L.A. City Controller Threatens To Withhold Salaries (As Fire & Police Pension Panel INCREASE Their Own Health Benefits by 7%!!!)

With the city still facing a $54 million shortfall this year, City Controller Wendy Greuel on Friday threatened to withhold salaries and other payments for departments that go over budget.

Also Friday, a city pension panel authorized a 7 percent increase in health benefits for police and firefighters, despite warnings from Mayor Antonio Villaraigosa that it would add $4.8 million to the city's general fund expenses. (I SAY THE POLICE & FIRE DEPARTMENTS ARE IN A BIG FUCKING HURRY TO LOSE ALL SUPPORT FROM ANY FORMER SUPPORTERS IN THE COMMUNITY. ZUMA DOGG BEING FIRST IN LINE! The mayor is asking the City Council to overturn the benefits increase approved by the city Board of Fire and Police Pension Commissioners.

"I think it is wrong what they are doing and that's why I want the council to take control of this and overturn the decision," Villaraigosa said, adding he has asked for a legal opinion on what steps are available to the city to halt the increase.

"We cannot approve an increase like this when we are laying off and furloughing workers."

Councilman Greig Smith, who chairs the Public Safety Committee, said he supports the mayor in trying to overturn the action.

"The pension board has some independence but, at the least, we can let them know how unhappy we are with their action," Smith said. Greuel's report said city departments are at risk because they have to cover the costs of the early retirement program adopted by the city two years ago as well as the work furlough program.

She said those two items are contributing to departments going over budget by as much as $31.9 million, with salaries being the greatest contributing factor.

SHOCKER!: DWP SLOW (inefficient/shady) to Spend FEDERAL STIMULUS MONEY (No Problem...No Hurry, At All...)

MAAAAAAAAAAAN, every one of these audit findings is a Zuma Dogg blast from the past, as I remember EXACTLY where I was when I exposed this stuff, two years before the media talks about it through City Hall press releases.

Cause I remember the Coffee Bean parking lot, when my union inside connection was telling me a whole bunch of workers who were excited to go to work on projects with all this Obama stimulus money, were sitting around in their trucks drinking beer and smoking weed, waiting around for the projects. (Aka: THE MONEY WASN'T BEING SHOVELED OVER FOR ALL THOSE "SHOVEL READY" PROJECTS. (I think the shovels were shoveling it, elsewhere. Like to help absorb all their spilled budget money milk.)

DWP slow to spend federal stimulus money, L.A. Controller finds inefficient

Los Angeles City Controller Wendy Greuel found that the city’s utility has been slow to spend its $112.7-million share of federal stimulus dollars and that the department’s initial estimates of jobs created in the program may not have been accurate and lacked documentation.

The city received about $630 million in stimulus grants and loans, but Los Angeles officials have struggled to spend the money quickly because of extensive employee furloughs and the city’s lengthy processes for awarding grants and contracts.

Though President Obama signed the American Recovery and Reinvestment Act launching the program in February 2009, Greuel’s new audit found that Los Angeles had only spent about a third of its stimulus money by the end of 2010. The city’s spending rate has lagged behind that of other big cities such as New York, Chicago and Minneapolis, according to its own analysis.

The city’s Department of Water and Power, which is the largest publicly owned water and power utility in the nation, received about 18% of the city’s share for upgrades of major water pipelines, energy efficiency programs and a demonstration project to help modernize the city’s electrical grid.

Greuel found that delays in starting some of the Energy Efficiency and Conservation Block Grant projects -- which include energy retrofits of nonprofit organizations and renewable energy projects for residences -- have created a risk that the department will not be able to meet the guidelines set by the federal government for spending the money.

Utility officials said they would comment on Greuel’s report sometime Thursday.

The controller also found inconsistencies with stimulus job counts, as she has in other city departments. There was considerable confusion about how jobs should be counted early in the program and federal officials ultimately changed the guidelines — recovery act jobs are now based on totaling up the number of hours employees work on a stimulus project.

Greuel’s report said DWP officials initially counted the jobs created on the city’s Smart Grid Demonstration Project, a joint effort with several area universities, based on estimates instead of hours worked. Utility officials told Greuel they had addressed that problem by the second quarter of 2010, and have corrected other issues mentioned in the audit.

The report was Greuel’s fourth tracking progress on stimulus spending “and unfortunately all of the audits bring up similar problems,” she said.

“While I am hopeful that the new [stimulus] coordinator brought on by the Mayor’s office will help expedite this money being spent, actions speak louder than words,” Greuel wrote in her report.

The continuing impact of the recession has created a severe impact on non-profit agencies and their programs and services for the residents of Lake View Terrace and Pacoima. The proposed cutbacks in federal anti-poverty programs such as the proposed fifty percent cut to the federal Community Services Block Grants will further impact on the needed services for the residents who reside in one of the lowest income areas in the City. The economic impact on the City's Budget has resulted in fewer City services in such areas as emergency housing, food, health, parks, recreation, aging, and other vital services for the residents of Lake View Terrace and Pacoima.

The non-profit agencies supplement and in many instances provide basic services to the residents of Lake View Terrace and Pacoima. In the current economic climate, it is therefore necessary to financially support the non-profit agencies so that they can continue to serve the residents.

I THEREFORE MOVE that the City Council hereby RESOLVE that the Lopez Canyon Landfill Community Amenities Trust Fund No. 531 ·14, Account No. L32, be utilized to fund the following agencies to serve Lake View Terrace and Pacoima residents for the stated purposes:

1. MEND, $100,000 for program support.

2. Pacoima Senior Center (Valley Interfaith Council), $100,000 for facility improvements, and program support.

3. Boys and Girls Club, Pacoima: $100,000, for facility improvements and program support.

4. Communities in Schools, Panorama City, $100,000, for program support.

5. Richie Pediatric Trauma Center, Northridge Hospital, Northridge, $50,000, for program support.

6. Black Infant Health Program, Mission HiI1s, $45,000, for program in cooperation with Community Baptist Church's DWP grant-funded outreach to promote energy efficiency in the community.

7. Youth Speak Collective, Pacoima, $25,000, for program support.

[THAT IS A LOT OF SUPPORT FROM A TRUST FUND, WHEN THERE IS NO OVERSIGHT OR ACCOUNTABILITY FOR THE MONEY ONCE IT IS HANDED OVER TO THESE NON-PROFITS, AND ALARCON IS SHADY AS FUCK!]

I FURTHER MOVE that the City Clerk be directed to prepare the necessary document(s) and/or agreement(s) with any agency or organization, as appropriate, in order to implement the above listed allocations, for the above purpose, subject, if needed, to the approval of the City Attorney as to form and legality and that the Councilmember of the District be authorized to execute any documents on behalf of the City. [UM, CITY ATTORNEY...YES, you SHOULD review this for approval since Councilman is under 32 indictments; and this is the shadiest fucking thing I have seen in five years as a gadfly. (YEAH, LET'S FUNNEL THE TRUST FUND MONEY INTO THESE NON-PROFITS ALL AT ONCE! How's the accountability on the TRUST FUND money, once it's handed over to Alarcon's preferred non-profits?]

This seems like the move of someone who knows they are about to be yanked out of their position and are triggering the floodgates to release the money to all of these "non-profits." (Most of you know where I am heading with this. POINT IS...pretty flagrant thing to be doing. Zuma Dogg calls it a "Blaze of Glory" move. (As in, "may as well go out in one.")

BUT WAIT, THERE'S MORE!

I FURTHER MOVE that the Council RESOLVE that $50,000 be transferred from the Lopez Canyon Landfill Community Amenities Trust Fund No. 531-14, Account No. L32 to the Council District 7 portion of the Council Fund 100-28, Account No. 3040 (Contractual Services) for cultural activities at Hansen Dam (money funneling instrument) and at the new Pacoima Civic Center. (Likewise, I'm sure.)

FURTHER MOVE (is there any money left?) that the Council RESOLVE that $50,000 be transferred from the Lopez Canyon Landfill Community Amenities Trust Fund No. 531-14, Account No. L32 to the Board of Public Works Fund No I00-74, Account No. 3040 (Contractual Services) to continue Community Beautification grants in Lake View Terrace and Pacoima area. (Wait, I thought it was for emergency stuff in this economic crisis. Seems shady...but he seems to have all the account numbers in order...must be legally compliant!)

1 FURTHER MOVE that the City Clerk, with the assistance of the CLA, be authorized to make any technical corrections or clarification as necessary to the above instructions in order to effectuate the intent of this. [Why not just save time and paperwork and change motion to read:

BREAKING: L.A. Releases List of 228 Medical Marijuana Collectives That Applied For The "Lottery"

(Feel LUCKY, Applicant? Well, Do YOU...APPLICANT?) The City f*cks up, so now they are trying to fix their mess with a "lottery." So now everyone can throw their name in the hat for a CHANCE to operate? Hmmm. Anyway, who cares WHAT the city does with their lottery...how long will it take an already stretched way too thin city attorney's office to go over 228 application packets -- then figure out the rest of the details? (See you next year!) AND THAT'S JUST TO SELECT THE ONES THEY WILL ALLOW TO OPERATE. L.A. releases list of medical marijuana dispensaries vying for chance to operate


The Los Angeles City Clerk released a list of 228 medical marijuana collectives Wednesday that have applied to participate in a lottery to select 100 dispensaries to operate in the city.

The clerk’s office is still reviewing the information on the eight-page form and the supporting documents to ensure that the applicants meet the requirements in the city’s ordinance to qualify for the drawing. Among them, dispensaries must have paperwork that proves they were in business on Sept. 14, 2007, and have at least one of the original operators.

“This is likely to take us a while,” said Holly L. Wolcott, the clerk’s executive officer, noting the office’s limited staff and the complicated requirements in the ordinance. “I have no prediction as to when we will complete this process, but we are working diligently to review each packet.”

The lottery is the latest strategy devised by the City Council on the advice of the city attorney’s office to decide which dispensaries will be allowed to operate legally and to make it easier for the city’s lawyers and police to shut down hundreds of other dispensaries.

L.A. City Council Opens Investigation Into ADI (Affordable Housing Developers) Based On "Factual Information" Discovered in City Subpoenaed ADI Documents

L.A. INVESTIGATING ADI for fraud and over-billing. Investigation adopted based on facts uncovered in docs subpoenaed by LA.

Today, Los Angeles City Council had a closed session meeting deciding to move ahead with an investigation of ADI and it's involvement with the City of Los Angeles in response to "factual information" discovered in ADI documents, subpeoned by the city. ADI (Advanced Developers & Investments) does business in Los Angeles and throughout California and are being investigated by the U.S. Attorney's Office for alleged illegal personal money transfers and over-billing.

After the closed session adjourned, the city clerk announced, "city adopts the investigation relative to the facts."

The investigation is, "an effort to protect the City's interests," according to the motion, since ADI is under Federal investigation for the reasons stated above.

However, what caught ZD's attention is THIS part from the motion: "...to discuss the matter of the City's involvement with Advanced Development & Investment Inc."

So we know the city is trying to protect it's interests by moving ahead with an investigation based on information from the documents: But they also want to discuss the city's involvement. So here's where we know they are doing business in L.A.: "One project, southwest of downtown, has been put on hold because of concerns about the company. "We're still looking into it," said Douglas Guthrie, general manager of the Los Angeles Housing Department."

FBI investigates over "improper payments" (bribes): Federal prosecutors have launched an investigation into a prominent Los Angeles developer accused of bilking taxpayers out of millions of dollars, building potentially unsafe apartments and possibly making improper gifts to public officials.

Advanced Development and Investment Inc. has submitted fraudulent bills to cities for affordable housing projects, failed to keep proper records on more than $650 million that flowed through its checking accounts and transferred as much as $80 million to personal accounts — at least one in India — according to a court-appointed receiver's report on the company's activities.

The report was filed in Los Angeles County Superior Court...and was also turned over to the U.S. attorney's office and, at a hearing on Tuesday, receiver David Pasternak asked the court's permission to comply with subpoenas for records from a federal grand jury.

Over the last 20 years, ADI has built more than 50 affordable housing projects in California in cities, including Los Angeles, Glendale, Anaheim, Fresno, Long Beach, Sacramento and San Diego.

In Los Angeles, city officials said ADI has built 16 projects at a total cost of $190 million, including $32 million from the city. The officials said they had no plans to dispatch inspectors because they have received no complaints. MOTION
An affordable housing developer, Advanced Development & Investment Inc. (ADI), is under federal investigation for allegedly transferring millions of dollars to personal accounts and submitting fraudulent bills to cities across the state.

In an effort to protect the City's interests in this matter, subpoenas were issued on behalf of the City to ADI, pursuant to Charter Section 217, to obtain documentary evidence which would have a bearing on the City's interests.

Action is needed to have a discussion on this matter, in closed session if needed? in order to assess the City's rights and interests.

I THEREFORE MOVE that the City Attorney be requested to discuss with the City Council, in closed session if needed, the matter of the City's involvement with Advanced Development & Investment Inc. (ADI) and any subpoenas issued by the City to ADI in order to obtain documentary evidence on this matter.
