Calling for "AUDITS" vs "Interpreting Deming's 14 Points" (Listing Problems vs Method For Solutions)

DEMING'S 14 PTS vs "AUDITS": People sure do love to call for audits in this city. There is nothing people LOVE to hear MORE than, "there is excessive waste and abuse happening," with an immediate, "call for action" (DEMANDS OF IMPROVEMENT!) Then, the department head can say, "This is completely un-acceptable and I will be making sure people follow proper procedure and this type of thing comes to an end."

I guess these people subscribe to the "Wishful Thinking" philosophy toward the goal of improvement.

You see, here is the problem: You can start with a clean, fresh slate (in your mind) by saying, "Well, now the NEW guy is gonna crack down on everyone and make sure people do a better job, and we're going to start having random inspections and will check back with an 'accountability report' in six months."

THE ONLY THING THAT IS NEVER ADDRESSED IN THESE AUDIT REPORTS OR "CALLS FOR ACTION" ARE THE REASONS ALL OF THIS FUDGING AND BREAKING OF PROTOCOL IS NECESSARITY IN THE FIRST PLACE: "A BROKEN SYSTEM!"

It's not YOUR fault, and I mean that. Let's take the recent LAPD audit that condemned the way purchases an expenditures were made under Willy Bratton.

It was a real mess. BUT WHAT DO YOU EXPECT? IF YOU WANT TO GET ANYTHING DONE, IN REALITY...YOU GOTTA FUDGE THE SYSTEM. It's not Bratton's fault. He was just trying to get stuff done. And didn't have all Millennium to wait around for all the processes (put in place to prevent everything WRONG that ends up happening, anyway...BUT EVEN WORSE!)

Now, I'm sure under Chief Beck if he wants to do things more compliantly than Bratton, then I'm sure many improvements can be made. BUT AT WHAT COST. If you start doing things, "by the book (protocol)," you end up being MORE inefficient as the technology (product) you want to order becomes outdated before you can even order it.

BUT, it might make the audit look nicer, next time! (So mission accomplished! Nothing GETS accomplished, but it was done with MUCH MORE ACCOUNTABILITY!)

I'm sure I've pissed you off at this point because it sounds like I am sympathizing with "waste."

But that is because you are emotional about this, and I am approaching it from a detached analysis.

So the point is, all you are ever going to do, until you embrace the "14 points" is spew out audit after audit saying how bad the situation is, and make a laundry list of empty exhortations; calling for added levels of checks, balances and accountability -- while continuing to ignore the actual cause of the symptom: A BROKEN SYSTEM! How do you fix this system. Through implimentation of 14 points as prescribed by statistical consultant Dr. W. Edwards Deming, who is know around the planet for his, "Methods of Management of Quality & Productivity."

If you have not looked into Deming and his 14 Point management philosophy, do a Google search for "Ed Deming" and then read, "Interpreting Deming's 14 Points," which was praised by Deming ("Well done" - Deming) and published by "Quality Digest."
