L.A. Times: FBI probes L.A. Housing Dept.'s actions in affordable housing project (Repost of 4/9/10 Article...RELEVANT, AGAIN?)

Here's your L.A. City Council & City Hall doing something about the housing and homeless problem! It's an L.A. Times article from 4/10, but am re-posting now, not only to remind you of how the City of Los Angeles handles money and the municipality as a whole -- but since my ears are ringing LOUDER than the day after a Van Halen concert with questions asking, "Did you hear about the FBI investigation into the Los Angeles Housing Department (LAHD)?" ZD has been around long enough to know when it's more than silly jibber-jabber. AND, I heard LAHD Asst General Thug is being Mr. Nice Guy to everyone in the department now. (Kinda like, "Hey, don't rat me out to the FBI, I'm a nice guy." TOO LATE, BOB!)

FBI probes L.A. Housing Dept.'s actions in affordable housing project

$26 million was funneled to a development company officer who city officials knew was under criminal investigation for misuse of public funds elsewhere.

The FBI is investigating an affordable-housing deal in which Los Angeles officials channeled $26 million to a development company officer who they knew was under criminal investigation for alleged misuse of public funds, city officials said Thursday.

The officer, David Rubin, was indicted last fall in New York for alleged bid rigging and fraud, charges unconnected to the L.A. project.

The $26 million went toward construction of a 92-unit apartment building near downtown L.A. for seniors, some of them homeless and disabled. Though ready for occupants, it has sat empty since December while many prospective tenants live in shelters or substandard housing.

The city's Housing Authority, concerned about irregularities in the deal, has refused to release money that would pay the tenants' rent. Without that rental income, the developer, Enhanced Affordable, could be forced into default. In turn, the city could be on the hook for millions of state and federal dollars that it helped arrange for the developer, City Controller Wendy Greuel said in an interview Thursday. She added that the way officials handled the deal "defies comprehension."

But advocates for the homeless are incensed for another reason. They say it is inexcusable that the city is allowing a new building to sit vacant while homeless seniors suffer.

"It's terrible. It's a travesty. These people are sick . . . some of them will die prematurely without housing," said Ruth Schwartz, executive director of Shelter Partnership, which helped find homeless seniors for the project.

She added that she wants the city and the mayor to find "the political will" to work out the red tape and "help move the people in."

The controversial deal was the subject of an audit released Thursday by Greuel's office.

FBI agents have requested notes and documents gathered during the audit, the controller's office said.

An FBI spokeswoman said the agency could not confirm or deny any involvement in the matter.

The city agency involved in the deal is the Housing Department, which oversees compliance with rent control laws and aids construction of privately run, affordable apartments. The Housing Authority, a separate agency, manages federal Section 8 rental vouchers and city-owned housing projects.

The audit found that in 2007 and 2008, Housing Department officials "blatantly disregarded information that . . . one of the partners was under federal investigation."

LACERS: L.A. City Pension Problems (Past and Present)

PAST PENSION PROBLEM: Remember when the LACERS experts were discussing the pension packing problems at the council meeting a few months ago and said the MAIN problem with the pension losses was the "Henry Cisneros Workforce Housing." That was Eric's BIG thing, AND...WENDY has a long history with Cisenros HUD workforce housing.

PRESENT PENSION PROBLEM: The other problem the LACERS pension experts said was the problem is the mayor's "packing" of the pension board with four people. The expert said this is too much power and influence on the board. And now we have heard that Villar's pal and consultant Ari Swiller bought land DWP was looking at for wind farms. PENSION MONEY WAS USED. (YOU HAVE KNOW IDEA HOW CLOSE ARI SWILLER AND THE MAYOR ACTUALLY ARE.) But the real problem with the pension money and it's bankrupting effect on the city is it was invested in shady downtown real estate projects (luxury condo towers), but developers ran a "Madoff" scheme where they simply took all the money and simply pilfered (stole) it...thinking they would always be able to cover it...but the music ended, and they were caught with their pants down. I bet it will be discovered that certain luxury condo tower developers were accepting cash payments as rent and were putting it in their pockets. So these luxury housing projects are going bankrupt in a "Madoff-like" scam -- PENSION MONEY WAS USED...AND NOW JUDGES ARE WORKING OUT SETTLEMENTS FOR PENNIES ON THE DOLLAR.

Good luck to any incumbant who thinks they will be re-elected to anything in the future. Do you think Obama wants a bunch of out of control Democrats to make him look bad? THE STUFF HASN'T HIT THE FAN...but if Zuma Dogg knows, so does the Obama administration.

And you know what makes Council REALLY nervous, from what I was told?: I've just sat here for the past three years and made a bunch of big and bold predictions that have now all come true and there is only more left: INDICTIMENTS.

REMEMBER THERE IS AN ELECTION THIS TUESDAY AND I AM ON THE BALLOT. THE REFORMERNATOR!

The Problem(s) With Villaraigosa's New "Affordable Housing" November Ballot Proposition (Part 2 in a continuing series)

The City of Los Angeles argues that because "working families cannot afford to live near their jobs" laws must be changed to allow for mulit-family housing. Sounds good, right? But part of this proposition says "the housing does not have to be built"; AND wants Federal "impediments" removed to allow for "unrestricted permission for unfettered construction."

First of all, obviously this would allow for a huge density problem to occur at a time when the City is already suffering from traffic gridlock on the freeways and side streets; not enough mass transit; plus all the other infrastructure strains that "unrestricted and unfettered" would only compound.

Secondly, the city has just added a "density bonus" for developers that allows them to expand their projects when they include this type of affordable housing. And, the city requires most commercial housing projects to include 20%-30% affordable housing of this type.

And although it sounds good to provide "affordable housing for working families" the housing covered under this voter approved article is supposed to be for the elderly. That is why the City is restricted to two-story buildings with no more than 30 units. (It's not supposed to be for big families. Other programs handle that.) This was created for the elderly who had no where else to go. And this demand will be increasing as baby-boomers move into this age group.

AND REMEMBER...EVEN IF YOU FAVOR THIS HOUSING TO GO TO FAMILIES INSTEAD OF ELDERLY...WE HAVE LEARNED THE BIG REASON THIS IS ON THE BALLOT IS SO THAT RELATED COS & DUBAI ROYAL FAMILY (ARAB EMIRATES) DO NOT MISS OUT ON THEIR SHARE OF MILLIONS OF DOLLARS OF THIS MONEY FOR THEIR LUXURY, UPSCALE, CEMENT COMMERCIAL PARK AT GRAND AVENUE PROJECT.

Why Should LA City Hall Fix The Budget Crisis When They Are Making So Much Money Off The Problem?

With Los Angeles City politicians (Mayor, City Council) trying to figure out some ways to "belt tighten" their way out of a $600-$700 budget deficit over the next year, I thought now would be a good time to post this article originally posted 8/27/07 on this new blog. Why Solve City Problems When City Officials Are Making Money Off The Problem?

If you are able to think like this, you may have a future as Mayor, Councilmember, elected official or Gravy Train Riding Crony (How to think like a successful elected politician):

First of all, if there is no apparent problem, create one. There is no money to be spent or to be made unless you are raising and spending money. So find a problem, because where there is a problem, there is a solution. And the solution will have to involve new money. (Yea!)

But, a lot of times, there are creative solutions that don’t cost a lot of money, or no money at all. Now THAT’S a real problem for a politician. Make sure you don’t let any of THOSE solutions get out there. So remember, if you want to model a powerful elected official in the City of Los Angeles, like a mayor or councilmember, if you are able to find a problem that needs fixing, but it won’t take a lot of new money to throw at the problem; don’t waste your time. You won’t be able to generate any interest. And you won’t be able to generate any money for you and your cronies.

So once you filter out the non-profitable problems that do not require the infusion of new money, and you have selected a warm and fuzzy City problem (like kids, homeless, affordable housing, seniors, crime reduction, etc.) that you can put a good spin on – you are ready to start hiring consultants, lobbyists, cronies, friends, relatives, whoever else you can use to drive up total cost. And oh yeah, you will need plenty of contractors. (The more the better!)

And at the same time you are ready to start asking for the new money needed to fix this important new problem that needs the full attention and resources of the City. Perhaps there is some bond money available, you can raise taxes, subsidize, create new taxes, invent new fees, and solicit money from the private sector. (But it almost always comes from the public revenue sources.)

Now you have a ballgame! A win-win situation. Except for the pueblos who end up losing by paying for it. Because now that you have money being thrown at the problem, you wanna make sure they don’t stop throwing it. And one way to make sure the problem never gets solved is to siphon enough money off the top so there isn’t enough to get the job done.

Then, they come back and ask for (and get) more money to keep the gravy train rollin’ down the shady non-profit highway!

IF ZUMA DOGG WAS MAYOR, he would put together a City, County and State task force and start solving these problems immediately. One of the problems is that there is too much finger pointing, and blame-deflection instead of simply stamping out the fire and fixing the problem. ZD is of the belief all the right answers are out there in the community and inside the City, County and State departments. There is just too much bureaucracy, and too many people surfing the wave of public funds for their own financial enhancement.

IT WILL TAKE PUBLIC PRESSURE TO CUT BACK ON THIS. AND THE PEOPLE WOULD LIKE JANICE HAHN OR SOMEONE TO CALL FOR A TASK FORCE.

First of all, we need to question the inventory of some of these affordable housing construction projects. ZD hears it’s an open secret with at least one (certain) citywide construction company that the city gave a bunch of money to for redevelopment, not only about the lazy-ass, shabby work; but looting the materials purchased by the housing authority for these public work projects and they end up on other people’s private jobs.

MAY THE PEOPLE OF LOS ANGELES SUGGEST AN INVENTORY CHECK OF THESE AFFORDABLE HOUSING PROJECTS THE CITY IS GIVING MONEY TO?

The issue needs a Federal investigation because the local jurisdiction may be compromised at the City and State level.

We want to start seeing some accountability with all of this public money. Because you can’t seem to fix the traffic, schools, homeless problem, crime or anything else. That’s because inappropriately excessive amount of the money makes it into people’s pockets and the rest is wasted through bureaucracy, fraud, waste and abuse.

I KNOW THE POLITICIANS AREN’T GOING TO JUMP OFF THE GRAVY TRAIN, JUST YET. SO LET’S START ATTACKING THE FRAUD, WASTE AND ABUSE WITH THE MONEY THAT IS LEFT OVER! (That’s a good middle-ground starting point. And who knows, if you are able to improve the efficiency with the rest of the money that you don’t pilfer, maybe THAT will be enough to start seeing a noticeable improvement.)

These public-private shell game schemes are getting more and more complicated. (See Grand Ave Project where even the CRA spokesperson says, “The most complicated deal in every aspect. Bureaucratic? Yes.”) And as the depth of shadiness gets deeper and deeper; accountability and transparency gets shadier and shadier. It’s getting harder to what is happening in the darkness on the edge of town where it all goes down.

And if the mainstream media would shine a little light on this darkness, I think they would recognize a lot of familiar faces. Again, it will probably take a FEDERAL INVESTIGATION to fix this local problem, that is quickly becoming a NATIONAL problem.
