Troubled financier Danny Pang decided to vent his frustration on my camera today as he walked outside a federal court in Santa Ana, California after he was released on $1 million bail and placed on home confinement with electronic monitoring device. FBI agents arrested him Tuesday accused by the Securities and Exchange Commission on Monday of defrauding investors out of hundreds of millions of dollars and arrested by FBI agents Tuesday on suspicion of violating currency reporting laws.

Say what you want about Zuma Dogg, as long as you say that I warned of this as it was happening, then alerted the masses after the losses were announced, then was the first and only one calling for an investigation. Yes, I'm bitter for all the time, money and energy I spent attending coucil meetings to get the message out on TV and all the time I spent blogging about it, while being scoffed and scorned and ignored. SEC sues consulting firm for Los Angeles pension agency

The lawsuit and the arrest of a partner in the firm are part of a widening kickback scandal.

Reporting from Sacramento, Los Angeles and New York -- A multimillion-dollar pension-kickback scandal widened further Thursday as a consulting firm for a Los Angeles city retirement fund was sued by federal regulators and one of its partners was arrested on criminal charges.

Aldus Equity was charged by the Securities and Exchange Commission with civil securities fraud for allegedly making improper payments to win business managing money for a New York state pension fund.

Dallas-based Aldus is one of two firms that recommend private equity funds to the Los Angeles Fire and Police Pension agency, which manages a $10.7-billion portfolio for retired firefighters and police officers.

Aldus has a three-year contract and receives $1 million a year to advise the Los Angeles fund, said Tom Lopez, the pension agency's chief investment officer.

Saul Meyer, a founding partner of Aldus, was arrested and charged by New York Atty. Gen. Andrew Cuomo with one count of criminal fraud.

Lawyers for Aldus and Meyer denied the charges against their clients.

Cuomo's investigation of alleged pension abuses is turning up signs of potential problems in California and other states, the attorney general told reporters.

"I don't think this is unique to New York," he said. "I believe other states have similar problems."

Cuomo said his office would coordinate more with other states regarding pensions, "and we're going to be doing that literally in the next couple of days."

Scott Gerber, a spokesman for California Atty. Gen. Jerry Brown, declined to elaborate on Cuomo's statement.

"We work with New York on lots of issues, but we're not going to confirm nor deny an investigation on this," Gerber said.

The allegations against Aldus raise new questions about the Los Angeles Fire and Police Pension agency.

The Times reported last week that the SEC's Los Angeles office asked two pension board members, Sean Harrigan and Elliott Broidy, for detailed information about their personal financial dealings and about any communications they had with Aldus and other firms whose names have been linked to the pension scandal.

The SEC alleges that Aldus paid a shell company about $320,000 in sham "finder fees" in return for being hired to manage $375 million for the New York pension fund.

The shell company was owned by Henry "Hank" Morris, a onetime advisor to former New York comptroller Alan Hevesi.

Meruelo Maddux is having a big meeting tomorrow (Friday). Downtown's big real estate operator, owned by Richard Meruelo, the TOP CAMPAIGN CONTRIBUTOR TO LOS ANGELES MAYOR ANTONIO VILLARAIGOSA (when he was first elected mayor in 2005) has already declared bankruptcy and announced it's creditors would not be getting paid. (Darn!)

So tomorrow's big meeting should be about "receivership" and how to cover asses.

This is another shoe for Antonio Villaraigosa to be worrying about. HIS TOP CAMPAIGN CONTRIBUTOR (ONE OF THE BIGGEST DOWNTOWN DEVELOPERS AND REAL ESTATE OWNERS) goes completely, 100% bankrupt -- leaving investors with pennies on the dollar at the end of it all?

Well if Meruelo Maddux was his BIGGEST campaign contributor, I'm sure it wasn't completely philanthropic. I WONDER IF VILLARAIGOSA'S GENIUS PENSION INVESTORS (OR BOND INVESTORS) HAD MONEY INVESTED IN M. MADDUX?

Wonder how much CRA money was pushed into these bankrupt projects?

Seriously, I have been told that there may have been a HUGE fallout between Villaraigosa and M. Maddux, so maybe it was because Villar was NOT investing in the company's projects and maybe THAT'S why it went under.

But I think this quote has a lot to do with the problem: "You can only lie, cheat and steal for so long."

I wonder how much money (property taxes and revenue generated by the commercial retail properties) will no longer be coming into the city as expected?

I AM HERE TO TELL YOU, the downfall of Meruelo Maddux is SHADY and FRAUDULENT as HELL, y'all...Bernie Madoff style, on the realest, dough! And although the owner of M.M. was Antonio's biggest single campaign contributor when he was elected mayor , is no reason any of the corruption and almost CERTAIN FEDERAL INVESTIGATION (SEC?) will tie back to Villaraigosa and his pals.

But it wouldn't surprise me if it were discovered that Villaraigosa's investment wizards (the ones currently being investigated and resigning), the ones who lost $7 Billion in pension money last year; the ones holding campaign fundraisers for Jack Weiss (until they were caught) were messing with this stuff, too.

BUT, I am told that this is not the case. I am told that pension and bond money WAS NOT invested into M. Maddux. AGAIN, maybe that is what the Meruelo/Villaraiogsa fallout was over. And again, maybe that is why the real estate moguls entire scheme went under. Either way:

I was just checking to make sure BOTH candidates (Carmen "Nuch" Trutanich AND Jack "Jackass" Weiss) were going to be in attendance at tonight's Los Angeles City Attorney debate in Beverly Hills, before I wasted gas money going there, only to find out Jackass chickened out.

Glad I checked: Looks like Jackass will chicken out.

And of COURSE he will, on the heels of his boy Antonio Villaraiogsa's pension commissioner having to RESIGN over a Jack Weiss campaign fundraiser last week. (The commissioner shouldn't have been on the invitation and at the event fundraising for a City Councilmember running for City .Attorney. But they say it all starts at the top (leadership or lack thereof; integrity or corruption).

And we all know what kind of City Hall it is with the currently still un-indited mayor at the top. (Lack thereof, corruption.) So then why would you expect anything different out of Villaraigosa's hand appointed board commissioners? Or why would you expect anything else from Villar's hand-picked City Attorney candidate?

You would HOPE for leadership and integrity with billions in pension dollars at risk (which is what it was, at risk. See $7 BILLION pension loss for 2008.) But as Antonio's city hall is, Antonio's city hall does.

And Antonio wants Jack Weiss to be his City Attorney.

So two commissioners are under SEC investigation; and another one resigned over campaign fundraising for Jack Weiss, including a bunch of money from Weatherly investments, involved in the SEC flagging (where pension money was invested)...

SO OF COURSE JACK WEISS WILL NOT BE APPEARING AT TONIGHT'S DEBATE WITH CITY ATTORNEY candidate CARMEN TRUTANICH. And here's why:

Councilmember Weiss has a fundraiser for his City Attorney campaign to attend at the same time held by Rick Caruso, at his pad in Brentwood. And timing couldn't be more perfect:

a) Rick can raise a bunch of money to replace the money Jack Weiss has to give back over his un-ethical fundraising that forced his boss' (Villaraigosa) pension commissioner to have to RESIGN.

b) It give you a GREAT reason why you cannot be at the debate tonight, since Carmen Trutanich WILL be there. And you're no good when you have to speak at anything besides a camaign fundraiser, Jackass. You would have lost BEFORE the commissioner had to resign because of you. (Jack may show up at 8:45pm, but not for a debate with Carmen, just for his own forum.)

c) RICK CARUSO HAS A MIXED-USED, HIGH DENISTY project pending approval in a couple weeks before Los Angeles City Council. It's over there on Burton Way. Rick may want to tear down the existing billboards and put up his own. And there's talk that there may be a need for some waivers, variances and/or exemptions that only a guy who can throw a CAMPAIGN FUNDRAISER FOR A SITTING CITY COUNCILMEMBER CAN!!!

I hope Jack recuses himself from a vote if this is ttue. And I hope City Council votes yes or no based on the merit of this project as compliant with the city charter and all city, county and state laws; and not on the amount that Mr. Caruso raises for Anotnio's City Attorney candidate tonight.

I think it's about time for Councilmember Jack Weiss to recuse himself (step down) from his City Council seat until this election is over.

And if you do not want to vote for Villaraiogosa's hand-picked candidate in the City Attorney's office, VOTE FOR CARMEN TRUTANICH on May 19th.

First of all, I have a wi-fi computer that is working today (as opposed to having to wait until 10am for only two hours of computer time at the library) -- AND, I have been up since 5am stuck, anyway: So may as well catch up on blogging all ways Villaraiogsa and City Council are destroying the city in favor of their personal bank account, and make you aware of some things that local AM talk radio REFUSE to address in favor of wall to wall NATIONAL talk during the local timeslots.

AM talk show hosts just LOVE to hear themselves sound JUST LIKE the people they are watching on national cable TV and radio shows. It's like TALK SHOW KARAOKE!

Local AM Radio Host: "Hey! Listen to me, today...I should have my OWN nationally syndicated talk show. I'M just as good as THOSE guys!"

And you are! But try being that good on local stuff that they ARE NOT covering. ISN'T THAT ALL YOU COMPLAINED ABOUT DURING THE LAST ELECTION?? Now you have fallen into the same trap, then will complain when you don't like the results, you lazy copycats.

Partick Range McDonald (LA Weekly) Unravels Villaraigosa's "Safest Since 1950's" Claim

If there is ONE thing that Los Angeles Wrecking Ball, Antonio Villaraigosa says that will make you SCREAM BACK at the TV or radio, it's his nutty quote that Los Angeles is safe as it was when Wally and the Beaver walked the streets to and from school in the 1950's!

All because Chief Bratton pulled some statistics out of his ass that were jammed up there by his boss and puppet-master political tool, Cheif William "I Used To Stand Up For What I Believe" Bratton.

Welp, Patrick Range McDonald didn't take that hard non-sense lightly and brings a few details to light regarding the mayor's favorite "warm and fuzzy" reflection on his first term.

An author of numerous books on gang crime, Klein says that when Bratton starts publicly comparing crime levels of the 1950s to today, “You’re not listening to a chief of police, you’re listening to a politician.”

New Los Angeles Billboard Blight Is Low-Tech, NOT Digital

Well, now it looks like the billboard companies are causing billboard blight throughout Los Angeles at the low-tech level, as well as state-of-the-art digital level!

The geniuses at the billboard companies came up with this new and improved thinner synthetic material to print and post their advertising messages all across the city. But, THEIR BAD: No one at the billboard companies bothered to read Zuma Dogg's "Interpreting Deming's 14 Point" (methods for management of quality and productivity), so the result is: THEY DO NOT WORK IN EVERYDAY PRACTICLE CONDITIONS! As you can see, they almost immediately (like on the second or third day) start to wrinkle, then peel. This one was blowing in the wind like a U.S. flag.

HEY CITY COUNCIL: Do NOT wait. Pass an ordinace or create a REAP-like (Rent Escrow) that will prevent this type of blight from popping up like litter all over the city.

Villaraigosa's Scheme To Sell-off Parking Revenue IS THE SINGLE BIGGEST BONEHEAD MOVE OF HIS TERM! (And BONEHEAD moves are all he has made!)

City Spends Half a Million to Explore Meter Privatization

Thank goodness for KNBC or maybe the City Council's decision to spend half a million dollars to study parking privatization may have passed without any news outlet covering the story. Did I miss something, is parking and parking rates not a major issue in Los Angeles anymore?

[Thank you Damien "Jamrock" Newton! Turn on the AM talk radio stations and you would think you are driving on the D.C. beltway in the (202). I need to get satellite radio so I can hear about actual important Los Angeles issues.]

Regardless, the Los Angeles City Council voted yesterday to further explore selling the rights to collect revenue from the city's parking meters for an undisclosed amount of time for an undisclosed amount of money. The city hopes to use the proceeds to fill an $80 million hole in next year's budget. The rest of the proceeds would go into reserve accounts.

[A one time short-sighted "fix" for THIS YEAR'S BUDGET ONLY! You sell off the rights to the parking meter and parking structure revenues (the goose that lays the golden eggs) for a one time budget plug (Antionio's finger in one of many holes in the damn) then, next year...NADA! And the year after that, and the year after that for FIFTY (50) years!

But here's a REAL problem: Villaraigosa already accounted for this $80 million in the budget, EVEN THOUGH it's just a bunch of talk at this point, has NOT been approved, and may not (WILL NOT) end up generating $80 million. So $80 million of the budget is this "smoke and mirror" job. And I am finding out, more and more, this is how the mayor prepares the budget. A bunch of unrealistic "projections." THE CITY'S BUDGET CRISIS IS MUCH WORSE THAN IT EVEN LOOKS ON PAPER BECAUSE OF ANTONIO'S "DAVID COPPERFIELD" ROUTINE.]

The lone dissenting Councilman was the Valley's Greg Smith, who questioned whether or not the timing was right to sell the rights to the city's meters given the national fiscal crisis and what the city was going to do with out the $45-$50 million the city nets every year from 41,000 parking meters and parking lots at Hollywood & Highland complex, Pershing Square, the Cinerama Dome and lots on Robertson Boulevard and Broxton and Cherokee avenues.

Councilman Greig Smith cast the lone dissenting vote. He argued that the city was being shortsighted in selling its assets for an influx of cash when the parking lots and meters provide a constant revenue stream.

"We're selling property at the bottom of the market. What a stupid idea," Smith said. "If we were stockbrokers, we'd be in jail with Bernie Madoff for this kind of scheme. This is foolhardy economics."

Zuma Dogg would also like to ponder aloud: If someone else has the rights to the meters, look for the rates to skyrocket since THEY will be setting the rates, not the city. (So look for stuff like, "$50 to park in the space all day and stuff like that.)

HOWEVER, the city WILL BE responsible for the maintenance and repair of the meters and structures. Sounds like another GREAT deal the city is being forced to make to cover it's "crack addict like" habitual spending that they now forced to cover anyway, anyhow. DON'T HAVE CHILDREN...THEY WILL NOT BE ABLE TO AFFORD TO LIVE. THEY ARE ALREADY SADDLED WITH VILLARAIGOSA'S DESPERATE SPENDING HABIT. But he HAD to do what he had to do to get re-elected. So at least it was worth it! ;

MAN DID I FUCK UP! I spent the little money I had on attending the council meetings this week and wasting money on internet computer time to blog a bunch of shit to try and get the word out on some things since the blog is hot in the Top 5 this week. MAN AM I SORRY NOW!

Yesterday was a FIVE HOUR meeting that I had to stay until the end of because they were trying to "jack" around with the Van Nuys cards.


OH FUCK!

I AM CANNOT GO THROUGH ANOTHER NIGHT STARTING OFF LIKE THIS. FUCK THIS SHIT!

I really just want a SHRED of relief. Being on the street 24 hours a day is a round the clock chore that takes up every second of the day and every bit of energy. I haven't slept for more than four hours at a time in recent memory and I am very hungry right now. FUCK EVERYTHING ELSE.

Watching a half hour sitcom rerun, sitting in a chair inside a room for a half hour, and just relax for ONE HALF HOUR without worrying about the next hour WOULD BE A MIRACLE AND BLESSING AT THIS POINT!

But I will not ever get any relief or be allowed to relax and take my guard down FOR ONE FUCKING MINUTE EVER! DON'T YOU SEE IT! Just GRIND, GRIND, GRIND and look for the place on the sidewalk to crash at the end of the late night.

The huge public pension fund may require investment companies that it does business with to disclose fees paid to placement agents.

The leader of the California Public Employees' Retirement System -- the country's largest public pension fund -- on Monday ordered its staff to draft a policy requiring investment companies hired by the fund to disclose fees paid to the firms' outside marketers.

A new city ordinance will bar the consultants from demanding upfront fees from any homeowner -- not just those in default, who are protected under state law.

The Los Angeles City Council voted Tuesday to make it illegal for so-called mortgage consultants to charge an upfront fee for services when helping distressed homeowners try to modify their payments.

The governor pushes for $3.6 million for college education funding. A Senate bill proposing the assistance is scheduled to be heard Wednesday.

Gov. Arnold Schwarzenegger renewed his push Tuesday for $3.6 million to help finance college education for the citizen soldiers of the California National Guard.

The board fails to pass the proposal, instead creating a task force to study the issue.

A proposal to make it faster and easier to fire ineffective, unprofessional or abusive teachers failed to pass at Tuesday's meeting of the Los Angeles Board of Education. A slim majority instead voted 4 to 3 to establish a task force to study the issue.

First of all, thank you, very much to the people who have helped keep me plowing ahead this week and last week even though I am still sleeping outside on the sidewalk, while attending council meetings and doing all of this added blogging recently now that I have more computer access.

BUT, today was a FIVE HOUR council meeting, and a VERY important meeting. Not only because of the dumb, shady things that were approved, but because of a little "Brown Act" problem again regarding the City Clerk's computer that was not working, so the items I called in from Van Nuys to Downtown City Hall did not make it over in time. So ZD had to try and move mountains to get them to reconsider the items. THAT took up most of my time and energy during the meeting, calling certain people in the mayor's office, the Clerk's office and Garcetti's office trying to get them to confirm that they would reconsider the items that didn't make it in, DUE TO THE CITY'S COMPUTER NOT WORKING.

AND IT WAS FIVE HOURS UNTIL THE SITUATION WAS RESOLVED AND ZUMA DOGG SPOKE HIS FINAL MINUTE ON HIS FINAL ITEM FOR THE DAY.

So it was up at 5am, after sleeping outside on the sidewalk, sitting in bad traffic on the way to the MOST COMBATIVE and longest meeting ever; then when I was gonna chill...a HUGE scandalous story regarding Villar's pension appointments and Jack Weiss' campaign breaks, so I was on the phone, typing and blogging for HOURS (all night, damn it!) AND NOW...it's 11pm, I have SOME money, but not enough for tomorrow.

So basically, YES, you had to read through all of this because my day sucked, but I wasn't going to let Council take away all those agenda items from the public comment speakers (my items and other people's)...SO I HAD TO STAY ALL THE WAY THROUGH TO THE LAST DROP THIS TIME.

So today, democracy took FIVE HOURS, plus the commute back and forth and added blogging.
NO WONDER I END UP HUNGRY AND HAVE NOW DEGENERATED INTO LIVING FLAT OUT ON THE OUTDOOR SIDEWALK.

I would LOVE to show up for Wednesday's meeting to blast this Jack Weiss/Pension Commisioner SCANDAL, cause it's a MUTHER F-ING BIG-BIGGIE!!! But I HOPE I drive NORTH instead of SOUTH...WEST instead of EAST. I know people dig it, but today was NUTZ...and the cold hard sidewalk popped up again too quickly and so will tomorrow morning.

THE OUTPUT AND PRODUCTIVITY HAS BEEN GREAT LATELY, BUT IT'S HAVING A NEGATIVELY ADVERSE AFFECT ON MY LIFE IN EVERY OTHER WAY.

I hope something good happens on Wednesday for me. Just a moment of relief where I am not pushing and running and uncomfortable the entire time. I USED TO HAVE FUN! I USED TO BE MORE THAN THIS!

One of Los Angeles Mayor Antonio Villaraigosa's
pension board appointees stepped down Tuesday after The Times inquired about his involvement in a campaign fundraiser for City Councilman and city attorney candidate Jack Weiss -- an activity that violates the city's ethics law.

[Two other Villar's
pension appointees are now being investigated by SEC over $7 BILLION police and fire pension losses in shady Wall Street investments, last year, that will force the city to the brink of bankruptcy in 2013.]

Kelly Candaele
, who had been on the Los Angeles City Employees' Retirement System Board of Directors since 2005, was one of six hosts of the event Monday in Beverly Hills, according to the invitation.

The City Council voted in 2004 to bar city commissioners and board appointees from engaging in campaign fundraising activities, as a response to the investigations into appointees of then-Mayor James K. Hahn. The law prohibited those officials from calling contributors or appearing on fundraising invitations.

[ALRIGHT...STOP RIGHT HERE! Zuma Dogg CALLS for ALL the money that was raised at this fundraiser on Monday in Beverly Hills to be RETURNED! Why? People showed up and donated money because you had a (formerly) respected City of Los Angeles Mayoral Board Appointee on the invitation. KINDA an endorsement and a cause to show up to the event to meet the (formerly) honorable L.A. City Board of Directors member. SO THIS MEANS, NAMES OF ALL THE CONTRIBUTORS AT THE EVENT THAT EVENING NEED TO BE DISCLOSED; THE MONEY NEEDS TO BE RETURNED; AND MAY NOT BE RE-CONTRIBUTED. Release the names Jack, return ALL the money from that evening since it was based on an ethics violation.]

Roughly four hours after The Times asked Villaraigosa's
office about the event, Candaele submitted his resignation letter, saying he had put his name on the invitation by mistake. "Although I did not raise or contribute any political funds, this is inconsistent with the ethics pledge I signed when appointed to serve," he wrote.

Two other hosts of Weiss' fundraiser hold positions with
Wetherly Capital, a company that has promoted investing opportunities to two city pension boards, including the one on which Candaele served. Wetherly, known in industry circles as a "placement agent," has become a subject of interest in recent weeks for investigators looking into allegations of kickbacks at the New York state pension fund.

-appointed pension investors are funneling so much money into Jack Weiss' City Attorney campaign. They NEED Jack to win so he can keep their tracks covered. Except, TOO LATE...the SEC is looking into it now...LOL! REMEMBER...LACERS (city employee pension fund) lost SEVEN BILLION DOLLARS last year on Wall Street AND NOW, the SEC is looking into it. Weiss, who is running to replace City Atty. Rocky Delgadillo in the May 19 election, will give back roughly $20,000 raised from Monday's event, said his campaign consultant Ace Smith. "Jack Weiss believes that his campaign must be held to the highest standards," Smith said in a statement.

Weiss' opponent, Carmen Trutanich
, said the councilman should have known better and took action only after getting caught. "He got caught with his hand in the cookie jar," he said.

Top advisors
to the mayor, upon learning of the violation, requested that Candaele submit his resignation, a Villaraigosa aide said. In a statement, the mayor described Candaele as an upstanding leader who made "an honest mistake."

Weiss' fundraiser occurred just days after The Times reported that two other Villaraigosa
pension board appointees, Sean Harrigan and Elliott Broidy, had received letters from the Securities and Exchange Commission seeking information on any income they have received from companies doing business with their agency. They serve on the Los Angeles Fire and Police Pensions board. The SEC also asked Broidy and Harrigan for information on their communications with Wetherly and two other companies linked to the New York pension probe.

New York Atty. Gen. Andrew Cuomo
filed an indictment last month against onetime New York pension official and political consultant Henry Morris. Wetherly and the firm Morris worked for, Searle & Co., have shared fees for deals at three major pension funds in California. Wetherly representatives said the firm is cooperating with investigators.

The Weiss fundraiser was at the home of Richard Ziman
, an unpaid advisor to Wetherly Capital. Ziman and his wife were listed as hosts, along with Wetherly's managing director, Dan Weinstein. A Wetherly representative said Weinstein did not attend the event.

Weinstein
and other Wetherly employees have contributed $54,700 to city candidates since 2002, including at least $1,500 to Weiss, according to the city Ethics Commission. Wetherly clients have contributed at least $12,750 to Weiss.

A day after attending the fundraiser, Candaele voted with colleagues to require that placement agents be identified when representing firms seeking contracts with the City Employees' Retirement System.

Wetherly
spokesman Daniel DelRe said Tuesday that he didn't immediately have names of firms Wetherly represented before the city employees' pension board since 2006. Companies listed as clients on Wetherly's website have secured multimillion-dollar commitments from the board in recent years. It was not clear if Wetherly helped get those deals.

Candaele
said that he wasn't sure whether he had met with Wetherly managers on city business but that his support for Weiss was "totally unrelated" to the firm.

[Again, no one is sure...everyone is making an honest mistake...no one did ANYTHING wrong and NO ONE will be carried away in FEDERAL handcuffs over the pension investigation. And it has NOTHING to do with grocery store investments, or the former Ralphs
grocery owner (Ron B.) and Ari Swiller is feeling totally Zen, and none of this will tie back to Jack Weiss or Antonio Villaraigosa, and Villar's gubenetorial dreams are not only completely over at this point. And I didn't tell you so about any corruption with pension commissioners and didn't feel the pension investments were THE BIGGEST thing going on in the city that turned out to be bigger than a $50,000 lactation class.
