"We're going to lay off a large number of employees. The city's employee negotiating committee, which includes Villaraigosa and several City Council  members, recently asked thousands of city workers to put off raises until the city's budget improves. City Administrative Officer Miguel Santana said this week the city's budget deficit for the next fiscal  year is close to $220 million. The budget, which comes out April 20, also will call for the city to lease its parking garages,  Villaraigosa told the audience. City Council members previously rejected plans to privatize  city parking lots. The mayor said he will push to raise the retirement age for city workers to 67, vowing to put it before  voters if not approved by the City Council. The City Council Budget and Finance Committee is expected to hold extensive hearings to discuss  the mayor's proposed budget after it is released. Parole Violator Captured, Along With 9mm Gun, In Venice Beach By LAPD – Tony Vera Video

A witness saw a group of approximately 12 males near Main and Horizon walking, passing a gun amongst themselves, and then one put the gun in his waistband. Apparently as they were walking he was flashing the gun. The witness called LAPD, and an air unit was immediately dispatched, a perimeter was set and the suspects fled in different directions. The one identified as flashing the gun was caught at Main and Grand Ave. He threw the gun when he fled, and the 9mm handgun was retrieved a few blocks away.

Two males from the group were captured and identified by witnesses. They are from the Mid City area, one of the youths was on parole. LAPD acted swiftly, was organized and had a perimeter set and the suspects and weapon were captured very quickly, on a busy Summer day. Exceptional work by our local beach officers, patrol units and especially Airship 10 for keeping the streets safe! (WHEN YOU AREN'T HARASSING MATT DOWD FOR SELLING $1 INCENSE OR A GUY PLAYING CELLO!)

Zuma Dogg Catches LAPD Cop BULLYING Kid/Young Adult on Venice Boardwalk: A Truly Sad, Scarry & Tragic Sight. THIS COP NEEDS HELP!

I was walking down the Venice Beach boardwalk, today. Saw two cops writing a ticket to a kid for riding his bike. The one cop seemed kinda like a DICK, so I stopped to see what was up. I see plenty of problematic, young punks -- all day long, but this kid, with his pals, did NOT look like the type of people causing the problems that the added police were sent there for. (They might have looked like doofus-losers...but these guys weren't the big problem.)

So the cop asks the guy his name, and the kid says it. Then the cop asks him to spell it. So the kids, who is against the wall, with the police about 12 feet away (with Saturday afternoon crowd noise in the background) leans forward to help the cop hear it better.

The cop tells him to stay where he is, and go back. (Fine.) But then the kid just tried to start to say, "Sorry..."and the cop starts screaming, "Shut the fuck up. Shut the fuck up. You wanna go to jail? Either shut the fuck up or go to jail...(I'm standing watching in shock and awe as the cop isn't stopping.)

At this point...the kid starts looking around (cause a crowd has gathered) and says, "You're Witnesses!!!! You see this...You're witnesses." (In desperation. And he was right. This cop has NO BUSINESS BEING ON STREET PATROL...and for everything I've seen, this was truly the most pathetic AND SADDEST.)

The kid was kinda nervously smiling and looking around cause everyone was looking and pulling out mobile cameras...and it must have been very humiliating. (Although I probably wouldn't want to spend a split-second with this young adult, EVER...THIS WASN'T RIGHT, Y'ALL!!!)

So ZD had to step in and put the cop in check and tell him, HE was the one that needed to shut the fuck up and stick to writing the ticket. And I asked his name, and as I was moving in to look at his name, other people shouted it out, for me. (ZD VISUALLY VERIFIED) I told the pussy the matter would be followed up on. And then he turns toward me and starts with the old, "Good! I hope you DO call. Go ahead. Ha Ha." AGAIN...DUMB, ARROGANT COPS DOWNFALL, TIME AND TIME AGAIN, CAUSE YOU NEVER KNOW WHEN I'M STANDING RIGHT THERE, DUMB FUCK!"

Here three kids/young adults come to Venice Beach -- and end up getting threatened by some LAPD cop who must have been bullied as a kid, so he must have been having a flashback. There needs to be psychological fitness tests for LAPD, and on a regular basis. YOU SHOULD HAVE SEEN THIS SCREAMING MANIAC! (I know, Zuma Dogg is screaming maniac, too, but I am not walking around with a badge and gun and THAT much emotional damage.

NOTE: I've been walking the boardwalk, paying attention, since at least 2006. If this cop wasn't COMPLETELY OUT OF LINE...it wouldn't have outraged me, so much...TRUST ME! A Barney Fyfe on the ugly bully tip. And even if the kid was riding the bike on the boardwalk, when he shouldn't have been...there was NO EXCUSE FOR THIS COP'S BEHAVIOR ON A CROWDED SATURDAY AFTERNOON WITH FAMLIES AND BABY STROLLERS AND YOUNGSTERS PASSING BY. THIS MORON CREATED A REAL SCENE. AND NOW IT'S ON THIS BLOG FOR CHIEF CHARLIE BECK TO SEE. (Hello, Captain Grant & Sgt. Reina...You got a REAL LIVE ONE on your hands with this big-shot, bully cop - "MACSHITZIE,"or whatever his (her?) name was. And "Big MAC" didnt' really look tough enough to be talking that way, even to young adults, unless he had his partner, standing right there next to him. (I'm sure that's why he was. Again...cowardly-bully issues. Have his looked into, please.)

Much has been blogged about over the past few years, and past few days regarding the topic of LACERS (Los Angeles City Employee Retirement System) -- and it's accompanying LAFPP (Los Angeles Police & Fire Pension) funds.

Check this blog for recent posts on this topic from the past two weeks on LA City News.com. (As Federal Investigators, won't take you took long to find. Just look at "LA CITY NEWS HEADLINES" links on right hand column of this blog...PLUS, I posted top recent links below, in this blog thread.)

AND FOR NOW, here is a brief rundown of the framework/blueprint for pension fraud. (The reason this continues to be the top issue blogged here, is because billions were lost in these CRA/LA and other real estate and LLC investments. And now the city must bail out these pension funds out of general fund money. And this shock wave has caused the city to layoff/furlough 1000's of employees, with more to come. And has put all department and services, including Fire and Police services at risk. This has all become a tremendous public safety crisis. And the players involved need to be removed from their elected positions.

INTRODUCTION:

In 2005, Antonio Villaraigosa was sworn in as Los Angeles mayor. First thing he did was appoint Elliot Broidy, Sean Harrigan and Kelly Candalle to the LACERS pension board as commissioners.

Secondly, Villaraigsa appointed Wetherly Capital's lead counsel, William H. Jackson as head of CRA/LA. Wetherly is a capital venture firm in Los Angeles headed by Richard Ziman (also of American Value Partners.)

Also part of Ziman's Wetherly Capital politically connected team were Richard Ramirez, Dan Weinstein and Vicky Schiff.

Ziman (Wetherly) holds fundraisers for people like Villaragisoa, Jack Weiss, Christine Essel (current head of CRA/LA.) In other words, he backs candidates through his political fundraisers.

Richard Riordan ALSO part of "Team Wetherly Capital" as political fundraiser and backer at Wetherly fundraisers.

So Team Wetherly Capital backs Villaraigosa and he becomes mayor. He then appoints Elliot Broidy & cronies mentioned above to LACERS pension board and Wethelry's lawyer as head of CRA/LA.

Then pension money is funneled into shady, overly risky, non-investment grade financial instruments in the form of fake, phony LLCs on Wall Street, bogus real estate deal, including CRA/LA projects like Grand Avenue Project and LA Live/Ritz-Carlton.

The investments are made through McFarlane Urban Developers (Victor McFarlane). McFarlane is ninety percent (90%) funded with LACERS money.

Since billions were lost, once these projects went BUST, and after all the money went into the "front-end loaded" management and construction contracts and was GONE) --L.A. City CAO told L.A. Council that the top reason the city lost billions in pension money is, "because of the mayor's pension packing power (can appoint four or five commissioners to the board) and the city's investment in overly-risky, non-investment grade financial instruments and real estate projects. Dear Governor Brown,

First of all, thank you for following me on Twitter!

Secondly, please look into the millions and millions of dollars being wasted on resources, city attorney hours, LAPD time and resources and attorney fees and settlements...all over the matter of DOWD/DOGG vs City of Los Angeles regarding ordiance 42.15 at Venice Beach, CA.

On October 21, 2010, The Honorable Judge Dean D. Pregerson ruled in favor of 12 plaintiffs (all performers protected under 1st Amendment) and placed an injunction on much of the city's illegal and unconstitutional rules on Venice Beach.

Since then, DOWD/DOGG, et al have been negotiating in good faith with the city, without involving attorneys, in an attempt to save money for the city. (Since we already had the injunction, no need to hire attorneys to start making it four or five times more expensive for the city.)

HOWEVER, after recent discussions, as recently as today, I have lost good faith in my negotiations with the city. And at this point, I would urge you to look into the matter, because it really is a most CLASSIC case of fraud, waste and abuse.

They FRAUDULENTLY enforce ILLEGAL law and are BUSTED by a Federal Judge.
The WASTE comes from all the time (five years) the city attorney and council office spent creating and defending this clear loser of an ordinance. Plus, all the time LAPD spends with the city attorney trying to sort it all out. All the enforcement (LAPD SENDS UNDERCOVER STING OPERATIONS to prove people selling a pack of incense for one dollar a pack for "fixing a price."

And the ABUSE comes from the fact that I was told by the mayor's office, "The City of Los Angeles runs the City of Los Angeles, and if you don't like it SUE." And then, how they ABUSED their power by enforcing ILLEGAL LAW IN VIOLATION OF THE CONSTITUTION when they had ample warning on the record that this was the case. And the ABUSE of power in their failure to settle this matter in a timely fashion, because they are embarrassed to have to pay a bunch of low-income people from the beach. (They settle with cronies at the drop of a campaign glass.)

So Jerry, look into it, if possible. Cause I see you are serious about matters in your intent to shut-off community redevelopment money. You are correct in your assessment. Me personally, I think if you shut off the CRA money, it will keep a lot of people out of prison, probably. Cause CRA/LA is CERTAINLY a topic of interest with FEDERAL AUTHORITIES from my understanding, as it relates to pension fraud and relationships of the developers getting the money as they connect to council and the mayor.

SACRAMENTO – State Controller John Chiang today announced his auditors were beginning reviews of 18 redevelopment agencies (RDA) across the state in an effort to obtain facts on how RDA funds are used and the extent to which they comply with laws governing their activities.

“The heated debate over whether RDAs are the engines of local economic and job growth or are simply scams providing windfalls to political cronies at the expense of public services has largely been based on anecdotal evidence,” Chiang said. “As lawmakers deliberate the Governor’s proposal to close RDAs and divert those funds to local schools and public safety agencies, I believe it is important to provide factual, empirical information about how these agencies perform and what they bring to the communities they serve.”

The 18 RDAs selected for the reviews represent urban, suburban and rural communities. They are geographically diverse and represent a mix of varying populations. The reviews will look at, among other things, how the RDAs define a “blighted” area, whether they are appropriately paying for low- and moderate-income housing as required by law, whether they are accurately “passing through” payments to schools within their community, and how much RDA officials, board members and employees are being compensated for their services.

To assist lawmakers in their budget debates, the reviews will be completed in early March. The chosen RDAs are as follows:
