE STAR CEMENT PARK.
LA WEEKLY EXCERPT:
But nobody mentioned that the extra money to add those bells and whistles [Grand Avenue Project Park) — including areas for commercialization and man-made shade — would be raided from “affordable housing” bonds that California voters believed were to be spent on housing for the poor.
The Housing and Emergency Shelter Trust Fund Act, approved by voters in 2006, promised to provide, among other things, “shelters for battered women and their children; clean and safe housing for low-income senior citizens; and homeownership assistance for the disabled,” but the fine print left big loopholes. The wealthy Related Companies applied for the money — $30 million from the cash-strapped state of California — and promptly got hammered in the Los Angeles Daily News. But the affordable-housing money was awarded anyway.
ZD says, "'Why Cement, instead of grass?' Homeless people and bums like to lay down on grass, not cement. And cement is better for commercial projects.
I hope the first thing they do at this public park is have a symbolic "public stoning" of the people who brought you this park. That way, they will have the symbolic need to live in some emergency shelter for battered and disabled people...and we can tell them they can sit on the cement in the park they just used the money for!"

As mayor of Los Angeles, I will pull as much of the plug as possible on the boondoggle, taxpayer and planning disaster called, "Grand Avenue Project." This is turning into be the "Ishtar" of commercial mixed-used density projects. Starring Mayor Villaraigosa and Eli Broad. Too bad Eli's legacy will be so besmirched by this project, the way a boxer's reputation is besmirched when he steps into the ring a few too many times, past his prime and at the wrong time (un-prepared) and ends up being remembered for the final boondoggle. ZUMA DOGG PUBLIC HEARING: IS THE WRITING IS ON THE WALL FOR A RECESSION STARTING IN SIX MONTHS TO A YEAR?
Oh no...Sen. Chuck Shumer/NY just told Zuma Dogg (indirectly) that we are gonna have a housing bubble-burst and recession starting in about a year. (With the effects starting as soon as six months.) SELL NOW!
They got these things called “sub-prime lending” (high risk, low interest loans). When you have a good economy, you can give some “riskier investments/clients” these low interest loans to jumpstart their American dream of home ownership.
They only pay 1% or 2% the first three years, or so. Then, the rate jumps to the Federal rate (what is it, 5.5%, or something.) Well ZD feels it might go to of 6%, 7% -- is 8% out of the question?)
When the Federal Reserve raises interest rates, more people with subprime loans default. Why? Because these people, coming off 3 year low interest loans, have to jump into a 6% or 7% or even 8 % rate all of the sudden, and they can’t keep up with the new, higher payments each month and then they default.
Well these days, with higher paying jobs being replaced with lower paying jobs; while housing costs, property taxes, and everything else -- people are gonna be defaulting on the loans, more and more. And the banks know that this is going to to become more of a problem, so they are going to stop approving these “low prime lending” rates.
Sen. Chuck Shumer/NY has a bill in congress in about six months to a year they are going to put the clamp down on “sub-prime loans”. This is a major sign that the housing bubble is gonna pop. Then, all these condos will be staying on the market, vacant -- getting cheaper and cheaper by the quarter.
L.A. is leading the nation in this housing bubble burst, as vacany rates in Los Angeles continue to increase, due to people moving out of the City for all the reasons stated daily by the pueblos.
Come summmetime fuel prices will go higher.

AND I CONTINUE TO LEAD THE CURVE BY ABOUT THREE TO SIX MONTHS WITH SHOCKING ACCURACY.
I told investors Starbucks stock was never going back to $30...it's going to $18-$19. I WAS TOLD I WAS FULL OF "S". It went to $18/$19 within two weeks of my warning.
I told investors to sell Apple at $200. It dropped within a week and hasn't seen $200 since.

Zero Achievement Villaraigosa Delivers Zero Leadership Message Regarding Eight Year Old Girl Killed on Her Doorstep
But I just heard Los Angeles Mayor Antonio Villaraigosa deliver a speech on the matter during a press conference, and let me say, it's obvious we have a shallow, dummy of a mayor, who does not even have anyone writing something good for him to stammer through.
The mayor basically stood before the mic to tell everyone he was "outraged"and added, ""We are going to do everything possible to investigate this matter, to bring these individuals to justice."
WHOOPTY-DOO!?!?
First of all to stand there and say you are "outraged" made you sound like a frustrated, powerless, non-leader with no game plan. And when you say that, it just reminds people that they are outraged, too: AT YOU!
Secondly, WHOOPTY-DOO!!! You are gonna do everything...blah, blah, blah. You could have just set up a speaker and have an electronic computer sono-voice (like Steven Hawking) say, "We...are...doing...all...we...can...and...will...be...bringing...these...individuals...to...justice."
Maybe the robot from "Lost In Space" could stand in for the mayor next time to deliver his non-leader message of frustration. (That way, he wouldn't have to interrupt his campaigning for Obama [fresh off the heels of his campaigning for Hillary] -- and won't have to interrupt his fund raising and speech giving this week.
A MESSAGE FROM MAYOR ZUMA DOGG:
Like it or hate it, here is what ZD would have said at the same press conference:
First of all, I want everyone in the community to put pressure on each other to clean up their act and stop getting sloppy. Because when you have stray bullets killing people in front of their homes -- that's when the community pushes back -- and we are forced to direct concentrated gang task forces right onto your sidewalks and street corners -- and when you hear people calling for more crackdowns...we'll start in YOUR area...all day, all night, all week, all weekend. And you'll be stuck inside watching Jerry Springer.
Secondly, the police are very busy and spread very thin just doing day to day duty. But we know there are people out there doing things that might catch a police officer's attention is called to it. So be smart...and make sure you are not calling attention to your neighborhood on the most preventable and un-necessary crime you could possibly commit. STRAY BULLETS HITTING INNOCENT KIDS (AND ADULTS)!
I know the media has one image/perception of the people who make up your community. And in many cases that image fits. Plus, in many cases, the people in the community like these images and perceptions to fit/street cred.
But while your underworld is going down on the sidewalks and streets of the community. Your mom has to get milk at the grocery store for your little brothers and sisters.
The problem with kids today, is they watch too much Scarface, and not enough Godfather.
Back in the day of the Godfather, there were rules to the game. Family and innocent outsiders were kept out of it. It was business. Cause that's what the street hustle is all about. Business. It's about feeding mouths and paying rent so you can continue to get your hustle on.
But these days, people are out there acting too much like Scarface when he was all coked up and out of control and paranoid and getting sloppy.
So as Mayor of Los Angeles, I'd like to remind everyone things are getting way too sloppy when kids are getting shot in front of their homes. And I hope the leaders and people of influence in these communities start telling the people they influence to make sure their isn't collateral damage, like this.
You may not like this message, but if you have a mic and a chance to get a message out to the public directly, it sure wouldn't be, "I am outraged and will do everything, blah-blah (insert non-leader talk) blah."
SEIZE THE MOMENT...

And Zuma Dogg thinks he should be there, not here in the City of Los Angeles to provide some visible leadership regarding an issue almost as important as campaigning for Obama or your speech in San Fran this weekend.

Zuma Applies Deming's 14 Points To LA City's Crime Problem
The City is already a buzz of this issue with Jamiel's Law, Special Order 40 revisions/clarifications and City Council's new "Parcel Tax" (tax on property owners) that will be on the November ballot for "gang intervention and youth development."
Now you know Zuma Dogg is critical of where the money goes and how it is spent on these non-profit programs designed to help provide options for crime-ridden communities (usually associated as "gang activity" in the media). But, conceptually, I am for these types of programs.
I am just concerned about the ways these programs are being operated under Los Angeles City Hall at this time.
And when I heard of this latest incident (girl being shot while playing), I could already hear the talk radio show hosts talking about nothing but this issue, and all other issues will go uncovered. (ZD calls it a "media blackout" when one issue dominates the media.) And although it sounds insensitive to think this way (the fact that I believe this issue of street shootings of innocent bystanders on the streets will be coming to a head in the media and around water coolers...it DOES come to my mind that a lot of other fraud, waste and abuse will go uncovered now.
BUT...I immediately countered that thought by responding to myself, "YEAH, that's because it's the most important issue in the city, these days. If you can't even walk down the streets to school or play outside in your yard...THEN I GUESS EVERYTHING ELSE DOES NEED TO BE PUT ON THE BACK-BURNER UNTIL A REAL SYSTEM IS PUT IN PLACE TO ADDRESS THE ISSUE OF "GANG CRIME" WHICH ZUMA DOGG SAYS IS REALLY JUST, "CRIME", WHICH IS REALLY JUST A RESULT OF THE ELECTED OFFICIALS AT CITY HALL WASTING THE MONEY FOR THE COMMUNITY AND IGNORING THE PROBLEM.
It's a political and economic problem. Gangs are the symptom.
If you were able to somehow theoretically round up every known gang member ever to walk the streets and drop them off outside LA City limits and started fresh with all new people;
you would soon find these communities in the exact same place (crime ridden) because you are not fixing the system that is creating this crime.
So when I heard about this girl; and realized this issue is going to be rising even more to the forefront -- I challenged myself to try and think of the way to "fix the system" (by applying Deming's 14 points) -- and not just saying, "keep the basketball courts open later; or hoping more money thrown into the same broken system ("intervention and development" programs) will help make a dent.
But the idea I am about to present is something that can be funded and operated under whatever program Janice Hahn, Tony Cardenas and Villaraiogsa are pushing for. Except instead of wasting the money as though you are sending it through the world's biggest paper shredder -- you can perhaps actually start to travel down the right path.
AND, most importantly, I think this is an idea that even the shadiest of corrupt politicians could support. Because you kinda have to operate under the premise that people inside City Hall actually support some of these gangs -- and may talk out of one side of their mouth -- but their actions support the other side. SO ANY IDEA ZD PROPOSES ALSO HAS TO BE SOMETHING THAT THE OPPOSITION CAN GET EXCITED ABOUT, TOO. (In other words, it won't threaten whatever it is they are hiding behind.)
And you know what? As soon as I drop the idea here on this blog, people will say, "The REAL problem are the schools!" (Yeah, but I am not in control of the schools as of today. I can speak out against problems and offer suggestions about LAUSD, but I can't start showing up on school grounds and start tutoring students. I can't make a lazy, vindictive, bureaucratic LAUSD principal care about kids. I can't be in every classroom to make sure teachers use common sense and are doing everything they can. SO I CAME UP WITH AN IDEA THAT CAN BE DONE WHILE THE REST OF THE WORLD IS WAITING FOR LAUSD TO FIX ITSELF. (Meanwhile, this idea will help deal with the symptoms of a broken school system.)
THEN, someone will say, "YEAH, you can't compete with gang members making a thousand dollars a day selling crack."
MAYBE SO...BUT NOT EVERY GANG MEMBER OUT THERE SHOOTING UP THE STREETS IS MAKING THAT MUCH MONEY. That's a VERY small percentage of people. Most of these people are just trying to make enough money to buy a dime bag of weed, a few bucks for food at the mini-mart, and a little to give their family (for mom/kids) if at all possible.
So to say, "You can't improve the situation because you can't compete with people making a grand a day selling crack" is correct. HOWEVER, Dr. Deming was a statistician by profession. And statistics will tell you this is a very small percentage of the problem. SURE, the big ballers are the ones that keep the rest of the game rolling.
BUT NOTHING IN THIS WORLD CAPTURES 100% OF THE MARKET!
You and I cannot drive around the streets like Councilman Dennis Zine or Batman, rounding up criminals on the street to help fix the problem.
So back to something someone like you, me or mere mortal Councilmembers can ACTUALLY do to help stop crime:
JOBS AND ECONOMIC DEVELOPMENT: I know it sounds cliche'. But Zuma Dogg says that is the ONLY answer...and the good news is...it hasn't even been tried in a real and efficient way.
So for all the broke-ass people in the communities who ain't making $1000 a day selling crack -- are not bad people...just stuck in a dead-end community, neglected and cheated by their elected officials -- and would show up to "get paid" if there was something besides the strict hours and regiment that comes with something like McDonalds, ZD will be blogging one idea that can help provide some relief and hopefully start the community rebuilding process.
Because that's what it is. Deming was sent to Japan to help them rebuild after the war. That's how we need to approach this situation, too.
THE IDEA:
Forget about keeping basketball courts open till midnight. Zuma Dogg likes the idea of building telemarketing call centers in these crime ridden communities and allowing people to show up for work, instead of showing up at the basketball court. Imagine if word got out on the street that there were jobs in an air conditioned building, where you could pop into to start making money when you have time/need money. I think a lot of people from teenagers to parents would start showing up for work the way people started showing up at the docks/ports when they found out work was available.
WHY TELEMARKETING?: A lot of companies have outsourced their call centers out of the area and out of the country. It may be too expensive for DirectTV or AOL to run the call center; and it may be too expensive for an outside professional firm to handle the call center;
but a non-profit telemarketing call center in the center of the hood operated with some of this "youth development/gang intervention" money could sure help keep costs down and help put $50-$100 bucks in someone's pocket that day, just for stopping by could help a family out.
So while all the $1000 BMW driving crack dealers are out making a living, the little guppies in the community -- and O.G.'s who can't get a piece of the action -- or a parent that needs some extra work -- or you just get out of jail...instead of stopping by the recreation center for basketball -- you can pop in the call center and "get your 'earn' on."
Besides service call centers, you can use the phone banks and staffers for a variety of other "phone related sevices" including fund raising, telemarket research for outside firms and even City and County phone staffing.
OFFER THE COMMUNITY A REAL OPTION! This is not rounding up every gang member and locking them up, it's not fixing the school system, it's not a lot of things: BUT IT IS ONE THING THAT SOMEONE CAN ACTUALLY DO. And when it works, can be replicated.
I hope I didn't do a dis-service to the idea by putting only a little bit out there. But I don't like to wait around until things are perfect. I got this much out, now. I've already made some calls to try and get this idea out there. And I'll expand on it here on this blog in upcoming posts.
TAKE BACK THE CITY
AND YOU DON'T TAKE BACK THE CITY BY TALKING AND PHILOSOPHISING AND WAITING FOR SOME PERFECT SINGLE MAGIC PILL TO DROP IN YOUR LAP!
YOU WAKE UP AND SAY, "WHAT'S SOMETHING I CAN ACTUALLY ACCOMPLISH TODAY THAT IS ACTIONABLE AND IN MY CONTROL.
And you don't worry about all the reasons why something else may be better or why something may only be part of the solution, instead of the whole solution. DO SOMETHING THAT IS PART OF SOMETHING!
This isn't the only idea...but it is the first idea that ZD would like to throw out there as an example.

DEMING SEMINAR NOTES: I have stated that as Mayor of Los Angeles I will start implementing Deming's 14 points on day one on the job. If you want to read this 14 Point "operation manual" as to how the City of Los Angeles will be operating under Mayor Zuma Dogg, here is the legendary classic, "Interpreting Deming's 14 Points" that Deming himself said, "Is very well done", Anthony Robbins called, "Fabulous" and was published internationally by Quality Digest magazine.
INTRO TO "14 POINTS" ARTICLE: I just came across some "seminar notes" from the Deming seminar I attended in the early 90's. Nothing earth shattering. But it's some of the original source material that went into the article I hope you are about to read.
NOTES: There is nothing worse than bad competition. Consumers attribute bad characteristics to all competitors of the industry. Also, bad habits are picked up by competitors that are not in the best interest of the industry, and everybody loses (customer and business).
The quality of your product and service (constituent/customer satisfaction) can be predicted by how happy and satisfied your employees/staff are.
Customers/Constituents judge quality/constituent satisfaction by their standards, not yours.
Have departments/staff work together at all stages of research, design, production and sales. Everyone must work in a cooperative, not competitive effort. (How many times have projects have to be sent back because one party wasn't talking with the other during the process?)
Q: What is the biggest producer of waste in American industry?
A: The present style of American management. Although these loses cannot be measured or evaluated, these are the losses that must be managed.
A change in direction is not a sign of a "wrong decision". A pilot makes frequent changes in course during flight based on traffic (competition) and weather (market conditions). A change in conditions requires a change in course.
Quality starts in the boardroom/chambers, for these are the councilmembers/media/leaders who possess the persuasive power to create change. It must start at the top.
Institute a vigorous program of education and self-improvement. Just as we reinvest in other resources, we must reinvest in a company's most important asset -- its people!
I WISH MY COLLEAGUES IN LOS ANGELES CITY HALL WOULD READ THIS SO THEY COULD ELEVATE THEMSELVES CLOSER TO ZD'S LEVEL. It's kinda frustrating when I am talking to Councilmembers and the mayor and they don't have the basic understanding of these basic concepts while they continue to trip all over themselves, wasting and wasting more and more money until they can't even stay afloat, anymore. But it's easier to stay stubborn and stupid -- THEN JUST PUT SOME NEW BONDS AND TAXES ON THE BALLOT WHILE YOU ALSO CREATE AND "UP"DATE NEW FEES TO HELP COMPENSATE FOR YOUR WASTE!
OR, you could just start doing this.

Great-grandson of Griffith Park donor leads historic-monument status effort

A century ago, Col. Griffith J. Griffith gave enough land to Los Angeles to create the nation's largest wild urban park.
Now his great-grandson wants Griffith Park designated the largest historic landmark in the United States.
"We're doing it to stop commercialization," said Griffith Van Griffith, whose family trust has applied to formally preserve the 4,218-acre park. "They want to build aerial trams, hotels and build restaurants.
"We don't need any of it. I believe my great-grandfather would be turning over in his grave."
Last month, his Griffith J. Griffith Charitable Trust nominated Griffith Park to be named a city Historic Cultural Monument. The 350-page application will be considered Aug. 21 by the Cultural Heritage Commission.
It was a park master plan proposal three years ago with notions of aerial tramways, parking garages, a mountain hostel and an L.A. River "pleasure pier" that galvanized efforts to preserve the park in its entirety.
Monument status is now supported by the Sierra Club and numerous neighborhood councils and homeowner associations.
"We just don't want any infringement on any land area in Griffith Park - no development of any kind," said Louis Alvarado, honorary mayor of Griffith Park.
Clare Darden, a member of the trust and a longtime hiker in Griffith Park, said the park is at risk of economic development because the city is financially strapped.
"Of all the gems in L.A., this is the foremost gem, and it most definitely should be a monument and be protected from further development," she said.
Not so fast, said City Councilman Tom LaBonge, who has asked the parks department to study how a Griffith Park monument would affect city water, sewer and power systems.
He said he doesn't want some architect at City Hall who knows nothing about horticulture determining the future of the park.
"I'm a preservationist," said LaBonge, who added that he's backed other landmark nominations, such as the Mulholland Fountain. "(But) I want to make sure it's right for the park.
"There's been a campaign to say Griffith Park is threatened. It's not threatened by any massive development. Nothing will be built that is not accepted by the community."
"I don't know how he foresaw L.A. being such a big city," said Griffith, 55, who is known as Van. "He saw the park as a safety valve, a place to unwind.
"I want it to remain an urban wilderness where people can get back to nature."
