First of all, thank goodness the CD 2 City Council election is over. Now some of the air space can go back to the BIG problems I hope people are concerned about. The budget crisis, where it was announced the city's "Hail Mary" pass did not yield a first down and it WILL be elimination of entire departments and consolidation of other departments -- on top of the loss of the most experienced city workers who already took early retirement, that still wasn't enough to accomplish anything except a loss of the most valuable and knowledgeable employees. (See Deming's 14 Points.)
The budget crisis for 2010 is a disaster film and the situation for 2011 is a horror movie.
You will see hours cut a libraries, parks, DOT...your Planning Dept., Building & Safety...ALL CUT...meaning less enforcement of an already un-enforceable city. (But they keep adding MORE density.)
AND, on top of this (a lot of city workers about to be out of work), at the council meeting yesterday, they announced that HUD will be cutting back BIG TIME on their money that the City Housing Authority receives. AND IT WILL DEFINITELY RESULT IN A MASS OF PEOPLE ACROSS THE CITY BEING KICKED OUT OF THEIR HOMES.
So the next question is, where are they going to move? Well, the city built nothing but upscale, luxury housing...and forgot to build the affordable housing...so THAT'S NOT AN OPTION.
As a matter of fact, the discussion was how there IS no option, and it will be a new wave of homelessness like the city has never seen (because HUD has never cut all the money) -- and they acknowledge there is no where to house these people. SO I GUESS THAT MEANS, "a wave of homeless is going to hit you like a tsumani, and you know that, because I am already three or four steps ahead of you." (Zuma Dogg - April 2006. His first public comment.)
The city said it's gonna be pretty bad in 2010...and then 2011 becomes a horror film. (MUCH WORSE.)
All while you can expect to see TONS of COMMERCIAL real estate start popping up in the foreclosure auctions starting this month or next month.
That means businesses aren't doing well, here in Los Angeles. And for whatever revenue projections the city made last year...they have already admitted (in an open council meeting) that it WILL INDEED be more like Zuma Dogg said than what Grieg Smith was saying.
WHICH BRINGS US TO THE PENSION: It was also said that L.A. City's financial comeback (and when I say, "comeback," I mean, just to ALMOST get your head above water, but still in a BIG MESS) is based on a BULL Wall Street stock market.
Zuma Dogg takes this to mean if we see a BEAR (down) stock market in 2010, it will be COMPLETE FINANCIAL ARMAGEDDON (and the city would most certainly have to throw in the towel and declare the "b" word.)
SO, when I saw one of the financial administrators in chambers, yesterday, I flat out said, "The city is rolling the dice on it's financial comeback on an "up" Wall Street market."
The person agreed, AND EVEN ADDED, "That won't get us completely off the hook, there are still challenges, but..."
So I said, "So then if Wall Street goes DOWN in 2010, IT'S OVER for the city."
NO DISAGREEMENT, AT ALL.
So I went into my, "Is it EVERYONE'S job in the city to stand by idle and let the city's treasury do down the drain in a BEAR Wall Street market, because I am here to say it IS going down in 2010."
The person told me that they agreed with my assessment and their job is to make the appropriate recommendations based on that. (Not to change it, but to let them know they are about to get hammered on Wall Street so here's what you will be dealing with. It's very, "matter of fact," in chambers.
I think I might be the only one losing sleep over this.
So to sum it up, based on a fake budget with un-realistic exceptions and no action take all year long except cosmetic measures that were just enough to get rid of all the most experienced workers, the city will be suffering a wave of unavoidable firings; causing a loss of services throughout the city (it will be VERY chaotic) -- and on top of any new homeless out of that category, the city also announced the housing authority will be releasing a wave a people into the streets and the city did nothing but build all upscale housing while ignoring the affordable stuff and approving the emergency shelter money for things like the Grand Ave Project cement park, that isn't going to house a single soul.
I URGE YOU TO PLEASE FOCUS YOUR EFFORTS, NOT ON THING LIKE REDUCING COUNCIL SALARIES WHICH WASTES A LOT OF TIME AND ENERGY AND ACCOMPLISHES NOTHING (cause $1.2 million savings is NOTHING compared to the BILLIONS you should be looking at)...
AND PLEASE DO NOT DISCOUNT THE HOMELESS ISSUE THAT IS ABOUT TO SPIKE DRAMATICALLY OVER THE NEXT YEAR AND TWO YEARS!!!
PLEASE, PEOPLE...DON'T WORRY ABOUT WHETHER THERE WILL BE ADVERTISING ON YOUR LOCAL PARK BENCH, OR A FLORAL PATTERN (which is an actual issue I was forced to suffer through at one of those Mayberry Homeowner Meetings I checked out, recently. )
YOU MUST FORCE COUNCIL TO CREATE HOMELESS SHELTERS NOW...
FUCK EVERYTHING ELSE...
THE ONLY PROJECT THAT IS GOING TO SAVE THIS CITY IS EMERGENCY SHELTER.
DO YOU THINK PEOPLE ARE GOING TO MOVE TO MIRACLE MILE, OR DOWNTOWN WHEN THE HOMELESS PROBLEM IS FOUR TIMES WORSE???
