NOTICE OF PUBLIC MEETING

The City of Los Angeles will prepare an Environmental Impact Report (EIR) for the proposed Boyle Heights Community Plan project.

Project Location: The Boyle Heights Community Plan Area is generally bounded by the Los Angeles River to the west, Marengo Street and the 10 Interstate Freeway to the north, unincorporated East Los Angeles (Los Angeles County) to the east, and the City of Vernon to the south.

Project Characteristics: The Boyle Heights Community Plan is one of 35 Community Plans which comprise the Land Use Element of the General Plan. The plan is intended to promote an arrangement of land uses, streets, and services that encourages the economic vitality; social and physical well-being; and general health, safety, welfare and convenience of the people who live and work in the community.

The Boyle Heights Community Plan is intended to:
a) Guide development through 2030 and to replace the existing 1998 Boyle Heights
Community Plan;
b) Refine and amend the existing 1996 General Plan Framework Element;
c) Amend the Transportation Element (Currently being updated and will be renamed the
Mobility Element) of the General Plan;
d) Initiate Plan Amendments and Zone Changes necessary to implement the General Plan
and accomplish the policy objectives of the Community Plan program;
e) Establish Overlay Districts or Zones over portions of the Boyle Heights Community Plan, as necessary to implement the General Plan Framework Element and community plan
policies; and
f) Refine and amend other Citywide Elements of the General Plan as necessary.

The NOP review period ends on Wednesday, March 5th, 2008 and staff will accept comments through Friday, March 14th, 2008.
