Additionally, it is alleged that City of Los Angeles is working in concert with Rent Escrow outreach contractors, who instruct tenants how to damage properties, to keep the landlords in the REAP programs. BOTH parties benefit (renters and City), as renters pay a reduced rent -- and owners pay money into a City account, of which it appears to be IMPOSSIBLE to have money refunded, without suing in court.
