DID ERIC GARCETTI LIE TO ZUMA DOGG (ON THE RECORD) DURING FRIDAY'S COUNCIL MEETING ABOUT RENT ESCROW?

NOTE: For whatever reason, I think this REAP (Rent Escrow) situation is going to end up getting the attention of more than just Zuma Dogg. I happen to feel this is the single issue they want me to speak about least. So that's why I am speaking about it the most! From the way Garcetti is handling the topic during my public comments, it seems to be the case. (Oops, shouldn't have said "case." There is a FEDERAL one being filed as we blog.
 
DID ERIC GARCETTI LIE TO ZUMA DOGG ON THE RECORD DURING FRIDAY'S CITY COUNCIL MEETING OVER REAP?: During Friday's Los Angeles City Council meeting, Los Angeles Candidate for Mayor David Saltsburg (Aka: "Zuma Dogg"), once again addressing City Council over the Rent Escrow Account Program (REAP) and the potential for an avalanche of lawsuits that may be filed over possible "racketeering" in the way property owners who rent to low-income people under "rent control agreements" are being treated. Zuma Dogg noted that although Villaragiosa claims he supports affordable housing for low-income people; and likes to appear business-friendly to these mom and pop landlords, when these owners are forced into REAP (and Zuma Dogg hears the city has a pretty short and quick trigger/astetic/non-safety related improvements), not only are the owners forced to sell the building to one of the mayor's favorite developers for a conversion, the low income people under rent control end up being forced out and into the streets, when they cannot find any housing at a similar rate. Zuma noted, "(although you may not agree with rent control) the city has ignored affordable housing, so this is the way it is being provided."
 
Los Angeles City Council President Eric Garcetti, added at the end of Mr. Dogg's comment (on the record) that tenants protected under rent control agreements cannot be kicked out of their housing even if the building ownership changes hands.
 
I spoke with two sources that I have spoken with on this topic and they both (independently of each other) told me Garcetti is full of it and is flat out lying. They both portrayed the same picture that ZD has felt, all along, that Garcetti will say anything he has to at the moment to save face.
 
PROBLEM IS, I understand there is an LA Weekly article that states 18,000 people have been evicted. And there are all kinds of ways to have these people under rent control yanked from the program. So we will now have to follow up on Garcetti's comment by showing how tenants ARE INDEED being evicted, even though Garcetti said (on the record) that they cannot.
 

Gil Cedillo loses Labor Endorsement to Villaraigosa-backed State Senate Candidate

I heard Gil Cedillo State Senate candidacy was rocked when his labor union support went to the Antonio-supported candidate Carol Liu.

Here's what happened:

Remember when Villaraigosa's cousing John Perez was running for Assembly? Villar offered the Cedillo-backed candidate (Augusto, his former aide) a commissioner appointment to drop out of the race.

Well, the union now sees that as a sign of weakness of Cedillo's part (that Antonio knocked out Cedillo's candidate so easily).

So although Gil thought the unions would NEVER turn on him after his lifetime of support to them, they did.

So to the people who are scared Antonio is running away with the City and State...HE IS!

THIS IS THE PROBLEM...Villaraigosa is selling out the city with these commissioner appointments. These people are not being appointed because of their experience in the department. But because the mayor needs to use them to help maintain power and help him with his Gubenetorial bid as soon as this mayoral election is over.

Dennis Zine Statement on New Special Order 40 Training

 

(Los Angeles) – As part of my longstanding commitment to public safety, I have worked over the past nine months to give the Los Angeles Police Department additional tools to combat criminal gang members. Last April, I introduced a Council motion asking LAPD to modify its immigration policy known as Special Order 40. This policy prevents officers from questioning people solely to determine their immigration status or arresting them only for violations of immigration law.

 

My proposal called for amendments to Special Order 40 to require that LAPD officers notify federal Immigration and Customs Enforcement (ICE) authorities of known gang members who are in this country illegally. The motion also affirmed that LAPD has a responsibility and duty to turn over criminals who are illegal immigrants to ICE. 

 

Last October, my motion received a hearing in the Public Safety Committee. I invited former LAPD Chief Daryl Gates to that meeting to discuss the original intent of Special Order 40, which he authored in the late 1970s. Through his testimony and that of current LAPD officials, many common misunderstandings about the Department's policy were brought to light.

 

The truth is that Special Order 40 does allow Los Angeles Police Officers to inquire about immigration status if a crime has been committed. The order does not prevent officers from arresting a violent suspect or calling in federal agents to investigate a person they believe illegally reentered the U.S. after deportation. In fact, Department policy outlines how officers should work with ICE to enforce federal immigration warrants.

 

At that October hearing, LAPD representatives testified that all officers would be re-trained to clarify that Special Order 40 does not prohibit them from obtaining the type of information I called for in my motion. Department officials further stated that they would report back to the City Council in January with the details of their new training procedures.

 

I am pleased to announce that the LAPD has indeed issued new training documents regarding Special Order 40. However, we have reached the end of January and the Chairman of the Public Safety Committee, still has not allowed this critical issue to receive a follow-up hearing. The Department's modified training can only be successful if it is fully and openly discussed with the general public. That is why I feel I must share this information now.

 

I have posted the updated LAPD lesson plan on my website at www.lacity.org/cd3 under "Recent News." I also intend to introduce a Council motion next week requesting quarterly reports on the progress of personnel training and specific numbers of individuals reported and transferred to ICE. I am confident that these modifications, along with improved oversight, will strengthen officers' ability to protect and to serve all of us in the City of Los Angeles.

Thanks to Fox 11 10 o'clock News for featuring Zuma Dogg's public comment regarding Los Angeles City Council's approval of $400,000 for an Academy Awards party.
 
During this economic crisis, where Villaraigosa's City Hall is cutting services all across the City, hiring freezes, firings, quadrupling of parking meter hourly rates, new fees and taxes always being proposed, seem kinda irresponsible to be taking $400,000 out of the city's general fund, to pay for an Academy Awards party under the guise of "Special Event Fee Waiver."
 
A couple week's ago, when LA Times quoted Los Angeles mayoral candidate, David "Zuma Dogg" Saltsburg on the Grammy Award "Special Event Fee Waiver," Councilmember Jan Perry said that the council wanted to whatever it takes to keep from losing these types of events to other cities.

As candidate for mayor, Zuma Dogg must remind City Council, however, that the Special Event Fee Waiver is not corporate charity and not intended as a private business stimulus package. It is intended for small community events, open to the public, of public benefit for those (non-profit) type events like a church festival or community event where expenses like trash removal services, parking barriers and whatever city services are required, would prevent the event from taking place.
 
So you can contact your council office, and they can grant you the "Special Event Fee Waiver." The amount was ranging between $500-$1000, maybe a couple thousand. BUT NOW, they are using it for Grammy and Academy Award parties and other private, commercial entities.
 
REMEMBER, the SEF Waiver stipulates, "open to the public!" So if they city has just picked up the tab for this party...you better let Zuma Dogg into the event.
 
I think a Federal racketeering case could be made regarding the abuse of the Special Event Fee Waiver under Los Angeles Mayor Antonio Villaragiosa's City Hall. 
 
As Mayor of Los Angles, Zuma Dogg will put an end to the abuse of the Special Event Fee waiver, saving millions of dollars, each year on this item alone.

Measure B, the city initiative on the March 3 ballot that calls for the installation of rooftop panels to capture solar energy, could cost more than double current estimates, according to a draft audit of the Department of Water and Power obtained by the Daily News.  
Not only does this demonstrate how irresponsible and flawed THIS SPECIFIC solar plan actually is, it kinda highlights all the shady bamboozlement being perpetuated upon the voters of Los Angeles under Mayor Antonio Villaragiosa's City Hall.
 
YOU MUST GET THE WORD OUT TO EVERYONE WHO YOU KNOW ABOUT MEASURE B, AND WHY THEY SHOULD BE VOTING "NO  on B!"  If this thing passes, after all of this bad press, even in the local newspapers that usually remain silent over Villar's shady ballot inititives.

CITIZEN'S ALERT: California To Suffer Massive Water Crisis in '09 As Sierra Snow Cap Levels Drop by 61%!!!

For the past two years, Zuma Dogg has been warning Los Angeles City Council ON THE RECORD that their high density "Smart Growth" (it's DUMB) will be placing too high a demand on the local water supply and it will cause a complete water crisis and drive the cost of water up so high, a family will have to dramatically cut down on dishwashing, showers, laundry. And those Arrowhead bottled waters will be like mini barrels of oil.

We've seen the effects and heard Governor Sissynegger declare a water crisis recently, but a report just hit the airwaves that the Sierra Snow Cap level is down 61%, this year, and you will be hearing immediate alerts about this, and like a lot of things recently, we will be adjusting to the crisis that low water levels will be causing here in L.A. for the first time.

Zuma Dogg Breaks News Of Santa Monica Airport Plane Crash (See KNBC 4 11 O'clock News)

Tune into KNBC 11 O'clock news tonight for video shot by Zuma Dogg and a follow up interview regarding the plane that crashed upon take-off today at Santa Monica Airport.

Zuma Dogg was driving to Venice, down Ocean Park Blvd., and saw a nice park and decided to get out of the traffic for a moment and enjoy the nice warm, sunny day in January.

The park is right next to the airport, and you can hear the planes taking-off and landing.

You kinda notice them in the background, but don't think about it. But, I heard the engine cut out on one of them, all of the sudden, and thought to myself, "That can't be good?" And sure enough, a second later, "BOOM!!!" So then everybody turns and runs to the fence that leads right up the the runway, and I ran to get my camera.

Just as I approached the fence, the thick black smoke intensified and then, just a couple minutes later the fire department arrived on the scene.

I called KFI and told them about the crash, and they used a soundbite of "ZD" on the news with Terry Ray Elmer. I tried calling KABC news, too, but you can't get through to the newsroom on the voice mail option.

Then, I called, KNBC 4 News, and they were interested in the video I shot, and sent a truck over to the scene. It was an exciting blogger's moment, cause the KNBC newstruck uploaded the video footage right off my camera, and onto their computer, just like I always do. No secert magic tricks.

Then, famous reporter Patrick Healy interviewed me on camera for some details. I had on my ZD trademark hat and sunglasses for the interview, but decided, since this was a plane crash, it was probably slightly better to do the interview without the hat and glasses. I took off the hat and glasses for the KNBC crew, and it was obvious the reaction WITHOUT was WAY better.

So watch for video from the Zuma Cam on KNBC 11 O'clock news.

City Council President Eric Garcetti Censors Free Speech During Public Comment At Today's Los Angeles City Council Meeting

Today, Los Angeles City Council President Eric Garcetti flat-out censored a public comment speaker during today's city council meeting when Garcetti was getting a little too uncomfortable with the topic.

The speaker, Zuma Dogg, who is also a candidate for mayor on the ballot in the March 3, 2009 general election in Los Angeles and frequent outspoken critic of council during the public comment portion of the meetings, was commenting on the city's REAP (Rent Escrow Account Program) and was expressing concern of an avalanche of multi-million dollar lawsuits that may be triggered due to the way City Hall is running the program.

Last Friday, Zuma Dogg spent some time speaking with Councilmember Eric Garcetti on the issue, warning him that, "as someone who cared about the city, and hoped to be the next mayor or Los Angeles, I was concerned that the city would be sued into bankruptcy over the way the are operating REAP, which Zuma Dogg feels may end up in racketeering charges against the City of Los Angeles."

Garcetti said, "I know, and we are going to be..." and described a measure the city would be taking to appear to be doing something about the problem. HOW ABOUT JUST STOPPING THE RETALITORY, VINDICTIVE, HOSTILE, CORRUPT TREATMENT (RACKETEERING) OF LANDLORDS!

No matter how you feel about landlords (maybe you have no sympathy for them), but when the city treats these property owning landlords horribly, it ends up affecting the tenants who are renting, as well. Because they are forced to pass on the pain to the renters in the building. OR, when the landlords are forced to sell the buildings (to someone on the preferred short list of developers) the renters are kicked out of the buildings, and these low-income renters cannot find affordable housing, and they are being sent into the streets.

So this is an important issue, because this hurts landlords and tenants...so that's a lot of people in a city with so many people who rent.

So back to Garcetti censoring Zuma Dogg.

So today, during public comment, Zuma Dogg was talking about the Rent Escrow absue and concern of massive lawsuit potential, and the cameras were not on Eric, but he looked very nervous.

So Zuma Dogg said, "Eric looks REEEEEEEEEEEEAL nervous, right now. He looks real nervous." And adds, "I spoke with Eric on Friday and..."

At that point, Eric starts to interupt Zuma, so Mr. Dogg immediately retorts, "That's my opinion." (As in first amendment protected speech.) You are not allowed to address council members specifically, but Garcetti was not being addressed. It was just a commentary on how he looked, and perfectly legaly compliant by any legal standard.

Now, you have to realize, this is the issue Zuma Dogg knows city council does not want being publicized. And every day, Zuma Dogg wakes up and says to himself, "What's the #1 thing that would rock Villaraigosa and council's world and that they don't want me to talk about.

So believe it or not, Zuma Dogg has moved reap up to the #1 spot on the countdown.

And Garcetti's behavoir today confirmed that. Because, after Zuma Dogg noted that he was only commenting on Garcetti's nervous look, Garcetti had to find something else. So he asks the speaker to "lower your voice."

Zuma replies in a light-hearted way by lowering the voice pitch (a deep, low voice) and continued. You could hear the laughter all around the horseshoe. So now, ZD is getting laughs at Garcetti's expense, and Eric Garcetti is WAY too competive for his own Brown Act violating, legal good. He couldn't let it go.

He had to continue to interupt, because he still didn't want me to continue, because I was about to continue with my, "I was speaking to Eric Garcetti about this on Friday" speech about REAP. And he COULD NOT ALLOW THAT TO HAPPEN.

Not for any legal reasons, but because he just had to do anything he could to prevent it from being said. Imagine if Zuma Dogg went on the record and revealed what Eric told me at the meeting, off camera. (That he said, "I know" when I explained the problem, and was aware of the problem, obviously, because he was taking (surface) measures to appear to be doing something about it.)

NOW, I KNOW THAT SOME PEOPLE MAY BE READING THIS AND SAYING TO THEMSELVES, "Yeah, I know Zuma Dogg...he can be loud sometimes, and maybe he was out of order."

I CAN ASSURE IN THIS CASE (and I hope it DOES end up being a case in court), Garcetti was desperate and reaching when he asked for ZD's voice to be lowered. It was like his "old automatic pilot" response that didn't apply here.

Continuing, after the laughs from the lower (deep) voice, Zuma continued...but again, combative Eric couldn't let that go, so he starts into some speech about the "rules of decorum as posted on the podium...blah, blah, blah...."

Again, a flustered, non-applicable interuption and complete and total violation of the Brown Act. And I am here to say it is not only the most flagrant violation in the nearly three years of Zuma Dogg at City Hall, but it's getting pretty scary what is happening to free speech under this elected body of council under Eric Garcetti.

IF ZUMA DOGG WAS SO OUT OF LINE, HOW COME THE CITY ATTORNEY REMAINED SILENT DURING ALL OF THIS.

The clock continued to tick as Eric went into his little "filibuster," so Zuma was pointing at the clock, to indicate to Eric the clock should be stopped during his little hissy fit. (Another Garcetti tactic: Interupt and clarify while the clock is ticking. A great way to steal someone's time.)

Eric's response was, "You asked me a question, and now..." ZD immediately fired back, "I didn't ask a question, I was giving my opinion..."

WELL, at that point, I guess I was addressing the councilmember directly, or whatever fake reason Eric had in mind to say, "turn off his mic."

And that was how Eric Garcetti was able to avoid having Zuma Dogg discuss the REAP racketeering concerns and pending lawsuits. But mostly, it was his way of having me mention what he told me on Friday, on the record during the meeting.

PEOPLE...I KNOW THIS ISSUE HAS BEEN AROUND SINCE ZUMA DOGG ENTERED CHAMBERS FOR THE FIRST TIME. And there are many, many important issues like Measure B and the NC/DWP notification and other issues.

BUT I AM HERE TO TELL YOU...NOTHING ELSE MATTERS IF THE PEOPLE OF LOS ANGELES LOSE THE RIGHT FOR FREE SPEECH TO SPEAK OUT AGAINST THE FRAUD, WASTE AND ABUSE THAT HAS THIS CITY IN THE POSITION IT'S IN RIGHT NOW.

SUMMARY: After nearly three years as an outspoken public comment speaker at the Los Angeles City Council meetings, Zuma Dogg feels that Eric Garcetti has finally gone too far, and crossed the line into flat-out fear-based censorship over the biggest issue Villaragiosa and Garcetti hope you don't find out about. Every now and then, this issue has to be moved to the front-burner, because what good does it do to show up for public comment, if the one of the most outspoken critics is getting shut down every time it gets a little too uncomfortable for the person in charge. The City Attorney should be the person responsible for the enforcement of these decorum matters. Not the councilmember who is affected by the comments.

AND SPEAKING OF ERIC GARCETTI, THAT REMINDED ME OF THIS ITEM THAT HAS BEEN BROUGHT TO MY ATTENTION BY MULTIPLE PEOPLE: Zuma Dogg has heard for several months, from various people, that a councilmember, while driving a city vehicle drunk, struck a kid riding a bicycle, the kid suffered broken bones, and the CM paid-off the family for silence. Raises a lot of questions. More to come.

Zuma Dogg For Mayor of Los Angeles: My 14 Point Plan on Citywide Operations

ZUMA DOGG'S 14 POINT PLAN BASED ON DR. W. EDWARDS DEMING: First of all, here is a Google search for Deming so you can see the impact he has had on this global economy. Deming is the American from Washington, D.C, sent to Japan in the 50's after the war, to help them rebuild their economy because they were so bad off, it was even hurting the U.S., back home. So when you remember back to when Japan took over manufacturing from the U.S. by building all those cars and electronic stuff that didn't break down and was less expensive...that was through the implementation of Deming's 14 points. And now, Zuma Dogg, as candidate for mayor, says the City of Los Angeles now MUST embrace these 14 points and use them as the "Mission Statement" for all city operations.

I am here to tell you, that I can sit here and blog about every problem in the city for the next fifty years, and until the city starts operating under these 14 points, it will always take eight months to have your tree cut, you will always sit on hold for twenty minutes, only to be sent to voice mail by some city employee who is simply trying to pass the hot potato (your concern) to the next person.

So to start, here is a copy of "Interpreting Deming's 14 Points" that I authored in the '90's after attending one of Deming's famous four day seminars. I sent a copy of this to Deming, himself, because I was concerned there were some things that needed correction. I didin't want to misrepresent his life's work. Much to my surprise and delight, Deming faxed back a letter saying that it was well done and he thanked me. This shocked a lot of folks who didn't even believe me, because they claimed the cantacerous consultant didn't go around sending out letters of praise like that. (I, as most others were expecting a lot of red ink corrections.) This article was also published by Quality Digest in 1994 and publisher Don Deward said it was one of the finest articles he has seen on Deming's 14 points and especially liked my explantion of Deming's more controversial points.

As candidate for mayor of Los Angeles, I am telling you, the only reason I have the nerve to put my name on the ballot for mayor in the first place is because of  these 14 points that I has guided me in my radio industry career and now as a city advocate. And as a concerned citizen and someone who is pissed off by what he sees enough to have atteneded a six month consecutive stretch of city council meetings to complain about the fraud, waste and abuse...

I AM HERE TO DECLARE...NOTHING WILL BE FIXED OR FUNCTIONAL IN THIS CITY UNTIL CITY HALL STARTS IMPLEMENTING THESE 14 POINTS. THE WORLD IS WAITING!  IN THESE TIMES, WE ARE GOING TO BE FORCED TO DO MORE WITH LESS...THIS IS THE METHOD TO ACHIEVE THAT GOAL AND MY 14 POINT OPERATION MAUNAL FOR THE CITYAS MAYOR OF LOS ANGELES.

Interpreting Deming's 14 Points

[Editor's note: W. Edwards Deming died December 20, 1993. The following article analyzing his famous 14 points was written before his death. Fortunately, Deming had the opportunity to review this analysis.]

His name is W. Edwards Deming, the American who taught the Japanese about quality.

Back in the late 1940's and early 1950's, Japan was in an economic crisis. They had just lost the war and it was time to rebuild. They took Deming's methods for management and productivity and put them to use in industry. The rest of this economic miracle is history. They listened when no one else would.

How can WE bring our industry and our nation "out of the crisis"? Let's review Deming's 14 points of transformation:

1. Create constancy of purpose toward improvement of product and service, with the aim to become competitive and stay in business, and to provide jobs.

Pretty complex point. What does it mean?

Think long-term. Set the course today to be in business tomorrow. "Doing your best" is not good enough. Everyone is already "doing their best". First, you must know what to do, THEN do your best. Know what business you are in, THEN commit to constant improvement of quality. Innovate continuously.

Take the vacuum tube industry, for example. Once the transistor was invented, the vacuum tube quickly became obsolete. Could workers "do their best" to produce a better tube? Of course not.

Those who fail to improve constantly and innovate will eventually find themselves out of business. To improve, you must predict customers' needs. Customers rarely point out the need for improvement. The electronics industry didn't ask for the transistor. Someone who was committed to improvement predicted that the innovation would be accepted.


2. Adopt the new philosophy. We are in a new economic age. Western management must awaken to the challenge, must learn their responsibilities and take on leadership for change.

What characterizes this "new economic age"? Rapid change, turbulent environment, constant technological breakthroughs. Consumers demand instant gratification. Technology changes so quickly that we don't even have time to catch up with the changes. By the time a new product hits the market, a new innovation occurs before you can get the old ones off the shelf.

It has become much tougher to predict and forecast in this turbulent environment. Today, predicting the future means shaping and controlling the future and adapting to what you cannot control.


3. Cease dependence on inspection to achieve quality. Eliminate the need for inspection on a mass basis by building quality into the products in the first place.

The United States builds the product first, then inspects for defects later. By then, it's too late! You've already spent the time, effort and money on production. Catch the defect after the fact, and you have to send it back to be fixed or scrap the whole thing. It's usually a lot tougher to repair a product than it is to build it right in the first place. Meanwhile, you've spent twice the time, effort and money.

We spend too much time defining what IS and ISN'T acceptable, then checking to see if and why the parameters were met. We chase out tails around, never exactly sure, always adjusting and readjusting; doing more harm than good.

SEEK PROFOUND KNOWLEDGE OF THE PROCESS. Understand what variations (defects) are inherent to the process (common causes) and work to control those variations. Improve the system. If a variation occurs outside the range of common cause, you have a "special cause". Only special causes should generate effort to uncover the reason variation occurred.


4. End the practice of awarding business on the basis of price tag. Instead, minimize total cost. Move toward a single supplier for any one item on a long-term relationship of loyalty and trust.

The bottom-line price tag doesn't always tell the whole story. Some one in my area started a local painting business. When he first started his business, he purchased the cheapest paint so he could make more profit.

Turns out he needed to double the amount of coats to get the job done. Therefore, he used twice as much paint, and it cost him twice the time and effort.

In addition, the paint cracked sooner than other paints. He lost the repeat business, as the dissatisfied customers spread the word to neighbors of the bad experience with his company. What advantages come from moving toward a single supplier?

* Customer and supplier work together to create a system of optimization for mutual gain and satisfaction. (Work with each other instead of against each other.)

* Customer and supplier can work toward long-term (constant) improvement of quality of design and service. (They can adapt to each others' changing needs.)

* Lower and lower costs occur by constantly improving quality and efficiency. (It's cheaper and more efficient if a supplier gets a higher volume of a customer's business. Both benefit.)

If you have five suppliers for one part, that's five times the amount of headaches that can occur. (Five times the ordering, five times the accounting procedures, five times the effort. This results in reduced efficiency.


5. Improve constantly and forever the system of production and service, to improve quality and productivity, and thus constantly decrease costs.

We set standards, run through the process and analyze the results. As long as we fall within the range of "what has been deemed acceptable," we did our job. If the output isn't falling within the specified range, management will "demand improvement." They'll say: "Do a better job!" "Less Defects!" Or, "Do a better job inspecting for defects."

How many people have been fired from jobs for unsatisfactory results only to have the problem persist with the new employee? Deming says, "Don't blame the individual, fix the system for them." Improving quality and productivity only comes by IMPROVING THE SYSTEM.

The customer of worker almost never tells you anything is wrong. Chances are, they don't know themselves. Management must strive to predict and uncover the need for improvement. Don't blame the individual, fix the system for the individual.

Some other examples of improving the system: The telephone is an improvement of the telegraph. The fuel injector is an improvement of the carburetor.

How does improving the system help decrease costs? If florists can predict how many roses will be needed next Valentine's Day, they can have the proper amount of inventory on hand, so as to fill every order; but not have excessive leftovers to spoil.

Continuous improvement is a cycle: Recognize the opportunity, test the theory to achieve the opportunity, observe test results, act on the opportunity.


6. Institute training on the job.

U.S. Management (and Government) is VERY BUSY. They don't have time for these kinds of details. Managers view training as an expense because they view employees as a commodity -- not an asset. When new employees show up for work on the first day, how many times does a coworker show them what to do?

Management wants the job done right. They institute the rules, regulations and procedures. Each time one employee teaches the next, more is lost in the translation. Mistakes are passes down the line. What gets left out? One person should be responsible for teaching everyone the same skill.


7. Institute leadership. The aim of leadership should be to help people and machines and gadgets to do a better job. Leadership of management is in need of overhaul, as well as leadership of production workers.

Deming on leadership: "What is a leader? As I use the term here, the job of a leaser is to accomplish the transformation of his organization. How may he accomplish transformation?

First, he has a theory, a vision of his organization as it would be if transformed. He understands why the transformation would bring gains to his organization and to all the people that his organization deals with.

Second, he is a practical man. He has a plan, not too difficult. A leader must guide his organization through the stages of transformation. But what is in his head is not enough. He must convince and change enough people in power to make it happen. He possesses persuasive power. He understands people." [ZD: Sorry Deming kept saying "he", ladies. He was born in 1900 and probably meant "he" as in "MANkind."]


8. Drive out fear, so that everyone may work effectively for the company.

Fear is a cause of un-measurable waste and loss. Someone who is fearful takes whatever action necessary to remove the source of fear. These actions do not reflect the company's best interest. Fear robs people of pride and joy in their work and kills all forms of intrinsic motivation. It prevents people from thinking for themselves. They instead concentrate on removing the source of fear (getting the fear "off their back").

For example, a factory worker must build 100 widgets by week's end. His boss tells him, "If you don't finish all these widgets, you're fired!" So, of course the worker gets then done, and they're shipped off to the customer. (Twenty-five are defective, but the employee still hit the quota and has his job.)

Managers who rely on fear believe those working under them are not capable, and this becomes a self-fulfilling prophecy. Management must create a work environment where workers can take pride and joy in their work. Don't blame the individual -- fix the system for them.


9. Break down barriers between departments. People in research, design, sales and production must work as a team to foresee problems of production and in use that may be encountered with the product or service.

Have departments work together at all production stages. Everyone must share knowledge in a cooperative (not competitive) effort. In the United States, departments work independently of each other. In Japan, departments work interdependently at all production stages. It doesn't do any good to design a flawless product the sales department can't sell ot the production department can't produce. [ZD: Massive City Hall applications here.]

For example, an automotive design team makes a minor adjustment in the design of their 1995 model. This change would require the production department to make a major overhaul in their process that is not possible. So the design must be sent back and reworked. Meanwhile, production is delayed and time is spent reworking the project. Had both departments cooperated and involved each other from the start of the process, this inefficiency could have been presented.


10. Eliminate slogans, exhortations and targets for the work force asking for zero defects and new levels of productivity. Such exhortations only create adversarial relationships, as the bulk of the causes of low quality and low productivity belong to the system and this lie beyond the power of the work force.

Management likes to hang up a lot of posters with such exhortations as "Zero defects!", "Safety is YOUR responsibility!", or "Our goal is to please the customer at all times!" These slogans seem harmless enough, until they backfire.

How about the company demanding "zero defects", not realizing that a 12-to-15 percent margin of error (defects) is a built-in function of the system, no matter how hard the worker tries. Deming tells of a poster he saw claiming, "Safety is YOUR responsibility", next to a set of factory stairs that had no railing and steps that needed repairing.

To further illustrate, I look back to an experience I had with a rude salesperson. When I asked, "What about the sign over there that says, 'Customer satisfaction is our number one goal", he replied, "I don't know anything about that sign, my boss hung that up."

Management would like to think such exhortations take the responsibility off them and put it on the employee. However, there is no substitute for leadership. Defect elimination, a safe workplace, customer satisfaction, all start in the boardroom. [ZD: In this case, YOUR office, y'all.] It is management's responsibility to improve the system for the individual.


11a. Eliminate work standards (quotas) from the factory floor. Substitute leadership. 11b. Eliminate management by objective. Eliminate management by numbers, numeric goals. Substitute leadership.

Quotas and numerical goals are the leading cause of fear in the workplace. They rob individuals of intrinsic motivation and force them to work in a counterproductive manner.

For example, a research worker must fill out 15 surveys a night. Sometimes, this presents no problem. As a matter of fact, sometimes he finishes all 15 early and has time to roam around and do nothing. (Or even worse, bother other workers.)

Other times, it's close to quitting time on Friday, and the market research worker only has 12 surveys completed. How will they his the quota? It's easy. You call a friend (13), let someone through the screener who shouldn't have made it into the survey (14), and make one up entirely (15). (Have a nice weekend!) Either case (finishing early or not at all) hurts quality and efficiency.

If we remove quotas, how do we ensure the worker won't "slack off"? Again, there is no substitute for leadership. Eliminate fear, improve the system, create an environment where the worker can take pride and joy in their work. Employees are your organization's #1 asset. If you can't trust your workers, you are in for trouble.


12a. Remove barriers that rob people in management and in engineering of their right to pride and workmanship. This means, inter alia, abolishment of the annual or merit rating and of management by objective.

THIS IS THE TOUGHEST PILL FOR CORPORATE AMERICA TO SWALLOW. This point calls for eliminating ranking of individuals, grades, gold stars, incentive pay (bonus money) and commissions. Ranking and merit systems please the boss, not the customer. These forces create conflict, competition and humiliation. They rob the individual (and our nation) of intrinsic motivation, cooperation, dignity, self-esteem and joy of work.

If you rank workers, why help a new employee, or someone at the bottom who needs help? That low end MAKES YOU LOOK GOOD. Forget what's best for the company. It's a given that some people perform better than others. In ANY ranking system, you will ALWAYS have a top, middle and bottom. Ranking will not eliminate the middle and bottom, it will only demoralize the majority of individuals.

A grade is a permanent label, a branding. A grade tells children what is expected of them, the rest of their life. Students who get bad grades become demoralized, are viewed in a different light, experience fear and lose self-esteem. They become victims of self-fulfilling prophecy.

Again, there is no substitute for leadership. Fix the system for the individual.

What's wrong with a commission? It forces salespeople to sell customers the wrong items. When customers realize what happened, they will be upset and tell others of their bad experience. Some sales people won't even bother with a customer if the commission doesn't look big enough. If you get a $1000 bonus for selling 100 widgets a month. After widget 100, it's time to start "putting off" turning in new orders, and save them toward next month's totals. They can wait a few days.


13. Institute a vigorous program of education and self-improvement. Point 6 deals with training regarding "the skill and knowledge necessary to do the job." Point 13 addresses the need to encourage and provide resources so that people may develop. Just as we reinvest in other sources, we must reinvest in a company's most important asset -- it's people.

Management must make clear, in the beginning, their commitment to this concept. They must take time and make an effort to institute the continuous improvement concept into the system.


14. Put everybody in the company to work to accomplish the transformation. The transformation is everybody's job.

The transformation must start with top management, for they have the most leverage and influence. They are the leaders. Once the decision has been made, middle management, supervisors and workers must come on board. It takes training and removal of inhibitions (fear, competition, barriers and divisions). We must fully cooperate with each other to constantly improve the system. THINK HOLISTICALLY (systematically).

In order for the transformation to occur, management must see things in a new light. Don't be in the business of increasing profits. Be in the business of constantly delighting customers and workers. Then you will find your profits constantly increasing.

In conclusion, I would like to thank Dr. W. Edwards Deming, Ed Baker, Bill Scherkenbach, Kosaku Yoshida and Jim McIngvale for investing their time, effort and knowledge.

Zuma Dogg's 14 Point Plan As Mayor of Los Angeles (Zuma Dogg as Mayor DAY ONE)

ZUMA DOGG'S 14 POINT PLAN TO RUN CITY HALL AS MAYOR: OK, it's Dr. W. Edwards Deming's 14 point plan. But Zuma Dogg plans on implementing it if elected mayor of Los Angeles.  Here it is , "Interpreting Deming's 14 Points." I wrote it in the  early 90's and Deming sent a letter of praise in repsonse to  what you are about  to read. (So you can read with the confidence of knowing that Deming signed off on this.)

It's the one, single most critical qualification that distinguishes me from all other candidates on the ballot, including the current mayor.

NOTHING WILL BE GETTING "FIXED" IN THIS CITY UNTIL THE CITY OF LOS ANGELES EMBRACES THESE 14 POINTS.

We can watch the city trip all over itself for the next fifty years. Do your research on Deming's 14 points. One good thing, Zuma Dogg knows a lot of the top level managers and workers in the city know about Deming, and are thrilled that Zuma Dogg knows about Deming. Quite frankly, it has already impressed the hell out of some city hall workers who have asked me how I got into Deming and why.

From here on in, I'll spend a little more time explaining what it would mean to implement these 14 points at City Hall.

But the FIRST thing I would do as mayor, on the first day on the job, would be to contact all the city managers and department heads and have a giant meeting, where Zuma Dogg and top experts explain/break down the 14 points for everyone in the room, and let everyone know this is how we will be operating.

Zuma Dogg feels we have so many genius level people working for the city in these departments across the city, but they are not allowed to "fix" the system, or do what's best for the customer (residents) because of a vindictive and retaliatory city hall under the current mayor.

I have had discussions with countless city workers who start nodding their heads up and down in agreement when I let them know that Uncle ZD knows they have the muzzle on and are not being allowed to do the right thing for the PEOPLE of Los Angeles.

So ZD doesn't have to start firing everyone and replacing everyone. THE PROBLEM IS NOT THE PEOPLE ZD IS MEETING AT CITY HALL WHO WORK IN THE VARIOUS DEPARTMENTS ACROSS THE CITY...IT IS THE SYSTEM ITSELF.

And the first step to fixing the system is letting the top level managers know that Uncle Zuma Dogg as mayor WANTS to know how to improve (fix) the process. How to reduce the beuracracy. People are forced to "fudge" -- hold off on work some months, jam in too much work others. All these things that workers are forced to do to please the mayor, but not the people of Los Angeles. ALL THE THINGS PEOPLE ARE FORCED TO DO BECAUSE THEY ARE WORKING UNDER FEAR!

So when city managers and workers understand that Zuma Dogg LIKES to hear how to improve the process...how to innovate...what needs to change (instead of fighting and resisting change/innovation)...they will feel a lot better about their jobs. And that is how people start to do a better job. It is VERY stressful for people to have to "fudge" and do things the wrong way, when they know how to do it the right way, "IF ONLY SOMEONE WOULD LISTEN."

THEN, you have to create a flow chart for every process. For example, if someone calls to have the tree trimmed in front of a stop sign at a school crosswalk...you make a flow chart of the process from the 3-1-1 call, until completion. THEN, you vet out the bureaucracy (intentional/fraud, and un-intended/waste). You question why the widget is moving from point A to point B.

HERE'S AN EXAMPLE: I saw a DWP crew show up one morning in front of a home to cut a tree. There were a couple of those big trucks, and some regular vehicles with all the workers ready to do the work. (Several thousands of dollars of workers and equipment.)

WELP, unfortunately, there was some broken down pickup truck that I see in the same spot, every day, for weeks at a time, if not months. And it happened to be right where the crew needed to work.

So one of the workers asks me frantically, "Is this your truck?"

I said, "No, but it's there all the time, so don't plan on anyone coming out to drive it away."

SO THAT TRUCK THWARTED THE ENTIRE EFFORT!!! DO YOU JUST DOUBLED THE COST OF THE PROJECT BY SENDING THE CREW AWAY, ONLY TO HAVE TO COME BACK THE NEXT DAY. (And I don't know if the next day would be different.)

ZUMA DOGG FOR MAYOR SOLUTION: Why wasn't a temporary "NO PARKING" sign posted in the area of work 72 hours in advance (like for movie shoots). THAT WAY, every regular resident that parks on the street would know about it and be able to keep clear of the area that day. AND, DWP would have been able to have the truck (which is parked their for weeks at a time) TOWED.

THIS IS WHAT DEMING'S 14 POINTS IS ABOUT. Innovation, empowerment, improving the process. It all adds up to reducing waste and improving efficiency. And that's how you cut the amount of time it takes to have your tree cut. (Cause if they have to come back the next day, that doubles the amount of time it takes to get to YOUR tree, too...those non-Deming embracing dummies.

I DON'T CARE IF YOU HAVE A HARVARD LAW DEGREE, OR NOT...IF YOU ARE NOT ABLE TO IMPLEMENT DEMING'S 14 POINTS, ESPECIALLY IN THESE ECONOMIC TIMES (having to do more with less), YOU ARE NOTHING BUT AN INFERIOR CLOWN TO ME.

Zuma Dogg City Council Update For Friday January 23, 2009 (They lose a quorum after hours becasue of paid presentations, again.)

CITY COUNCIL LOSES ANOTHER FRIDAY QUORUM: After taking two meeting off on Tuesday and Wednesday for the inauguration, City Council lost another Friday quorum leaving agenda items on the table. Too bad for all the people who took off work, hired baby sitters, spent money on gas and parking...only to be kept waiting for hours as City Council kissed ass and grandstanded during their "Dog and Pony Show" PAID presentation Fridays.

What happened? After Jackass Weiss kissed ass for the cameras for whatever item he was using to help bolster his City Attorney campaign, he simply took off and Council lost a quorum. SORRY TO ALL THE PEOPLE WHO SHOWED UP AND WERE KEPT WAITING HOURS FOR A CHANCE TO FIGHT FOR THE ISSUE AFFECTING THEM IN THEIR COMMUNITY! City Council had a bunch of ass to kiss during the PAID presentations and then Jack had to take off, screw the city, and agenda items were left on the table. HOW WASTEFUL!

And oh yeah, because they held public comment until the end of the meeting, and they lost a quorum, the public comment they allowed for was FAKE public comment, and Eric Garcetti CONFIRMED to Zuma Dogg that it WAS NOT on the record. (Well what do you think the value of public comment is? It's to put it down on the record to keep the door open for future legal action. MOST PEOPLE AREN'T AWARE OF THE BIGGEST VALUE ZD PERFORMS AS A GADFLY AT THE COUNCIL MEETINGS.)

DWP COMMISSIONER APPOINTMENT OPENS IT UP FOR ZUMA DOGG TO DISCUSS MEASURE B: The one thing I love about commissioner appointments, is that is allows ZD to put in a card for the agenda item (the appointment) and I can hammer away for two minutes on the department. AND MAGICALLY, FRIDAY IT WAS DWP!

It allowed me to use the time to break the news, in the form of asking the question as to, "how the commissioner would feel if he found out that Mayor Antonio Villaraigosa was getting one to five cents per kilowatt in this Measure B solar panel deal. And that the reason he is using a factory in China (besides the connections to former DWP higher-ups) is that in China, you can make a contribution to Villaraigosa, as a private individual into a bank account in Dubai and the U.S. government would never know.  

So Zuma Dogg was able to raise this question, based on some feedback I received while going about my day on the streets.

AND, I asked Council to ask the commissioner for his position on Measure B. What a shock!!!...he was FOR it!

I have a lot of time and energy, but not a lot of gas. Unfortunately, I just missed an event on the Westside (CD 5) that I was invited to, to speak on (AGAINST) Measure B. And I haven't been able to hit as many meetings as I would like. But, I have something pretty important to get to this evening, and at this point, I ain't going anywhere. A lot of people feel $5.00 or $10.00 is too small of a donation. (People apologize for only sending $20.00!) But if a couple people paypal'd the small amounts, ZD would be able to hit a lot more places. IF YOU HAVE BEEN THINKING ABOUT IT, TODAY IS THE DAY. CAUSE I WANT TO MAKE IT TO THIS IMPORTANT EVENT TONIGHT, THAT I WILL BE ABLE TO BLOG ABOUT TOMORROW, HOPEFULLY. And I really can't even show up in my current condition, anyway. Zuma Dogg Update: Stories From The L.A. Mayoral Campaign Trail (1/21/09)

Since my name is on the ballot in the Los Angeles mayoral election on March 3, 2009, I am being invited to more events, and being contacted over more issues, since there is also a little bit more press on the internet reminding people about ZD.
 
So here are some things that have come my way, this past week, as I have been out and about at Neighborhood Council meetings, Citywide events and long phone conversations.
 
ERIC GARCETTI TO LEAVE CITY COUNCIL FOR WASHINGTON?: The rumor mill says that Los Angeles City Council President Eric "Obama" Garcetti recently got married to his longtime partner Amy in preparation of a move to Washington, D.C. for one of several key Obama appointments left. Things like F.C.C. and other commission appointments. If this happens before the March election, where Garshady is up for re-election in CD 13, I wonder how that affects the election.
 
ZUMA DOGG INTERVIEW IN VENICE ARGONAUT COMING SOON: Vincent from the Argonaut (Venice) read that ZD was running for mayor, so he called me for an interview. He met me Downtown, near City Hall, and he kinda grilled me for two and a half hours. Vincent is a "fan" of Zuma Dogg, I would say, over the past couple years. So the interesting thing here, is that now that ZD is running for mayor, he took it very seriously. So I hope most of it makes it in, cause it may end up being the quinesential article regarding, "Zuma Dogg For Mayor" and why you should vote for me. Since he was really taking that angle.
 
ZD's LA TIMES ENDORSEMENT INTERVIEW: Yeah, yeah! Zuma Dogg gets to triumphantly stroll through the offices of LA Times, next week, as they allow me in the building for my "endorsement interview." Now don't expect LA Times to endorse anyone besides Antonio. But look for their endorsement to be more of a slam. Saying things like, "There's no one else, so we are endorsing Villar." Or they will list all the problems he has encountered in his first term that he needs to work on in the second term. But it will be a lot of fun for ZD (I hope) to sit before the LA Times and have to answer their questions. Hopefully, they will use some quotes from each candidate in the paper.
 
OVERNIGHT PARKING PERMITS PISS OFF VENICE NEIGHBORHOOD COUNCIL PARTICIPANTS: Zuma Dogg attended yesterday's Venice NC meeting to address the crowd on "No on Measure B" and to warn the community that Gil Cedillo and Gloria Romero are pushing for the early release of 65,000 state prisoners at a time when the City is also talking about a hiring freeze (or even cuts) on police. AND, with the state budget in such disrepair, there will not be money for the social programs and services that were previously there to help support these parolees in the real world, once released. So it sounds kinda un-safe to be doing this now. Especially, when there are two examples of these, "non-violent offenders" doing some violent killing on the streets of Los Angeles. A lot of these people being released will end up coming to Los Angeles. But besides talking about Measure B (NO) and the 65,000 criminals about to be released into the streets of Los Angeles, it was the "overnight parking disctict" item that generated the most discussion outside in the parking lot.

In the "overnight parking districts" in Venice, they are talking about issusing paid permits if you want to park on the street overnight. Except they are only issuing two per house, and you have to be a resident to park there. (But again, only two per house.)  This will hurt the low income residents who cannot afford the parking permits. Doesn't seem like the United States of America anymore, when you can't park on the street anymore.
 
REAP: I think the REAP (Rent Escrow) story that I blogged about this week will end up being a big story. It's going to be a big focus for me at public comment at the city council meetings. See my blog story if you missed it on LADailyBlog.com. There is a Federal lawsuit being filed over the way the city is treating landlords. I say it sounds like racketeering.

Now pondering on who should be the Mayor of Los Angeles, I have been battling my own thoughts and the thoughts of others.

Antonio Villaraigosa spends about 11% of his 'work' day on city business. This has been written about and is backed by public information and records.

I think the current Mayor of Los Angeles is the only person in L. A. Government who is more into photo opportunities that a certain very local Councilperson.

I haven't been able to find anything real or important that Tony Villar has accomplished with the exception of promoting more taxes for you and me.

The list of candidates is not all that long. It seems nobody is willing to give any of the other candidates any real chance at sending Tony packing and seeking another cozy job.

There is Walter Moore, but I think he is ignorant of the issues in OUR community and he is not written about very well, by others.

And then there is David Saltsburg. You may not know that name but you probably know him by the name he uses, Zuma Dogg: http://zumadogg.com

For the office of Mayor of the city of Los Angeles, I don't think you could do any better than electing Zuma Dogg for that office.

It would be better than allowing Tony Villar (Antonio Villaraigosa) a second term.

Los Angeles has the City Council that makes the laws and (sort of) runs the city. The office of Mayor has become completely ceremonial because of Tony's inaction's, photo ops, glad-handing, and attempts to gain higher attention in the national media.

Zuma Dogg doesn't pull any punches when he tells you what he thinks and he carries around a video camera to make sure you see him in action.

Now I do not believe Zuma should be without medication for long periods of time, but that is probably true for Tony as well.

Zuma would bring more national spotlights onto L. A. and laughter counts in some of the spotlights.

L. A. needs all the attention it can get right now. We do not have any rivers where a large plane can land safely and we don't have a Wall Street crumbling down.

The election of Zuma Dogg might create so much discussion that something actually gets done in the city.

Voters electing Zuma Dogg could all take credit for finding a home for someone who has been described as homeless and living in his van.

I don't think that Zuma Dogg could do any more damage than Tony has done. Zuma seems to look out for the less fortunate and people who don't necessarily donate to his election campaign.

Council waives Grammy Award fees despite Los Angeles budget woes

Los Angeles City Council members have spent much of their time in recent weeks mulling the city's budget woes and the possibility of layoffs, but budget-tightening only goes so far when it comes to gala events like the Grammy Awards.

The council agreed today to waive $124,163 in city fees associated with the Grammy Awards, which will be held Feb. 8 at Staples Center. That might be chump change in the music industry, but the city is facing a $433-million hole in its budget next year — making fee waivers a touchy subject for city officials, particularly when award shows shower performers with thousands of dollars in swag.

Last year, Grammy presenters and performers were offered about $30,000 in gifts. There's no final estimate yet for the value of this year's gift bags, which are being put together by the L.A.-based firm Distinctive Assets, but the bags will include trip vouchers, spa gift certificates, hand-designed Christopher Michael chocolates, Catdaddy liquor, organic skin care products and the Sports Club/LA memberships. In the Xbox 360-sponsored Grammy Talent Lounge, they can pick up additional goodies like sunglasses, jewelry and Gibson guitars.

Was anyone unsettled by such a city waiver during hard times?

Mayoral candidate David "Zuma Dogg" Saltsburg, a city gadfly, was one of two members of the public who spoke in opposition to the item, which was approved by the 13 council members present without discussion.

"I wonder if the city of Los Angeles constituents, the voters, know that you're giving $100,000 or whatever it is, to the Grammy Awards. This special event fee money is to provide benefit to the community — open to the public — not to be used for commercial private entities," Saltsburg said, adding that it was a "money-sucking, vampire drain on the general fund."

Over the last two fiscal years the city waived about $750,000 in fees for award shows.

The city gives up about $5 million annually, waiving fees for the special events of nonprofit groups, but due to the budget crunch, the council recently gave preliminary approval to a change requiring non-profits to pay for at least half the fees.

Mayor Antonio Villaraigosa does not have jurisdiction over fee waivers, but his spokesman Matt Szabo said that although Villaraigosa is a "big supporter" of the Grammys, he believes the city's "fee waiver policy is clearly broken and needs to be fixed."

"At a time when we could be facing a half-billion deficit, the council absolutely
must reform a policy, which costs the city upward of $5 million a year," Szabo said.

The day before Thanksgiving, Zuma Dogg, an outspoken community activist who has a comedian’s sense of the absurd, stands in the far back of the thinly attended City Council meeting at Los Angeles City Hall, waiting his turn to speak during the public-comment period.

Wearing a black ski cap pulled down to his eyes, with black wraparound sunglasses and a black, long-sleeved T-shirt, he looks like a bank robber. But as host of The Zuma Dogg Show, he’s not only one of the most recognizable figures at City Hall, cordially greeted by passersby, including security guards and Mayor Antonio Villaraigosa, he also has the ear of high-level insiders, who feed him information in the hope that he’ll expose, and possibly stop, one questionable government project or another.

Masked avenger: Once derided, Zuma Dogg earned respect on public access TV

Zuma Dogg, who takes his stage name from Zuma Beach and the rapper Snoop Dogg, hears City Council President Eric Garcetti politely call out his name for the hundredth time or so in the past few years. He hustles off to the podium at the front of the cathedral-like chamber, where bright lights shine down from the ceiling and automated television cameras roll for L.A. CityView, the public-access channel that broadcasts every City Council meeting.

After his allotted two minutes are over, Zuma Dogg takes a breath and returns to the back of the council chamber, where strangers, who enjoyed the hard time he was giving to city leaders over the crowded new housing erected in L.A., give him the thumbs-up, shake his hand, and, on two separate occasions, slide him 20-dollar bills. Since he spends most of his time producing public-access shows and attending City Council meetings and hearings, Zuma Dogg doesn’t hold a traditional job. Instead, fans and friends help him get by. In fact, in his first years on the scene, because he sometimes slept in his van, he was quietly derided by insiders, including a gaggle of journalists who attend council meetings, the subtext being, who cares what some homeless guy thinks?

His persistence, and now, even critics must admit, his growing expertise on city policy and city government, have changed all that.

Zuma Dogg fought the oppressive, tightly controlled L.A. City Council meetings presided over by Council President Garcetti, who had banned video cameras. After security guards tried to stop Zuma Dogg from taping the council deliberations, he railed against the big shots for months, slamming Garcetti as “Garshady” on his show and on the whistleblower blog Mayor Sam (mayorsam.blogspot.com). “It was crazy,” Zuma Dogg says. “Whatever happened to free speech in this country?” He prevailed against Garcetti’s rules, and now brings his JVC camera to every council meeting, as can any member of the public thanks to him.

I wonder if the people who are keeping my name out of the election have read my 14 Point Plan based on Dr. W. Edwards Deming? Do a Google search on "Dr. Deming." That's my plan. And he approved my analysis of his 14 points, and it was published internationally in "Quality Digest" recognized as one of the best interpretaions ever.

The 14 Points are about methods for management of quality and productivity. It means staying innovative. Improving efficeincy through reducing waste and the 14 points are how you achieve this goal. Let see Antonio's or any other candidate's (in ANY races) plan for this. AND THIS IS WHAT IS NEEDED IN THIS ECONOMIC CRISIS!

City of Los Angeles Rent Escrow Program May Be Hundreds of Multi-Million Dollar Lawsuits Waiting To Happen (A Federal Racketeering Case?)

Zuma Dogg has been contacted over the way the City of Los Angeles under Mayor Antonio Villaraiogsa is treating landlords under REAP (Rent Escrow Account Program).

The mayor tries to portray an image of trying to help the low-income people living in rent control until; while trying to appear "business friendly" and appeasing to landlords who are housing these low-income people. But it appears as though the mayor is putting pressure on the landlords, who in turn, have to put pressure on the renters. And it ends up the landlords are being forced to sell the properties to developers who kick out the renters and convert them to luxury condo housing.

Here's what is happening:

The city will notify a landlord, who is housing low-income people in rent control units (some only paying $400 a month) that the building needs "astetic" improvements. The bank says, "Well gee, we won't loan you the money for that unless you pass the cost on to renters to make back the money." The City says, "Oh no, you can't pass along the increase to the poor low-income renters. (Even though they are only paying $400 a month, and usually have several people living in the unit.)

THEN, since the landlord can't keep up with the city's treadmill of compliances to compy with...they are deemed a "bad landlord," placed into the REAP program, and the city collects the rent from the tenants via REAP.

SO, instead of allowing the landlord to raise the rent to $600 a month (still the most amazing deal in town) which would allow the tenants to remain, the landlord is forced to sell the building to a developer (connected to the right city official) and they kick out the renters and convert the building to an expensive condo.

The mayor may SAY he cares about these people, but once they are evicted from their building, do you think they can find anywhere else in the city to live at a price anywhere close to what they were paying? OF COURSE NOT! So they are being pushed to the outskirts, to places like Palmdale.

It seem kinda like racketeering the way the city is operating the rent escrow program. There is a Federal lawsuit being filed against the city.
