L.A. City Hall Moving Ahead With "ACE" Program: Carmen Trutanich Effort to "ACE" You Out Of "DP" (DUE PROCESS!) DO NOT SET FOOT IN LOS ANGELES!

It appears the City of Los Angeles will be waiving your rights to due process by passing this amended and updated Administrative Code Enforcement Program.

This is the new way for the City to enforce laws without due process or transparency. This ordinance will create more bureaucratic jobs and shift the burden of proof of innocence on the accused.

[HOW ARE THE CITY 'S OTHER CODE ENFORCEMENT EFFORTS GOING. I think the FBI is investigating them. Did the KINGPIN put someone up to THIS? Or, is SOMEONE starting their own KINGPINSHIP?]

According to Koretz statement below, in part "...the judge may just toss the complaint because it takes up precious court time..." Does anyone have an example of this?

The City's Budget and Finance Committee unanimously endorsed Councilmember Koretz's and City Attorney Carmen Trutanich's joint proposal to bring Los Angeles into the "modern era" by creating an administrative code enforcement (ACE) program. (Nothing modern about L.A. City CORRUPTION! Same tactics. Just better technology. Or at least, it's supposed to be. Heard City Hall is still the 50's. )

The City Attorney's Office was asked [by KINGPIN?] to prepare a final program and ordinance for consideration by the Budget Committee on Monday, October 3, with full Council consideration scheduled for Wednesday, October 5. [SOON TO BE THE NEXT CODE ENFORCEMENT TACTIC TO BE INVESTIGATED BY THE FBI. RENT ESCROW WAS NEEDED. BUILDING & SAFETY CODE ENFORCEMENT WAS NEEDED! SHERIFF BACA SAYS THE SHERIFF DEPARTMENT CAN POLICE/INVESTIGATE THEMSELVES! SURE!!! BUY IT ALL, AT LA TIMES FACE VALUE!]

The present system simply does not work. [BECAUSE THE CITY HAS NEVER EMBRACED 14 POINTS OF QUALITY & PRODUCTIVITY MANAGEMENT, AND WILL NEVER ACCOMPLISH ANY TASK OR GOAL, UNTIL THEY DO. SOMETIMES THE INEFFICIENCIES END UP TURNING INTO INVESTIGATIONS! (And that doesn't even include PURPOSEFUL fraud and abuse.)]

Currently, quality of life infractions are dealt with as misdemeanors and take forever to wind their way through our overcrowded judicial system. If and when a court date finally arrives, the judge may just toss the complaint because it takes up precious court time but doesn't rise to the level of a violent criminal offense. So there is no final enforcement, the system is easily gamed, and quality of life goes unprotected. ACE can change all that, by instituting an efficient and practical system for ensuring that your complaints about quality of life transgressions are dealt with conclusively and effectively. [AND LAHD needed REAP to crack down on bad landlords. Yes, the program always CAN be for the good. BUT WHEN HAS it been? Always ends up turning into a RICO-RACKET, that gets the city into hot water. WHY? They are SO understaffed, the city cannot enforce itself. Unlike the Sheriffs. So corruption slips in. And before you know it...LAHD/Building & Safety...THEN "ACE."]

While there is basic consensus that the City should start ACE with a relatively small pilot program [WAIT...WATCH THE PROPGANDA TACTIC: WHAT basic consensus? Based on WHAT statistics. PAUL KORTEZ'S FAT PUMPKIN HEAD FACE? LET'S SEE THE STATISTICS, on that "BASIC CONSENSUS?] to make certain that any kinks can be identified and corrected early on, many in attendance - including Councilmember Mitch Englander - said that the time is long overdue for a vigorous ACE program and called for expansion as soon as practicable. [SINCE HE IS BRAND NEW COUNCILMAN, AND ALL THE OTHER, LONG TIME RICO-RACKET FRAUD SCHEMES HAVE BEEN SHUT DOWN BY THE FBI. SO WE NEED NEW "REVENUE STREAMS!"]

The City Council's work isn't done yet, for it needs to get ACE passed once and for all next week. But the work of the Budget and Finance Committee this past Monday meant that an important milestone was cleared this week. [I HOPE THEY PASS IT! WILL BE THE END OF THE CITY. NO ONE WILL WANT TO LIVE OR DO BUSINESS HERE. IT'S A MOB-RUN, RICO RACKET, WHERE YOU CAN'T GET A THING DONE WITHOUT A SERIES OF BRIBES...AND THEN YOU END UP ON "ACE!" (CAN'T RISK CRIMINAL PROSECUTION CAUSE YOU WANT TO OPEN A COFFEE SHOP/RESTAURANT, ART GALLERY, MANUFACTURING FACILITY, OR WHATEVER! AND IF YOU OWN AN PROPERTY: THEY CAN WALK UP, LOOK AT YOUR FENCE, SAY IT'S NON-COMPLIANT, AND YOU GET A CRIMINAL TICKET. YES, it's LIKE THAT! Or will be in Los Angeles, if it passes. DO NOT MOVE, INVEST OR START A BUSINESS HERE. YOU DON'T HAVE ENOUGH BRIBE MONEY OR TIME TO KEEP YOUR SELF OUT OF LAHD/REAP, BUILDING & SAFETY INSPECTIONS AND NOW "ACE!"

And "ACE" makes it CRIMINAL, on the first warning...cause it means, NO MORE WARNINGS! Good luck defending the criminal prosecution. MISS ONE COURT DATE on ANY OF THIS...AND YOU GO TO JAIL!

I guess when everyone else already BOLTED out of the city, and you are left with mostly criminals in the city, leftover, you have to operate, as such. I DO understand...there ARE criminal entities doing business in L.A. City limits, but this is a scary, scary, slippery as fuck slope. AND I DON'T THINK A PERSON READING WITH A STAKE TO BE INVESTED CAN RISK IT. All Zuma Dogg hears, are stories of people who did everything RIGHT, and can't check out of L.A. City's "Hotel California." You get a sign-off, any time you want...but the program, you never le-ave! (Guitar solo). AND NOW, instead of having DUE PROCESS in court...STRAIGHT TO CRIMINAL PROSECUTION. And when the city sends out as many "ERRONEOUS" violation letters, as they do...I THINK THE CITY SHOULD THINK MORE THAN TWICE ABOUT PASSING THIS, UNTIL THEY DEMONSTRATE TO ZUMA DOGG & FBI...THEY HAVE THEIR CODE ENFORCEMENT SYSTEMS IN ORDER! AND AS A CANDIDATE FOR MAYOR, I AM 100% COMPLETELY SERIOUS! YOU HAVE GOT TO BE FUCKING KIDDING ME! ADD ANOTHER LAYER FOR "THE KINGPIN" TO SET UP A RICO-RACKET SHAKEDOWN SCHEME. Brilliant, Trutanich.
