VIDEO: Zuma Dogg Bitter L.A. City News Report: WHAT WILL HAPPEN NEXT WITH THE BUDGET

3PM UPDATE: Back from Council meeting. Some GREAT video of ZD crashing set of ABC TV show (the one with Sally Fields) that was filming in city hall rotunda. (COMBATIVE, Y'ALL!) And, I spoke with CM Parks about the budget options and the "public/private" partnerships and what that really means and what assets are on the table. PLUS MORE RECAP from the meeting. SEE ZumaCAM LIVE Feed in upper right corner of this blog. ZD & Matt Dowd have been on-the-air, all day. Since it's raining, I'm going LIVE all day, basically. I fill with music from the Zuma Music Radio archives. If you hear music, with no ZD, I'll usually be back within two songs. So instead of commercial breaks, you at least get music breaks. When the weather gets nice, maybe I won't be on as much. But for now, check in throughout the day, cause Matt and ZD are LIVE all day. And other people should sign up at Stickam.com for an account, plug in your webcam and we can cut LIVE to you! This has been around for years, but I just got an apartment this month. So I can finally do this stuff. So ZD will be bringing his public access style show to LA Daily Blog, round the clock, except for when I am sleeping or at the council meeting. And it was pretty over the top today, since I was out of food for one day too long, and it DOES affect my brain and body and triggers those hilarious bipolar rants that you love so much. There was plenty of that on Thursday's ZUMA RAW (live feed on LA Daily Blog), plus the top news stories regarding the budget (city will try to sell LAX, ZOO, CONVENTION CENTER, PARKING, PROPERTY), cause a bankruptcy judge probably wouldn't just let them stiff the whole world without taking their stuff to the pawn shop first. Unfortunately, they have to SELL it to the pawn shop, not just loan it for 90 days and pick it up again. It will be a one time sell off of these assets, either to plug a one year budget problem (only to have the same problem next year, but these assets already sold off, not generating revenue; and no longer available to sell off again, next year...OR, to satisfy a bankruptcy judge that the city has done all it can before they get to go bankrupt. EITHER WAY THE ZOO, LAX, CONVENTION CENTER, PARKING AND PROPERTY WILL BE GONE FOREVER! And the other item discussed today, was the California Supreme Court ruling that says you cannot restrict/limit the amount of medical marijuana a patient can have. This means the city will not be able to restrict/limit the amount of medication collectives may have on hand. Since currently, the State law says patients may only have six marijuana plants, collectives should/could only have six plants x number of patients worth of medication. And the city wants to limit each patient to only one collective to make sure patients don't acquire more than state law allows for. (Collective hopping.) WELL, now you can have as many plants as you want, because you can have as much as you want, because the California Supreme Court has found restrictions to be unconstitutional. So I hope the city doesn't violate it's own state's law. And don't get mad at me for delivering this message in this tone/perspective. You have to realize this will be the motis operendi, now. And the plain and simple fact you have to deal with. I have also been saying all day, that it is the bogus doctors (prescription mills) that are creating an over-demand/perversion of the state law, by writing a prescription for anyone who walk in the door with a hundred bucks. BUT THE FACT IS THESE DOCTORS HAVE CREATED THE DEMAND, THE HAVEN'T STOPPED WRITING PRESCRIPTIONS, THE STATE NEEDS TO GET INVOLVED IN THIS DOCTOR ENFORCEMENT AND THE CITY SHOULD LOOK IN WAYS TO FILTER OUT THESE DOCTORS, RATHER THAN THE AFTER THE FACT COLLECTIVES. So the point is, the city is going to have a real problem with their new ordinance that they still have to vote on next week. And now I sure hope they address the fact that California Supreme Court came out with a ruling this week that found limiting/restricting the amount of medical marijuana a patient may have to be unconstitutional. So figure it out, please. And don't go overboard.

MEANWHILE, it is now 12 midnight, so that will bring an end to The Zuma Dogg Show for tonight on LA Daily Blog. But I want to go.)
