Councilman Bernard Parks really does a great job at explaining it in the first few minutes of this video. CLEARLY, the "A" student, explaining it to everyone, so the class can carry on. Explains it to/for all of us, too. Followed by the excellent L.A. City Chief Legislative Analyst Gerry Miller. (Always worth listening to him, too.)
