New Online News Source For Los Angeles - LA City News (http://LACityNews.com)
New online source for L.A. City News: LACityNews.com.LA Daily Blog is Zuma Dogg reporting on city issues and I have a certain filter I use before something is posted in my Twitter feed.
LA City News will have a wider filter and will be a place to post a wider range of L.A. City News with emphasis, of course, on the BUDGET EMERGENCY.
LA City News is created to be more of a news wire where I will post additional things, I'm not current Tweeting -- and won't have the Zuma Dogg "editorial" and "perspectives" and ZD "whatnot."

Zuma Dogg has been attending council meetings for about four years (since April 4, 2006) and today, inside Los Angeles City Council chambers, it was the biggest crowd I have ever seen of angry and outraged people who expressed concern over council's short-sightedness and lack of action. (Like the old Woody Allen quote from "Annie Hall": "The food was lousy...and in such small portions.) For the first time that I have seen in the past four years, so many people not only filled the chambers to record capacity -- but spilled over into the corridor, until they had to open an axillary room and get some speakers going.
After public comment, his majesty Eric Garcetti, wanted to make sure everyone walked away feeling "warm and fuzzy" so asked to "suspend the rules" to allow him, "to talk for ten minutes, or so." (WOW...he REALLY needs to spin extra, SUPER hard. Needs to SUSPEND THE RULES to try and calm an angry mob...which is what it's turning IN-TO, y'aaaaaaaaaall!
Had to bring in some extra cops -- AND A COUPLE RIOT SQUAD COPS, just in case. The 30-meeting banned Zuma Dogg is still allowed to attend the meetings, and showed up for a little pre-quorum roweling of the crowd to the tune of "Jan Perry is AEG's dirty street whore who gave away the city and now wants to fire YOU!" (OH...like shooting fish in a barrel...but even ZD was shocked when the crowd burst out into a round of "Hooody hoooos!" (NOT GOOD FOR COUNCIL!)

The City Council president urges pols and the press to tone down their alarmism over L.A.’s financial situation (DON'T COMPLAIN OR SAY ANYTHING WHEN THEY ARE DRIVING IT INTO THE GROUND...THEN DON'T SAY ANYTHING, AFTER THEY BLOW IT. PLEASE!!! Maintain decorum. Stay polite. Keep you hair neat and tie straight. If you stick to those fundamentals, everything else will work out like a feel-good Hollywood holiday movie (that is now filming in Boston).
Los Angeles City Council President Eric Garcetti stopped by The Times Monday to discuss with editors and reporters his perspectives on closing the city's $485 million budget deficit. Below are most of Garcetti's opening remarks to Times staffers.
Eric Garcetti: I would say that there are four driving facts that got us to where we are today. And excuse me, I'm sure you all know this, but I'll try to do it in just a little bit of detail and sketch it out for you.
One is that we saw growth in the number of employees that we've had since the very end of the Riordan administration. [OH, mention Riordan. That will remind people the problem is from a LONG time ago. WAY before Eric was in charge. Not HIS fault! He's FUCKING PERFECT!]
There were some good economic times, and actually in his last year in office we saw expansion by, I think, a couple thousand workers in our general-funded positions, at the end of the Riordan administration, beginning of the Hahn administration.
Robert Greene, L.A. Times: Concentrated in any one particular area?
Garcetti: No, they were actually pretty nicely spread. [OH...NICELY SPREAD! The city is SO efficicient. It was actual spread very NICELY. And NICESNESS is next to bankruptciness.]
It was kind of Christmas time: Everybody who had ideas or programs ... we saw them happen in a lot of areas that weren't necessarily thought of as core mission areas, but certainly have had a good effect. We saw economic catalyst programs for our main streets and a lot of our neighborhoods. We saw growth in libraries. [LIBRARIES DO NOT STIMULATE THE ECONOMIC TAX BASE!] A lot of facilities that we passed bonds for throughout California were great at saying yes to building things, but not very good at saying yes to the money to staff them. But we had some money to do the staffing for the growth of our fire department, the growth of our police department, the growth of our libraries and some of the other civic municipality buildings that we put up.

L.A.'s ULTIMATE BITCH-SLAP: Wall Street DOWNGRADES L.A. - "Has Seen No REAL ACTION" (Open Your Eyes GREIG SMITH!)
In a stinging blow that will cost the city millions of extra dollars down the road, a Wall Street rating agency Tuesday downgraded Los Angeles' credit rating, telling officials it had seen no real action to rein in spending. Standard & Poor's Corp. notified city officials by telephone that it was lowering the city's general fund credit rating from AA to AA-, and reducing the rating on its Municipal Improvement Corporation from AA to A+.
"It will mean we will have to spend millions more (in interest payments) to get credit," City Administrative Officer Miguel Santana told the City Council.
Santana said the exact impact will not be known until the city approaches investors to sell new bonds.
The embarrassing reprimand follows last week's decision by Moody's Investor Services Inc., the other leading Wall Street rating agency, to lower Los Angeles' credit outlook to negative from stable. That move typically precedes a full credit downgrade like the one S&P gave the city Tuesday.
While S&P's full report was not available, Santana said the rating agency said it was disappointed in the city's inability to stop spending money it doesn't have, which has created a huge structural budget deficit.
The agency said it wanted to see real action from the city council, such as employee layoffs, significant concessions from unions, steep cuts to city services or any combination to fill in a budget gap now at $212 million

Alarmed by Moody's warning last week, the City Council voted to layoff some 4,000 city workers over the next 18 months, although that number could be lowered if unions agree to concessions like paying more for their health and pension benefits.
The notification from S&P came as the City Council continues its review of city spending, sparking sharp exchanges among council members.
Deputy Mayor Matt Szabo said he believed the city was on the proper path of reductions to try to deal with the credit issues and the operations of the city.
"We know what we need to do," Szabo said. "The downgrade does not change our plan to cut costs and strengthen our reserve, but it enhances the urgency with which we must implement the plan."
Councilmen Richard Alarcon and Paul Koretz questioned the city's actions in ordering the layoff of 4,000 workers and how the numbers were developed as well as the effort of the city to satisfy the credit agencies.
"These are the same people who gave Lehman Brothers a good rating just before they went under," Alarcon said.
"The credit rating agencies, who I despise, are only concerned with getting money to Wall Street. What are they going to do when we dip into our reserves? They are going to hammer us again. We should not take actions just because of them."
Koretz questioned how the city decided it needs to lay off 4,000 workers and if it had considered the other costs involved.
His remarks prompted Councilwoman Jan Perry to say the council had been dealing with the issue for years.
"We did not pick the figures out of thin air," Perry said. "I am not concerned about us acting prematurely, My hope is we haven't acted too late."
Related to that, the council asked that it get a complete listing of the 1,000 jobs to be laid off by June 30 to see the impact on programs.
Councilman Ed Reyes also said he believed the city needed to move quickly.
"If we don't act now, the problem only gets worse," Reyes said. "The longer we wait, the more people are going to be affected."
During Tuesday's meeting, much of the discussion was on the loss of programs from the Parks and Recreation Department, affecting general park programs and those providing child care and after-school programs.
"There will be cuts," Parks General Manager Jon Mukri said. "I have cut my staff by 25 percent and other supervisors by 56 percent. There is no where else to go but in programs."
Councilman Tony Cardenas worried about the impact in poorer areas if parks are abandoned.
"There will be a higher cost, but it will be from having to bring police officers out there," Cardenas said.
