Today, after THESE public comments, which refer heavily to L.A. City Attorney Carmen Trutanich (on top of all the other ZD public comments over the past three weeks), Los Angeles Police Protective League Director, Peter Repovich (who comes off as about the sweetest, most lovable guy you can find), asked the legendary, icon, political KINGPIN, Zuma Dogg, if he could, "tone it down a little on Carmen Trutanich."



I thought he might have been being sarcastic, cause most people HATE Trutanich, these days. So I said, "Are you kidding?" He said, "No? Can't you be nice to him?"

I said, "WHAT?!?!? You're KIDDING, right?" And honestly, I STILL wasn't sure if he was being silly/funny.

So he says, "No, I'm serious, can't you just be nice to him. He's the only thing standing between good and evil."

SO NOW...I REALLY THINK HE IS PULLING MY LEG...and I start to laugh...but then see HE isn't, and he IS serious...and I say, "WHAT!?!?! You're SERIOUS!?!?! ARE YOU (PPL) ENDORSING HIM!?!?

Peter said, "Yes!" So, Zuma Dogg said (SHOUTED, actually), "Then PPL is gonna lose their credibility!!! After a several month hiatus, Zuma Dogg returned to Los Angeles City Council chambers, to notify L.A. City Council that L.A. City Attorney Carmen Trutanich has now retained HIGHEST OF PRICE, OUTSIDE COUNSEL -- to take DOWD/DOGG's WINNING FEDERAL DAMAGES AWARD to a JURY TRAIL, to let a JURY decide how much Matt Dowd and the now State diagnosed disabled Zuma Dogg is to be awarded for 5 years of 1st Amendment rights violations.

KEEP IN MIND...DOWD/DOGG ALREADY WON! Going to jury, is just to have THEM decide how much to award the winners...and again, my claim includes a lifetime disability claim, as diagnosed by the State of California...so could get EXPENSIVE for the city; when DOWD/DOGG'S settlement proposal, as proposed, will end up costing MUCH, MUCH less, than the highest priced outside council you can find, MEYER-NAVE.

Zuma Dogg ALSO, checked the L.A. City Ethics website, and saw a WHOLE BUNCH of ATTORNEYS from MEYER-NAVE, who CONTRIBUTED to CARMEN TRUTANICH for L.A. City Attorney. 

THEN, HE hires MEYERS-NAVE for ALL KINDS of OUTSIDE COUNSEL business...INCLUDING RACKING UP ATTORNEY FEES FOR MEYERS-NAVE...TO TAKE DOWD/DOGG DAMAGE AWARD TO A JURY, WHEN OUR SETTLEMENT PROPOSAL IS CHUMP CHANGE, IN COMPARISON...cause DOWD/DOGG are not greedy lawyers. 

SO, again, I returned to chambers over the issue, to notify council, cause I'm pretty sure most of them (ALL of them) have NO IDEA about any of this...and I want council to ask the City Attorney (TRUTANICH) to please show council (HIS CLIENT) the settlement proposal and let THEM decide. 

Cause Trutanich only cares about the amount at the bottom of the accounting sheet that shows, "amount paid," -- and it doesn't matter to him (not accountable) if it costs $2 million to write a settlement check for a fraction. ALL HE CARES ABOUT IS THE "AMOUNT PAID" NUMBER. NOT HOW MUCH IT COSTS TO GET THERE!!!

PLUS, he took a bunch of money from a bunch of Meyers-Nave attorneys...SO WHAT DO YOU THINK THAT WAS FOR???? (BUSINESS!!!) At least Trutanich is helping to create jobs (for attorneys) in L.A. City.

AND THEN, there's this little issue of the FBI and L.A. Housing and Building & Safety Departments.

ADD IT ALL UP...and here are Zuma Dogg's most HEAT FILLED public comments, EVER!!! PULLED THE PIN ON A GRENADE I'VE BEEN HOLDING (over City Hall) -- AND, when they cut to an EXTREME long-shot of Matt Dowd, from back of chambers, making him look like a spec of dust on your TV screen -- ZUMA DOGG DECIDED TO PAY 'EM BACK WITH SOME KINGPIN ROUTINE!!!

They ARE allowed by law to cut to an extreme long shot, I guess...AND ZUMA DOGG CAN RETURN THE FAVOR FOR THE SHOW OF DISRESPECT OF FELLOW KINGPIN CREW MATE (DOWD) --- BY EXPOSING SH*T I NEVER HAVE....


AND, I DON'T SEE OUR SETTLEMENT PROPOSAL ON THE AGENDA, YET...SO IT'S GONNA GET MUCH MORE SPECIFIC, AND MUCH MORE PAINFUL!

ZD's return to the televised council mettings, really IS all the talk in chambers! LAPPL guy asked me if I could, "tone it down and be nice to Trutanich. He's the only thing standing between good and evil." LMFAO!  Um...NO!

This complaint was filed, today (02/27/12), with the Los Angeles District Attorney Office, online:

The point IS...you are not required to show ID to enter the city hall for the council meeting...and you are NOT required to be an attorney to state the name of the law.

On February 17, 2012, entered L.A. City Hall and the police officer, behind the visitor desk, asked for my ID. 

I said, "No, not today, thank you."

The officer asked me where I was going. I said the council meeting. 


She insisted for the ID again. I again replied that I did not want to show ID to attend the meeting. 


She called another supervising officer to the desk, who again, asked me where I was going, then asked for ID.  [I got nervous when the one cop called over the second cop. Was I in trouble? Imagine how anyone else would fee?]

I again, had to explain I did not want to show ID. Then he required me to utter the words, "Brown Act," before the other officer would hand me the pass. 

The point is that no ID is required to attend the council meeting. Not that the person, showing up to give public comment or observe the meeting, has to be a legal expert and know the names of the laws. The laws are merely to be followed. 

This was more than anyone should be expected to reasonably endure to be admitted to the council meeting. The request alone has a chilling effect. 

February 21, 2012, I once again entered Los Angeles City Hall, went through the metal check, the walked to the lobby desk for a "visitor" pass, to attend the L.A. City council meeting. 

The officer (a different officer) said, "Let me guess, no ID." I said, "right." She explained, "That's fine." (As in cutting a break/no biggie/slack was being given). Then added, but, the Brown Act applies to the council meeting. This is the lobby. We don't share information. And you are not required to show ID to enter the meeting.

When I said, "That means you have to show ID to enter the meeting," there was some more back and forth. HERE IS THE ENTIRE AUDIO OF THE CONVERSATION:

City Hall strategy appears to be, "We DON'T require ID to attend the meeting. But, due to security issues, everyone must show ID (and the police write the name and address down on paper, as in a record book). And then, they may attend the meeting without showing ID. And since the City Hall lobby doesn't share the information with Council, it's allowed.

However, not requiring ID to attend the meeting, means you don't need to have an ID. BUT, if you need an ID to enter City Hall, that means you cannot enter the council meeting.

Additionally, the process has a chilling effect on anyone who would walk up to City Hall, see a line of people showing ID to the police, or if no line, getting to the lobby desk and having a police officer ask you for ID. 

The City will argue that it is required for security, but if someone breaks the law in city hall, then a cop will detain the person -- AND THAT IS THE POINT IN WHICH YOU ASK FOR ID! 

The officer told me, it was annouced in "roll call," that they WERE going to start REQUIRING ID, with no "Brown Act" proclamations in the lobby, because Brown Act does not apply to the lobby. 

This already has a chilling effect on Zuma Dogg, cause I don't wanna wake up early, leave my beach area, to head all the way to Skid Row adjacent, through gridlock traffic, only to find out, TODAY, is the day the city starts enforcing that ID is required. CAUSE I AIN'T GIVING CITY HALL THE INFO (LIKE MY ADDRESS) -- TO ATTEND THE COUNCIL MEETING!

BOTTOM LINE: There is no way to attend the L.A. City Council meeting without showing identification, FIRST. 

City Hall has a red VISITOR pass (different than the blue VISITOR pass), to distinguish between those going to the council meeting, who did not show ID (and are restricted to the council or committee meeting/cannot go to other floors, or departments). So, WHY do you need to show ID at the door?

ADDITIONALLY, until this month, they have been asking for people's name and address on the public comment cards, without disclosing the information is NOT required -- and that they are public documents, posted online. 

How long is statue of limitations for this violation? Posting addresses online, without saying, "not required," is just about the most outrageous violation I can think of. A lot of BAD people, out there, who can access the info!

Panning for gold in the local cesspool is always lucrative, but it's been one fat nugget after another lately.
We've got Los Angeles Mayor Antonio Villaraigosa marketing himself for his next job before he finishes this one; City Atty. Carmen Trutanich insisting he's not the liar he appears to be; auto painters at the DWP making $109,192 a year while the agency guns for a rate hike; and Los Angeles County Assessor John Noguez under investigation for an alleged scandal involving tax breaks for clients represented by his friend.


And now comes a study revealing that Greater Los Angeles is the second most corrupt metro region in the United States.
Why so many scoundrels here?
California historian Kevin Starr says there's a long history of corruption here, dating to the noir era and even earlier. And he says the roots of organized crime in the region are deep. But I think a better explanation for our current rot is that if you're a scheming public official in Los Angeles, stealing everything that isn't nailed to the wall is a breeze. Too many people aren't paying attention and can't be bothered to vote, which allows sleazy opportunists to easily build fiefdoms. And journalists can't bag every skunk, no matter how much we'd like to.
A local hero looking for a bigger stage is City Atty. Carmen "Nuch" Trutanich. As a candidate for his current job, Trutanich promised to complete two full terms before running for another office. He even signed a pledge that if he violated the promise, he'd donate $100,000 to L.A.'s Best, an after-school program, and take out a newspaper ad that says "I AM A LIAR."
Now he's running for district attorney.
I check the ads every day and all I see is Donald T. Sterling. I can't give Trutanich the $100,000, but I did offer to pay for an ad that all of Los Angeles can see.
For $1,500, Van Wagner Outdoor Advertising can get me up in the air for two hours, dragging a sign that says, "NUCH: I AM A LIAR."
"A lot of things have changed," Trutanich protested when I asked if he wanted to fly with me.
Like what?
D.A. Steve Cooley decided to leave office, Nuch said, and he's the man best qualified to replace him.
A guy who lied, and broke the hearts of kids in an after-school program, is qualified to be the top law enforcer in the county?
I'm going to head over to L.A.'s Best to see what it feels like to get stiffed by a politician. But I may go ahead with the aerial ad too.
"I'll salute you," said Trutanich.
With one finger, I presume.

“I’m here to attend a public meeting.” explained Mr. Brown.

“I need to see your ID.” repeated the OPS officer from behind the counter.

“Am I being detained?” asked Mr. Brown.

“No, you just need to show me your ID so I can give you this sticker.” said the OPS officer who was responsible for a clipboard filled with names and a sheet of stickers.

“Then you don’t need my ID, I’m here to attend a public meeting.”

“Oh!” said the OPS officer, “You’re using the Brown Act. You need to tell me that you’re using the Brown Act.”

“Actually, there are no magic words or passwords or special phrases needed in order to attend a public meeting under the Brown Act,” explained Mr. Brown, “One does not need to know the specifics of the Brown Act in order to be covered by the Brown Act. I’m here to attend a public meeting, you know it is covered by the Brown Act, and it is your legal obligation and sworn duty to allow me to attend without demanding ID.”

Councilman Bernard Parks is "PISSED," And He Wants You To Read WHY He Is Using Such "Coarse" Language (Which For HIM, it IS!)

Dear Constituent,


 I'm pissed, and, you should be to. 

I'm sure many of you have never heard me use such strong language, as Fox 11's Hal Eisner noted when I spoke to him last night outside of the Redistricting Commission meeting, but sometimes it's necessary in order to convey the magnitude and seriousness of a situation.

The City of Los Angeles has a population of 3.8 million, who are represented on a City Council of only 15 members. That means each member represents and advocates for about 250,000 people, or a population roughly equivalent to Orlando, FL, Norfolk, VA or Baton Rouge, LA. Los Angeles is also one of the most diverse cities in the world with a population containing numerous races, ethnicities, nationalities, languages, religions, and income levels. This makes it even more imperative that the once-a-decade process of drawing the geographic boundaries for the city council districts be inclusive, fair, transparent and in compliance with the law.

Unfortunately, it has been just the opposite.

From the failure to select an impartial Executive Director, to holding secret sub-committee meetings where maps were drawn outside the public's view, to blatant gerrymandering of districts based solely on race (and in violation of the Voting Rights Act of 1965), to an arrogant disregard for wishes of residents expressed during public comment, this process has been a farce from day one, intended only to give the illusion that the public has any say in the outcome.

Of course, I'm not exactly unbiased, since I represent, along with Councilwoman Jan Perry, one of the two districts the Commission strategically drew to include only the poorest of the poor, and exclude any thriving business centers or economic engines that a Councilmember could leverage to improve the plight of those that live in desperation. 

I encourage you to read what the Los Angeles Times, Downtown News, LA Weekly, KCET, former Daily News editor Ron Kaye, have written about the process.

The final meeting of the redistricting commission will take place next Wednesday, February 29th - 4PM, at Van Nuys City Hall,14410 Sylvan Street, Van Nuys, CA 9140. I encourage you to attend, even though the Commission has shown you - the public - such disregard and demonstrated an unwillingness to listen. It will help bolseter the case of any future lawsuits that challenge this obviously flawed process.

After the Commission finalizes their proposal next week, their recommendations will then be sent to the City Council for modification and/or approval. 

While the Commissioners were appointed, Councilmembers were elected, and it's up to you the voter to hold them accountable. Each councilmember will have to go on record and show - through their vote - where they stand, and whether or not they are willing to rubber-stamp the Commission's actions, condemning South LA - in the words of my colleague Councilwoman Jan Perry - to "economic apartheid."
