They've really done it this time!!! After all the hoopla about "Special Event Fee Waivers" being used for things they shouldn't be -- NOW, Mayor Antonio Villaraigosa wants to use the "Special Event Fee Waiver" to pay for basic City services at the beach.
In case you haven't heard, Special Event Fee Waivers are to be used for free and open to the public events thrown by non-profit groups holding an event in the public interest.
It's bad enough they have been violating the law by using them for things like Dodgers, Academy Awards Parties and all kinds of CLOSED to the Public, COMMERCIAL events;
NOW, they want to use the S.E. Fee Waiver TO PICK UP THE TAB FOR BASIC CITY SERVICES AT THE BEACH!?!?!?
WHERE DO I FILE THE LAWSUIT IN SUPERIOR COURT??? (Oh yeah, in Superior Court.)
(This basically says, that since so many people head to the beach when the temperature is over 75 degrees, it should be declared a "Special Event" and money for extra police, traffic, etc will be paid for out of the general fund under the guise of a "Special Event."
AND THE CITY KNOWS THIS IS WRONG, BECAUSE THEY ARE CHANGING THIS SYSTEM WITH REVISIONS CURRENTLY IN THE PUBLIC WORKS COMMITTEE.

08-1838 CD 11 MOTION (ROSENDAHL - HAHN) relative to declaring public gatherings at Venice Beach, Dockweiler Beach, Playa del Rey Beach and Del Rey Lagoon, between 11:30 a.m. and 7:30 p.m., each weekend from July, 2008 through November, 2008, as well as any weekend thereafter through December 31, 2008 a Special Event (fees and costs absorbed by the City = $564,559).
Recommendations for Council action: 1. DECLARE the public gatherings at Venice Beach, Dockweiler Beach, Playa del Rey Beach and Del Rey Lagoon, between 11:30 a.m. and 7:30 p.m., each weekend from July, 2008 through November, 2008, as well as any weekend thereafter through December 31, 2008, when the temperature is forecast to exceed 75 degrees AND a determination has been made by the Los Angeles County Lifeguards and the Los Angeles Police Department (LAPD) (Beach Detail) that over 100,000 people are expected to attend, a "Special Event" and INSTRUCT the involved City departments to perform such services as detailed in the Motion, including the waiver of all fees (costs absorbed by the City) and requirements for services associated with this event as may be requested/determined by the LAPD. 2.
AUTHORIZE overtime payment for the Los Angeles Department of Transportation personnel at Venice Beach on the above mentioned Special Event dates.
Zuma says: The money to pay for the extra cops, traffic, etc should be paid for with money out of the general fund THAT IS NOT EARMARKED FOR SPECIAL EVENTS. There is no cap on money spent for Special Event Fees, currently -- but when they put a cap on it as planned (at about $5 million a year) then YOUR non-profit will be competing with Special Events like, "Summer".
NOTE: I haven't missed a City Council quorum in over three months -- and between the time, gas and parking I could use a little paypal today to help keep my day just "really miserable" instead of "complete disaster." And if some gas money comes in, I wanna head over to Van Nuys City Hall for public comment on Friday (tomorrow), instead of Downtown. But it's already way too early in the day for me to be this miserable already and I wanna drive out of this location, so if you are wealthy...how about a little "trickle down theory".
