California Crackup: LA's Strange New Attack On Capitalism
Just south of Santa Monica inLos Angeles, Venice Beach is a haven for snake-charmers, fortune-tellers, chainsaw jugglers, and a variety of admitted freaks, weirdos, drifters and bums. It’s where Jim Morrison met Ray Manzarek and began dreaming up The Doors. A few years later an immigrant gym rat named Arnold Schwarzenegger began his unlikely American career pumping iron nearby.
At some point Venice Beach’s colorful zaniness became its own tourist attraction, and today millions of outsiders come just to soak up some funky. To serve them, along the boardwalk a variety of craftsmen, musicians, performance artists and political activists sell their trinkets and services.
In southern California’s most notorious hippie haven, though, one thing that can’t be allowed to be free is the marketplace.
The patchouli brigades have been at war with an invading legion of salesmen hawking, in the coveted 205 spaces on the west side of the boardwalk, such mass-produced items as sunglasses and T-shirts. To lay claim to the valuable retail slots, vendors began hiring transients to squat on them overnight. Vendors who could not afford to pay this minimal level of quasi-rent were at a disadvantage.
In other words: Those who were selling products people actually wanted to buy were pushing out those who weren’t. Viva the marketplace.
In an act of protectionism billed as preservation of the bohemian, hippie and freak-friendly nature of Venice Beach — you might call it the real Freakonomics — the L.A. City Council repeatedly passed ordinances designed to promote its favored, artsy vendors over the disgustingly commercial. At present it is illegal to sell on the boardwalk anything that isn’t an artistic or expressive item. Specifically included are leaflets, pamphlets, bumper stickers, buttons, art created by the sellers, books, audio, video, paintings, photographs and sculptures. The scourge of sunglasses sales has been defeated, for now.
As is usual in cases where the state becomes an uninvited third party in a simple business transaction, the real purpose of the government action is to benefit an existing special interest. The government doesn’t really care whether the vendors are hawking Chinese-made plastic doodads or lovingly lopsided crafts projects. Its concern is to protect the established businesses on the east side of the boardwalk, where retailers sell the same kinds of mass-produced junk that the newcomers have been trying to sell on the boardwalk.
Venice Beach’s legacy retailers don’t like the downward pressure on prices provided by nimble low-cost competitors. They’d much rather look across the boardwalk and see a non-threatening gallery of weirdos such as the guy who these days stands on the boardwalk with a sign that says, “Kick me in the [private parts] for $10.” Having been deemed to be communicating something or other, he apparently is safe in his slot.
Several previous similar ordinances were struck down by federal courts (in at least one case siding with a suit brought by a local gadfly who calls himself Zuma Dogg) but the latest one presents problems too. For instance, how is the untrained eye to tell whether a politically-themed button or necklace was made by the seller? In recent crackdowns the local constabulary has leaped into action to peruse boardwalk merchandise and play the guessing game Who Made It?
You may be wondering whether this is a wise use of police resources. Perhaps the police department is overstaffed and bored, having solved all other crime problems in the area? Not really. Police are often lax about enforcing existing laws against sleeping in public spaces, and the city is home to encampments of transients (some of whom appear to look on vagrancy as a calling, styling themselves “homeless activists” and keeping computers and cell phones on them). Walking too close to these encampments at night is ill-advised. This month a 21-year-old, six- months-pregnant prostitute and her partner, who lived in a tent in an encampment, were charged with beating up a passing couple with their fists and a skateboard.
Police have responded to a disturbing number of thefts of iPods and iPhones in Venice Beach by issuing an official communique telling residents it isn’t safe to wear earplugs or use their gadgets in public. Because you’re just asking for trouble if you leave the house with anything of value. Maybe the LAPD is distracted by the excitement of its golf tournament, in which it has offered boosters a chance to participate for $135, with the proceeds to benefit the cops.
Venice Beach has had a circus-like atmosphere from its earliest days, and so it’s fitting that an ever-more-clownish government is failing to do its first duty — provide basic security and the rule of law — while instead dreaming up more economic restrictions. A wag once said that California is “America, only more so.” American government’s blithe lack of interest in the basics, and its mission creep into ever more-absurd micro-tinkering with the economy, continue.

VIDEO EXHIBITS: Zuma Dogg Sings For Herb Wesson In Response To Wesson's DEFAMING Comments About Mr. Dogg's Singing Performance In Los Angeles Times
Zuma Dogg's attorney ($750/hr, at L.A. taxpayers expense, paid for out of L.A. City's general fund) submitted his damages report to L.A. City Attorney Carmen Trutanich's Office -- and more expensively, to the several outside counsel attorneys (also paid for out of the L.A. City general fund/same one for police/fire/street services/all city staff and operations) of Meyers-Nave, in preparation of a long jury trial, where a jury will decided HOW MUCH money the City of L.A. owes Zuma Dogg (and the 10 other Venice performers who BEAT TRUTANICH & L.A. CITY in FEDERAL COURT -- all ten of whom ALSO share the same $750/hr attorney) for damages, over the past six years. (NOT including Code of Conduct "Decorum" suit, that is still yet to be ruled upon, and may end up costing the city MUCH MORE in damages for DOGG and Matt DOWD.)

PLUS, I am still experiencing emotional duress and loss of enjoyment of life, from the years I was not able to do what I do (sing), as prevented by illegal laws of L.A. City Hall, that were struck down in Federal court.
This evening, I figured, as long as all I do is sit in my room and sing karaoke on the mic and amp I used to perform with at Venice Beach boardwalk, I may as well capture a moment, to be included in any upcoming damages lawsuit vs L.A. City Council President Herb Wesson, for his defamation of my character as a known singing performer (what I WAS known for BEFORE being FORCED to become a gadfly to FIGHT for my BASIC U.S. constitutional rights).
AND REMEMBER, DO NOT TRY THIS IN CITY OF LOS ANGELES!!! THIS MERE ACTIVITY GOT ME SURROUNDED BY LAPD, WHO THREATENED WITH ARREST, ON MORE THAN ONE OCCASION! VIDEO MONTAGE: Zuma Dogg vs L.A. City Council (Interruptions, Cut-Offs, Ejections & Bans) - FIRST AMENDMENT FRONT LINE BATTLEFIELD! (40 minutes of Zuma Dogg Highlights and Council Lowlights)
ALTHOUGH IT'S ZUMA DOGG AT HIS WORST...having a BAD and LOUD reaction -- AFTER council interrupts (and f*cks) with me, during public comment (As U Can See in this video) -- IT'S TOO COMPELLING NOT TO POST. I just wanna remind you, I'm calm until THEY start it. AND YES, this video was prepared for my lawsuit in Federal court over these interruptions. SO, I'm rolling the dice that it AIN'T about my bad reaction, but what happened PRIOR to the outburst. I believe they are using, "off topic," when they don't like what they are hearing.
Zuma Dogg on Peter Tilden Show (790-KABC) Wendy Greuel EXPOSED and FBI Update on City Hall, Villaraigosa & Overall Contracting Shadiness (GOOD CALL ON CITY HALL!!!)
If you read my tweets, you know ZD ain't doing too good, and I do wonder if each day is gonna be my last. But, it's moments like THESE I live for. I've just LOVED calling into radio stations, since a kid, when I would pester Top-40 DJs to play my favorite song.
Eventually, when my six year old voice deepened, the DJs liked using me to record for "on-air" requests. (The monster was unleashed!)
Even after a decade-plus radio career, working at the TOP radio companies and radio stations in Top 10 markets like Houston, D.C., NYC & L.A. -- I STILL LOVE CALLING INTO RADIO. It's a medium for lonely people, and especially the late night shows, ZD had called into, over the past six years, on KABC-790, since my first call to Mr. KABC (Marc Germain), BEFORE my first trip to city hall, about Venice Beach boardwalk laws -- to ask Marc HIS opinion, because I honestly wasn't sure of the laws at the time, and wanted his take.
NOW, it's been hundred and hundreds of calls on all the radio stations, in L.A., but I still LOVE rolling across the airwaves, even more than TV.
AND, I REALLY LOVE PETER TILDEN'S COVERAGE OF L.A. CITY HALL and his interviews of cartoon character elected officials like DENNIS P. ZINE & WENDY GREUEL. Peter does the interview YOU would be doing...NOT letting them wiggle out of not answering the question. (Even though they never do.) AND, his coverage is not juvenile, with this nutty, "cut their salaries/make them part time" talk. Peter is having some folks tutor him, I suspect, cause he turned into ZD -- WAY TOO QUICKLY with his knowledge of the BIG ISSUES that has already destroyed the character and fabric of Los Angeles for a "Rocket Man," long, long time.
HERE'S MY CALL INTO PETER TILDEN'S SHOW ON KABC-790 from 04-24-12. Good talk on Greuel, Villaraigosa, FBI probe of L.A. Housing Dept, shady GPS and downtown camera contracts. Then fun banter between Peter and his producer over the "Zuma Dogg For Mayor" issue. Hey, TILDEN! NO, you DON'T have to be that honest! VOTE ZUMA DOGG! ;) And, William Shatner was the guest before Zuma Dogg. So it was a pretty star-studded night!

A Message to Los Angeles City Hall From Zuma Dogg [Regarding The Past, Present & Future of Zuma Dogg As Your Omnipotent Gadfly]
Dear Mafia-Putz-Puppet Antonio Villaraigosa, Carmen "The Jackass Clown" Trutanich and Lost Angeles Shitty Clouncil,
As you know I whooped your ass in Federal court on civil rights violation issues regarding Venice Beach. And you may also know that there is still a portion of Zuma Dogg's lawsuit (with Matt Dowd) to be ruled upon by the Federal Judge.
The remainder of the lawsuit regards council's "Code of Conduct" (decorum rules), that they passed and enforced in 2008. DOWD/DOGG feel council may have overstepped their boundaries. And although DOWD/DOGG have made RELENTLESS attempts for a prudent settlement with the City of Los Angeles, City Attorney Carmen Trutanich accepted campaign contributions from at least fifteen attorneys at the law firm of Meyers-Nave, and he had council approve $100,000 (of which will run out, and more money will need to be approved), to take DOWD/DOGG's WINNING lawsuit, to a JURY TRIAL in October 2012, to have the JURY decide how much the city should pay DOWD/DOGG for the Venice Beach damages.
BUT/AND, if the judge decides that council WAS INDEED in violation of U.S. law, and DOWD/DOGG's civil rights -- THEN THE JURY WILL ALSO BE AWARDING THE FREE SPEECH FIGHTING DUO, AN AWARD AMOUNT FOR THE YEAR'S WORTH OF INTERRUPTIONS, CUT-OFFS, EJECTIONS -- AND MOST NOTABLY, 30 day bans (of which ZD had at least four.) AND, as DOWD/DOGG (and the other 9 Venice performers on the lawsuit, for a total of eleven winning plaintiffs on the FEDERAL lawsuit, that Trutanich & Council want to have a jury decide a damage award amount (as if jury members are big fans of L.A. City elected officials -- and especially when it comes to being found GUILTY in FEDERAL COURT of VIOLATING First Amendment Rights, of the people SPEAKING OUT IN PROTEST of City Hall's fraud, waste and abuse -- at a time when the entire COUNTY has become aware of how their fraud, waste and abuse has become a real public safety and economic crisis) -- TRUTANICH & CITY HALL ARE ROLLING THAT DICE.
AND, no matter WHAT HAPPENS at jury trial (no matter how small an amount they award the DOWD/DOGG and the nine other Venice performers) -- OUR $750 and hour attorney fees ARE PAID BY THE CITY, OUT OF THE GENERAL FUND!!!
Over these next two weeks, ALL ELEVEN OF US PERFORMERS HAVE DEPOSITIONS WITH TRUTANICH'S OUTSIDE COUNSEL. So it is burning up a lot of the outside counsel $100,000 approved payment (more will be needed) -- AND, OUR ATTORNEY IS RACKING UP THE HOURLY CHARGES. THEN, all the deposition paperwork to go over...then preparing for the summary judgement for DECORUM RULES; then the jury trail...COULD END UP MAKING OUR ATTORNEY A MILLION DOLLARS, OF L.A. CITY GENERAL FUND MONEY! PLUS, who knows HOW MUCH MORE MONEY (also out of the general fund) CITY COUNCIL will need to approve, to take this all the way through summary judgement and then a jury trial (of eleven plaintiffs, each with a long and unique story to tell.)
BUT NONE OF THAT WAS THE POINT OF THIS POST, OR THE MESSAGE I AM DELIVERING TO CITY HALL: The message is: Remember when Zuma Dogg took a hiatus from attending the council meetings, because I thought we were moving toward a simple, easy, prudent (get ZD the hell out of here) settlement? It was several months in 2011 and into 2012. THEN, my attorney told me to forget the settlement thoughts, cause Trutanich hired Meyers-Nave to drag this out to a jury trial in October. SO, Zuma Dogg returned to council chambers, ONLY A MERE TWO MONTHS AGO, to inform council of this matter...AND, as long as I was in chambers, to notify them of a couple other issues, I hadn't had a chance to discuss, in the public forum, as broadcast over and over on Time-Warner cable TV 35: All that FBI/HOUSING/BUILDING & SAFETY STUFF...PLUS, ALL the other stuff that TURNED CITY HALL UPSIDE DOWN, LIKE VANILLA ICE OVER THE BEVERLY HILLS HOTEL, BEING SHAKEN UP AND DOWN OVER THE BALCONY!!!
AND NOW THE MAIN MESSAGE:
Like I mentioned, I had already stopped going to the council meetings -- and only returned to PUNISH you for hiring outside counsel, instead of a prudent settlement. BUT YOU HAVE TO KEEP IN MIND: ZD IS A BIPOLAR-MADMAN...and his payback is EXTREMELY DISPROPORTIONAL. SO THERE IS YOUR TWO MONTH PAYBACK, just to let you know, you made me cranky that day, two months ago. SORRY FOR ALL THE ADDITIONAL DAMAGE I CAUSED YOUR POLITICAL CAREERS.
I just spent the past few days, pulling all nighters, preparing my overall damages claims for the lawsuit mentioned above...so I guess too late to think about settlements. I already did the work of preparing everything, in the most massive project since my radio research project days. So, I WOULD like to hear what a judge has to say on all of these matters, anyone, once and for all...and a settlement would prevent the judge from ruling on the Code of Conduct (decorum) issues, during public comment. And, it's an important issue, these days, never more so.
SO HOPEFULLY, with the fraud, waste and abuse exposed to all, the FBI running the show at city hall (last week a councilmember told me they are still investigating) -- Zuma Dogg can express his all-time greatest phenomenal creativity in other ways, closer to the Santa Monica State beach, that I live half a block away from, instead of heading downtown to city hall in the morning.
I THINK I MADE MY POINT, and feel that was a BEYOND DEVASTATING ROUND of ZD payback. DOWD/DOGG left the meetings HOWLING and RELISHING in how these council jackasses were ACTUALLY UNRAVELING AND LOSING THEIR COOL, as we had expected a couple years ago. It was several months in 2011 and into 2012. THEN, my attorney told me to forget the settlement thoughts, cause Trutanich hired Meyers-Nave to drag this out to a jury trial in October. SO, Zuma Dogg returned to council chambers, ONLY A MERE TWO MONTHS AGO, to inform council of this matter...AND, as long as I was in chambers, to notify them of a couple other issues, I hadn't had a chance to discuss, in the public forum, as broadcast over and over on Time-Warner cable TV 35: All that FBI/HOUSING/BUILDING & SAFETY STUFF...PLUS, ALL the other stuff that TURNED CITY HALL UPSIDE DOWN, LIKE VANILLA ICE OVER THE BEVERLY HILLS HOTEL, BEING SHAKEN UP AND DOWN OVER THE BALCONY!!!
AND NOW THE MAIN MESSAGE:
Like I mentioned, I had already stopped going to the council meetings -- and only returned to PUNISH you for hiring outside counsel, instead of a prudent settlement. BUT YOU HAVE TO KEEP IN MIND: ZD IS A BIPOLAR-MADMAN...and his payback is EXTREMELY DISPROPORTIONAL. SO THERE IS YOUR TWO MONTH PAYBACK, just to let you know, you made me cranky that day, two months ago. SORRY FOR ALL THE ADDITIONAL DAMAGE I CAUSED YOUR POLITICAL CAREERS.
I just spent the past few days, pulling all nighters, preparing my overall damages claims for the lawsuit mentioned above...so I guess too late to think about settlements. I already did the work of preparing everything, in the most massive project since my radio research project days. So, I WOULD like to hear what a judge has to say on all of these matters, anyone, once and for all...and a settlement would prevent the judge from ruling on the Code of Conduct (decorum) issues, during public comment. And, it's an important issue, these days, never more so.
SO HOPEFULLY, with the fraud, waste and abuse exposed to all, the FBI running the show at city hall (last week a councilmember told me they are still investigating) -- Zuma Dogg can express his all-time greatest phenomenal creativity in other ways, closer to the Santa Monica State beach, that I live half a block away from, instead of heading downtown to city hall in the morning.
I THINK I MADE MY POINT, and feel that was a BEYOND DEVASTATING ROUND of ZD payback. DOWD/DOGG left the meetings HOWLING and RELISHING in how these council jackasses were ACTUALLY UNRAVELING AND LOSING THEIR COOL, as we had expected a couple years ago. Zuma Dogg To Become CITY CONTROLLER via PUBLIC RECORDS REQUEST, Hear Zuma Dogg on Peter Tilden/KABC-790, ZD's Letter to Editor PUBLISHED in L.A.Times & Tweets for 04-17-12 [A LOT TO CATCH UP ON!]
If you read the posts below this one, you will see that ZD is getting CRANKY asking the SAME questions about Los Angeles Housing Department, Rent Escrow and Building & Safety, when it comes to illegally citing and fining property owners, who home people, as City of L.A. PRETENDS they CARE about keeping people in homes. Zuma Dogg feels there is evidence to the contrary, and will be filing a Public Records Request in City Attorney Carmen Trutanich's office on Tuesday (04-17-12). The request will include, "Any and all writings evidencing property owners that have been cited by LA Housing Department, for Building and Safety Department code violations, over the past three years," along with seven (7) other questions to help me support my argument that the city has been illegally seizing properties (people homes and apartment buildings) that house people, as they grandstand for the cameras how hard they are trying to keep people in homes.
