LA TIMES REPORT: Pleitez files ethics complaint against Garcetti Over BEVERLY HILLS PROPERTY DISLOSURE (Beverly Hills Mayor of Los Angels!)

L.A. mayor’s race: Pleitez files ethics complaint against Garcetti

Mayor hopeful Emanuel Pleitez has filed a complaint with the Los Angeles Ethics Commission alleging that rival candidate Eric Garcetti violated disclosure rules by failing to report his ownership interest in a Beverly Hills property.

The Times reported Wednesday that Garcetti did not list the property -- the site of a hair salon that pays him rent -- on his state and city disclosure forms before 2007.
The city councilman then reported it for three years, but stopped listing it as a real estate holding in 2010.

Instead, Garcetti reported the rent payments he receives from the salon as income from his grandfather’s trust, a co-owner of the property.

Millman said Garcetti did not report his interest in the Wilshire Boulevard property from 2001 through 2006 because he was advised that its location outside the Los Angeles city limits exempted it from disclosure.

State law, however, generally requires disclosure of real estate holdings within two miles of a city officeholder’s jurisdiction; the Beverly Hills property is within that distance of Los Angeles. For the most part, city disclosure rules are similar to and sometimes tougher than the state’s.

Millman noted that the statute of limitations had expired for any violation involving the years before 2007. He said that Garcetti believes he has met the disclosure requirement since 2010 by listing his rental income from the Harry Roth Trust, but that the candidate’s attorneys would review the matter.

In the story about the property, The Times focused on a drilling rights lease that Garcetti signed for the parcel with Venoco Inc., the company that operates oil wells at nearby Beverly Hills High School.
Garcetti, who has won the Sierra Club’s endorsement, had not mentioned his potential stake in Venoco’s drilling work when pushed his pro-environment agenda and criticized the company’s offshore operations. He has not earned royalties from the 20-year lease, which he signed in 1998, because Venoco has yet to take any oil or gas from the property.

Millman said Garcetti did not remember signing the lease and would donate any royalties to the Sierra Club.

Pleitez spokesman John Hill said in a statement,  “You can't greenwash dirty oil money just by donating it to the Sierra Club. I doubt they'd even accept it.”

Last week, Pleitez, a former tech executive, lodged a complaint with the Ethics Commission claiming that Garcetti had a financial conflict of interest when he voted for a lucrative deal with a billboard firm in whose parent company he owned stock.

Millman said the 2006 billboard vote did not pose a conflict because Garcetti "didn't know or have any reason to know" that he had a financial interest in Clear Channel Outdoor, whose parent is Clear Channel Communications.

If it weren't for paparazzi shooting topless photographs of actress Jennifer Aniston, Kevin James might never have become a talk radio show host — or gone on to run for mayor of Los Angeles.
In an only-in-Hollywood tale, James got his first taste of talk radio in 2002, when he was representing Aniston and then-husband Brad Pitt in a lawsuit against adult magazine publishers who had run the racy photos. When the case settled, he was invited on KABC-AM (790) in Los Angeles to talk about it.

Immediately hooked, James over the next decade found himself doing more radio and less lawyering for Lavely & Singer, one of the city's top entertainment law firms. Then, last year, he traded his radio mic for the mayoral campaign.

"I call it my prior life,'' James said of his entertainment law days, recounting how he once escorted Farrah Fawcett to an awards show.

"I used to go to lots of movie premieres.... Now I go to lots of debates."

On the campaign trail, he has become the crowd-pleasing populist, thundering about corruption at City Hall and emphasizing his outsider status. But his record shows there are two Kevin Jameses: the conservative radio host on one hand and the far more moderate mayoral candidate on the other.
His positions today on key issues such as the environment, immigration and President Obama are at odds with his statements in the past.

In a recent televised debate on KABC-TV Channel 7 in Los Angeles, for instance, he lambasted his opponents for not doing enough to reduce greenhouse gases in the city — a signature issue for environmentalists who link an increase in carbon emissions with global climate change.

He accused fellow candidates Controller Wendy Greuel and council members Eric Garcetti and Jan Perry of failing to develop a "comprehensive environmental sustainability plan" during their years at City Hall. "We haven't made the progress that we should have made with current leadership,'' he said.
As recently as five years ago, however, James appeared to reject the entire idea of global warming. As a conservative talk show host, he wrote a column in Townhall.com calling Democrats "global warming wimps" who are exploiting the issue for political gain. The phrase "carbon footprint," he wrote, "is code for limitless government intrusion into every detail of your life. Nothing is beyond the reach of a government determined to reduce your carbon footprint in the name of the environment. To these people, nothing is sacred, nothing is private, nothing is truly yours."

His statements at that time could be incendiary. In a Townhall.com column in 2009, he wrote that Obama should choose Daffy Duck, the Warner Bros.' cartoon character, as his Supreme Court pick to replace the retiring David Souter. The reasons he cited: The duck is black, disabled (with a speech impediment) and a "professional victim."

In an on-air quarrel with MSNBC's "Hardball" host Chris Matthews, James suggested that then-candidate Barack Obama was a foreign-policy appeaser comparable to Neville Chamberlain, the former British prime minister who made a deal with Adolf Hitler in an attempt to avoid war.

"You're BS-ing me," Matthews chided James, noting later that there is a difference between talks and appeasement, which involves making concessions to potential aggressors. "This is pathetic. He doesn't even know what Chamberlain did at Munich.... We're talking to people with blank slates about history."

Also in his radio days, James urged tea party supporters to reject any new taxes, voiced support for a juvenile death penalty and supported a 700-mile fence on the nation's southern border.
Even in recent years, he consistently opposed Democratic proposals for a "path to citizenship" — an issue of intense interest to Los Angeles' heavily Latino electorate.

When Sunland-Tujunga Home Depot was a big issue, someone who runs their own East L.A. based PR firm, told Mr. Dogg, that then CD 2 Councilmember Wendy Greuel (secretly) hired her, to run an anti-Home Depot campaign in Sunland-Tujunga.

Zuma Dogg, then discovered, when it was told to him by someone inside city hall, that Wendy Greuel's mother owned, "Frontier Supply," a building supply yard, that certainly would have been CRUSHED, if not put out of business, if the nearby Home Depot was to open.

Wendy Greuel is now the owner of Frontier Supply.

Wendy Greuel was against the Home Depot project.

Did she disclose her family's competing business, of which she is now owner, when she voted "NO" on Home Depot.

If it is true that she privately hired a PR firm to thwart Home Depot's effort, that is conspiracy to tilt economic scales for your own personal enrichment?

Furthermore, Zuma Dogg was told by someone, inside City Council chambers, if one were to check the list of project approvals in Wendy Greuel's district, while she was Councilmember, would it show there was "quid pro quo" in getting CD2 project approvals? In other words, if you agreed to use, "Frontier Supply," for the project, was project facilitation, "fast-tracked?"

These are two separate allegations, from two separate people, about one Los Angeles Candidate for Mayor.

Something I learned this week...always listen to Zuma Dogg.

Completely plugged in, even in retirement, and nearly always prescient, the former radio executive turned performance artist turned community advocate has really never steered me wrong.

Last week, ZD brought to my attention a story that I thought was irrelevant, old news and not likely to catch attention in the milieu of the Mayoral race.

I was wrong.

Today, the LA Times published a story that, in seeking to block a controversial Home Depot in Sunland-Tujunga, at the time part of her then City Council District, Greuel may have failed to disclose her business interests in a local building supply firm. 

Full disclosure, I was for the Home Depot before I was against it and currently live less than a quarter-mile from the site. I still believe, for many reasons, blocking the Home Depot was good for the community.

In the Times story by Jack Dolan, several ethics officials remark that Greuel should have recused herself from votes on the Home Depot matter. The story alludes the matter could come before the state's Fair Political Practices Commission.

Greuel's position is that her business would not be affected by the Home Depot.

Beyond the surface level issue of Greuel's ownership of Frontier Building Supply, a San Fernando Valley based construction supply firm with a branch in Oxnard, Zuma Dogg presented additional potentially even more damaging allegations against Greuel.

In a blog post last week, reprinted from a 2011 post authored by Mr. Dogg, the advocate/blogger presents claims that City Hall insiders told him that Greuel allegedly hired a PR firm to assist her with the Home Depot fight.

Today, the LA Times published a story that, in seeking to block a controversial Home Depot in Sunland-Tujunga, at the time part of her then City Council District, Greuel may have failed to disclose her business interests in a local building supply firm. 

Full disclosure, I was for the Home Depot before I was against it and currently live less than a quarter-mile from the site. I still believe, for many reasons, blocking the Home Depot was good for the community.

In the Times story by Jack Dolan, several ethics officials remark that Greuel should have recused herself from votes on the Home Depot matter. The story alludes the matter could come before the state's Fair Political Practices Commission.

Greuel's position is that her business would not be affected by the Home Depot.

Beyond the surface level issue of Greuel's ownership of Frontier Building Supply, a San Fernando Valley based construction supply firm with a branch in Oxnard, Zuma Dogg presented additional potentially even more damaging allegations against Greuel.

In a blog post last week, reprinted from a 2011 post authored by Mr. Dogg, the advocate/blogger presents claims that City Hall insiders told him that Greuel allegedly hired a PR firm to assist her with the Home Depot fight.
