Los Angeles Mayoral Candidate (in the March 07, 2017 election), David Saltsburg (also known as, "Zuma Dogg), is the only candidate with a 14 Point plan, to fix the broken system, that IS L.A. City Hall. It's actually Dr. W.E. Deming's 14 point plan; that Mr. Dogg will being to implement, on his first day, as mayor; by having all department heads and city workers read this summary of Deming's 14 points; by Zuma Dogg, that Deming said is, "well done," and was published by Quality Digest. Why does this topic matter, when it's not about developer money or corruption? No matter what you, as the reader would like to see L.A. I enjoyed attending the #DWP/#LANCC meeting, Saturday; seeing many fellow activists/Neighborhood Council members, I haven't seen in many years; and meeting many folks, for the first time. (I'm like a classic rock legend, of politics, now; and even get the pleasure of smiles and good spirit from my competitors. So, I'm rolling with it. Look how I even paid for a shave and haircut. 12.30.16: CD 5 Councilman Paul Koretz is SUDDENLY against Caruso's 20-story skyscraper, in heart of Beverly Center/La Cienega traffic jam central, after #LATimes story exposed project & campaign contributions. GINGRICH TWEETS DOGG! Next "KINGPIN!" Storylines (Casa101, et al) and MORE ZUMA DOGG HARDBALLS (Through City Hall Windows) SORRY!

Today, not only did a U.S. Presidential candidate tweet @ZumaDogg with a message, on my Dr. W. Edwards Deming, world-famous, internationally pushished, highly acclaimed review of Deming's 14 Points (Methods for Management of Quality & Productivity), but it happened to have been, NOT from Michelle Crockman...but NEWT GINGRICH! AND I THINK HE IS SMARTER THAN THE MORONS WHO MOCK ME FOR HAPPENING TO HAVE DEDICATED MYSELF TO HIGHEST INTERNATIONAL LEVELS OF WORLD CLASS EXCELLENCE...and you can't comprehend it. And when I got an @ZumaDogg tweet from @NewtGingrich, it didn't surprise me, though I am STOKED and THRILLED. Because you don't get to NEWT'S LEVEL, WITH THAT MANY YEARS OF EXPERIENCE AT HIS LEVEL..WITHOUT KNOWING WHO DEMING IS, AND APPRECIATING AND RESPECTING DEMING'S BLUEPRINT FOR "BRINGING BACK MANUFACTURING/CREATING JOBS"...and "DOING MORE WITH THE LESS YOU HAVE TO WORK WITH, THESE DAYS (RE-ENGINEERING)."

I haven't yet, and am about to, but I'm sure if you Google search, "Deming-Gingrich" a few things will pop up.

LOOKS TO ZD LIKE NEWT WAS AT LEAST TELLING WHAT SOMEONE ELSE TO TWEET! SO HOW FUNNY, IF ZD GOT NEWT TO TWEET THE WORDS, ZUMA "DOGG!" (Almost as good as the first time Garcetti called me, "Mr." Dogg. (I IMMEDIATELY LOST STREET CRED!)

And, now, I got a guy who looks like THIS tweeting me on stuff. ZD=LOADS OF LIGHTHEARTED FUN!

"Re-Engineering" Coming To L.A. City Hall, as they are forced to do MUCH more with MUCH less: DEMING'S 14 POINTS, NOW EMBRACED at L.A. City Hall!!!

Took a trip Downtown, today, to attend the LAPD Police Commission meeting (see video on the blog post below from 6/14/11. So afterwards, Matt Dowd and I walked across the street to City Hall for the L.A. City Council meeting.

I have certain people I go to (people I feel are the "real deal"/know what is up) at City Hall. So first thing I did was go up to my, "Budget Master" (someone who has been right on the money, every step of the way, over the five years I have been attending the meetings/paying attention. And I asked, "So is the city gonna go bankrupt." And this person seems to think the city WILL ACTUALLY pull through, over the course of the next two years, although they will be a very rough two years, admittedly. (Now, I know you're saying the guy works at City Hall and isn't going to say, "Yeah, ZD...the city's going bankrupt, for sure." BUT...again, I know who has credibility with ZD, and so let's just say this person actually DOES believe a miracle will happen. (Cause "miracle" is part of the equation toward the city's upward recovery.)

So I asked, "O.K. So how's the city gonna save it?"

CITY STAFFER REPLY TO ZD: "RE-ENGINEERING."

RE-ENGINEERING!!! THAT IS A DR. W. EDWARDS DEMING "BUZZWORD!" So I say, "You mean 14 Points?" The reply was, "Yeah." I was STUNNED and SHOCKED. I said, "You've heard of the 14 Points?" Replied, "I've read them, yeah." OH MY GOODNESS...he's READ THEM, EVEN!!!

Still stunned, I ask, "WHY!?!?" (I know why. But didn't think the city did.)

He said, "We have to do more with less."

THAT'S RIGHT!!! THAT IS WHY YOU EMBRACE THE 14 POINTS. TO DO MORE WITH LESS! (Like I said, I LOVE THIS GUY!)

So he agreed to read my world-renowned interpretation of Deming's 14 Points, called, "Interpreting Deming's 14 Points," and I emailed it to him. He already sent a reply back, with a follow up comment, noting something out of the article, which proved he read it and pulled out the first thing you need to realize and recognized when reading the 14 points (and it one of the 14 points)...PEOPLE are your #1 asset. (Not equipment or machines or office furniture.)

Here's a little dialogue I had on this topic with Mayor Sam (@mayorsam) blog founder, Michael Higby (http://www.facebook.com/MichaelHigby). He's been following City Hall and the steady decline, this entire time. And he knows I've been posting about "re-engineering" (14 Points) for MY entire City Hall tenure (five years), followed by the article, "Interpreting Deming's 14 Points," FOR ALL CITY STAFF, DEPARTMENT HEADS, GENERAL MANAGERS, CITY COUNCILMEMBERS and everyone else who has to do, "more with less," on the job at L.A. City Hall. This little passage will explain:

    • Was @cityhall today. Was told they will "re-engineering" all processes. I said, "You mean 14 Points?" They said...YES! (You KNOW I've been saying it was going to come down to 14 Points.) They'll pick and choose one or two things...

    • That's what I was wondering - if they will turn it into 8 points or 42?

    • I can tell, they'll pick and choose and are going to try to use it to defend NO FIRING OF PEOPLE. (Cause people are the #1 asset.) But it doesn't mean don't fire anyone and do nothing else. Then they'll start with improving the collection process. (It's a holistic thing. Not just, "improve quality, by improving the city's collection process." I think the city being able to operate under these E-RIP circumstances is UN-SAVEABLE! I told the person, FIRST thing the city should do is make a flow chart of the processes. For example, if you want permits for a coffee shop. And then when you see a tangled web, you'll see the problem. They won't do that.

    • I don't think they know how to do that.
  • Zuma Dogg
    • They might have to have an auditing company do it...hire outside consultant. I know everyone will say, "HIRE A CONSULTANT...NO WAY!!!" But it's the CURE for the city!!! Plus, they have smart experts working at city who can do it. The way to get this rolling, is quality people in these departments will just start to embrace it and implement it in their departments. And makes suggestions on how to improve things based on it. So it could help. Cause these top people in the departments are GREAT, TALENTED PEOPLE...they know what's up...they could do it right...it's the upper management=villar/council that prevents good work and common sense. (Everyone knows how they have to "fudge" to get things done. This is how you turn the "fudge factor" into "improving the system," by listening to the feedback of the people who are forced to bend things to get the job done. )

    • Dude...I ALWAYS knew it was going to come down to Deming's 14, even if they do it wrong. Cause when you get desperate and have to do more with less, under these types of circumstances..any top expert they go to, will be jammin' it down their throat. It's not unproved methods. So I just jumped in front of a bandwagon I KNEW would be coming... It starts with the philosophy. Villar will never want to embrace it. You can't be a screaming, hostile, vindictive maniac.

    • But anyway....it's too late, anyway...this thing is "Thelma & Louise" and we're getting close to closing credits. 2 yrs. All efforts for improvement at this point are for, "The Aftermath Years." But yeah..of COURSE you start, NOW!

It is the blue-print, foundation. A generic interpretation, not applied specifically to city hall. You will think of your own applications. I will apply it to city hall, too. But first you have to read this, so you understand the philosophy.

Dear Person Whose Job It Is As An Elected Official To Take On The Role Of Leadership In This Critical Juncture In L.A. City History (and you KNOW that it is),

Here's something very un-nutty. Before political activist "Zuma Dogg," and before "Singing/Dancing/Improv Cable Access Superstar Zuma Dogg...I worked over a decade in the radio and record industry. Started in Columbus, Ohio -- and leap-frogged the world's most competitive/cut-throat industry in the world. (WORSE THAN POLITICS, CAUSE IT'S PEOPLE'S REAL MONEY!)

While in the industry, no matter what station I worked at from Columbus, Kansas City, Houston, D.C., NYC, L.A., I noticed the same problems were causing the same dysfunction, no matter where I worked. It was such an abusive and dysfunctional environment, I moved from Times Square/NYC to Malibu/Venutra County line -- and morphed into "Zuma Dogg' like Jack Nicholson morphed into "Joker" based on the traumatic events he went through.

DURING THIS TIME, I took it upon myself to study, "Methods for Management of Quality and Productivity" (Innovation/Efficiency/Waste Reduction/Re-Engineering The System). And when I say, "study," I mean, I read an article in the "LA Weekly" of Houston (where I was working, miserably, at the time) about a seminar coming to town by Dr. W. Edwards Deming. I attended the four-day, intensive seminar, where his top consultants were on hand to mentor/tutor attendees. And as I did at city hall as an activist, I was hitting up all the top experts with all kinds of questions. And I took follow up classes, offered by Deming's TOP consultant, Kowsaku Yoshida.)

Deming is the American the U.S. (McArthur) sent to Japan after the war, to help them rebuild the infrastructure and economy. (Cause McArthur couldn't even get a call placed over to his own troops.)

The rest is history, as Japan took Deming's 14 points and applied them to every aspect of industry. The result: The quality products they created and produced, KNOW for their quality, and stole the manufacturing for the U.S. (It worked TOO good, cause Japan listened when the U.S. wouldn't, cause thing were going well, on auto-pilot, in the U.S.)

So, like everything else, I took a world-class knack for this top level, international management principals: I typed up my interpretation of his 14 point plan and sent it to Deming saying, "I don't want to mis-represent any of your points. If there's anything that needs correction, please let me know."

Deming sent me a fax saying, "I agree with your point (blah, blah, blah)...VERY WELL DONE!" So I start saying, "Yeah, Deming sent me a fax saying, "Very well done." And the reaction from top expert consultants in the U.S. was, "BULLSH*T! He doesn't DO that....nothing but red in on his replies." So some folks asked me to fax the letter to them for verification. SO THEN, I knew what a big deal it was, and how I must, "get it." (Cause you truly DO need "disciples" to interpret his words. COMPLEX & COMPLICATED...needs interpretation.)

So I sent it to "Quality Digest," and they fell-over and published it. And Tony Robbins sent me a letter, in the mail, saying, "I too am a Deming fan. I think your synthesis is fabulous. Let's meet sometime soon." (We DID, where Tony bowed down to me, LIVE on stage, during a satellite broadcast across U.S. AWE SHUCKS!)

I mention all of this to you, to give you and anyone you show the following article to, confidence in what you are about to read. (Even though Zuma Dogg wrote it, it's widely regarded by industry experts as TOP NOTCH INTERPRETATION, Y'ALL.

It is very broad, and requires specific application to L.A. City Hall. But you gotta read this first, before you can do that.

HERE'S AN EXAMPLE OF HOW YOU CAN SPEAK "DEMING TALK" WITHOUT SAYING, "DEMING SAYS...." (It's just common sense talk...but you gotta know the music scales before you can start playing the sheet music. Here's a possible example:

COUNCILMEMBER DURING TELEVISED COUNCIL MEETING: "I was trying to find out the process someone has to go through to get a permit, and found out it's a tangled, never-ending process that takes six months to two years. Recently, Lt. Gov Gavin Newsom took a trip to Texas to find out why so many California businesses were leaving L.A. and the rest of California and setting up in Texas, when give an even playing field, these people would like to BE in L.A. and California. He was told, it takes six months to a year to get your permits in L.A., but in Texas it's six weeks. And the FIRST THING we need to do, at City Hall, is have a flow chart made for the most important processes, to provide the starting point and foundation to eliminate the outdated processes left over from the 1950's paper era. We need to identify, through a flow chart, the beauracratic, inefficiencies that are dragging us down, and bringing the city to an economic grinding halt. Because that's just what happened. So Mr./Ms. (City Manager) can you please put together a flow chart of the process a business would have to go through if they wanted to open up a local coffee shop in one of these "for lease" vacant business fronts? Thank You."

FOLLOW-UP: Applying Quality Management Methods To DWP/City Workforce After Reports of Drinking and Picnicing on the job.

NOTE: First stream of consciousness draft. A few typos to correct later, but you'll get it.

DEMING 14 POINT PHILOSOPHY FOR DWP & L.A. CITY WORKFORCE:

Japan used to be known for "bad" quality. THEN, they became known to produce the best quality products in the world.

What changed? Same machines, equipment and factory space as the rest of the world. They didn't have a patent on any exclusive technology. AND, most notably, the transformation even had to occur USING THE SAME WORKERS! (Think about it. Japan couldn't fire everyone in Japan. They had to make the transformation with current workforce.)

And from my own personal experience in the radio industry: What makes ONE radio station rank #1 with a 12 share of the market, while the station down the street with the same signal, same mics, same everything is #20 with a 2 share? THE PEOPLE INSIDE THE BUILDING AND THE STRATEGIES AND PHILOSOPHIES THE MANAGEMENT OPERATES WITH AT ALL TIMES FROM TOP OF THE BOARDROOM TO THE JANITOR.

OR EVEN, when a station is in 10th place and a consultant is hire from the outside - or a new program director takes over and the station moves up to #1 in the market. IN THAT SITUATION...it's even the same staff. Only difference is ONE PERSON who is able to come in with a vision and get others to see it and then you back it up by starting with yourself.

NOW LET'S GET INTO SOME OF THE SPECIFICS OF THE DWP DRINKING ON THE JOB AND GENERALLY NOT WORKING (and it's not only a DWP issue, but issue with the entire citywide workforce):

ZERO TOLERANCE?: Obviously, NOT! Look how widespread it appears to be. Only zero tolerance if caught on undercover news report. Repeating that you have a "zero tolerance" policy, with no front-end system (like training and counseling) to prevent a problem in the first place and no real system to address it after-the-fact (how to prevent it from happening, AGAIN) is an "empty exhortation," and the more you learn about REAL quality management and waste reduction, the more you will notice that is ALL you EVER hear out of anyone. (EMPTY EXHORTATIONS.)

WHAT WOULD UNCLE ZUMA DOGG DO IF HE WERE THIS WEEK'S INTERIM DWP GM OR MAYOR OF LOS ANGELES (and you HAD your chance - LOL!)

FIRST, you have a "Methods for Management of Quality & Productivity - 14 Point" training seminar for all DWP managers. (And many of these consultants will be in Downtown Los Angeles for the Deming Institute "Out of the Crisis" Seminar this June 7-9, again...IN DOWNTOWN LOS ANGELES.

THEN, you present a similar seminar for ENTIRE DWP WORKFORCE. Might want to have it at Staples Center or Convention Center or in Vegas! (Just kidding about the Vegas part.)

DWP Management and the mayor let workers know their new commitment to workers and how things will be from now on, and they are going to like them (that I will describe in a minute).

And by holding an event like this where you treat the entire work force like managers by giving them their OWN seminar, where you are TREATING them like managers, they will appreciate that, as a starting point.

Deming says, "THERE IS NOTHING WORSE THAN BAD COMPETITION." And I think you could consider a bad worker (one who isn't trained and fully-functional), bad competition.

Now to REALLY piss you off and make you think:

ZUMA DOGG SAYS YOU DO NOT FIRE WORKERS IF THEY ARE CAUGHT DRINKING. (You provide counseling and treatment.)

FIRST of all: Do you KNOW how expensive it is to recruit, hire, then train a new DWP worker. All the paperwork! AND, when you FIRE an employee, you lose the experience and have to start all over with a new worker.

Councilmembers are always saying, "We are a family." Well if your family member had a drinking problem, do you kick the out of the family and change the locks on the doors? (MAYBE eventually. But not under a "Zero Tolerance" policy.)

Imagine if you said to workers, "You are the most valuable asset we have at DWP. You're even better than a machine! We need you here. We're not giving up on you. You're NOT fired. And make sure you are at the morning training class, tomorrow morning."

When people know that, they will feel better about the workplace, and you judge quality of product by the quality (happiness) of your workers. (Can a bad server at a restaurant ruin it for the owners/managers when the customer spreads bad word of mouth about the bad experience you had nothing to do with. THAT STUFF DOESN'T HAPPEN AT A WOLFGANG PUCK RESTAURANT. Wolfgang knows what's up. He's a GREAT example of a leader who will bus a table, jump into the kitchen to start chopping, seat a guest. I've seen it. He makes the staff and customers feel like THEY are #1! It's contagious and people like working at a place where the boss is TOP PLAYER! (Not some guy who pops out of his office when something is wrong or there is bad news to deliver.)

Additionally, if you truck or machine breaks down, you don't throw it out, right away. You try to repair it, first. AND, you do PREVENTATIVE MAINTENANCE to prevent a breakdown; like a pipe bursting or worker drinking at a strip club.

And when workers see and then know that management is TREATING workers like family, they will FEEL like a family -- and that is how you allow people to have pride and joy in their jobs. And when you remove fear people can be themselves. And no one wants to be a depressed loser 10 hours of the day. It even ruins the other 14 -- and it spins out of control from there, until you are just hiding under a tree in the park drinking beer.

You do things like have an amazing gym that all DWP workforce from TOP MANAGERS to the janitor. And workers can go there, NOT AFTER WORK, but DURING work hours. (Not all day, but as PART of the day/week.) TRAINING IS PART OF THE JOB!

Everyone calls for cutting the waste. And it's always something like firing employees; or calling for an audit. Then the results of the audit are announced, the politicians come out and demand accountability without putting in any new systems of even having knowledge of the current processes.

LAPD, City Attorney's Office, City Hall, Board of Supervisors...STILL USING 1950 technology and non-computerized processes. They say they want to run the city more like a business: NO BUSINESS WOULD STILL BE OPERATING THIS WAY. (First of all, cause they wouldn't BE in business. Secondly, because even homeless people hanging out at Starbucks have better technology than city hall, these days.)
