Red Hot Chili Peppers Meet Venice Beach And LAPD – Despite Permit Issues Event Is Safe And Without Incident:

ZUMA DOGG SAYS, "It BETTER have been safe and without incident." It cost L.A. City half it's general fund, providing last minute, un-scheduled LAPD & LAFP services for the video to generate millions for the band, managers and agent. ZUMA DOGG is calling for an investigation by L.A. City Attorney Carmen (Won't Call Him "The Clown" For This One Story) Trutanich to contact William Morris Agency about recouping costs to the city incurred for this commercial event. I don't know if the Michael Jackson/AEG event at Staples Center actually had "criminal elements," as alleged. But ZUMA DOGG alleges (feels) there ARE in THIS case!

The permit was only for "live performance," NOT A FULL ON VIDEO SHOOT. Especially, that little crane they rolled out onto the boardwalk and over the heads of the river of people walking beneath on a crowded Saturday.

This morning while riding to put new trash can liners in the new trash cans on Windward, I saw quite the film crew situation setting up on 19th Ave.

Buzz at the scene was that the film crew was setting up to film a live performance of the Red Hot Chili Peppers on the roof. Surprising for a Saturday, and also because having done many graffiti patrols this week, I didn’t see any Film LA buck slips stating that any filming was going on. I ran into Sgt. Vasquez… and LAPD was not aware of any filming, but more importantly they were not aware that one of the most famous bands on the planet was going to be doing any kind of live performance or filming either.

Given the recent near riot at Hollywood and Highland, and the history in 2011 of flash mobs, out of control crowds and violence… LAPD and especially Venice Beach doesn’t need any surprises.

After requesting a copy of the permit and getting a lot of buck passing and a bit of run around… the film crew generated a permit. The problem was that the permit was only for playing live music, not filming. And, it was for a different address in Venice.

A contact at Rec and Parks informed me that film crews are almost always denied permission to shoot on the boardwalk on the weekend ever, especially in the middle of the Summer.

Additionally, they had a film crane in the park next to Muscle Beach, and had NO safety tape or anything. Pedestrians were walking around it and underneath it, they didn’t even have people around to direct safety at all. LAPD made them remove the crane from that area immediately. (I hope they got a ticket, too, like Matt Dowd for having his equipment sitting in the wrong, un-marked place. See: "As Applied!")

In short order, Captain Peters orchestrated 140 officers and units (Aka: $$$ x $$$) to descend on Venice Beach to ensure the situation was handled safely and professionally. The fire marshal was called also ($$$), and soon the permit debacle was (mitigated).

Because so many resources had been applied to the situation, after consulting with the film crew and to put it nicely, ripping them and all involved a new one… LAPD and LAFD felt they had enough of a handle on the situation to let them film, which in turn would probably stave off a potentially greater problem since the performance had already hit the twittersphere. [AND HERE IS THE ISSUE: Nice way to get LAPD & LAFD to PAY for your VIDEO SHOOT. DO YOU KNOW HOW MUCH IT WOULD HAVE COST TO HAVE THE CITY ALLOW FOR THAT FILMING PERMIT ON VENICE BEACH ON A SATURDAY?!?!? Which is WHY they probably forgot to mention THAT part, when applying for the permit. So THEN, to avoid a public safety problem, they have to call LAPD/LAFD resources from EVERYWHERE ELSE to manage this MONSTER EVENT?!?!? Hope crime wasn't up EVERYWHERE ELSE? So Red Hot Chili Peppers BAMBOOZLE to People of Los Angeles and probably cost the city a million dollars, out of nowhere for the Globetrotting Millionaires. Watch out, Troubadore...they're doing a show there, on Sunday, I heard, standing around the tour bus.]

Additionally, LAPD requested that the noise be kept within city ordinance, which they did. It was all actually quite pleasant. [ZD: Yes, it was nice and pleasant, for an event meant to entertain large masses of people, throughout a half mile radius. THAT IS NOT WITHIN THE L.A. SOUND ORDINANCE PARAMETERS, AS APPLIED TO ZUMA DOGG, EVERY TIME HE BURPS! So again, as the law is being applied ("as applied), Zuma Dogg and Matt Dowd keep getting targeted enforcement. YOU SHUT DOWN ZUMA DOGG FOR SINGING, WITHOUT EVEN USING AN AMPLIFIER! THESE GUYS JUST ROCKED AN ENTIRE ZIP CODE? Why didn't you shut the illegal, non-permitted for video shoot down, like you shoot down Zuma Dogg and Matt Dowd? WE'RE JUST AS GOOD AS THEY ARE!]

The good thing about being "Legicon" (Legendary-Icon) in L.A., is when LAPD shows up to clear away the crowd, gathered in front of the Red Hot Chili Peppers' tour bus, today in Venice, for their rooftop, Muscle Beach video shoot -- one of the crew members in charge, knew ZD and was a fan, so he told me to be quiet (cause the band was complaining about all the NOISE I was creating, while filming the segments)...and told LAPD, the BIG ZD could STAY, and please make sure no one encroaches the Legicon! (Thanks, guys!)

Must have bought the tour bus off of Mick Fleetwood. It's a FLEETWOOD! Should've bought a HALEN, from Eddie & Alex.

Independent Assessors Office Blasts Trutanich: "Inconsistent" "Unresponsive" "Mistaken"

EXCLUSIVE: The Los Angeles City Board of Fire Commissioners may want to "fire" City Attorney Carmen Trutanich for failing to provide competent, responsive and reliable legal services, according to a 13-page report submitted to them by the Independent Assessors Office.

The Independent Assessors Office held back nothing in condemning Trutanich for providing what appears to be a shockingly low level of legal services in their report to the Fire Commission, dated July 13, 2011.

The Fire Commission Report details an almost unbelievable record of failure after failure to provide adequate legal services starting in December 2009 when Trutanich's office was asked to provide legal advice as to whether the Independent Assessors Office should be allowed to have access to the Fire Department's personnel files, disciplinary records and investigative materials.

FOR THE RECORD: Matt Dowd showed Zuma Dogg "The Martin Declaration" memo a few months ago. Last week, Zuma Dogg BLEW A GASKET, when he heard the City of L.A. was MOVING FORWARD with a NEW Venice Beach Boardwalk draft ordinance (42.15) -- BEFORE settling damages on PREVIOUS 42.15 with ONLY PLAINTIFF IN THE U.S. WITH CLAIMS FOR DAMAGES ON THE PREVIOUS VERSION...Aka: ZUMA DOGG, Aka: THE GUY YOU LOST THIS ENTIRE PAST FIVE YEAR FIGHT TO IN FEDERAL COURT, WITH MORE FEDERAL ASS-WHOOPING TO COME!

So, after the BLOWN GASKET, I had ENOUGH waiting around for Trutanich to settle the DOWD/DOGG lawsuit, so I pulled the plug on that pompous, hostile, too vindictive and defensive for HIS D.A. CAMPAIGN, OR THE CITY'S OWN GOOD! So when I heard council was talking of clippin' his nutz, ZD WAS THERE TO ASSIST WITH THE PROPER WEAPON TO HAND OVER TO COUNCIL. Rumors Grow That Trutanich Will Quit District Attorney Bid

Thus far unconfirmed rumors continue to suggest that Los Angeles City Attorney Carmen Trutanich will withdraw his candidacy to become Los Angeles District Attorney in 2012. Rumors first started appearing at the Mayor Sam political blog, followed by the Los Angeles City News, and the Dragnet.

The basis for the rumors appears to be recent action by the Los Angeles City Council to "neuter" Trutanich's office by stripping him of control over the handling of legislation and liability defense. Councilmember Jan Perry led the Council in a unanimous vote to study ways that other municipalities obtain quality legal representation when their own City Attorney fails to deliver. The 13-0 unanimous vote was seen by many as a vote of no confidence in Trutanich's ability to run the second largest governmental law office in the County of Los Angeles, and an even bigger condemnation of his suitability for District Attorney.

If the Council's vote of no confidence wasn't bad enough, hot on the heels of their slap in the face to the once popular San Pedro criminal defense attorney turned politician, came the shocking revelations of the Martin Declaration, a legal document filed by a deputy city attorney in which it was admitted that the City Attorney's Office was "unprepared" to handle representation of the City's affairs. Staffing cuts and a lack of resources attributable to Trutanich's management were apparently to blame.

The embarrassing admissions in the Martin Declaration were said to be caused by the diversion of legal resources from the core mission of the City Attorney's Office, to pet projects which apparently lack for nothing. The implication was clear; if the matter is not important to the boss, it gets no attention. It's an implication that will resonate well with the City Council in their bid to curtail the City Attorney from injecting himself into policy making instead of legal representation.

Now at the mid-point of his his failing first term as City Attorney, and clearly weakened by the double whammies of last week, many believe that the withdrawal from the District Attorney race comes too late to salvage a political career that started with so much promise, but evaporated into falsehoods, grandstanding and perhaps an ego that is too big even for Los Angeles.
