I already blogged all about it. So then I figured, I better call the FBI and tell them, since it was EXCLUSIVE information I came across, downtown, doing real pavement pounding...and I stumbled upon it, by accident and coincidence, as usual.

YEAH, WENDY...the person you hired, who was in your office the day you were sworn in as controller (after the ceremony) happened to have bumped into ZD, one day...and you KNOW, everyone KNOWS and LOVES me. She happened to mention the whole thing, toward the end of our conversation, at the tables at Starbucks (Office Depot Plaza). I guess she didn't think it was THAT big a deal to tell me. But she DID tell me to keep it a secret. Unfortunately, everyone knows, now I no longer can keep ANYTHING secret. Right, Bill? Right, Richard Riordan?

Maybe I'll do more of these types of tweets. Gotta get it ALL off my MIND and MOVE ON FROM CITY HALL POLITICS!!!!! I WISH THEY'D LET ME!!! But they keep going in the wrong direction, on everything, every single time. I CAN'T BELIEVE THEY ARE GONNA PASS NEW LAWS AT VENICE THAT ANY IDIOT ON OCCUPY LA LAWN AT CITY HALL COULD TAKE ONE LOOK AT AND SEE IT IS A VIOLATION OF U.S. 1st Amendment of U.S. Constitution...FEDERAL LAW! So like Air Supply, "Here I am, the one that you love!"

(Still kinda early, and NO ONE is official a candidate on the ballot, yet. But I am as official and declared as any L.A. City Hall official who is running for office. I mention this, due to the headline reference.]

          IF YOU HAVEN'T SEEN THURSDAY'S VIDEO (1st trip to OccupyLA) as featured by LAWeekly, watch this, first. The rest are from the next day, Friday. Today is Sunday 10/30/11.


          BOTTOM LINE: L.A. Mayor Anotonio Villaraiogsa better show Zuma Dogg the "SPECIAL EVENT" PERMIT that OccupyLA has applied for; and been approved for, or MOVE THE HOSTILE/DANGEROUS MOB OUT OF THE CITY HALL PUBLIC PARK SPACE! THE PEOPLE WANT THEIR OPEN SPACE BACK -- AND NOT HAVE TO ENDURE A MOB ATTACK ON FREE SPEECH. L.A. CITY HALL HAS ALLOWED A MOB TO TAKE CONTROL OF THE PUBLIC PARK SPACE AT CITY HALL.           THIS SLICE OF LIFE INSIDE COUNCIL CHAMBERS starts off SLOW, but I go outside to OccupyLA crowd. GOOD WATCH FROM 5 minute mark, if you can forward video.


          DAMN: The video got knocked off, but after ZD rustles up speakers for public comment, CITY COUNCIL MAGICALLY CANCELS THE MEETING! No meeting, means NO QUORUM, MEANS WHEN ZD BLOWS HIS STACK, LOUDLY, HE IS NOT DISRUPTING ANY PUBLIC MEETING. It's the same thing as shouting on the street. And you can use the "f" word, although they would prefer if you didn't. SO IN OTHER WORDS, after making people who showed up for an item on the agenda to speak (members of the public) sit through an hour of puppy giveaways and proclamation "pats on the backs," they announce they couldn't muster up enough councilmembers, getting paid $189K a year, plus benefits, perks and kickbacks to carry out city business. NOW, Tuesday's meeting will be jammed up with items from Friday, as well...and then they always have to rush through things, mistakes are made, then Zuma Dogg is following up on that. (I'M SURE THEY DIDN'T CANCEL THE MEETING CAUSE I SHOWED UP FOR THE FIRST TIME IN MONTHS TO TALK ABOUT THE FBI PROBE & OCCUPYLA [NO PERMIT] ISSUE...after I was outside rustling up comment speakers.) AREN'T YOU GLAD I'M STILL UNSETTLED AND BACK, NOW THAT I SEE IT WILL NEVER WORK OUT BETWEEN US!

          ​Leave it to Zuma Dogg, perpetual public commenter at every single L.A. City Council meeting ever (rivaled only in civic involvement by John Walsh of the insane neckties and Einstein hair), to add even more confusion to the Occupy L.A. clusterfuck.

          "Awww yeah, Zuma Dogg!" he shouted into the faces of half-lidded campers through his megaphone this morning. "I'm here to occupy Occupy, y'all!"

          VIDEO!!!: Sparks FLY at Occupy LA as 1st Amendment "Free Speech" Issue BOILS TO A HEAD as MOB Attempts to PREVENT Another Speaker's FREE SPEECH!

          VIDEO: Zuma Dogg is "attacked" by ANGRY OCCUPY LA crowd, as they try to prevent his free speech in a public park.



          In this video from 10/28/11, Zuma Dogg set up his amp, to sing and deliver his political message (as protected by the U.S. Constitution). As soon as he began, he was quickly surrounded by an angry mob, who tried to prevent him from expressing his own message. The attempts to prevent the "Jackie Robinson" of Free Speech exercise (@ZumaDogg) included encroachment; shoving; pushing; shouting in close proximity/blocking his camera and movement; continually shutting off his amp; screaming to the speaker how to perform, and what her was allowed to do -- and how he was allowed to do it; stealing the power cord to his amp, at which time he was told he could have it back "IF" certain conditions were met; and you can hear, when he's finally allowed, fo a moment, to start speaking -- he is speaking in a calm/non-shouting tone...then the crowd further harasses and incites him, as he has to try to get on top of the mob that has gathered around. It is a big park. No reason my movements and expression had to be limited/impinged. A guy with brass knuckle gloves approached who identified himself as a "peacekeeper," there to protect the speaker. I guess he makes those discretionary decisions. (Is the brass knuckled glove "peacekeeper" official L.A. City Hall security?

          L.A. MAYOR ANTONIO VILLARAIGOSA & LOS ANGELES CITY COUNCIL HAS ALLOWED AN UNSAFE ENVIRONMENT TO FESTER IN THE OPEN PARK SPACE ON THE LAWN OF CITY HALL BY FAILING TO REQUIRE OCCUPY LA TO FILE FOR, AND BE APPROVED FOR THE PROPER EVENT PERMIT.

          Speakers were tied to the light post along the steps, with only two of the three speaker stand legs on the cement, while one leg hung over the ledge -- as the speaker stand was tied by string to the city hall light post, with wires across the steps. THAT IS WHY PERMITS ARE APPROVED! SO CITY STAFFERS ARE THERE TO MAKE SURE THING ARE CARRIED OUT SAFELY!

          SO AN MOB SCENE IS ABLE TO FESTER...CAUSE CITY HALL HAS DONE NOTHING! AND HERE'S THE QUESTION: HOW COME THERE WAS NOT A COP IN SIGHT??? YOU HAVE A TENT ENCAMPMENT THAT HAS BEEN ALLOWED TO FESTER INTO A MOB THAT DID EVERYTHING POSSIBLE TO CHEW UP AND SPIT OUT ZUMA DOGG!!! I WAS SCREAMING FOR COPS!!! CITY HALL HAS CAMERAS MONITORING THE LAWN AND STEP AREA! WHY DID NO COPS COME OUT??? WHEN YOU WATCH THIS VIDEO THE ANSWER IS CLEAR: They did not want it to be on the national cable news and newspapers that cops had to be sent out to address the OccupyLA crowd.

          So instead, Villaraigosa & City Council allow Zuma Dogg to fend for himself against an angry mob, and hope it doesn't turn out into Bryan Stowe Part 2 (LA City Hall lawn, instead of Frank McCort's parking lot.]

          ZUMA DOGG'S 1st VISIT TO @OCCUPYLA: (I went for the usual Thursday's Farmer's Market, as I used to, but it wasn't there, today. I guess the city couldn't get a permit from itself? Why WOULDN'T IT BE THERE, TODAY? I don't know?) But, an organized group was dominating the public park. Here's more:

          I know the lawn at city hall is a public park. I went to Occupy LA today, for the first time. First of all, you will have trouble hearing what I am saying, on camera, at times, because the amplified sound system they are using to hold their organized event, all day, is blaring me out. (Their sound system is blasting beyond municipal code for a park and is drowning out all others. IT IS NOT A PERMITTED EVENT. THE SOUND IS TOO LOUD, CLEARLY EVIDENT IN THE SECOND HALF OF THIS VIDEO.)

          Secondly, the sound equipment set up and people speaking are not even on the lawn/park, but on the cement steps of city hall. Seems to be a block and impingement, since cords are laying across the path. Hope I don't trip.

          Overall, I have a feeling some of these EVENT ORGANIZERS may believe they have more rights than other community members. So Zuma Dogg will be showing up, on Friday (pending his ride being available) around 11AM, Friday (10/28/11) to set up HIS MAGIC KARAOKE AMP, in storage from the Venice Beach boardwalk days, RIGHT UP THERE ON THE CEMENT STEP WALKWAY OF CITY HALL/NOT ON THE PARK LAWN PART!

          I'm sure OccupyLA EVENT ORGANIZERS will realize they do not have a permit, and since they are just a bunch of individuals, no individual has any more claim to 1st Amendment Rights in a public park, than anyone else.

          I'M SURE THEY'LL UNDERSTAND!

          And since it's not about anything going on inside city hall, but just a mere festival A la Grateful Dead parking lot tailgate party, or the old spirit of Venice Beach (along with many of the same Venice boardwalk people who now migrated to City Hall law/OccupyLA), ZD will be sticking to his karaoke performing for the crowd. [Bee Gees/Andy Gibb, AC/DC and as usual, some Zuma Dogg freestyle raps. FUN FOR THE WHOLE FAMILY!!! I LOVED the festive atmosphere with tents, and footballs and frisbees and dogs and acoustic guitar performances through the blaring amps (you can't even hear me by the end of this video)...and all the talk on topic about EVERYTHING except what they said they showed up for.

          Thing about being the one in charge on Venice Beach Boardwalk, since I sued L.A. City's ass-off, in Federal Court -- AND WON, a year ago, October 21, 2010, as they say, as goes the victory, so goes the spoils.

          The city STILL has not made a reasonable settlement offer (and my attorney had a meeting with city attorneys, today) and all I can say is, "ZUMA DOGG HAS TO GO BACK TO WORK...cause I can see this settlement is going all the way to jury trial - with summary judgement on 'Code of Conduct' in between. So call me, 'Rocket Man,' cause I KNOW it's gonna be a long, long time, Rosendahl, Huizar, Villar, Trutanich, Wesson & Garcetti." [FBI...keep you agents ALERT and, as usual, I know ALL CALLS are recorded...so as usual...be quite, for the most-part, and let me rant it out...THEN ask follow ups. Not good to interrupt when I'm on a roll...YOU KNOW THAT!]

          So, as soon as City of Los Angeles passes their new Venice Beach ordinance 42.15 (in council committee 10/26/11), I will be setting up the "Zuma Dogg iPod/iPad/Digital Device Booth & Clothing Apparel Shack."

          And under the new ordinance, I will not have to fuck around with the bullshit donation system, and can just charge fixed prices.

          HOW does Zuma Dogg expect to be selling those items on the boardwalk when the new ordinance bans those items?

          THAT IS BECAUSE ZUMA DOGG IS THE #1 KINGPIN IN TOWN, AND THAT GOES QUADRUPLE AT VENICE BEACH BOARDWALK, LOSERS!

          So that means Zuma Dogg is his one man mafia mob kingpinship...and city hall knows that. And LAPD knows that. And if they DON'T know that, they WILL LEARN THE HARD WAY WHO #1 KINGPIN IS IN L.A. And that means I get "SPECIAL TREATMENT," meaning I will be PERMITTED to do what NO ONE ELSE on the boardwalk (except Matt Dowd, perhaps) will be able to do...and that is ALMOST, whatever the FUCK we WANT!

          10/25/11 UPDATE: Looks like it worked, for the most part. NO WAY could the pension commissioners go against the mayor's "Layoff-Armageddon" cries, if they reduced the L.A. City Pension fund expectations down from 8% to 7.5%. (Not like it matters anyway...in '09 they projected 8% return, but resulted in a -20% loss. (Only 28% off!) SO WHO REALLY CARES ABOUT THE PROJECTIONS, ANYWAY!) But you SURE DON'T WANNA BE THE ONE WHO CAUSES IT ALL...just in case. SO BOTTOM LINE: They voted to reduce the LACERS (pension fund) projections down to 7.5%, but over a five year period, instead of all, next year. The difference between $200 million, next year...and now, only $4.3 million...but it's SO BAD, it doesn't even matter. And if you live in L.A. City...make sure you aren't anywhere in the County by 2013! [MEANWHILE, what caused this whole pension mess...including the -20% loss (BILLIONS THAT ARE NOW BEING PAID OVER THE GENERAL FUND)? PENSION FRAUD! And ZD's blog posts on the topic are ON FIRE, considering they are YEARS OLD? WONDER WHO IS SUDDENLY READING??? (Subliminal man, #SEC!)


          Worried about the prospects of a new round of budget cuts during his last two years in office, Los Angeles Mayor Antonio Villaraigosa has grown increasingly bold — some say too aggressive — in his attempts to influence panels that guide the city's huge retirement funds.

          Two weeks ago, Villaraigosa warned a seven-member board overseeing pensions for civilian employees that a new round of layoffs would "almost certainly" occur if the panel scales back income projections for its $11-billion portfolio.

          The week before, the mayor's lawyer called on the Fire and Police Pensions board to disregard a legal opinion on potentially costly health benefits owed to retired police officers and firefighters. And in recent months, Villaraigosa has removed two pension appointees who took positions or cast votes that he opposed.

          The forceful approach is raising questions about how far a mayor should go in efforts to sway decisions by public pension boards, which under state law are supposed to remain free of political interference.

          Retirement boards are charged with investing billions of dollars and safeguarding benefits for tens of thousands of city retirees. Villaraigosa appoints a narrow majority on the two boards, one for police and firefighters and another for other employees. Labor representatives hold a narrow minority of seats.

          One dramatic example of political involvement has been playing out at the civilian City Employees' Retirement System board. The panel is scheduled to vote Tuesday on a hotly debated plan to lower the long-term projection of its investment return from 8% to 7.75% annually. The change would increase the city's payment to the fund by nearly $27 million next year.

          Similar adjustments already have been made by other public pension agencies during the economic downturn. But Villaraigosa wants the decision delayed for one year to lessen the effect on the city budget.

          "This request is completely reasonable … given our own financial situation," he said Monday.

          City Administrative Officer Miguel Santana, who advises the mayor, warned that the city would need to lay off at least 400 employees if the pension board refused to go along with the delay. If the board ignores the mayor's request, it should at least spread the cost over five years, he said.

          The issue first came before the board two weeks ago. Board President Roberta Conroy said she was driving to the meeting to cast a vote on the investment projections when she got a call from Matt Szabo, Villaraigosa's deputy chief of staff.

          Szabo had a meeting that morning with the mayor and four council members, Conroy said, and wanted to know where she stood.

          "I indicated that it would be difficult" to ignore the agency's actuarial firm, which concluded an 8% annual return was unrealistic. That firm warned the board that the figure may have to drop to 7.5% next year, she said.

          Three days later, Villaraigosa's lawyer told Conroy she was being replaced.

          The mayor's involvement disturbed some labor representatives on the pension boards, including Ruben Navarro, a firefighter who sits on the nine-member Fire and Police Pensions board. Navarro said his fiduciary duty is to ensure his agency delivers benefits to the next generation of police and firefighters, not to balance next year's budget.
