EXCLUSIVE: Zuma Dogg Scores Interview w Gov Schwarzenegger Press Secretary (EXCLUSIVE DETAILS ON TODAY'S BUDGET FRAMEWORK!)

Thank you to Aaron from California Governor Arnold Schwarzenegger's office for granting Zuma Dogg an exclusive interview, where I asked him about today's budget meeting where a "framework," was announced.

I HAVE DELETED THE POST WITH EXCLUSIVE DETAILS FROM GOV SCHWARZENEGGER'S PRESS SECRETARY, WHO I SPOKE WITH, ONE-ON-ONE WITH TODAY, IN PERSON, where he answered my questions on future of CalWorks, Tax Hikes, Pension Reform and other matters.

GO ASK HIM, YOURSELF. I'm not a paid reporter and I don't get a voice at community meetings, so  FUCK THAT SHIT....WON'T HEAR ME SPEAK ON ANY COMMUNITY ISSUES EVER FUCKING AGAIN.

AND NOW ON TO THE BUDGET POW-WOW @ ZD'S STARBUCK'S PLAZA w SCHWARTZIE  & PEREZ (Aka: The "We're F*CKED Report")

Had a great day on Wednesday as CA Gov Arnold Schwarzenegger was feeling like a little girlie Gov (under the weather, and having matzah ball soup for lunch) and had his budget pow-wow to discuss the future of CalWorks and the entire budget EMERGENCY CRISIS with Assembly Speaker John Perez and others in his "annex office" in Santa Monica, CA.

Happens to be shouting distance from ZD's window, so when I moseyed out to see what all the shotgun SUV hoopla was about, I saw FOX 11's John Schwada and Bloomberg News' new City Hall reporter, Chris Palmeri, waiting to interview Perez, who came out to answer (mostly John's) questions. But ZD couldn't take it at some point and had to bust in to ask about the FEDERAL STIMULUS MONEY as relating to what the L.A. Controller report recently had to say on the inefficiency. (The ZD question, which ends with ZD storming away from the interview scene, is at the 6 minute mark and the interview ended as soon as I walked away, anyway...for those about to complain you missed stuff cause I couldn't take another second of crap funneling into my ears and walked away.) John Perez is a nice and likable guy, but based on what I see in the interview, it's still a big mess and we ain't gonna get pension reform. (Even though he says, "yes,' his head is shaking from side to side "no." (Non-verbal cues, y'all.) John has lots of "tells."

"They'll be back" on Thursday for another round of ZD.

OFFICIAL CITY OF LOS ANGELES BUDGET UPDATE from Zuma Dogg (Real Blog Post...NOT Twitter Tweet Update...FULL PARAGRAPHS...It's THAT Important)

You may have noticed my blog posts have become more of the official blog record of my Twitter tweets. And that doesn't mean you are getting LESS blogging, but MORE blogging. Traditional blogging you may get a few topics a day. Through tweeting, I am monitoring the news wire all the time, updating the Twitter feed on this blog. AND can cover a lot more stuff. And people don't have a lot of time to read big, huge articles. So I try to make it easy to take in. And the 140 character limit, forces me to work hard to keep the message tight and concise.

BUT AS I TRIED TO GET THE POINT ACROSS, IT REQUIRES MORE THAN TWEETING...AND I WANT TO MAKE SURE YOU TAKE THIS SERIOUSLY AS IT'S OWN ENTITY OF A TOPIC -- NOT JUST MIXED IN WITH UPDATES ON OTHER ITEMS OF INTEREST.

And, as usual, you won't take this seriously enough and will discount it. And from where I type this, that's FINE with me. But I do feel just as compelled to post it, for the record. Cause I'm gonna wanna go back and say, "I told you so." But THIS TIME, I won't have to wait a year:

And now I'm too tired and burnt out to say much more, cause I put all my limited time and energy away from my music feed to type the intro to this. So suffice to say:

- "The City of L.A. budget situation is even worse than the dismal disaster they have already admitted publicly.

- It takes a while for all these previous cuts/layoffs/ERIP staff loss to work through the system and be felt. GET READY TO FEEL THEM!

- The City of L.A. is at a breaking point from a services viewpoint.

- Most concerning: Cuts at Internet & Technology (IT) Dept has been so deep, if 9-1-1 system has a glitch, won't have the geek squad to figure it out and fix it. It goes downhill from there. No IT, means BIG RISKS. ONE THING GOES WRONG...LIGHTS OUT L.A! No one to fix it. AND NOT JUST WITH THE 9-1-1 SYSTEM...that's just ONE example.

- Library closures are gonna be the LEAST OF ANYONE'S PROBLEMS. That was the appetizer, starting point. GUESS WHAT? GONNA BE LIKE A METH ADDICT ON A MACHETE SWINGING RAMPAGE TRYING TO CUT EVERYTHING IN SITE! Gonna be a BLOODY municipal MASSACRE!

THERE'S REALLY NOTHING YOU OR I CAN DO AT THIS POINT. THERE'S REALLY NOTHING ANY INDIVIDUAL CAN DO. IT'S A HUGE SYSTEMATIC PROBLEM, AND THE ONLY PROBLEM I SEE IS NOTHING BUT NUTTY ACTIVISTS STILL FOCUSING ON THE INDIVIDUAL AND NOT THE SYSTEM.

We are not even at the beginning of the embryonic stage of the first spark of even thinking about actually fixing anything because there is yet to be a mutter of the word, "system" by any of you unsophisticated, short-sighted, small minded, NC-discretionary-fund-whining-about crybaby loser, crylosers. HAVE FUN WATCHING IT ALL FALL APART. YOU ALLOWED IT TO THROUGH YOUR LAZY, EXCUSE MAKING, SHORT-SIGHTED, SELFISHNESS. (I gotta go take a walk half a block to the beach.)

AND NO...I'm not gonna waste time posting about small-potato loser Richard Alarcon who is merely a chump change loser and irrelevant cause everyone who ever worked with him throughout his career at State and Local level has dropped a dime on the bastard. (The post is in the form of a letter to Barack.):

The reason I am contacting you, Mr. President, is because I am concerned the City of Los Angeles may be trying to bamboozle you, when it comes to the number of affordable housing units the mayor will be claiming.

This is just one of many angles Villaraigosa will be using to try and take advantage of you since you're just a rookie, and Villar is a seasoned career politician, who has the most ingenious and deceitful scam-artists coaching him on all the shady angles to pilfer the city, state and federal coffers.

If my sources are correct, you are now aware that "Chicago-style" politics has immigrated to Los Angeles. (It's been here all along, actually.) And now, you may have been a victim of the Villaraigosa bamboozle shuffle.

Although supporters of the mayor may say it is/was appropriate to take the Federal Stimulus Money and dump it into existing LAX, DWP and other agencies to simply help clean up their overall city budget mess, then consider that job retention, the plan said it was for job creation and job retention.

So Houston, I mean Washington, we may have a problem. The people of The United States of America know what you told them and sold them on regarding the Federal Stimulus Package you created.

Villaraiogsa's City Hall thinks they can spin you around the spirit and intent. AND, it's possible the money may have been spent inappropriately. One things for sure, no one is saying ANY of it went to shovel ready projects to CREATE jobs.

And I heard you are miffed, perturbed, flabbergasted, right now over the CRA (Community Robbing A-holes, I think it stands for).

I have heard there may be some disappointment in the decision to funnel pension money into CRA projects as if there were a housing boom, when it was a full-blown housing bust.

Maybe Villaraigoas thought everything would be cool if he appointed Wetherly Capital long-time attorney William H. Jackson as CRA Chairman and let Dan Weinstein's Wetherly Capital let Ron Burkle and Darius Anderson "spread the pension wealth around."

Didn't go so well. They didn't listen to Zuma Dogg and the city lost $7 billion in overly risky, non-investment grade Wall Street shell firms and crappy CRA projects and museums as they are going belly up.

I have been dealing with this putz for the past three years. And they are laughing at you and blaming us for voting in a rookie to the White House and saying this is what happens. (Pulling anything they can behind your back and using the stimulus money to cover their tracks and clean up their mess.)

NOW, it has all come true as the city struggles on the verge of inevitable bankruptcy which includes a $7 BILLION pension loss that no one is seriously addressing, yet.

Until now, Washington and national matters have been outside of my jurisdiction, but now your stimulus money is getting all mixed up into agencies and areas under Zuma Dogg's watch and I am not liking what I am hearing. You can't let Villar run rampant behind your back. (It hurts kids!)

Barack, what I am trying to say is....

HELP!!! THE CITY'S COFFERS ARE UNDER ATTACK BY POLITICIANS INSIDE L.A. CITY HALL!!!

SEND FEDERAL AID, IMMEDIATELY. (Investigators, not more stimulus money.)

And thank you for telling Schwartzenegger to hire Laura Chick to oversee the Stimulus Money. Looks like she has some work to start if my sources are correct. Which you should know, always are.

L.A. City Attorney Has ASS HANDED TO OFFICE by Judge on Medical Marijuana Ruling (Describe in LA Times Article as "Draconian, Capricious & Arbitrary on City's Part!")

Remember two weeks ago when I told you a judge was gonna throw Nuch on his ass. How did I know? Just look at the fucked up way his office along with city clerk's office handle things. (Over-reaching and draconian.) Anyway, the first of what will turn out to be MANY costly losses for an ignorant, bully of a hot-heat, clown douche of L.A. City Hall...Carmen (a man) Trutanich. (It got off to a rocky start for him, but Reyes, Huizar and Perry quickly straightened him out.) AND NOW, HERE'S THE LOSS WENT DOWN FOR CARMEN (a man, in name but not in heart) AS REPORTED BY LA TIMES:

A medical marijuana dispensary that Los Angeles was seeking to shut down under its three-month-old ordinance has won a court order allowing it to stay open, the first ruling from a local judge to favor one of the hundreds of stores affected by the new law.

On Thursday, Los Angeles Superior Court Judge Anthony J. Mohr granted a temporary restraining order to allow DTPG to stay in business pending another hearing.

Alfred Garcia, who started the downtown collective, said DTPG opened before the city had medical marijuana laws and has complied with every requirement it has adopted. “We are very pleased with the initial ruling, and we hope to ultimately win the case,” he said in a statement.

The decision applies only to DTPG and is unlikely to change the situation for most of the hundreds of dispensaries the city has ordered to shut down.

DTPG was on Los Angeles' list of allowed dispensaries until the city recently eliminated it and four others, belatedly deciding it had failed to file the registration paperwork by Nov. 13, 2007. The city ejected DTPG because it did not provide an insurance policy number by the deadline even though it did provide documentation proving it had the required coverage.

Mohr, who is presiding over more than 30 lawsuits challenging the ordinance, concluded DTPG’s argument had merit. He set a hearing on an injunction for next month.

“Basically, the judge looked at the city and said, ‘This seems draconian,’ ” said Ariel Clark, one of the dispensary’s lawyers. “It really highlights the arbitrary and capricious nature of the city’s rules. They make these rules and they change them.”

Jane Usher, a "special" assistant city attorney (oh, she's "special" alright...special as in "Linda Blair, "Exorcists" "special"), said her office was negotiating with the dispensary to reach a resolution. “We’re willing to accept the judge’s decision, limited to these unique facts,” she said. An agreement would probably allow DTPG to participate in the city’s process for becoming an approved dispensary under the new ordinance., c
