Zuma Dogg/LA Daily Blog - August '08 Update (Mega-Master "Shady Report")

Being the last day of August, and with the "Zuma Dogg Labor Day 500" flooding the LA Daily Blog with a good portion of the stories ZD feels are most important for you to get out to the community this election season, here are links to EVERYTHING POSTED ON THE BLOG THIS MONTH.

So if there was ever a thread I am begging you to email to everyone you know....THIS WOULD BE THE THREAD! So please save this thread for yourself -- and please email it to everyone else. THESE ARE THE ISSUES THAT ARE IMPORTANT TO ZD and LA DAILY BLOG based on YOUR input. (So this is truly as close to a total representation of all the issues brought to my attention by activists in the community as I could crank out this weekend. So I hope you like it and email it.

And if not, may Antonio Villaraiogsa and Jose Huizar cut down every protected, historic oak tree in your neighborhood!
AND REMEMBER: As long as I can hang in there, it's LA City News. (We scan the net, so you don't have to. A Blog Remix.)

PayPal ZD?: Some people don't paypal cause they think $5 or $10 is not enough. Oh man...if only one or two people paypal'd $5 or $10, instead of nothing (cause they don't think it's enough)...I would be a lot more physically comfortable, right now. I'm can't move. That's why my blogging is up. All I can do is sit here, not move...and blog. But it's sad, not funny. But at least I just cranked out the ultimate ZD thread and wrapped up almost five months of round the clock activism. PayPal ZD

LA Ethics Commission, New Lobbying Laws, and a Reader Weighs In About Firms Like Berghoff-Englander

Anonymous has left a new comment on your post "CITIZENS ALERT!!! City of Los Angeles Under Attack...":

I get the impression that you do not think of Greig Smith as one of the worst, yet he and his staff and his financial backers are consistently and stealthily working to disenfranchise the L.A. voters.

There is an article in today's Daily News about how the Los Angeles Ethics Commission is going to consider revising the city's lobbying laws, allegedly to crack down on people who influence city leaders yet do not register as lobbyists.

This is after it made news that Richard Alatorre had been working as a paid lobbyist for 3 years without ever registering. While the requirements for registration are currently being evaluated, the response from Harvey Englander (Berghoff Englander, former employer of Marcus Allen (close relative of Mitch Englander, Smith's Chief of Staff)) was that everyone who tries to influence a city council vote, should be required to register, including homeowner's groups and nonprofits, regardless of whether they earn compensation doing so.

The fee to register is $495.00. This is one more attempt by those in power (city council and their rich backers, developers, P.R. firms for Developers, and other special interests)to keep the voting public out of the equation.

At a minimum such a rule would make it more confusing and difficult for the small, and poor citizen groups to participate in the political process in L.A. In another instance, earlier this year, there was a motion made by Councilman Greig Smith to limit Neighborhood Councils to making 3 motions before city council each year (never mind that they actually have no power to get their issue on the council agenda unless it is picked up by a councilmember and put on the agenda), and there was also a requirement that those officers on the Neighborhood Council, before making such a motion before city council, disclose all of their financial information and interests, and those of their spouse.

I was just speaking to a lady this morning at Startbucks (a senior citizen) who retired as an LAUSD teacher only three years ago. As I mentioned that Gavin Newsom was running for Governor, she cuts me off and says, "Excuse me? WHO is running for Governor?" I said, "Gavin Newsom." And this sweet lady burst out into a round of deep-from-the gut, howling laugher that had all of Startbucks looking to see what was so funny. I remember how hard I laughed the first time I saw Richard Pryor's movie "Wanted" in theaters. THAT'S HOW SHE WAS LAUGHING WHEN I TOLD HER. So they say laugher is the best medicine. Gavin Newsom sure medicated THIS lady with that news. Then the name "Antonio" came up, and suffice to say, what she had to say about him even made Zuma Dogg uncomfortable. So the good news is, Douchetonio ain't fooling anyone. And his "persona non grata" at the DNC convention sure is a relief. Amazing how one little pecker can take down the enite movement, as Douchearaigosa's higher office aspirations are now over. So between Nunez and Villaraigosa, it's a real shame these guys' personal behavior set back all their supporters hopes and dreams by at least another decade.

Hey Tony...QUIT CRYING TO EVERYONE TREATED YOU LIKE YOU WERE WEARING YOUR HARRY POTTER "CLOAK OF INVISIBILITY" AT THE OBAMA DNC CONVENTION:

YOU'RE OVER PAL...YOU MADE THE CHOICE TO STICK IT TO MIRTHALA...AND NOW THE DNC IS STICKING IT TO YOU!

Wow...Barack Obama SURE WAS impressed with your "I'm going to deliver the Latino vote to Barack Obama."

I guess Barack knows you couldn't deliver a Domino's pizza, let alone anything else.

VILLARAIGOSA, YOU SHAMELESS, POMPOUS, ARROGANT, OUT-OF-TOUCH, DELUSIONAL, DUMB, A-HOLE...

YOU THINK YOU SPEAK FOR ANYONE BUT YOUR OWN FINANCIAL BACKERS?

THE PEOPLE OF EAST L.A. (YOUR HOME TURF) WANT TO SEE YOU DEAD AND BURRIED POLITICALLY....

And YOU are promising to deliver their vote. Sorry pal, the only votes YOU can deliver are from people who are not allowed to vote in the United States, you politically toast, loser.

I TOLD YOU THAT YOUR BOSS WAS TOAST YOU WEAK ASS POLITICAL SPINNERS TAKING TAX PAYER MONEY TO SIT ON YOUR ASS AND SPIN ALL DAY ON THE THIRD FLOOR. (Inferior minded, emotionally weak, sissy-fools you have their asses handed to them by Zuma Dogg on a daily basis. These arrogant a-holes who think they can spin me are face down in the mud. And now they are choking on the mud. LOL! See you anywhere but in the Governor's office, Douchetonio.

Zuma Dogg's LA DAILY BLOG In Top 10 Again, This Week! (As LA Observed Drops Out of Top 10)

Hmmmmmmmmm, Kevin Roderick's LA Observed drops from #4, out of the Top 10 this week, just as Zuma Dogg's LA Daily Blog, cracks the Top 10, this week (with Council on hiatus, and ZD back to blogging more). Maybe ZD will stop blogging so much and so good, and some people can go back to reading the "Dog and Pony Show Parade" at LA Observed. (Or maybe ZD can give Roderdick some blogging tips.) All I have to do is start blogging regularly, and he immediately drops out of Top 10! (He should give his advertisers their money back!)

When I first launched this blog, it was in the Top 10 "Most Influential California Blogs" ranker according to BlogNetNews.com (BNN).

Then, when I started attending all the Council meetings, I couldn't spend nearly as much time blogging, so the blog dropped out of the Top 20.

Now, with Council on hiatus, and ZD's vacation basically consisting of round-the-clock blogging (you can check the output to confirm) -- ZD's LA Daily Blog is #8 in the State of California, this week. (Up from 11 last week.)

Mayor Sam is at #5...BUT I'M JUST ONE PERSON, Y'ALL...AND THAT BLOG IS A BUNCH OF PEOPLE, Y'ALL!!!

LA Observed dropped out of the Top 10, this week, so YES, Zuma Dogg's LA Daily Blog beat LA Observed, this week...and I did it with all hard-hitting content, not a bunch of fluffy gossip and non-essential warm and fuzzy stuff.

At the end of the day, whether I am #8, or #1000, it doesn't matter to me, cause I'm still sleeping in the seat of my car for the fifth consecutive month and hungry and tired and in physical pain from all of it.

BUT PEOPLE LIKE TO SEE MOVIES WITH BIG BOX OFFICE NUMBERS, THEY LIKE TO WATCH TV SHOWS WITH BIG RATINGS, LIKE TO LISTEN TO THE TOP SONGS ON A COUNTDOWN...AND LIKE TO KNOW THAT OTHER PEOPLE ARE READING A BLOG, TOO.

So there...#8 ain't bad for one guy, out of the seat of his car; blogging about all hard core local issues including a lot of exclusive stuff and breaking news stuff who is basically ALWAYS about ready to pass out from being up everyday at 4 am. (I'm so sleep deprived and f-ing starving...I really don't know how I am doing this...(check the output this week...I was supposed to be walking away from this non-paying...road to nowhere blogging, and I just set a personal blogging record these past two weeks. HEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEELPPPPPPPP!!

(AND WHATEVER YOU DO...DO NOT INVITE ME TO ATTEND ANY MEETINGS...UNLESS IT'S "MEETINGS ANONYMOUS!")

HERE'S THE RESULT OF THE PAIN: (See, it started off as a triumphant celebration of hitting the Top 10 again...but it only makes me bitterrer and crankier, cause I'm hungrier and tirederer.

LA City News - Saturday 08.30.08 - 3 PM Update (Including A Message from RON KAYE About WEDNESDAY!)

via Ron Kaye L.A. by Ron Kaye

A NOTE FROM RON KAYE: As honorary chairman of the Saving L.A. Project, I am going down to City Hall on Wednesday to object to the City Council going behind closed doors to discuss in private what is nothiing but a political fight between Controller Laura Chick and City Attorney Rocky Delgadillo. I hope others will join me in the council chambers to protest this unlawful closed door meeting that is nothing but a slap in the public's face

EXCERPT: Click above headline link for full post.

Which brings us to Item 15 on Wednesday's calendar. The council, refreshed from two week of vacation including party time in Denver for many of them takes up the motion behind closed doors about how to make this political issue go away by pretending it's a legal issue.

There is no excuse for a closed door meeting except for the cowardice of the council to stay up in public and say what they mean.

This is a council that engineers unanimous votes with back room deals, routinely squelches debate on public controversies, inflicts rules for public meetings on neighborhood councils that don't obey themselves and refuses to listen to or listen to the public's concerns while pandering to special interests who keep them jobs that are better than anything they could earn in the public sector.

That's why I'm going down to City Hall on Wednesday to challenge the legality of going behind closed doors.

California lawmakers are set to approve a first-in-the-nation bill that would require cities and counties to account for the effects of global warming in planning local housing developments. The goal is to help California meet the emission mandates spelled out in its wide-ranging greenhouse gas reduction law passed two years ago. At the same time, the bill will encourage housing to be built closer to where people work and shop.

Just When You Thought Classic Rock Like James Taylor, Bob Dylan, R.E.M. and Paul Simon Was Over...Along comes JUDSON McKINNEY!

Hope he doesn't mind the pigeon-holing, but those are some of the musician/songwriters that were coming to mind as I sat at my usual "Live Music/wi-fi" location, as Judson McKinney ran through his set on Friday night.

Usually, when the musicians start, is when ZD exits and moves on to the next (more chill) wi-fi location. But before I had a chance to leave, I started to notice the guy on stage for open mic was something worth looking up from my computer screen to check out.

And as he went through his set-list (acoustic guitar and mic), not only didn't I not want to leave...but, I wanted to stay. (About a once a decade experience.)

He's kinda like Roy Orbison or Buddy Holly in the sense that when you hear the voice, the image does not match what you would expect. This guy Judson is real clean-cut, with glasses...I think you call it a "preppy" look. He just graduated college and moved to Los Angeles in January of this year from the South Carolina.

And he looks just as "fresh off the bus" as anyone I have ever seen. (He proudly asked the crowd, "Anyone here from South Carolina!?!?" (As if it were Kid Rock asking, "Anyone here from DE-troit, Michigan...in DE-TROIT, Michigan.)

And for someone who is not from the streets, and so young, is why some of his dark themed lyrics really blew me away. I was amazed at how someone so young could be singing about the dark side like Bruce Springsteen.

But his sound is more like some of the other artists mentioned, and his voice is most noteworthy. (Cause a lot of times the songwriting and performance is blown by sout of tune, "pitchy" vocals (as Randy Jackson would call it.).

This guy has one of those sweet voices like Paul Simon.

After his set, I let him know how he blew me away. Clive Davis has got to find this guy. Here are five songs by Judson McKinney that sound great...but the good thing about Judson (as with the best, true artists); it comes off even better LIVE!

So, I don't want to make TOO big of a deal, cause John Mayer or Jack Johnson couldn't live up to the build-up at this point: But the point is, I think I just heard some guy out of nowhere last night that's in the category of all the other people mentioned above. So don't over analyze it, and some of you may become BIG fans. And the good news is, it's pretty easy to check him out LIVE, now, without having to go to Staples Center.

Click here for player if it doesn't open in this thread.

"Hawaii" and "Airplane Bound" are a little more up and fun, the rest are great, too, on the softer side. And you might hear some faith-based stuff, like when U2 came out...so I wanted to warn you upfront. (JOKING!)

Zuma Dogg 4 Mayor of Los Angeles in '09: #1 GOAL...Community "Destabilization" Prevention During Economic Crisis

Full Post

Last year, the term "subprime" quickly became one of the most used buzzwords in the news.

This year's (and especially next year's) buzzword will be "destabilization." As in what is about to happen to communities Citywide across Los Angeles.

Zuma Dogg blogged about the impending subprime foreclosure crisis that would occur at the end of '07/early '08 (triggering a recession) in May of '07. Three months later, the word "subprime" was on the front page of the newspapers, with the effects kicking in just as ZD blogged about.

THAT'S WHY THE MAYOR OF THE CITY OF LOS ANGELES MUST MAKE COMMUNITY "DESTABILIZATION" THE TOP JOB! Because if the communities start to destabilize as a side effect of these economic hard times -- all the other side effects (like crime and homelessness) quickly become even worse.

AND IT WILL GET EVEN WORSE! It hasn't even started yet. The City officials must know this, which is why there is a big money grab going on throughout the City to collect (shakedown) money from anyone and anywhere. (Things like the amount of liens, tickets and escrows will be going way up -- along with any and every city fee.)

So I have made the decision, as of today...Community Destabilization Prevention will be the Top Job as Mayor of Los Angeles in '09. Things are bad enough as it is.

It starts here and here with this!

COMING NEXT: How to achieve the goal of "Community Destabilization Prevention" by ZD

LAUSD/Home Depot Problems Reported by Sunland-Tujunga/No Home Depot Community

Thanks to Joe B and the "No 2 Home Depot" (Sunland-Tujunga) community for this CITIZEN'S ALERT!!!

Hey Zuma,

We have a situation here that we feel needs to be looked into. The LAUSD has issued permits to Home Depot allowing them to use Mt. Gleason Middle School for an Open House, for the purpose of promoting their store to Sunland-Tujunga. This Open House is not sanctioned by the City, not being facilitated by the City, and the brochure does not indicate that City Staff will be present. LAUSD rules, up until today, stated school facilities are only available for "community groups and non-profits".

When the community rec'd the mailer, last week, inviting everyone to an Open House by Home Depot at Mt. Gleason, our ears perked up. There are LAUSD guidelines for usage of school facilities. We looked at the Permit and Procedures and found that HD was in violation.
Here are 2 links: LAUSD site and application on line. (you see the strike thru text, I've explained below).

Zuma Dogg LA City Agenda ALERT: City Is Out To LIEN On Property Owners

But a lot of real CITIZEN'S ALERTS slip through the cracks unless ZD turns in a public comment card. Items like "Special Event Fee Waivers", "Tract Maps", et al.

I noticed "Tract Maps" were suddenly popping up like mushrooms on the agenda -- and a few months after you started reading about the "Smart Growth" (density) plans in LA Weekly and LA Times, and now everyone is aware of the density LA City Council, SCAG and Villaraigosa have imposed on the community.

HERE'S WHAT I AM SEEING NOW: "Liens!" Here's the deal...the City of Los Angeles is sinking faster than a bowling ball in quicksand, so they are out to "make that money, y'all" and shakedown every property owner and resident in the City in a way that would make Tony Soprano envious.

For the past month, or so...I've noticed an increase of "liens" of all shapes and sizes. Here's how it works: Graffiti removal, asbestos removal, maintenance, improvements...whatever they can think of to slap on yo azz...they gonna tag you wit it.

THEN, after you are not able to pay for these improvements because business districts are caving in like a house of cards, and your small business owner can't afford to pay for daily graffiti removal that they have no control over...they tag you with a lien. Then of course, they eventually claim eminent domain on yo azz, and take the property.

This is of special concern in the East Adelante area, where the Eminent Domain rules are the shadiest and lossest. They tag people with EVERYTHING. If you fix one thing, they come back for something else until you can no longer comply and they take the property, y'all. (Shady as hell.)

Parental Outrage Over Neighborhood Council Elections: Don't Use Their Children As Political Pawns In Your Election Racketeering!

Hello,

My name is (Parent). I am writing this tonight because I am extremely upset about a note card that my children brought home from school. In regard to the upcoming GEPENC elections. Where I understand you want to reach as many people as possible, I am upset that these candidates went through the children.

They are not allowed to vote, but yet you will use them as vehicles to solicit votes for your slate cam pain. No I did not spell that incorrectly, this is a pain. There is no reason why my children need to be involved in bringing home such political solicitations. It would be one thing if it was information about everyone involved with the elections.

Also I feel like you are falsely representing yourselves, as the "tireless community workers" You are saying that you, and you alone are the only few who work tirelessly for our community. That makes me think that you are saying that others who are running do not met that criteria.

Community Concern Over Lincoln Heights Neighborhood Council Elections This Week

Oh man, it's a long grievance that was filed by cell phone to Zuma Dogg this weekend regarding the upcoming Lincoln Heights Neighborhood Council elections.

First of all, y'all...why are kids allowed to vote in these elections? They are run by the City Clerk's election division. That should kinda signal that it should be 18 and over. Aren't things like liquor licences and zoning issues and adult issues being voted on? Should kids be able to vote about alcohol related issues (among others)? Don't give me that "it's good to get them to participate early on" softy B.S. There are other ways to accomplish youth participation. This is nuts!

Secondly, the polls are open from 1p-7p ON A SCHOOL CAMPUS. Gee, let's make it so the only people who can vote (beside the people the shady side are bussing in) are the kids. ARE YOU KIDDING ME. Then, the polls close at 7p, just in time for the adults. AND THIS JUST IN...ADULTS CAN'T GO ON THE CAMPUS/VOTING LOCATION UNTIL AFTER 3pm. Giving the actual adult stakeholders only the hours of 3p-7p to vote. And excuse me, won't most of these stakeholders be stuck in traffic trying to get to the polls after work during these hours?

I think I see what is going on here.

Also, the voting information/ballots were sent out late, and there is some shady B.S. about having to turn in your absentee ballot IN PERSON, since they were sent out too late.

And some of the voter information was only sent out in English. And some was only sent out in Spanish. And some of the mailing information only had the first half. And some mailers only had the second half. IT'S ALL SCREWED UP FROM WHAT I AM HEARING!

Clearly the City Clerks office is not ready and I think even THEY would like to have a "mulligan" on this first election that they are running. But City Council has put the pressure on to keep the election on schedule.

It's a shim-sham of a flim-flam. It's litigous, incidious, inciteful; not rightful. It's tragical, not magical. It's precocious, ferocious...it's supercalifraglistic, expialidocious. (To quote the legendary attorney, Jackie Childs.)

But this is no laughing matter, because speaking of "childs", that's mostly who will be voting in the upcoming LHNC elections based on the way they have the system gamed.

AND: Anyone can be considered a stakeholder. If you live in NYC and fly into Lincoln Heights once a year for Fourth of July fireworks you can be considered a stakeholder. If you drive through the free ways; if you eat in a restaurant; go to the park...it's a very wide qualification.

The shady side will be having their people show up to vote. So if you support Zuma Dogg's take on things...please try to get to the NC elections in BH and LH this Thursday June 12th and help

TAKE BACK THE CITY!!!

TAKE BACK THE CITY!!!

Stop and get gas along the way, and you will be a stakeholder according to their definitions!

He says the problem just isn't as big as the City is leading you to believe. And it isn't a major factor from a numbers standpoint. (I KNOW THIS COMMENT WILL OUTRAGE PEOPLE...But this is THIS guy's opinion. And I say he deserves a say.)

And here is the real issue the Homeless Advocate wanted me to be aware of and will be pushing for...

VIDEO: Zuma Dogg on "Special Event Fee Waivers" (Front Page Daily News Story!)

[NOTE: This video on Special Event Fee Waivers is one of the most entertaining ZD public comments according to feedback. From when ZD FIRST started going to Van Nuys, before Miriam and everyone. When it was still TRULY my private chambers!]

Here's a typical Zuma Dogg public comment from the past two years on Special Event Fee Waivers from January 26, 2007. And here's ZD's blog post about the story as published on the front page of today's Daily Snooze. (It's nice to see Eric holding back laughter as he's issuing the warning, back in this "good ol' days" video.)

AND HERE'S A ZUMA TIMES EXCLUSIVE WITH CM GREIG SMITH ON "SPECIAL EVENT FEE WAIVERS" FROM MAY 3rd, 2008

Zuma Dogg Speaks On Neighborhood Council and DONE (Aka: Shady Rico Racket of a Waste of Time!)

Of course it's never going to work out between DONE and the community: Do you really think the mayor wants MORE input from the community. That's why all the conflict. You have people working for DONE who think it is supposed to be a useful community group, when the people in charge are there to throw a big wrench in the community. And it doesn't help when you have an interim GM who doesn't like to talk to people. He's not the type of personalble person you need in that position.

Keep wasting your time trying to fix the NC system...I'll see you in ten years and it will be the same discussions. Have fun running around in circles the way they want you to.

DO YOU REALLY THINK THESE CORRUPT, RACKETEERING COUNCILMEMBERS AND MAYOR WANT PEOPLE LIKE STAKEHOLDERS GETTING IN THE WAY OF THEIR PLANS?

You people sit at these NC meetings, not even realizing Antonio has stacked the deck with his own board members. And you don't even realize it. You should have seen the suckers at the Del Rey meeting who said that NC president is such a great guy. (Yeah, except he's running rough-shot over your meeting and rights. But he looks and sounds really good as he's shifting the money where HE wants to shift it.

And then the mayor has these non-profit groups sit up and beg for money like a puppy...and people think it hasn't already been established up front.

Daily News Article on Special Event Fee Waivers (Aka: Zuma's Two Year Agenda Peeve Hits The Front Page!)

Full Post

Zuma Dogg was the first one to start talking about this at City Hall for public comment, because someone from City Hall pulled me to the side, when I first started speaking about issues other than Venice Beach. The person told me, "Hey Zuma, you're missing the real (money bamboozle) on the agenda, each day: Special Event Fee Waivers. And they emailed me the now famous Jack Weiss memo. And it seemed like something worth mentioning...and then we all found out the truth about this stuff, as people sent me MORE info about it.

Also, Matt Dowd, Miram Fogler, Sharon Brewer and Donna Pearman (and everyone else) who kept the heat on. Activism works. It ain't easy, but I think the pueblos made a difference on this one.

Fee waivers for events a costly gift

City officials all agree reform's needed, but will it happen now?

In the history of Los Angeles city bureaucracy, the special-event fee waiver might be the most talked about budget reform that has never been acted on.

L.A. City Needs A Real And Meaningful Affordable Housing Policy (And Residential Hotels Are A SCAM!)

Full Post

I got a real earful from the General Manager of one of the hotels, who showed up at City Hall yesterday for the public hearing on residential hotels downtown, and a moritorium that would require hotel owners to replace each unit of affordable housing with another unit, somewhere else -- if they convert the unit to daily rooms or something else.

HERE'S THE BAMBOOZLE: The hotel GM I spoke with said his hotel has about 600 units. Some are earmarked for long-term, affordable residential units (some people living there for 20-30 years); mixed with daily hotel rooms for tourists.

The owner wants to re-furbish the old downtown hotel; by taking two (sucky) affordable residential units and turning them into a nice hotel room to rent for about $120 a night. Which would not only provide a decent priced hotel for people in the heart of Downtown (which is badly needed)...but will kick money back to the city in the form of the bed tax.

BUT, the City has deemed the hotel 100% residential and will not allow hotel to move ahead with the plans for the $120 affordable daily rooms because, "The city only cares about the 'quantity' of units, not 'quality' of housing. We (the hotel) are forced to be all residential because the City wants to keep from losing numbers (of affordable housing).
