TRUTANICH: SHADIEST AGENDA ITEM IN RECENT HISTORY: Richard Alarcon Draining Lopez Canyon TRUST Fund to hand over to non-profits (NO ACCOUNTABILITY!)

I'm speechless...

ON FRIDAY'S AGENDA:

FOR PLACEMENT ON NEXT REGULAR COUNCIL AGENDA TO BE POSTED (BETTER HURRY UP AND PULL THE CAPER BEFORE THE D.A. PULLS YOU!)

UTILIZE LOPEZ CANYON COMMUNITY AMENITIES TRUST FUND FOR THE STATED PURPOSES: (Remember, he already used some of this money for next year's 4th of July firework's display...but that was chump-change compared to this TRUST FUND drain-out):

The continuing impact of the recession has created a severe impact on non-profit agencies and their programs and services for the residents of Lake View Terrace and Pacoima. The proposed cutbacks in federal anti-poverty programs such as the proposed fifty percent cut to the federal Community Services Block Grants will further impact on the needed services for the residents who reside in one of the lowest income areas in the City. The economic impact on the City's Budget has resulted in fewer City services in such areas as emergency housing, food, health, parks, recreation, aging, and other vital services for the residents of Lake View Terrace and Pacoima.

The non-profit agencies supplement and in many instances provide basic services to the residents of Lake View Terrace and Pacoima. In the current economic climate, it is therefore necessary to financially support the non-profit agencies so that they can continue to serve the residents.

I THEREFORE MOVE that the City Council hereby RESOLVE that the Lopez Canyon Landfill Community Amenities Trust Fund No. 531 ·14, Account No. L32, be utilized to fund the following agencies to serve Lake View Terrace and Pacoima residents for the stated purposes:

1. MEND, $100,000 for program support.

2. Pacoima Senior Center (Valley Interfaith Council), $100,000 for facility improvements, and program support.

3. Boys and Girls Club, Pacoima: $100,000, for facility improvements and program support.

4. Communities in Schools, Panorama City, $100,000, for program support.

5. Richie Pediatric Trauma Center, Northridge Hospital, Northridge, $50,000, for program support.

6. Black Infant Health Program, Mission HiI1s, $45,000, for program in cooperation with Community Baptist Church's DWP grant-funded outreach to promote energy efficiency in the community.

7. Youth Speak Collective, Pacoima, $25,000, for program support.

[THAT IS A LOT OF SUPPORT FROM A TRUST FUND, WHEN THERE IS NO OVERSIGHT OR ACCOUNTABILITY FOR THE MONEY ONCE IT IS HANDED OVER TO THESE NON-PROFITS, AND ALARCON IS SHADY AS FUCK!]

I FURTHER MOVE that the City Clerk be directed to prepare the necessary document(s) and/or agreement(s) with any agency or organization, as appropriate, in order to implement the above listed allocations, for the above purpose, subject, if needed, to the approval of the City Attorney as to form and legality and that the Councilmember of the District be authorized to execute any documents on behalf of the City. [UM, CITY ATTORNEY...YES, you SHOULD review this for approval since Councilman is under 32 indictments; and this is the shadiest fucking thing I have seen in five years as a gadfly. (YEAH, LET'S FUNNEL THE TRUST FUND MONEY INTO THESE NON-PROFITS ALL AT ONCE! How's the accountability on the TRUST FUND money, once it's handed over to Alarcon's preferred non-profits?]

This seems like the move of someone who knows they are about to be yanked out of their position and are triggering the floodgates to release the money to all of these "non-profits." (Most of you know where I am heading with this. POINT IS...pretty flagrant thing to be doing. Zuma Dogg calls it a "Blaze of Glory" move. (As in, "may as well go out in one.")

BUT WAIT, THERE'S MORE!

I FURTHER MOVE that the Council RESOLVE that $50,000 be transferred from the Lopez Canyon Landfill Community Amenities Trust Fund No. 531-14, Account No. L32 to the Council District 7 portion of the Council Fund 100-28, Account No. 3040 (Contractual Services) for cultural activities at Hansen Dam (money funneling instrument) and at the new Pacoima Civic Center. (Likewise, I'm sure.)

FURTHER MOVE (is there any money left?) that the Council RESOLVE that $50,000 be transferred from the Lopez Canyon Landfill Community Amenities Trust Fund No. 531-14, Account No. L32 to the Board of Public Works Fund No I00-74, Account No. 3040 (Contractual Services) to continue Community Beautification grants in Lake View Terrace and Pacoima area. (Wait, I thought it was for emergency stuff in this economic crisis. Seems shady...but he seems to have all the account numbers in order...must be legally compliant!)

1 FURTHER MOVE that the City Clerk, with the assistance of the CLA, be authorized to make any technical corrections or clarification as necessary to the above instructions in order to effectuate the intent of this. [Why not just save time and paperwork and change motion to read:

"Take Trust Fund Money and hand it out to all my connected cronies and relatives so they can hand some of it back to me, since I won't be around much longer to pilfer anymore, and legal fees are a bitch!]
