City Council Meeting Re-Cap: Zine/Smith Special Order 40 Reform Motion

Hey, at least you can't say Council support for Zine/Smith's Special Order 40 Reform motion will fall along predictable racial lines. (Cause you KNOW it's going to be noted by certain people that two Caucasians authored and seconded the motion.)

But, I spoke with Councilmembers Bill Rosendahl and Janice Hahn today -- and they both woosed out when I aksed if they would second Zine's motion. Each said they weren't comfortable with it at this time, even though it was just a motion that would open it up for debate and changes. (And Villar-remote controlled CM Jackass Weiss will certainly have to be against it, since Villar is. Weak Jackasses are not allowed to think independently of Villaraigosa.)

CM Rosendoh didn't tell of any substantive reasons for his hesitance, anyway...but didn't want to go on record until he actually saw and heard more about the motion. (So I'll respect that.)

CM Hahn had a substantive reason for not yet being ready to support the motion (even though it's just a motion). Her concern is that these gang members (previously identified in the database during former arrests)...could be turned over to ICE on mere suspicion, without being arrested first. (And that could lead to harrasment/targeting). (So that is a valid concern worth mentioning, even though I'm sure the talk show hosts are not un-happy about this.

So it appears as though this motion goes even further than Jamiel's Law.

VILLARAIGOSA'S RESPONSE TO ZINE/SMITH MOTION: The mayor's office has not officially gone on record yet, as they need time to evaluate the motion. Zuma Dogg can confirm that sources inside the mayor's office openly admit that if the mayor is "forced" to speak out against this motion or try and neuter/kill it -- it will be a white-hot potato that will have HUGE backlash on the mayor. (Let's face it...it's inevitable. You can best believe it's gonna be all over CNN, FOX News and the rest of 'em.)

VILLAR'S 3rd FLOOR SPINNERS PREPARE REPLY: Since Zuma Dogg is a far better spinner than anyone who has ever set foot inside 200 Spring Street, I am always one step ahead of those bad-karma, non-strategic, emotion-based, fear-losers...here is how they will attack Zine's motion, and how ZD will debunk the weak-ass propaganda on TV 35 and the radio airwaves:

SPINLOSER: It wasn't LAPD who release the the person who killed Jamiel Shaw, Jr. It was Los Angeles County. So Zine's motion won't prevent this from happening in the future.

ZUMA DOGG: Yes it will! If you had Zine's motion in place, they would have caught any ICE violations on the way in; and it wouldn't have become an issue (spin) over L.A County's release.

Parks, Perry, Wesson were all missing from Council today, (Even though I saw Perry in City Hall that morning.)

DESERT FIRST, NO TIME FOR A NON-TRANS FAT MEAL...COUNCIL LOSES QUORUM AFTER PAID DOG AND PONY SHOW:
Los Angeles City Council lost a quorum on Friday before all City business was finished for the day.

They had public comment on 2 items, before they even realized there was no quorum (only 9 CMs). So they will have to reconsider those items and have comment again. MEANWHILE...WHY DON'T THEY DO THE BUSINESS FIRST, AND THE 2-3 HOURS OF PONY SHOWS & PRESENTATIONS, AFTER???

Yes, they lost a quorum, perhaps because they started the meeting at 12 noon. Just think...without Dowd/Dogg, y'all probably would have finished in time. (But the City still isn't sure if Shea Butter should be allowed to be sold on Venice Beach. (Even though only one person even gives a sh*t to sell it...MIKE HUNT! Get ready to write the check, y'all...then he won't have to worry about trying to sell shea butter at Venice Beach. (Even though none of the stores even carry it.)
