LA WEEKLY BLASTS JOSE HUIZAR OVER MISSING MONEY!!!: "Los Angeles City Councilman Jose Huizar might be the first incumbent ousted by an outsider since the 1980s if he isn't careful."

HERE'S A HOT BED ISSUE THAT HAS BEEN PLAGUING THE PEOPLE OF COUNCILMAN JOSE HUIZAR'S DISTRICT...and hopefully, come election day the issue will also plague the dumb and shady Jose Huizar at the polls on March 8, 2011. Glad to see LA Weekly pick up on this issue after ZD has blasted Huizar on it, so many times during public comment, every time it came across the agenda. (That was three and four years ago.) NICE TO SEE LA WEEKLY FINALLY GIVE A SH*T ABOUT CD 14. (I was told forget CD 1 & CD 14 when writing for L.A. Weekly because no one cared about the area.)

LA WEEKLY: Jose Huizar, Los Angeles City Councilman, pressed to explain $1.5 million missing from Eastside pollution control fund

Los Angeles City Councilman Jose Huizar might be the first incumbent ousted by an outsider (Rudy Martinez, profiled here) since the 1980s if he isn't careful. La Opinion is exposing that Huizar funneled $1.5 million from a fund for offsetting air pollution on L.A.'s Eastside -- and Huizar used it to pay his huge personal staff's salaries and to "repair streets."

Last year, Huizar got caught by Colleen Williams at KNBC-4 spending $3,000 in public funds to go to the East Coast -- where he just happened to attend his school reunion. He repaid the money only after learning of KNBC's report (featuring Zuma Dogg).

Of course KNBC found that most of the Los Angeles City Council members, who earn a staggering $178,789 for doing what LA Weekly has shown many times to be a shoddy job (but read "Los Angeles on $300,000 a Year," for the distressing details all in one swoop)
use taxpayer money on personal luxuries.

But Huizar is the only one of the City Council incumbents facing a challenger in the March 2011 primary who has a nice, fat campaign chest of $250,000.

So Huizar's every step in recent months, and in the next couple of months, will be reported by bloggers and media who see him as weakened and vulnerable.

About $2.4 million has been set aside to offset pollution caused by CLARTS, a huge garbage transfer and recycling facility built in Council District 14.

But as reported by bloggers and La Opinion just as everyone was leaving Los Angeles for Christmas week, Huizar has talked his fellow City Council members into diverting more than $1.5 million of it into his own special projects, and to help pay for his big, personal staff.

From initial reports, it looks like zero pollution mitigation -- zero -- was achieved with the diverted $1.5 million.

Huizar foolishly refused to tell what happened to that money, even months after bloggers and members of the media asked under the California Public Records Act or Freedom of Information Act what Huizar he had done with the cash.

But powerful Los Angeles City Council members with huge personal staffs of 14 to 22 people are not believable when they tell bloggers and newspapers to ask somebody else for their spending data because they don't keep track of it.
REMEMBER...there is an election to vote out Jose Huizar on Tuesday, March 8, 2011. PLEASE DO SO. After attending countless L.A. City Council meetings over the past five years...THE EASIEST DECISION ANYONE IN THE CITY HAS, THIS ELECTION...IS TO VOTE OUT  HUIZAR!

LA TIMES & CBS REPORTS: LA Has Spent Only A Quarter Of Its Federal Stimulus Money

READERS OF L.A. LOS ANGELES (CBS) — Who said you had to spend money to make money? Apparently this is not the philosophy of Los Angeles city leaders. Of the nearly $630 million in federal stimulus funds the city of Los Angeles has received over the past two years, it has spent only about a quarter of the money, it was reported tonight. (That's because they haven't had time, since all they do is complain about money they don't have.)

Although the city received most of its stimulus money last March, by mid-October, it had completed just eight of 108 projects, the Los Angeles Times reported. (Give 'em a break. It's not like they only completed six or seven projects.)

And according to The Times, other large cities have been spending their stimulus funds faster, indicating that the problem may be with the city’s bureaucracy.

An audit conducted under City Controller Wendy Greuel found that four supposedly “shovel-ready” transportation projects — including 85 left-turn signals and 25 new traffic lights — were not put up for bid for seven months after they were given the go-ahead by state and federal officials in the summer of 2009.

A contract to finish the signal projects was finalized this month and the work is expected to be completed in a year.

Outgoing state Inspector General Laura Chick estimated that only about half of the state’s $50-billion American Recovery and Reinvestment Act funds has been spent so far.

She told The times that one problem is that cities like Los Angeles applied for all kinds of stimulus funds, sometimes without specific plans for spending it. (Hey, don't expose the magicians' secrets.)

“You hear this expression `shovel ready projects’ — there is no such thing,” said Chick, whose position was recently cut by Gov.-elect Jerry Brown. “So in terms of judging the impact of the Recovery Act, it’s not over yet.”

Los Angeles officials have said they expect stimulus spending to peak next year.

Among the few projects Los Angeles had completed by the end of September were an $18.3-million program providing summer jobs for 9,416 youths ($18 MILLION!!!...why not just divide the money up and hand it out to the youth...they would make TONS more money), $900,000 of sidewalk and gutter improvements in Tujunga and a $1.8-million rainwater irrigation project in Mar Vista.

Greuel, who is considering running for mayor, said she is disappointed. (Although she was councilmember and controller and appears to be completely helpless and ineffective as a leader for change. If she isn't showing leadership qualities now, she isn't going to change. Leaders are leaders and that's all they CAN do. It's not WAITING for an opportune political moment or the excuse that you can't rock the boat until you're mayor. Then you'll be worried about re-election...and you ain't NOTHING, Greuel. Nothing but a haircut, hiding in your office.)

“Seven months to get out a bid was just criminal to me when we had a 12.5 percent unemployment rate and we were beginning to lay off (city workers),” she said. (How come Wendy can call them criminals, but ZD can't, Dennis Zine?) “We should have looked at this as an opportunity to streamline the process.” (NO WENDY..."YOU" should have...START USING THE WORD, "YOU," WENDY..."YOU" were the councilmember who knew what was up. YOU are the controller. YOU can assume the role of leadership for change. Do I have to show up to your office, hold your hand and take you through the motions?)

City officials said some of the biggest projects, such as a $100-million program to buy foreclosed homes, repair and sell them, are still in the early stages, but that none of the programs are at risk of losing funding.

Rushmore Cervantes, who heads a team in the mayor’s office to cut red tape, told The Times the city has been warned that stimulus spending may get greater scrutiny than any other federal grant program. (BECAUSE OBAMA KNOWS WHAT A BUNCH OF THIEVES YOU AND YOUR CONTRACTOR CRONIES ARE!)

“On the one hand we’re being told that we’re going to be monitored, on the other hand there’s pressure to spend the money,” he said. “We know that, but we also want to do it in a thoughtful manner, and that’s what the city is doing.” (OH NO...can't spend it if you're being monitored...or should I say, WHY spend it, if you're being monitored. RIGHT ANTONIO & CO.?

L.A. CITY COUNCIL - MARCH 8, 2011 ELECTION VOTER GUIDE

L.A. CITY COUNCIL - ELECTION EDITION

Welcome to LA City News - Election Edition.
There are important Los Angeles City Council elections throughout the city on Tuesday, March 8, 2011.

As you are someone reading this, we hope you help raise awareness, this election season, letting people know that there is, indeed, ANOTHER election on Tuesday, March 8th.

After the intense round of Gubernatorial and proposition debates during the recent election, some people may think they are reading about the previous election, not able to fathom that it is ALREADY time to once again put on our voter "thinking caps."


The current crop of city-hall-machine, incumbent officials are planning on this election flying under the radar with as low of a voter turn-out as possible...so they can have their political machines send their people to the polls -- with as few real community members casting ballots AGAINST them as possible.


There are seven city council seats up for grabs in the March 8th election: CD 2 (
incumbent Paul Krekorian), CD 4 (incumbent Tom La Bonge), CD 6 (incumbent Tony Cardenas), CD 8 (incumbent Bernard Parks), CD 10 (incumbent Herb Wesson), CD 12 (open seat/no incumbent), CD 14 (incumbent Jose Huizar).

DISTRICT RUNDOWN:


CD 2: Paul Krekorian was just recently elected to the seat about a year and a half ago, and hasn't been in the seat long enough to lose support, yet. The slickest of the shady machine-backed incumbents is expected to easily win re-election. So LA City News is not going to get into this election much, in favor of focusing attention on the other tighter elections where the grass root/community candidates have much more of a viable shot at winning the election.
Although it would be nice for Krekorian to lose; as he is part of the slick, political, city hall machine...he'll easily win since he is still new, and isn't tagged with being in office while all the disaster was being created.

Although we would like Paul Krekorian to be replaced with a true community member (not a professional, political-insider, seat jumper like Krekorian), it isn't likely.

HOWEVER
, Augusto Biasani is the grass roots candidate to vote for to send a message to City Hall! I have gotten to know Augusto, personally, and can vouch that he is a quality, thoughtful, individual. One of the most compassionate and upstanding people I've met in this city as an activist.

CD 8: Bernard Parks is the only incumbent that LA City News actively asks you to support for re-election. We actually WANT Bernard Parks to WIN! He MUST WIN! He is the only councilmember in chambers that has a grasp on the budget, has been warning council all along, trying to get the body to take responsible action -- and if nothing else, is the councilmember who will always press his button to stand up and expose the problem at hand, before council, that the rest would have allowed to go unsaid, and off the public record and TV 35 airwaves.

So we can't kick out the only Councilmember who is trying to put on the brakes for the rest of us watching at home. AND, Councilmember Parks has a lot of competition being thrown at him...some of it most likely from the unions he stands up against. And the political machine opposition they will be running against Parks to try and take his seat will be MUCH WORSE than any other issue you may have with Parks. We are at a BIG PICTURE juncture in this city's history. We aren't gonna lose Park's seat to a grass root candidate. We will lose Park's seat to the TRUE city hall machine candidate.

At least Parks is truly a thorn in the mayor (and many times, his own council's) side. HELP SUPPORT PARKS IN HIS CAMPAIGN AND MAKE SURE HE WINS.
AND BERNARD PARKS IS THE ONLY INCUMBENT TO RE-ELECT. ON MARCH 8, 2011, send a clear message to Los Angeles City Hall and vote out all the current councilmembers (except Parks) -- and replace them with the grass roots/community candidate in your neighborhood.

CD 4: Incumbent Tom La Bonge: Tomas O'Grady and Steve Box running against La Bonge.


CD 6: REPLACE INCUMBENT TONY CARDENAS WITH DAVID BARRON.
(I know David Barron. A very viable candidate with solid, inside knowledge of the inner workings of city hall. Has been a good friend to Zuma Dogg over the years and I have really benefited by his knowledge.)

CD 8: Re-elect incumbent Bernard Parks.


CD 10: REPLACE INCUMBENT HERB WESSON WITH AUSTIN DRAGON (
http://AustinDragon.com). (Althea Shaw supporters vote for Althea. http://AltheaShaw.com) A vote for EITHER is a vote AWAY from Herb! SUPPORT THESE CANDIDATES' CAMPAIGN! (Remember, even if you do not have an election in your district, a councilmember votes on citywide issues that directly affect you and your district.) And Herb is much more of a powerful mover and shaker inside council chambers and city hall than his constituents realize. 

Herb is great at having pancake breakfasts, BBQs and monthly movie showings...so he has a lot of support from dummies who vote based on who fed them the largest stack of pancakes. The challenge is to get the word out that Herb voted "yes," for every rate increase, fee hike, new tax and every reduction in service that his constituents are up in arms over. 

Herb Wesson is Housing Chair -- and the city's housing policy stinks of corruption allegations and an accompanying lawsuit. Councilman Wesson boasts that his, "best friend is Antonio Villaraigosa." If you don't like the direction of the city under Villaraigosa, then you don't like the direction of the city under Herb Wesson. (Check his voting record.) 

The other very real issue, is that Herb Wesson spends WAY too much time, OUTSIDE city hall (as in OUTSIDE with the grass and trees) on smoking breaks -- DURING the city council meetings. It's not about Herb smoking, or not. It's about Herb not being present at the council meeting when the public is giving testimony; when city experts are presenting information that the vote is to be based upon; he doesn't hear the debate of his colleagues...but most importantly, isn't inside council chambers to stand up and fight for his district and his people. And when you read about his involvement on the CRA project merger that is awash in controversy (shady allegations) -- HERB'S GOTTA GO! (Get out the word.)

CD 12: Open seat. Vote for anyone besides insider City Hall machine candidate Mitch Englander. (Sorry, Mitch!)

CD 14: REPLACE INCUMBENT JOSE HUIZAR WITH RUDY MARTINEZ. No matter how dirty Jose goes against Rudy at the end of the campaign...you cannot reward Huizar's behavior as an elected official, nor, Villaraigosa & City Hall with another term. What makes Rudy Martinez a most viable candidate among all the other grass root candidates in the other districts is the big money he is able to personally finance his campaign with as a reality show TV personality and successful business operator. Pull the plug on a this firmly-entrenched Villaraiogsa political machine. If you know someone else running in CD 14 that you want to support and vote for, vote for them. ANYONE BUT HUIZAR.

VENICE NEIGHBORHOOD COUNCIL COMMITTEE MEETING CANCELED - BECAUSE WE HAD IT CANCELED...Get with the program VNC, or get the Team DOWD/DOGG BOOT!

PUBLIC NOTICE: Today's meeting of the Venice Neighborhood Council (Ocean Front Walk Committee) HAS BEEN CANCELED due to shady tactics as alleged in the email below. I guess they aren't better than Mark Herd, either.

But first...YOU LOST! But are CONTINUING to try to give the Venice NC bamboozle shuffle to Team DOWD/DOGG member Mark Herd...the meeting today was CANCELED because these snobby NC members think they are superior to Team DOWD/DOGG, but they are CLEARLY inferior when it comes to these matters. SO WE HAD THE PLUG PULLED ON THE MEETING! WHEN WILL THEY LEARN? THEIR WEALTH DOES NOT BUY THEM CLASS. AND NEITHER WILL OURS! (LOL!)

As Chair you know that it is your responsibility to forward committee info to the entire email list. That was voted on at the second meeting. Not only have you left my agenda item off the agenda, failed to include me in committee emails but you haven't even sent the agenda out to me. I also requested the committee email list which you don't seem to want me to have either. Why are you stonewalling? Why are you leaving legitimate issues off the agenda? The meeting is this Wed. Dec 22. at 9:30 am. If you cannot do the simplest requirements than could you please email me the petition to remove you from the VNC. I will be bringing several homeless stakeholders to the meeting. They have been disenfranchised by you and this committee based on the facts that are attached. You should have agendized this issue but you decided to be the decision maker for everyone, what's up with that?. That is wrong. I'm sorry that this petition campaign to remove you has to be done. I understand you are working hard but you have no right to shut me out as has been done to Matt, Marie, Carol and every homeless person in Venice. That is what I and a growing number of stakeholders consider, discrimination. .

CD 10 - WESSONGATE: Report to CRA Commissioners Regarding Questionable Findings of Benefit/Potential Misuse of Funds (A lot of Incorrect Descriptions)

FIRST OF ALL...NOT GOOD TIMING THAT THE PEOPLE OF HERB WESSON'S CD 10 are suddenly crawling out of the (badly in need of repair) woodwork with all kinds of shady-stories about what is allegedly going on in Herb's district. (Some people must have seen my TV commercials and recent blogging and it all snowballs from there, HERB!) NOT GOOD TIMING, cause Herb Wesson is up for re-election on Tuesday, March 8, 2011 -- and I don't think Herb is gonna like the run Austin Dragon will be able to give him when it comes to discussing HARD FACTS. (Something that is KRYPTONITE to Herb Wesson...hard facts, that is.)

BUT BEFORE THE CRA REPORT...Here's something hot out of ZD's email inbox, THIS MORNING:

There are widespread allegations of Wesson's staffer, (name withheld FOR NOW), using strong-arm tactics with Korean businesses, such as denying permits to businesses that do not give him a kick-back; walking out on dinners without paying; and blackballing certain non-profit groups from receiving funding. Dear CRA Commissioners and Management Team,

Another recent CRA transaction occurred involving the use of Wilshire Center/Koreatown funds
being used outside of the Wilshire Center/Koreatown project area.

The use $1.8 million of Wilshire Center/Koreatown TIF funds was approved for a project that is
more than 1 mile from the southern border of WCK, and is more than 2.5 miles from the center of Koreatown.

The attached report found evidence that the “Findings of Benefit” process was inadequately
performed, contained several factual errors, and included numerous language and rationale
contradictions.

The language and rationale contradictions alone should invalidate the transaction since they
undermine the foundation of the Findings of Benefit process and the intent (legally and ethically) of the CCRL.

I apologize for bringing these issues to the Commissioners and Management Team. It is not my
intention to challenge the CRA and its work. As I have mentioned, I am a firm believer and huge
supporter of the great work the CRA performs. I greatly appreciate the CRA work being done
across our city.

However, many issues needs to be addressed, including (a) increasing the transparency of process, (b) the revision of ambiguous and poorly outlined policies (such as the “Findings” process), and (c) better management to ensure CRA Project Managers are performing in the best interest of all constituents within their respective project areas.

Report to the CRA Commissioners Regarding Questionable Findings of Benefit/Potential Misuse of WCK Funds

Introduction

I apologize, in advance, for bringing up another situation that I, and many other Wilshire
Center - Koreatown community members, view as being a questionable Findings of Benefit process and inadequate CRA oversight and management.

Last week (7/20/2010), HCED voted and approved the transfer of a property that was acquired
using $1.8 million of Wilshire Center - Koreatown funds. The development project was outside of
WCK (3011-3023 South Western Avenue).

In reviewing the Findings of Benefit process, beginning with the original transfer of $1.8
million of WCK funds to the Normandie 5 project area, to the more recent disposition of the site, it is clear that the findings were not only inadequate, but contained several errors (including major contradictions).

Stated Benefits
Page 2 of the 4/2/09 CRA memo

(see Figure 1) requests a transfer of $1.8 million from the WCK project area to the Normandie 5 project area for the development of a project that “is of benefit to the Wilshire Center/Koreatown project area”. On page 3 of the memo (see Figure 2), the benefit to
WCK was stated as being that the project “will provide affordable housing opportunities for residents of the Wilshire Center/Koreatown Recovery Redevelopment Project Area”.

Distances: Property to Wilshire Center - Koreatown

The distance between 3011 S. Western and the southern border of Wilshire Center -
Koreatown is approximately 1.49 miles (Table 1). As with the other four transfers indicated in my last report, it is very unlikely that any “affordable housing” benefits will accrue to Wilshire Center - Koreatown due to the large distance.

Furthermore, as mentioned in my last report, Findings of Benefit cannot be judged by distances
between a property and the project area border from which the funds were generated. Project area centroids (the actual center of a project area) should be used because benefits should accrue to a significant portion of the project area, not to its outermost border.

The distance from 3011 S. Western to the centroid of Wilshire Center - Koreatown is
approximately 2.76 miles. The distance between the property and to residents in some of the furthest parts of WCK is more than 4 miles. Again, it is very easy to see, based on distance alone, that little to no affordable housing benefit will be provided to WCK as a result of this project. Is upper management or the Board supposed to be checking these reports for completeness, appropriate use of funds, and for potential ethics issues?

Nowhere in any of the CRA Findings process is the distance from WCK stated. If this was a
general oversight, please try to find ways to standardize the Findings of Benefit process to include the distance between the requested property to the project area (which generated the funds) is included.

This can serve as a quick measure of reference and will immediately indicate if the project can provide benefits to the project area that is providing the funds.

Incorrect Descriptions
Incorrect Description 1

Figure 3, the opening paragraph of Attachment C, states that the Wilshire Center - Koreatown
project area and the Normandie 5 project area are “adjacent”. In fact, the two project areas, at the closest points, are 1.04 miles apart. The term “adjacent”, especially in mapping terms, means that two areas share a common border but do not overlap. In fact, the common definition of “adjacent” is “immediately adjoining without intervening space”. In either case, by no means should 1.04 miles be considered “adjacent” and therefore Attachment C is inaccurate, incorrect, and misleading. Again, is there a systematic oversight issues that needs to be resolved?

Incorrect Description 2
Figure 4 states that “the housing project is located less that a quarter mile away from the
Project Area”. This too is incorrect. The project is located within Normandie 5 and 1.49 miles from the Wilshire Center - Koreatown southern border.

Incorrect Description 3

Figure 5 states “there are limited developable areas within the Project Area suitable for the
development of new affordable housing units…”. This too is inaccurate and incorrect. There are
many parcels for sale within Wilshire Center - Koreatown for small and large affordable housing
projects. In fact, because many previously-entitled condominium projects have not been able to get financing, there is a plethora of land for sale at great prices in WCK.

Contradiction of Findings of Benefit
Contradiction 1

In the most recent CRA memo to give the land to the developer (Figure 6), the memo stated that the project was “to address the dire need for large family housing in South Los Angeles”. This is in complete contradiction to the rationale behind the transfer of $1.8 million in WCK funds. When the CRA was requesting the transfer of funds from WCK to Normandie 5, they said that the project would benefit WCK residents. Now, one year later, the CRA is saying that the project will benefit South Los Angeles residents. This statement ignores the necessary Findings of Benefit to Wilshire Center - Koreatown.

Contradictions 2 and 3

Lastly, Figures 7 and 8 also show contradictions. The first paragraph of Figure 7 is in relation
to Normandie 5, but the second paragraph of Figure 7 states that the CRA has acquired property “in said project area” with “Affordable Housing Trust Funds of the Project Area”. This is not accurate because $1.8 million of the funds came from WCK.

Figure 8 states that the project “will provide housing for low-and moderate-income persons in
the Project Area”, meaning that the project will benefit the Normandie 5 project area. This statement is in complete contradiction to Figures 1 and 2, which attempted to abide by the CCRL (that the funds must be spent or provide benefits to the project area which generated the funds). This project needs to provide benefits to WCK as part of California Law.

Summary, Conclusion, and Recommendations

This can seem confusing, but it is actually very simple - in summary:

1. When the CRA proposed transferring WCK funds to Normandie 5 to acquire a site for a
project, the CRA said that the project would benefit WCK.

2. When the site was given to a developer for the project, the CRA said that the project
would benefit South LA residents.

One of these statements is false, and given the distance between the project and WCK, I am
inclined to think that statement 1 is false. With that said, here are 2 points to consider (regarding this issue):

1. The total (that I am aware of) of WCK funds that have been transferred to other project
areas is $9 million ($11 million if the merger/consultant contracts are included). When I brought this up in a conversation I had with Michelle Banks-Ordone several months ago, she brushed it off saying that “well over $10 million” has been invested outside Koreatown.

2. To rectify the incorrect findings associated with the project, 60% of the project should
be set-aside for residents who currently reside in WCK. Since 60% of the $3 million
acquisition costs were paid for by WCK funds, 60% of the units in the project should be
reserved for current WCK residents.

Recommendations
The Findings of Benefit process is greatly flawed. I recommended some changes in my last
report, which included standardizing the process, taking steps to ensure there are no “Conflict of
Interest” issues, and that the work performed by the CRA (overall) become more autonomous/less influenced by elected politicians.

In this report, I recommend that a “Distance from Project Area” (which generated the funds)
measure is included in all Findings of Benefits work.

Better oversight is needed to ensure the work the Project Managers are performing is (a) within
their discretion, (b) ethically “in tune” with CRA values and principles, and (c) not making the CRA legally vulnerable.

While it is likely that the documents examined within this report were likely jointly authored by
many CRA staff, it is inevitably the respective Project Manager who should review the documents to make sure they abide by CRA policies, procedures, stated ethical values, and the CCRL.

The likelihood of legal challenges to CRA work, as outlined in this paper, potentially grows
with each inaccurately written memo and with each transaction that results in disregard for the intent of the CCRL. Project Managers must be made better aware of the legal liabilities of their actions.

Furthermore, the CRA needs to take steps to ensure their Project Managers are performing in
ways that abide by policy, ensure CRA process is being followed, and are not performing in ways that increase legal liability to the agency.

IS THIS TRUE ABOUT A COUNCILMAN MOVING CRA DOLLARS FROM HIS DISTRICT TO ANOTHER FOR THE SAME OLD SHADY REASONS?:

Hi Zuma Dogg,

Are you interested in a certain councilman's misuse of power and CRA (Community Redevelopment Agency) dollars? I have years' worth of information on how a certain politician has stolen CRA funds from a project area that is rich in dollars, but poor in voters...giving these funds to another project area that is rich in voters, but poor in redevelopment dollars. The scheme mostly benefits developers who financially back the councilman. It's the same old story, but this is a story that hasn't been told to the public, yet.

    An initial run of 20,000 copies should be a good starting point to distribute among the seven districts. More copies can be printed, right off the bat, if people take out ads. (ZD will be hitting up local businesses and services.)
    ZD has PLENTY of ideas -- and will be writing a lot of the articles. But I really would like if you can search your brain for things L.A. City Council voted for, over the past four years (or during the councilmember's term) that you would like to have come back to haunt them this election!
