Dear Losers of FEDERAL Lawsuit Resulting In An INJUNCTION on Your ILLEGAL BULLSHIT,
My name is Zuma Dogg. And of course all of you sitting up there know EXACTLY who I am, because most of you have all taken time to stop me, at some point, to tell me how much you admire me.
Nearly five years ago, I stumbled into activism over bullshit at Venice Beach and started to take a look at municipal operations and the community at a big picture level. And as one accesses the situation, the way things are SUPPOSED to be...I FELT COPS SHOULD BE THE LAST TO CUT (along with the fire department).
Because, the police are there on behalf of society to prevent our culture from degenerating into an unsafe "eye for an eye," vigilante, "instant street justice" system -- and to protect the innocent from criminal, unsafe and violent acts on society. (That's what one envisions the police force doing, in an idealistic vision of municipal operations.)
HOWEVER, after five years...when I look around and see what LAPD CHOOSES to enforce...and even worse; what they chose NOT to enforce...I've come to the disenfranchising and defeated conclusion that when it comes to WASTED DOLLARS IN THE CITY...I THINK THE STARTING POINT IS LAPD.
I know first hand, not only from what I see at Venice Beach, but as someone who has lived in his car and the streets ACROSS L.A. City over the past five years...I SEE WHAT A BUNCH OF SMALL MINDED, UN-TRAINED, AND PERSONALLY VINDICTIVE, ANTI-SPIRIT OF THE LAW, ANTI-COMMON SENSE, THREAT TO THE CITY'S GENERAL FUND, the department CONTINUES to be.
I don't know what happened previous to five years ago, because I wasn't an activist five years ago, and the city wasn't under my watch and I didn't represent the massive constituency, five years ago, that YOU KNOW I NOW DO!
So my new pitch for 2011 is, "As the City of Los Angeles faces it's most DEVASTATING budgetary crisis in municipal history: No matter WHAT ELSE the city chooses to cut, sell or shut-down...THE BIGGEST DRAG ON THE CITY'S BUDGET IS THE LOS ANGELES POLICE DEPARTMENT (LAPD) -- AND A BIG PART OF THAT IS OVER PENSIONS.
THERE IS NO WAY TO GET THE CITY OUT OF THIS BUDGETARY MESS WITHOUT STARTING WITH LAPD --- AND CUTTING DEEP!
I USED to think this would create and un-safe environment for the city, due to over-density. But as more and more business leave the city -- and take workers/residents with them -- and when I look around and see how LAPD is choosing to spend their time -- and what they are REFUSING to spend their time on -- I DON'T THINK IT WILL REDUCE PUBLIC SAFETY.
We already have a huge police force -- and technology allows the department to do more with less. AND, LAPD will simply have to get down to core functions, like the rest of the city departments. If that means spending MORE time enforcing public safety issues; preventing crime; and doing more to reduce violence in the areas where it is needed -- AND LESS TIME CHASING ZUMA DOGG AND MATT DOWD AROUND VENICE BEACH; or letting someone lay some incense on a table on the boardwalk at Venice Beach without having to display ANY KIND OF DUMB PAPER SIGN... I GUESS THAT'S THE PUBLIC SAFETY NIGHTMARE WE ARE ALL GOING TO HAVE TO LIVE WITH:
The People of Los Angeles do not want libraries and parks closed; potholes unfilled, graffiti un-removed; trees not trimmed; trash piling up; and all the other services and departments reduced and eliminated -- WHEN ALL OF IT WON'T BE ENOUGH TO PREVENT THE WORST CASE SCENARIO FOR THE CITY -- WITHOUT REDUCING THE PAYROLL & PENSION OBLIGATION OF LAPD. (And from what I see, there appears to be PLENTY of silly non-sense to cut, right away. And a hell of a lot of stuff people would RATHER HAVE YOU ENFORCING, THAT YOU ARE NOT. Now, I can see why!)
I AM CONSTANTLY TOLD BY LAPD THAT THE CITY ATTORNEY'S OFFICE TELLS THEM TO ENFORCE FOR THINGS LIKE AN INCENSE VENDOR OR PAINTER NOT HAVING THE REQUIRED PIECE OF PAPER TO DISPLAYED FROM THE CITY (Aka: City "Placard") -- EVEN THOUGH THEY TOOK DOWN THE SIGNS TELLING PEOPLE THEY NEED TO DISPLAY A PLACARD when the city was issued an injunction by a FEDERAL JUDGE on 10/21/10.
SEVERAL POLICE AND SEVERAL POLICE CARS & SUVs saturate a single boardwalk space for having a display ONE INCH over the line -- OR EVEN JUST ON THE LINE. (Both situations I have personally seen people IN HANDCUFFS OVER at Venice Beach!!!)
My response is...TURN YOUR FUCKING NECK!!! Take a look to the left and right...Look at that...look at that...how come your neck can only look to the west (beach side). Or how come you never see food trucks double parked on residential streets. And even after I walk up to a patrol car -- and point out the vending truck -- double parked on a residential street -- the cops drive right past it, without stopping???
How come LAPD NEVER sees the retail displays on the boardwalk, from stores, spilled all onto the boardwalk walkway path. Then, the boardwalk gets too crowded...fools bump into each other -- and you have a melee...BECAUSE YOU LOSE AN ENTIRE LANE OF WALK PATH ON THE BOARDWALK TO RETAILERS ON THE EAST WHO ARE NOT PAYING RENT FOR THE SIDEWALK!!!
LAPD will drive Zuma Dogg off the boardwalk for his sound being too loud, when they have to pull out decibel-level meters to see if I am BARELY over the audio level they deem fit -- that you can barely hear over the crowd noise...WHILE STORES HAVE THEIR TECHNO MUSIC PUMPING SO LOUD -- NO PERFORMER OR PUBLIC SPEAKER CAN EVEN THINK OF SETTING UP IN A 500 FOOT RADIUS. (AND NO MATTER HOW MANY TIMES ZUMA DOGG WILL WALK RIGHT UP TO LAPD AND GIVE THEM THE EXACT ADDRESS OF THE STORE VIOLATING THE SOUND ORDINANCE...I AM YET TO HAVE LAPD DO "JACK SHIT" ABOUT IT! (Once again..their necks only seem to know how to turn in one direction. Go to Venice Family Clinic and see a chiropractor about that, LAPD!)
GET CUTTING...before YOU get more cuts. (And the money the city will be paying the Venice Beach plaintiffs -- AND ALL THE PLAINTIFFS YOU LOSE BIG CASES FOR DUMB SH*T TO -- WILL MEAN EVEN MORE CUTS!)
START BEING SMART! GET WITH THE COMMUNITY SPIRIT AND START ENFORCING WITHIN IT!
