With Los Angeles Mayor Antonio Villaraigosa announcing that the City's budget proposal is founded on union workers, citywide, to vote "YES" for their own pay cuts and other "sacrifice" givebacks (including police and fire) or else THERE WILL BE CITYWIDE FIRINGS which will mean loss of services (having to do more with less) it is finally time for Zuma Dogg's final prediction to play out:
The City of Los Angeles WILL be FORCED to embrace and implement Dr. W. Edward Deming's 14 Point plan (methods for management of quality and productivity.)
Now, due to the fact that Zuma Dogg is the one who has been calling for Mayor Antonio Villaraigosa and City Council to get the party started (implement the 14 Points), they will not be able to actually come out and make an announcement that they decided to something other than "discuss" belt tightening measures (with no method to achieve the goal) -- or fire a bunch of workers, then simply expect and demand the remaining workers to "pick up the slack" you won't hear the mayor or his spokesloser coming out and holding up the 14 Points and mention Deming."
But you will start to hear things like, "We are implementing a new and innovative management philosophy at City Hall that will reduce waste, improve efficiency and empower city workers to be able to do more with less as they will be required to do."
AT THIS POINT, IT REALLY DOESN'T MATTER WHETHER YOU LIKE ME, OR NOT, OR WHAT YOU THINK ABOUT DEMING'S 14 POINTS, OR THE FACT THAT I AM CALLING EVEN FURTHER PUBLIC ATTENTION TO THE ISSUE:
I have the historical perspective of the international impact of these management principals -- and you WILL be forced to embrace them.
Maybe the city isn't at the "pain point" yet, but ZD has been ahead of the curve this entire time, I can be confident (cocky) and in your face with it.
Now here is ZD's concern: You will be hearing a lot of the great stuff being said relating to Deming's 14 points, because that is easy to do. Just like it is easy to say, "RAISES AND INCREASED BENEFITS FOR EVERYONE" when you are RUNNING for re-election. But as you can see, without anything behind it, it's meaningless and does more harm than good.
It's easy to say, "Do a better job people! Work a little harder." But if you are not doing anything to help workers do a better job it isn't going to work.
Of course it is frustrating to me, because I would love to consult with the mayor and his people on what the hell I actually mean, specifically applied to the real world at City Hall.
And maybe I'll be able to help them in some way in a one on one setting. BUT NO ONE ELSE THAN THE MAYOR, C.O.S. and IMMEDIATE STAFF.
Because the only flaw with Deming's approach is that it all has to start at the top! It's not something the mayor can pass off to his "Quality and Productivity" sham of a department.
And it IS a sham and NOTHING to do with actual quality and productivity. The current department actually does more harm than good, with added bureaucracy and adding to inefficiency.
I will at least try to blog some specifics and pull some quotes out from my original Deming 4 day seminar notes that went into the internationally praised, "Interpreting Deming's 14 Points" as published in Quality Digest.
