1) LOS ANGELES DRAGNET (7/21/11):

Shocking Unpreparedness by City Attorney's Office - Mismanagement To Blame?

As the City Council considers stripping City Attorney Trutanich of his power to advise the council on civil cases and legislation, evidence is emerging that appears to reveal the true extent of the woefully poor level of service that Trutanich is supplying.

It appears that the wheels have been coming off the Trutanich wagon for some considerable time, and that is likely the reason for the City Council's startling unanimous vote to reduce Trutanich's responsibilities so that he can cope with his current legal obligations.

In a sworn declaration to the Court dated April 21, 2011, Deputy City Attorney Claudia Martin states "I am unable to prepare Respondent's Brief by it's current due date of April 27, 2011."

Martin continues "I have not had enough time to review all pertinent documents related to the appeal and need further time." and "I have not had a chance to review the entire appellate file." Tellingly, Martin states "I have previously been one of (7) attorneys covering West Bureau and now I am the only attorney left to cover multiple divisions. Due to budget cuts, one attorney (myself) remains and so my courtroom obligations have increased."

A case involving gadfly Matt Dowd may have further exposed failings in City Attorney Carmen Trutanich's office. The prosecutor is going after Dowd, according to Zuma Dogg, for "standing in the wrong place."The prosecutor, as noted by the LA Dragnet blog, is claiming that Trutanich's reassigning of attorneys to his pet projects has strained the department and added to workloads necessitating the prosecutor to request more time from the judge to prepare. Deputy City Attorney pleads: lack of time

In one of the most truly bizarre and lethargic filings made by a deputy city attorney in recent years, one Claudia Martin has made a Declaration of a lack of adequate time to prepare a Respondent's Brief.

Ms. Martin says in her Declaration:

I have previously been one of seven (7) attorneys covering West Bureau and now I am the only one covering multiple divisions. Due to budget cuts, only one attorney (myself) remains and so my courtroom obligations have increased.

One attorney wonders if Ms. Martin would have been able to respond had she made as much effort penetrating the details of the instant matter as she did explaining why she had no time to do so.

The Declaration comes concomitant to action taken by City Council to scrutinize City Attorney Carmen Trutanich's management of office. Council wonders why Trutanich's office can't deliver what is routinely delivered in other metropolitan areas throughout the United States. (Original Post)

DEAR READERS OF ZUMA DOGG'S L.A. CITY NEWS/L.A. DAILY BLOG: I've been trying to tell you how bad off Carmen Trutanich has been running his L.A. City Attorney's Office. Amidst historic budget cuts to his department; amongst all his whining how bad his department has been cut; and all that his office has to accomplish -- while HE is out of the office campaigning for District Attorney -- MAYBE YOU SHOULD DROP THE VINDICTIVE BULLSHIT, LIKE GOING AFTER DANGEROUS INCENSE SELLER MATT DOWD, FOR STANDING IN SOME DUMB UN-MARKED SPACE HE WASN'T SUPPOSED TO BE STANDING, ACCORDING TO YOU!

Cause the city attorney had to ask the judge for an extension, using budget cuts and a whole litany of cry-baby, loser excuses. DAMN, YOU DUMB, HOSTILE, VINDICTIVE, COMMUNITY-STABBING, BREAK YOUR SIGNED CAMPAIGN PROMISE, LYING SACK OF CRAP: I SEE WHY CITY COUNCIL AND ZUMA DOGG CAN'T GET YOU TO DO SHIT...YOU'RE TOO BUSY BEING AN ASSHOLE, WASTING PRECIOUS CITY RESOURCES ON DUMB STUFF, LIKE MATT DOWD - INCENSE VENDOR/GUITAR PLAYER, AND YOU HAVE TO ASK THE JUDGE FOR EXTENSIONS: HEY MORON, MAYBE FORGET DOWD, FOR NOW, AND DO SOMETHING SERIOUS, BEFORE PEOPLE START CALLING YOU, "CARMEN THE CLOWN," AND EVERYONE WHO SUPPORTED YOU, TURNS ON YOU FOR BEING A TOTAL HUMILIATION OF A CLOWN-ASS, EMBARRASSMENT.
