While showing a picture of an oil refinery that was painted as a pumpkin for Halloween, Janice Hahn let us all know, that if the refinery were actually filled with real pumpkin meat, it would make (blank number) of pumpkin pies. THANKS JANICE FOR THAT IMPORTANT INFORMATION ON HOW MANY PUMPKIN PIES COULD BE MAKE IF AN OIL REFINERY WERE FILLED WITH REAL PUMPKIN MEAT! WE HAVE AN ELECTION ON TUESDAY WHERE YOU ARE ASKING PEOPLE TO PAY FOR YOUR WASTEFUL PROGRAMS (PROP A)...glad to know how many pumpkin pies COULD be made, IF it were real.

DENNIS ZINE AGREES TO TAKE A PAY CUT: Did anyone hear during Wednesday's Council meeting when CM Dennis Zine responded to ZD's request for Councilmembers to reject their automatic raises in the midst of this economic crisis where Council is asking taxpayers for more and more money. LOS ANGELES – Encouraging residents to vote this Tuesday, November 4,2008, Mayor Antonio Viagraigosa will relax all parking restrictions within one block of every polling place within the City of Los Angeles.

“Now there’s one fewer excuse for not voting,” Mayor Villaraigosa said. “We are making it easier for people throughout the City to vote,and I encourage everyone to go to the polls next Tuesday and make theirvoices heard.” This initiative was developed in cooperation with the Los Angeles Department of Transportation (LADOT) and the City Clerk’s Election Division.

Mayor Villaraigosa is directing LADOT and the Los Angeles PoliceDepartment to observe the following parking rules within one block of designated polling places:

1. Motorists seeking to park their vehicles will NOT be required to deposit money in parking meters.

2. Time limits at the parking meters will NOT be enforced.

3. Street Cleaning parking restrictions will NOT be enforced.

4. Preferential Parking restrictions (i.e. permit parking) will NOT beenforced.

Looks Like Griffith Park On It's Way To "Historic Monument" Status with Tom LaBong's Support!

VICTORY FOR GRIFFITH PARK LOVERS AT CULTURAL HERITAGE COMMISSION MEETING: The Commmision approved Griffith Park for historic monument status at today's meeting at City Hall. Tom LaBong is growing on Zuma Dogg in a good way. He's saying a lot of the right things, more and more, including supporting the commissions recomendation to approve GP as a historic monument. So obviously, City Council isn't going to go against the recommendation of the commission AND LaBong's support. Kinda too good to be true. We'll see, but looks good, so far.

ZUMA DOGG DISCOVERS NORTH EAST L.A.

BLVD SENTINEL WEBSITE

Some of you may recognize “Zuma Dogg” from my comedy/variety show that has aired over the past eight years on your local public access channel. Or perhaps, more recently, from my appearances as an “activist” during the City Council meetings as broadcast on City TV 35.

I’m in the Boulevard Sentinel reading area today, because two and a half years ago, my career took an unexpected turn, when I was forced to become an activist and started showing up at City Hall to protest Villaraigosa’s new Venice Beach ordinance that banned the sale of (constitutionally protected) items such as incense, jewelry and T-shirts -- like the ones that my friends and I were selling.

Once people saw me speaking on how shady the City was regarding Venice, people started asking me to speak a little about their own issues. And I quickly found out how frequently the community gets the short end of the stick under Mayor Antonio Villaraigosa's City Hall.

During my time as a local public advocate, no area of the City has been a more vocal "squeaky wheel" than CD14 , much to the dismay of Councilmember Jose Huizar. (Followed closely by CD 1…much to the dismay of Councilmember Ed Reyes.)

Based on my email inbox, there is no question these districts are the most aware, active and tight-knit community in the City; with some of the best information being sent my way regarding the "tug-o-war" issues between the community and the City. (And yes, sometimes the "tug-o-war" between community members.)

So it's turned out to be an interesting relationship between the unwitting advocate from the west side (who had never even been to the area) and the people of CD 1 & CD 14 who were taking up more of my time as an activist than all the other areas of the city, combined.

Recently, when Zuma Dogg was extra "down and out" beyond his usual level of "down and outness", it was the fine folks of North East LA who came to the rescue and dragged me all the way over to this side of town with such amenities as couches, food, donations and support.

And if any of you have seen my blogging over the past month (LA Daily Blog.com) you will see how much fun I am having in Northeast L.A.

Here are some of the places and events you may encounter Zuma Dogg in November:

NELA ART WALK: A bunch of local artists and galleries participate and are listed on a map. Then, you make your own "pub crawl" -- but visit galleries instead of bars. I hit a few on York and elsewhere around town. For ZD, besides the art, it was all about seeing the various groups of people in each gallery that gave me a feel for the area and all of its’ creative diversity. The next one is Saturday November 8th. Make sure you visit "Moryork"on York and 50th. This guy Clarie has spent decades constructing furniture and other big items out of soda cans and pull tabs. Sounds cheesy, but you have never seen anything like it. You could create a Hollywood set out of this stuff. ONE OF A KIND AMAZING! ZD say, "Moryork is North East L.A.'s Best Kept Secret."

CASA PRINCESA: A true jewel in Eagle Rock (across from Sparkletts). ZD fell in love with this newly renovated coffee and sandwich café with FREE wi-fi, built in sound system with karaoke, acoustic guitar and big open space. I love the place so much, I threw a LIVE event here on a recent Friday night, and people from across the City (from Sunland-Tujunga to Venice) showed up and the "Casa" impressed everyone. The Blvd Sentinel's own Tom Topping was in attendance and treated the crowd to a rockin' version of "Mustang Sally." See the Casa Princesa ad in this issue for upcoming events including "Open Mic & Acoustic w/Zuma Dogg" every Friday at 7pm in November. Or just stop in and say hello to the owner, Jonson, who has really opened this place up to the community and a lot of groups are having their meetings and events here, now.

SOUTHWEST MUSEUM: If there has been ONE issue, Citywide that has generated the most noise recently, it is the Southwest Museum/Griffith Park merger. I read in the pamphlet that although it is being restored, there is still plenty to see. So I made my first trip this past Sunday. WHAT A JOKE! Some nerve promoting that there is still a lot to see and bamboozling me into making the trip. There were a few pictures in one of the rooms and the gift shop was open. From what I have been told by the local activists, the big concern is that the Autry Family plans on turning the SW Museum into college space, and the rare art collection will stay locked up at the Griffith Park location. If Prop J passes, this will increase the likelihood of turning the whole damn museum into a college. The people who support the Autry's claim this is not the case. I guess we'll see where the artifacts end up and then we'll know the truth.

EAGLE ROCK MUSIC FEST: Although it's eleven months away, I wanted to let everyone know, that this year’s ER Music Fest was everything you could hope for in a community event. Overall, the perfect blend of music, art, food, fun -- and it was great to see a diverse crowd of young and old all able to enjoy the same event together. Zuma Dogg declares the ER Music Fest, "The community event of the year!"

Thanks so much to Tom for letting me say hello to the Blvd Sentinel readers and thank everyone for rolling out the red carpet. The people in this district fight hard to maintain the integrity and sense of the community. And from I have experienced, you've done a great job.

Calif. cuts water deliveries to cities, farms

The state said Thursday it would cut water deliveries to their second lowest level ever, prompting warnings of water rationing for cities and less planting by farmers.

The Department of Water Resources announced it will deliver just 15 percent of the amount that local water agencies throughout California request every year. That marks the second lowest projection since the first State Water Project deliveries were made in 1962.

It could force farmers in the Central Valley to fallow fields and cities from the San Francisco Bay area to San Diego to impose mandatory water rationing.

The state's reservoirs are low after two years of dry weather and court-ordered restrictions on water pumping out of the Sacramento-San Joaquin Delta. This year, water agencies received just 35 percent of the water they requested.

Lake Oroville, California's second largest reservoir, is usually half full this time of year but is at just 30 percent capacity.

In Southern California, the Metropolitan Water District — the agency that supplies water to about half the state's population — has depleted more than a third of its water reserves. The agency's general manager, Jeff Kightlinger, said Californians must immediately reduce their water use to stretch what little water is available.

"We are preparing for the very real possibility of water shortages and rationing throughout the region in 2009," Kightlinger said in a statement.

The State Water Project delivers water to more than 25 million residents and 750,000 acres of farmland.

In 2006, water agencies received their full allotment, in part because of heavy rains and a thick Sierra snowpack that year. But last year, a federal court limited water pumping out of the delta to protect the threatened delta smelt.

Department of Water Resources Director Lester Snow said the bleak outlook underscores the governor's call to retool California's massive water storage and delivery system.

Gov. Arnold Schwarzenegger favors building more dams and designing a new way to funnel water through or around the environmentally fragile delta. The proposals have failed to gain traction in the Legislature.

"The governor has sounded the wake-up call, and the clock is ticking," Snow said in a statement.

Even with Thursday's dire projection, a wet winter could mean cities and farms ultimately get more water, said Ted Thomas, a spokesman for the state water department.

That was the situation in 1993, when the state promised contractors just 10 percent of their requests, the lowest initial projection on record. That later was revised to 100 percent after the state received heavy precipitation.

Unlike then, state and federal water agencies are under a court order to cut pumping from the delta because a federal judge last year ruled that the giant pumps were harming threatened fish.

"Even if we have a wet fall and winter, the water won't necessarily be available to us because deliveries are also being cut to protect fish in the delta," Laura King Moon, assistant general manager of the State Water Contractors, said in a statement. "We are anticipating drastically reduced water supplies, regardless of weather conditions."

Los Angeles City Councilmember Richard Alarcon declared class-warfare on Los Angeles during Wednesday's Council meeting with his "luxury tax" ordinance.

Due to the fact that I called him a "dumbass" and was kicked out of chambers, I didn't see the final vote yet, but not all the CMs support alarCON on this.

First of all, Alarcon immediately had to amend the ordinance that would tax homes over 5000 square feet, by adding 5000 square feet homes, that use over 4000 killowatts, or more, of electricity each month."

Some of alarCON's reasons included:

* This amount of money isn't that much to billionaires. (Richie, not all people who own homes of that size are billionaires.)

* "These people have been blessed by the wealth L.A. has provided them." (So I guess all people living in these size homes made all their money in L.A., and the city provided the wealth to them.)

* "For people with homes of these sizes, they would be able to afford it." (Excuse me, CM Richard a-CON, HOW DO YOU KNOW?!?! I thought you were a communist/socialist...NOT A MIND-READER!!! Some people inherit these big homes and can barely pay the property tax and maintence fees. A lot of people lost a lot of wealth due to the home foreclousres in YOUR area, because no one read the contracts, or didn't care. AND NOW THIS SUB-PRIME FORECLOSURE PROBLEM IS THE CAUSE OF ALL OF THIS ECONOMIC CRISIS.

* "We need to spread the fortune around." (We do?)

ALARcon complained that the reason this small percentage of homeowners should be targeted is because the city is desperate to raise revenue...and all of the cost-cutting ideas like special event fee moritoriums, or Zuma Dogg's idea that council says, "no" to their automatic raises (ZINE PUBLICLY STATED THAT HE AGREED TO A SALARY CUT DURING THESE TIMES) won't be enough...

SO ALARCON'S BIG SOLUTION IS TO PULL THIS SOCIALIST/COMMUNIST NON-SENSE. He kept reminding people that we have to close a ($500 million) budget deficit, and that this should be considered in that light. THIS GUY IS A WACKO!

Here's the problem I have with this Richard...once you become an elected official, you have to represent the city as a whole. Not your own social and national ideals. I am against this, because it targets one group of people.

IF ALARCON IS SO DESPARATE TO RAISE REVENUE, HOW ABOUT THIS:

* Crack down on all the illegal vending and taco trucks that rob the rent paying, tax paying businesses of revenue.

* Have Building and Safety inspect all the garages in Alarcon's district for people living in garages. Create a tax for homeowners who have people living in their garages. When people live in garages, instead of homes or rentals, it robs the city of revenue.

* Give back his automatic raise that he will get and save it for the general fund.

* When someone takes their paycheck and sends it out of the country, tax the transaction. ($1 tax per transaction would close the deficit on the first week!)

* Only hire legal citizens on all city projects and in all city departments.

OR HOW ABOUT THIS RICHARD...WHY NOT JUST COME OUT AND SAY IT...

"TAX EVERYONE WHOSE NET WORTH IS $100,000, or more and give the money directly to everyone at risk of home foreclosures who signed predatory sub-prime loans. (Those poor victims.)

AND I HOPE RICHARD ALARCON KEEPS HIS MOUTH SHUT AND DOESN'T COME UP WITH ANY MORE DEVISIVE "CLASS-WARFARE" IDEAS. I KNOW HE HATES THIS COUNTRY. I KNOW HIS SISTER IS A BIG SHOT IN THE CALIFORNIA COMMUNIST PARTY...

He knows each illegal immigrant will have five or six kids and they will eventually turn eighteen, and the plan is to tax the middle class into bankruptcy, and then Alarcon and Villaraigosa can, "spread the fortune around" by handing as much of it over for entitlements. * Tax on sending your paycheck money to Mexico: When you cash you paycheck, and send the money to Mexico, tax the transaction.

* How about a "dumbass" tax, for everyone who signed a subprime loan agreement, even though they were making minumum wage, or less -- and defaulted.

* How about a "garage living tax" for every person living in a garage in Alarcon's district. (THE CITY WOULD HAVE A HUGE SURPLUS.)

After yesterday's announcement of an $160 million settlement in the case where the Los Angeles Department of Water and Power "knowingly overcharged State and local governmental agencies for electricity (as the State Attorney's Office put it)," the city agency released a statement online only (mysteriously, it wasn't e-mailed). Basically, they say everything is fine and dandy and not to worry about your bills:

"We are pleased to have fashioned an agreement which will enable energy efficiency improvements and overall lowered energy usage for the plaintiffs in this action. We can also take comfort in the fact that the involved parties are government entities whose constituents are largely LADWP customers. That the beneficiaries of this settlement serve the residents of the City and County of Los Angeles was a prime factor for LADWP to enter settlement negotiations," Mr. Nahai said.

LADWP would like to reassure all ratepayers our billing practices are absolutely proper. Subsequent to the initiation of the plaintiffs' lawsuit, California Government Code Section 54999 was amended effective January 2007, thereby validating our actions and upholding the LADWP billing practices that were in question in this case.

Litigation notwithstanding, the Department remains on excellent terms with the parties involved in this action. The Los Angeles Department of Water and Power looks forward to putting this dispute to rest and building close productive relationships with these entities, our sister agencies.

The lawsuit was brought forward by a whistle-blower under the California’s False Claims Act.

Considered a shoe-in for the job, Councilmember Wendy Greuel has already raised nearly $700,000 for her Office of the Controller campaign, according to the latest candidate filings. The Controller's Office is city's watchdog on spending and operations, however it has no power to enforce findings in audits. As important as the job is, it's also not a popular one with other councilmembers and city staff.

It locks in the funding for the suppression side only. What do we know works? When you take all of the conditions that fuel gangs and you attack them at once -- strategic suppression, comprehensive prevention and intervention, with re-entry and community investment for safe schools. Support for families, round the clock parks, those are the strategies that work. We have all the money going into law enforcement and almost none of it going to the other side. So Proposition 6 is the wrong idea at the wrong time, the wrong strategy. We do not have results from arresting over 100,000 children 18 and under in the last 10 years in LA County. We have arrested that many children. We are NOT solving this problem.

Measure R is "Robin Hood in reverse" – it takes from the poor and gives to the rich. Taxpayers from across the County are being rolled by the downtown Los Angeles special interests to fund the costly multi-billion dollar subway to the sea.

ZAP 'EM AND SLAP 'EM SATURDAY: Zuma Dogg has his ZAP-fest event for this Saturday morning November 1st (8A-2P) and Ron Kaye's SLAP is having their monthly Town Hall meeting at 1:30P. just five miles away. So stop by ZAP, on your way to SLAP (or the NC DWP Committee meeting Downtown at 2P). I think more people might be rolling into the area since they can hit both events in the same area. And a lot of people have been wanting to check out "Casa Princesa" to see what it's all about. So this is a good opportunity to stop by and check it out. (Great for Public Access YouTube/TV shoots, Holiday Events, or Community Meetings. (Lots of local groups are already holding meetings and events here. CITY COUNCIL BALKS ON SPECIAL ORDER 40 REVISION MOTION/JAMIEL'S LAW: By now you have heard and read about it. Basically, Jack Weiss filled the room with Anti-Reformers and people who said that nothing needed to change. And actually, they are right, except politically. The goals that the AM radio talk show hosts want to accomplish does not really need the law to change. But for the mayor to tell the LAPD to start enforcing S.O. 40 in the spirit in which it was intended. And former LAPD Chief Daryl Gates weighed in during yesterday's hearing to say this is a political matter. AND, thanks to the LA Daily Blog reader and ZAP supporter who reminded Zuma Dogg about the Federal Court ruling in San Francisco that says Gavin Newsom can't keep turning a blind eye and forgetting to call ICE when needed. So now, I'm sure you will see the City have to start making more calls to ICE, whether it is the political will of the mayor, or not. KEVIN JAMES: Welcome to the real world of City Council meetings. LOVED hearing Kevin talk about his experience at the Special Order 40 hearing yesterday. He noticed things like, all the commissioners were Villaraigosa appointees; everyone in favor of NO change was from some special interest lobby organization; and how Kevin felt Jackass Weiss filled up the public comment with those people. Yeah Kevin, it's a real shell game. No wonder ZD is always cranky after years of these meetings. Do you think that one was any different than any other meeting? It was just bigger.

NICK PASTOROUS of DWP FOR CITY CONTROLLER: I was going to endorse Wendy Greuel for Controller, because no one else was running, but now I am 99% likely to be endorsing Nick Patsaouras for City Controller. I have met Nick a few times, and he always takes time to answer my questions, and I have always like what I heard from Nick.

ALARcon represents EVERYTHING THAT IS WRONG WITH LOS ANGELES CITY COUNCIL!!! If anyone has been fighting to push this City and State into bankruptcy with his wacko leftist, national extremist, hard noise, bullshit...it's Richard A-con, who used a Prop R loophole to re-run for Council, and if you care about the safety of the region, tell him to go run for Mayor of some other country. He CLEARLY does not represent the interests of THIS country. ZD would like to say more, but all you have to do is pay attention to what he says, every time he opens up his mouth. Then there is Reyes. I don't think he makes any bones about his allegences, and I don't think he is pledging them to the citizens of his district.

Alarcon and Reyes are two besmirtches who like their pal Antonio are embarassing a lot of the people they claim to represent. They don't represent Latinos. They represent their bank accounts. JUST LOOK AROUND IN THEIR AREAS. DOES IT LOOK LIKE THEY HAVE LIFTED A FINGER FOR THE PEOPLE THEY ARE SUPPOSED TO BE REPRESENTING. I bet Reyes couldn't even get a job at McDonald's cause I doubt he can even fill out the application. And alarCON...can you imagine THAT guy trying to make it in the real world? That guy has probably never spent a day doing honest, good work in his life.

NOVEMBER 4 ELECTIONS: Call them the NOvember Elections. It's pretty simple this time. NO ON ALL BONDS AND TAXES!!! NO ON: A, B, J, S, R. Rather than blog about it, now, stop by the ZAP event this Saturday and we can talk about it.

KNBC 4 TV FEATURES ZUMA DOGG IN NEWS PROMO: I haven't seen it yet, but people are telling me that KNBC 4 TV (not internet, or HD Channel, but REGULAR TV 4) is running a promo for their News Department featuring Uncle MC Zuma Dogg. They run a clip with my name graphic while the big voice guy narrates the commercial. Glad to lend my superstar status to KNBC to help boost their projects.

BERNARD PARKS FOR BOARD OF COUNTY SUPERVISOR: Everyone probably knows, by now, that Zuma Dogg Endorsed Bernard Parks For Board of County Supervisors. And I feel very strongly about not having the other guy win. Parks has a REAL uphill battle, cause you have probably seen the shady TV commercials paid for with shady union money for the competitor.

The more I hear the opponent (Mark Ridley Thomas) speak, the more I believe all the bad stuff people have told me about Ridley-Allen Ripley Thomas. From what I have heard, he's a real scumbag, and rolls with the Villaraigosa crew.

DON'T WORRY ABOUT HOW MUCH YOU DON'T LIKE PARKS...THIS IS ABOUT NOT LETTING A CORRUPT SCUMBAG BECOME BOARD OF COUNTY SUPERVISOR.

So if your attendance is required at that meeting, and you are starting your drive from somewhere close to Eagle Rock/Highland Park area, stop by Casa Princesa, first; check out the place and see what's going on.

REMINDER: LA City Public Safety Committee To Hear Special Order 40 Revision/Jamiel's Law on Monday Morning


REMINDER: Monday is the big day we have been waiting for...the Public Safety Committee will hear the Zine/Smith Special Order 40 revision motion and a discussion of Jamiel's Law. The hearing was originally scheduled for room 1010 of City Hall, but was moved to the main Council chamber on the third floor and a big crowd is expected; including radio talk show hosts, newspapers (you would think) and probably a couple hundred people. Get there early. It's possible even the main Council chamber may crowd up to capacity and people may be kept out by the Fire Marshalls. (Should be room, though.) The meeting starts at 9AM, and look for the Shaw Family who will have "Jamiel's Law" petitions to sign.
