VIDEO: Zuma Dogg ROCKS City Council Chambers & DOWD/DOGG Getting Under Council's Skin (Zuma Dogg Public Comments w/Matt Dowd=TOO MUCH FOR L.A. City Council, THESE FBI INVESTIGATED DAYS!!!!)

I know it's been a rough ride for L.A. City Council, the past SIX YEARS of Zuma Dogg & Matt Dowd, at the City Council meetings, but today, it was CLEARLY more than council can take at this point. WE ARE CLEARLY THE WET FISH, FLAPPING AROUND, GETTING UNDER THEIR SKIN, and TODAY, ESPECIALLY on Mitch "Bitch Dicklander" Englander's little nerves, as he huffed and puffed -- was FLATLY shut down by the City Attorney, and then stormed out the door, like a little spoiled brat, which he is. Then Puffy-Pumpkin-Head-Putz-Paul Koretz had to pop up like a pop tart to pop off at the mouth (FOR MORE THAN 50 WORDS, IN VIOLATION OF THE BROWN ACT) to whine like a confused PUSSY about Mr. Dogg. I'll be back on Wednesday to clarify for you, PUFFY-PUMPKIN-HEAD-POP-UP-LIKE-A-POP-TART-PUTZ-PAUL! AND FIX YOUR POTHOLE CORRIDOR, Aka: YOUR ENTIRE DISTRICT! The Mercedes & BMW drivers are getting pissed, Paul! (AND, you are NOW one the examples for the FEDERAL JUDGE in DOWD/DOGG'S FEDERAL LAWSUIT, of which "Code of Conduct" is yet to be ruled.) It's all in the video, along with the grand finale, blaze of glory exit by Mr. Dowd, at the end of this video:



Mr. Dowd debuted, this week in 2006, followed by Mr. Dogg, 1st week of April 2006. Both are now WINNERS vs TRUTANICH & CITY CLOWNCIL in a FEDERAL SUIT...you are STILL violating our speech (MORE examples for the FEDERAL JUDGE)...and DOWD/DOGG will be delivering THIS type of HEAT, ALL THE WAY THROUGH OCTOBER, when the jury decides how much to award DOWD/DOGG, after 6 years of violations. (And we wanted to settle. But Trutanich has outside counsel at $225-$300, per attorney, plus $125/hr for legal secretary. ALL FOR DOWD/DOGG...PLUS CITY ATTORNEY TIME AND MONEY...and we wanted to settle! OH WELL...SEE YOU FROM NOW, THROUGH OCTOBER!) I LOVE IT!!! In a discussion on food trucks, at an L.A. City Council meeting, the City Attorney told council, they were not allow to make any attempts to tilt economic market scales via municipal ordinance. In other words, the city couldn't pass any laws to ban food trucks for the reason that they were hurting the business and economy of "brick and mortar" restaurants.

There are, however, OTHER reasons/laws that can be passed to address issues concerning food trucks, as City of Santa Monica, recently has, last month.

Similarly, there are issues regarding commercial vending that need to be addressed and enforced upon, on the east side of the Venice Beach boardwalk:

But Zuma Dogg believes a Federal Judge will say, "Where is it written in the U.S. Constitution, that it is L.A. City Council's job to try and preserve the economy of one side versus the other? Where is it written that a municipality has authority to pass law, tilting economic scales of the market?"

[To say, "Eleven stores have closed on the boardwalk, this year, because of the people selling handcrafts and handmade jewelery and custom items," is not a legal argument. The entire local, county, state, national and global economy has hit hard times, and many retail stores and businesses have gone out of business.]

Additionally, I do not think a judge will agree that you can ban ANY form of HANDMADE CRAFTS OR JEWELERY, because the stores on the other side are being economically impinged by the constitutionally protected expressions (crafts/art/clothing/jewelery/etc) made and offered by the artists and performers at Venice Beach. And courts have rules Tshirts/sweatshirts/hats ARE PROTECTED forms of expression. They are the medium of expression/canvas/walking flier/walking billboard...AND THE CITY KNOWS THIS! LIKE MUCH OF THIS ORDINANCE: IT BANS ALL, OVER THE POSSIBLE ILLEGAL ACTIVITY OF SOME. [Ex: Ban ALL shirts (Zuma Dogg's handmade, 1st Amendment protected shirt), cause someone else might sell a NIKE shirt. That is the reason Rosendahl's office gave me. ILLEGAL!]

ZUMA DOGG EXPLAINS Why L.A. City Is Arguing a LOSING FEDERAL ARGUMENT, Regarding Banning of HANDMADE JEWELERY, HANDCRAFTS & MORE=ECONOMIC TAMPERING!

[I WONDER IF ROSENDAHL EVEN KNOWS WHAT HE JUST PASSED?: "Handmade jewelery is still allowed, under new Venice boardwalk laws." @BillRosendahl on radio stations. HANDMADE JEWELERY IS BANNED, BILL!]

If ZD sang in front of Staples Center, before all concerts, and ticket sales went down in down economy, could they ban ZD for hurting sales?

Why not? LAMC 42.15 (Venice Beach boardwalk regulation, passed by L.A. Council on 12/13/11, awaiting Villaraigosa's signature) bans constitutionally protected items like crystals, ALL handmade jewelery, certain handcrafts, some kinds of handmade art, a face-painting a kids face with clown makeup; HOW you may produce your own art -- ALL IN THE NAME OF PROTECTING THE ECONOMIC INTERESTS OF THE EAST SIDE/RETAIL STORES ON THE VENICE BEACH BOARDWALK!

It's not like a handmade stuffed teddy bear, Zuma Dogg Tshirt, handmade/one-of-a-kind, unique art of a certain street artist, or A MILLION ZUMA DOGG BOBBLE-HEADS...ALL EXACTLY THE SAME...PRODUCED AT THE WORLD'S LARGEST FACTORY is the reason stores are closing on the east side...and if ZD t-shirts are the reason...THE STORES ON THE EAST SIDE, BETTER INNOVATE AND UPDATE THEIR PRODUCT LINE!!!!

Give Zuma Dogg ONE retail space on the East side...it won't have ONE, "Do You Have Tickets To The Gun Show," or "I Put Ketchup On My Ketchup" Tshirt...OR ONE THING THAT IS OFFERED...ANYWHERE ALONG THE ENTIRE BOARDWALK! Because if I am operating a brick and mortar store, why would I sell things that people outside on a folding table, that can get rained on, offer? (L.A. City should offer, "economic innovation marketing" programs for the people in the east retail stores, to go along with the "homeless outreach programs," you are offering people on the west side. Then maybe we could all get along!)


OK, here's the REAL legal argument:

TRUTANICH/ROSENDAHL'S LOSING ARGUMENT (As In Will Lose IN Court): Zuma Dogg is against commercial vending @VeniceBeach more than probably ANYONE reading this, as one impinged; prevented from space; and attacked by commercial vendors -- and I do believe the version of LAMC 42.15 (Venice Beach boardwalk regulations) addresses some real concerns.

However, it is my belief that this version, as approved by L.A. City Council on December 13, 2011 (12/13/11), is in violation of the U.S. Constitution/Federal Law. (And ZD would let a few little things slide...but this is SEVERELY RESTRICTIVE, AMBIGUOUS, VAGUE AND IRRATIONAL.

And here is what I would like to note, in THIS tweet (in an upcoming series of tweets on legal concerns regarding 42.15):

If there are any public safety issues relating to events that are occurring on the boardwalk as a result of any of this: HAVE LAPD ENFORCE CRIME UNDER MUNICIPAL CODE. There is a already a code for every violation we are complaining about. And and anything SPECIFIC that needs additional municipal code to address, NEEDS TO BE specific and able to pass constitutional muster; not unconstitutional, ambiguous, vague AND irrational (an actual legal term, I just found out, from my attorney!), of which this ordinance is. That will be clearly and easily proven. The city already knows it. But they are just playing the game. Rosendahl is up for re-election. They DO have to do SOMETHING...but they BLEW the REAL chance, over the past year, by over-reaching and going too far...and they figure, Hey, it'll be another year, or so, before we're back in court; and Rosendahl will already be re-elected for his lame duck term. (AND YOU THINK HE'S LAME, NOW! Wait until he's in his final term, awaiting retirement, and becomes even more useless.)

You may not take a souvenir statue of L.A. City Hall or The White House and paint it Red, White and Blue. You can't take a figure of George Washington and paint his face like Gene Simmons of KISS? Because you can't customize something you didn't make from scratch! Can't bedazzle a cigar box! You can offer something you sculpted, but not a carving?

Read Venice Beach Boardwalk law that bans crystals, handcrafts, handmade jewelery, kids' face painting, teddy bears/stuffed animals at large and allows SOME kind of art, but not other kinds...AND, Bill Rosendahl and Carmen Trutanich get to decide.

Zuma Dogg (and his attorney) EXPOSE MORE Problems with Trutanich's 42.15 (L.A. Council Agenda Item: 12/13/11) READ WORLD-CLASS LEGAL ARGUMENT, HERE!

Zuma Dogg Presents MORE HARDCORE Constitutional FLAWS in L.A. City Attorney Carmen Trutanich's Venice Beach Ordinance 42.15.

QUICK SUMMARY: Friday, 12/9/11, Bill "Rosendope" Rosehdahl's Office sent out notice and the agenda item for 42.15, to be in council chambers (for a vote), this Tues, 12/13/11.

THEN, Rosendope's office believes they may have sent out the wrong link (not updated) and on SATURDAY, RE-SEND a NEW LINK to everyone...AGAIN...city does not do business on Saturday, and this is a BROWN ACT ITEM.

The City did not notify Zuma Dogg or his attorney. Zuma Dogg won a lawsuit in Federal Court, last year (still unsettled with L.A. City), and this ordinance affects ZD...and how funny they don't tell me or my attorney.

BUT OTHER PEOPLE DID -- AND ZUMA DOGG GOT EMAILS ABOUT IT ON SATURDAY, WHICH MADE HIM CRANKY. SO I TYPED THIS GENERAL REPLY:

This is all merely my opinion, based on five years of deep, day to day involvement (my entire life) regarding Venice Beach boardwalk Ordinance 42.15 (Venice Beach boardwalk regulations.) 

After a round of local neighborhood council, commission and committee meetings; and after being continued from last month (Nov '11), the item is, once again, in Los Angeles City Council chambers (up for a vote), this Tuesday, December 13, 2011.

As many readers know, my rights were violated on the boardwalk, under previous drafts of this ordinance, and I had to sue in Federal Court to make them stop. (A Federal judge ruled in favor of Zuma Dogg, et al, against the City of L.A. and placed an injunction on the various illegal, 1st Amendment/Constitutional violations, this very country was founded upon. And it WAS the FIRST amendment.)

And ZD was not the only one impinged, harassed and illegally violated. Some people had babies and kids and lost them to foster care, when parents lost their income, when the city prevented them from LEGAL ACTIVITY in the U.S.A.

So as word is hitting the community that the Ordinance is in council chambers and up for a vote, Tuesday; some people are contacting me to make sure I am aware; and some are contacting me to ask me what I think will happen.

Here is an email I sent to one person. It makes a nice "Official Reply From Zuma Dogg Regarding 42.15, Up For An L.A. City Council Vote on Tuesday, 12/13/11."

Dear (Constituent),

In reply to the question in your email:

It was on agenda, last month (Nov) as you may have known. It was continued until Tues 12/13. So that WOULD be the 1st reading. But, ZD hears A LOT from inside sources.

1) Council HATES Bill. He interferes on their things like AEG Stadium deal/etc. They won't mind tripping him up, just to give him a black eye/payback.

2) AND, it's a BIG mess; Arts/Parks/Rec Committee Member & NEW L.A. City Council President, Herb Wesson not happy it's been 5 years, and doesn't want to be back here, next year, on this issue. City Attorney admitted in committee to Herb, "Yes, it's flawed/not perfect, but we have to do something." (Herb don't care that Bill is in a political hurry) AND, the other councilmembers are not going to put themselves at risk, by voting yes, on something they know stinks (flawed/problems/judge won't like seeing them in court, with Zuma Dogg, again.) Council HATES City Attorney Carmen Trutanich, more than Bill. And they know Trutanich BLOWS things, out of vindictiveness...so they ain't gonna do Rosendhal or Trutanbitch any favors/put themselves at risk, JUST CAUSE WEAKEST-CM ROSENDAHL & TRUTANICH WANT WRAP IT UP, THE WAY OBAMA WANTS TO WRAP UP HIS, "JOBS BILL" before X-mas.

3) BIG!: You probably haven't heard (cause it's a secret), the city made a decision and now considers the entire Venice boardwalk a "park," in an attempt to be able to do more regarding homeless removal/enforcement. They have decided they CAN go up and take your stuff if you are not there, store it for 30 days, etc. A LOT OF ISSUES THAT LAPD IS NOT READY FOR, THAT HAVE NOT EVEN BEEN FULLY DISCUSSED (regarding enforcement.)

Someone ZD trusts LAUGHED and said it would be PREPOSTEROUS to pass it on Tues. They don't even consider it an reasonable option.

SO WE'LL SEE HOW SHADY COUNCIL IS. It hasn't been officially continued...and you may think I am biased (hoping the city keeps making FOOLS of themselves, but I WANT the new laws passed already, for my own personal & performing interests as a long time Venice performer and Venice local)...but after attending/watching meetings for five years...EVEN ZUMA DOGG (WHO HAS SEEN IT ALL) WOULD BE SHOCKED IF THEY DID NOT CONTINUE IT.

ESPECIALLY AND MOST based on the last part about considering the boardwalk a park, and all these LAPD issues.

To paraphrase my attorney, "vague, ambiguous, irrational and unconstitutional distinction between 'creating visual art in its entirety' (which is allowed) -- and the 'completion' or 'partial' creation of visual art (which is not allowed). Visual art that is completed or partially created on the Boardwalk deserves as much First Amendment protection as visual art that is created entirely on the Boardwalk.

To put in it ZumaLease: This says you can't "decorate" or "customize" things. For example, you can't take a belt and "bedazzle" (customize) it. PRETTY RESTRICTIVE. And then the ambiguous task of LAPD enforcement/trying to sort it out. "Excuse me...I see you painted that statue of L.A. City Hall red, white and blue, like a flag. Did you MAKE that statue of city hall, yourself, or did you get it somewhere else, and then paint it?" Or, "Good morning. I see you have jewels on that paperweight. Did you MAKE that paperweight? Says, "made in China," on the bottom of the paperweight." This is what "partial creation" means. PRETTY RESTRICTIVE!

Likewise, visual art that is "mass produced" or "produced in limited variation" is not entitled to any less First Amendment protection than visual art that is created entirely on the Boardwalk. [Guess I have to make each Zuma Dogg bobble head or Carmen The Clown doll, by hand. Can't mass produce them -- and can't use other things to make them out of, as the canvas/medium. If I wanted to take a Kojak doll and stick an Afro on it, as a parody, ILLEGAL UNDER TRUTANICH! I HAVE TO MAKE THE KOJAK DOLL, TOO!]

In other words, you have to make EACH AND EVERY ITEM, by hand/can't be mass produced? So if I wanna sell Zuma Dogg "Bobble-heads" (or a "Trutanich The Clown" doll), you have to make each one by hand, and can't have them on cafepress. And,  if I want to hand out, "DO NOT VOTE FOR CARMEN TRUTANICH," posters, I can't have them printed at Kinkos? The paper is just the medium, dude. It's not about the process of getting the ink on the canvas, BULLY!

Furthermore, the term "Handcrafts" is vague, ambiguous, irrational and unconstitutional. Why is the artistic expression involved in "weaving, carving, stitching, sewing and beading" (which is not allowed) entitled to less First Amendment protection than painting, sculpture and other forms of artistic expression (which are allowed), dumb asses? (THINK ABOUT OUT THAT??? "Clay is O.K.! Wood is no good?" INSANITY!!! Reminds me of some overseas country, we fight wars against, over these types of constitution, artistic expression issues. Maybe Trutanich should move to SOME OTHER country.)

Moreover, your latest loser version of 42.15 bans ALL "Handcrafts," yet it only finds that "most" Handcrafts are not allowed, over "nominal utility" issue, that I won't try to explain here. BUT DUMMIES...since the City itself admits that some Handcrafts do not have "nominal utility" (are not in violation), the absolute ban on ALL Handcrafts is vague, ambiguous, irrational and unconstitutional -- and a shady attempt to once again try to bamboozle the legendary icon and his constituents.

PLUS, it bans clothing. Zuma Dogg's Zuma Dogg T-shirts are clothing. TRUTANICH...you and you staff and Norm "Kuku" Kulla and you OUTSIDE COUNSEL...KNOW, the 9th Circuit has said...T-SHIRTS and HATS ARE IN! They are 1st Amendment expressions. A medium like a canvas. MORE BULLY-THREATS by "Thin Skinned" Carmen Trutanich [Is He REALLY Suing Over Someone Using A Picture Of Him! EGO CHECK, TRUTANICH!]

WHEN does L.A. City Attorney Carmen "Nuch" Trutanich ever do any work for the PEOPLE of L.A. It appears all he does is run around the city, threatening people and suing them, over HIS EGO ISSUES!

At this point, it really doesn't matter HOW "brilliant of a world-class legal mind" he has (according to him), IT'S BEING BURRIED IN HOSTILE, VINDICTIVE, PETTY, EGO-DRIVEN, BULLSHIT!!!  ‘Thin skinned’ Carmen Trutanich threatens to sue opponent over campaign photo

The Los Angeles Daily News broke the story that Los Angeles City Attorney Carmen Trutanich has made another empty threat. No, it’s not political protesters, AEG, Councilmember Jan Perry, or even the Occupy LA activists. This time Trutanich has threatened a copyright infringement lawsuit against his chief political rival, District Attorney candidate Alan Jackson.
This from the Los Angeles Dragnet:
Los Angeles City Attorney Carmen Trutanich is believed to be behind an October 14, 2011 threat to sue District Attorney candidate Alan Jackson, the Los Angeles Daily News reported.
The threat, contained in a letter delivered to Jackson at the Los Angeles District Attorney’s Office in downtown Los Angeles, complains of the “unauthorized use of various copyrighted photographs that appear on the website identified as: www.electionhangover2.com.”
The website displays a video attacking Trutanich for reneging on his promise to voters that, if elected, he would not seek higher office. Trutanich’s so-called ‘Pledge to Serve’ is righteously hammered in ’Election Hangover Part II,’ a political parody suggesting voters might wake up to the awful reality of what they did in a moment of foolishness – voting for Trutanich.
Although the October 14, 2011 threat letter does not identify Carmen Trutanich as a client of the law firm, Alan Jackson’s campaign manager, John Thomas, told the Daily News that he believed Trutanich was behind the threat. “There’s only one person in the world that would have a vested interest in having us tear down that video, and that is our opponent, and he is a very thin-skinned individual,” Thomas said.
[ZD NOTE: OMG! I didn't know JOHN THOMAS (former Trutanich campaign manager on his winning L.A. City Attorney campaign, HAS JOINED all the OTHER former Trutanich supporters, who got BURNT by Trutanich, are EMBARRASSED by his behavior as an elected official, and are forced to apologize to people for supporting him, in the first place. HUGE TO ZD! SEEMS LIKE CARMEN DICKTANICH PISSED OFF EVERY SINGLE SUPPORTER WHOSE SHOULDERS HE RODE INTO OFFICE...except for Lee Baca. (Who has FBI problems with HIS department, and is a shady as hell, loser.)
Trutanich certainly seemed to know enough about the threat letter to make it implausible that he was not the instigator of this threat. Trutanich’s response to questions about the threat letter was that it “was sent on behalf of a photographer who worked for the 2009 city attorney bid,” Trutanich told the Daily News, also claiming that he did not authorize the sending of the letter himself.
Curiously, the photographer is also not named in the threat letter. The Daily News, however, contacted the law firm who sent Trutanich’s threat letter and they claimed to be “representing Redinger.” This is believed to be Scott Libolt, a photographer at Miami based Redinger-Libolt Photo. The Daily News was able to contact someone who apparently identified themselves as Scott Redinger who said he “was the definitely the photographer,” but he said he couldn’t comment any further, “I was told not to talk to reporters,” he said.
The photograph apparently complained of by Trutanich appears for only a fraction of a second in the Election Hangover Part II video, at about 1 minute 29 seconds into the video, and appears to be either the same or similar to a photograph that appears on Libolt’s portraits portfolio.

The threat letter warns Jackson of potential damages of up to $150,000 for willful copyright infringements, however, legal experts contacted by the Daily News doubted that an actual copyright action would succeed given the “fair use” doctrine of the Copyright Act.
Furthermore, this photograph of Trutanich has been widely used by the LA Weekly, most recently to report on Trutanich chickening out of the District Attorney candidates’ forum. On no occasion has the photo been used with either Trutanich or Libolt’s express permission and certainly it appears without any accreditation, making it highly likely that the use of the photo by Trutanich in his campaign rendered the photo ‘public domain’ and thus the success of any copyright action is even less likely.
Trutanich, of course, has quite a reputation for making threats as well as hiding behind others to deliver his threats. In 2009, when questions arose about Trutanich’s sudden hospitalization, respected author and sometime blogger John Mailander aka ‘Mulholland Terrace’ was threatened with a slander action for publishing a comment appearing on the LA Times website. The comment suggested heavy alcohol use may be involved in the hospitalization. Mailander was immediately threatened with a slander lawsuit by Trutanich via his Special Assistant Jane Usher.
Trutanich’s apparent willingness to use threats and wildly inaccurate accusations while hiding behind the skirts of others to launch attacks against people who don’t agree with him should give voters sufficient reason to question his suitability for any elected office, let alone that of the District Attorney’s Office.

The city attorney’s office recommended Friday that 46 people charged with crimes related to the LAPD raid on the Occupy L.A. encampment not be allowed back to City Hall to continue protesting.

“We believe it is appropriate since they were arrested for violating the law in that area that they be ordered by the court not to go back to that area,” said Criminal Division Chief Earl Thomas, of L.A. City Attorney's Office.

He likened it to a husband accused of beating his wife, saying it would be reasonable to request the husband not be allowed to be near his wife.

UPDATE: Regarding The City Attorney’s Office request on Thursday to include a condition within the release that would prevent people from returning to the City Hall lawn: OBVIOUSLY, the court denied that request. (TRUTANICH IS NUTZ AND OFF THE RAILS OF OZZY'S "CRAZY TRAIN!")

Additionally, L.A. City Attorney Carmen Trutanich (Dan Raskov's boss and perhaps, occasional D.A. campaign political operative) has failed to lift a "word-class, legal strategy mind" finger to restore public access and safety for all.

And as for LAPD, of COURSE they want this to drag out LONGER than the Occupiers, themselves, so they can stand around and rack up the overtime and bolster the pensions.

It all adds up to things like L.A.'s most beloved political folk hero being physically attacked by the cult OccupyLA mob, including a guy with a Survivor flute, and a bunch of people with yoga mats.

Additionally, by allowing this illegal gathering to grow and fester; and by PRE-ANNOUNCING the eviction, in itself, it allowed a BIGGER crowd to grow, as others from other areas, showed up. The crowd OCCUPIED the city streets and forced road closures. (What if you had to drive your dog to the vet and couldn't get through and your dog died?)

Now, 24 hours after the eviction time, Villaraigosa is still making excuses, the City Attorney, Carmen Trutanich has been as silent as Helen Keller; and LAPD stands around waiting for an Occupier to ask them to dance.

Baca protests FBI sting operation

FBI agents probing misconduct allegations in the L.A. County Jail orchestrated an undercover sting in which they paid about $1,500 to a sheriff's deputy to smuggle a cellphone to an inmate, sources said.

The revelation is the first public indication that the FBI's investigations into allegations of inmate beatings and other deputy misconduct in the jails have uncovered possible criminal wrongdoing.

The FBI conducted the cellphone sting without notifying top Sheriff's Department brass, enraging Sheriff Lee Baca and causing a rift between the two law enforcement agencies.

Baca, who is scheduled to meet Tuesday with U.S. Atty. Andre Birotte Jr. to discuss the escalating tensions, went on television Monday to slam the FBI, saying smuggling a cellphone inside a secured lockup created a serious safety breach. Baca suggested that the FBI committed a crime by doing so.

"It's illegal," he said. "It's a misdemeanor and then there's a conspiracy law that goes along with it."

Baca has not responded to repeated interview requests from The Times to discuss the federal inquiries into his jails, the nation's largest. When asked about the deputy accused of smuggling the cellphone into the jail, Baca's spokesman Steve Whitmore would only say: "We're going to go wherever this investigation takes us."

The Times reported Sunday that federal authorities are investigating inmate beatings and other misconduct by deputies in the jails. The allegations include deputies breaking one inmate's jaw and beating another inmate for two minutes while he was unconscious.

In addition to the investigations surrounding the jails, federal authorities have two other inquiries involving the Sheriff's Department. Last month, the U.S. Department of Justice's civil rights division announced a broad "pattern and practice" investigation into allegations that deputies in the Antelope Valley discriminated against minority residents who receive government housing assistance. Also last month, The Times reported that a Sheriff's Department captain had been put on leave after federal agents suspected hearing her voice on a wiretap of a suspected Compton drug ring.

Sources said Monday that the deputy allegedly caught in the sting accepted the money to smuggle the cellphone to the inmate, who was locked up at the Men's Central Jail. Unbeknownst to the deputy, the inmate was working as an informant for the FBI, sources said.

The deputy, Gilbert Michel, 38, resigned shortly after sheriff's officials put him on leave, , sources said. A source said the deputy, who has not been charged with a crime, is now the subject of a Sheriff's Department criminal investigation. Michel could not be reached for comment.

Federal officials have declined to comment on their investigations and the Sheriff Department's criticisms of their undercover operation.

Baca, however, spoke out Monday on KTTV-TV Channel 11's "Good Day L.A.", defending his department's record in the jails and blasting the FBI. He suggested that the federal inquiry was unnecessary because all allegations of abuse within the jails are thoroughly investigated internally, and vetted by the department's watchdog. The sheriff also questioned whether the FBI had the know-how to investigate his jails. "What kind of experience do you have in dealing with all this? And to what extent do you know the policies, the procedures and even the law?" Baca asked of the FBI. [The experience is, bribe you boy and it gets the job done. He also criticized the FBI's use of an inmate informant, identifying him as a man facing 400 years in prison for armed robbery. "Jailhouse informants quite frankly are problematic," the sheriff said. It's unclear how Baca's public critique of the FBI will affect the relationship between the two agencies, and more important, the many task forces, including one focusing on terrorism, in which the agencies serve together. [I think the relationship will be affected by a new Sheriff election, before agents fly back to D.C., from their trip to L.A. for Bell.]

After his criticism of the FBI investigation, Baca went on to promote an upcoming charity run, mentioning that the Sheriff's Department and the FBI would be in attendance.

"Will they be running from you or with you?" asked one reporter.

"Probably do a little of both," Baca responded.
