LABONG interrupts Carreon and says, don't address council members, directly, address me, the Chair (LaBong) directly, when the rule is you may NOT address the chair directly, and must address council as a whole, according to their own rules. So if the PRESIDENT does not even know the rules, how are WE? (Vague!)  AND, Carreon was MENTIONING councilmembers, and what they were doing while he was speaking, but was not addressing them directly. So the PRESIDENT LABONG even got that wrong. IT IS VAGUE/CONFUSING. ALSO: Later in the same agenda item (public comment) Donna Pearman said during her comment, "And I'm talking specifically to Jan Perry and Eric Garcetti." Ms. Pearman was not interrupted and warned, and was allowed to continue the comment stated "specifically" to those two council members. 

Then KORETZ says, "I'm VERY tempted to clock him," to Carreon.

ENGLANDER asks if they can turn off the TV 35 feed, cause kids/students are watching.

WESSON said to ZD, "Don't be fooled by this suit," after interrupting me for being "off topic," when I was VERY on topic.

ALARCON replied to Carreon by MISQUOTING KORETZ, claiming he didn't really threaten Carreon, cause he said he Koretz said he was, "THINKING" about it. But, Koretz said, "was VERY tempted." So ALARCON misquoted to defend KORETZ.

WE ARE CLEARLY THE WET FISH, FLAPPING AROUND, GETTING UNDER THEIR SKIN, and TODAY, ESPECIALLY on Mitch "Bitch Dicklander" Englander's little nerves, as he huffed and puffed -- was FLATLY shut down by the City Attorney, and then stormed out the door, like a little spoiled brat, which he is. Then Puffy-Pumpkin-Head-Putz-Paul Koretz had to pop up like a pop tart to pop off at the mouth (FOR MORE THAN 50 WORDS, IN VIOLATION OF THE BROWN ACT) to whine like a confused PUSSY about Mr. Dogg. I'll be back on Wednesday to clarify for you, PUFFY-PUMPKIN-HEAD-POP-UP-LIKE-A-POP-TART-PUTZ-PAUL! AND FIX YOUR POTHOLE CORRIDOR, Aka: YOUR ENTIRE DISTRICT! Los Angeles Times: Jan Perry Speaks Out on L.A. Redistricting Corruption and "A Letter From Jan Perry"

Los Angeles mayoral candidate Jan Perry on Tuesday sent out a sharply worded campaign email laced with accusations of corruption. But she wasn’t attacking City Councilman Eric Garcetti, City Controller Wendy Greuel or any of her other opponents in next year’s race.
Instead, her targets were City Council President Herb Wesson and Councilman Jose Huizar, two politicians who she believes are behind a redistricting proposal that would strip much of downtown L.A. from her 9th District.
In an email to downtown voters, Perry suggested Huizar was not fit to lead the district and said his one-time practice of preparing lists that graded civic leaders numerically on their political influence and level of support for him, “points to the kind of representation that Downtown residents can expect" from Huizar, who would be its new representative should the redistricting pass.
She wrote that instead of listening to voters, the redistricting commission that redrew boundaries for all 15 council districts has taken directions “to fulfill the political agenda of city hall insiders, special interests and future candidates for public office."
Perry has been sounding that cry since the changes were first proposed in January. She has accused Wesson of using his influence to gut her district, which she says is punishment for her refusal last year to back his bid to run the council.
But increasingly, she has also used her mayoral campaign as a platform to address the issue. Her campaign consultant, Eric Hacopian, said the redistricting fight is a legitimate campaign issue that “has become emblematic and systematic of how the city is not working and not serving the citizens of Los Angeles.”
Wesson has downplayed his role in the process and said he didn't take Perry's criticism personally. “She can do what she wants to do,” he said, adding: “I will never, ever publicly say anything derogatory about another colleague.”
He said the redistricting maps are still being finalized and that some adjustments may be made before March 16, when the City Council is expected to draft an ordinance changing the council district boundaries.
When asked whether he would support amendments to the boundaries downtown, Wesson said: “At this point in time, I would say I’m comfortable with the way that it is now, or close to that."
The council is holding public hearings on the proposed changes at City Hall on Wednesday.

LETTER FROM THE HONORABLE JAN PERRY:
Dear Voters: 

Several months ago I made a decision to step down as Los Angeles City Council President Pro Tempore while still continuing to serve as your councilperson, because I had concerns at the time about transparency of the redistricting process. Redistricting is required every ten years following the census. We are supposed to examine census population numbers and a determination is made about which council district needs to lose or gain population. It is not a process that should be intent on harming communities of interest. 
The process that was been established at the City of Los Angeles for redistricting has confirmed my worse fears. The current map does not reflect the demands of the public, divides communities of interest, represents significant political gerrymandering, and pits communities against one another. 
The redistricting commission did not operate independently, but seemed to take directions to fulfill the political agenda of city hall insiders, special interests and future candidates for public office.
What is being done to our district in Downtown Los Angeles is a good example of what is wrong with the current redistricting process. For over 40 years South Los Angeles and Downtown have been linked as one community in the 9th Council District. Council District 9 currently represents 75% of the people downtown. But as a result of backroom political deal between the current leadership of the city and Councilman Jose Huizar our community will be torn apart with downtown and portion of south Los Angeles placed into the 14th council district. The northeastern communities have never been linked to downtown as with the current plan.
I am very proud of what we have accomplished while working together in Downtown Los Angeles. I am afraid Councilman Huizar will not bring the kind of responsive representation that we are used to in our district. A good example of this is the following article (linked here) which points to the kind of representation that Downtown residents can expect. The Los Angeles Times reported that Mr. Huizar maintained a list that graded residents of his district based on their support, which would then determine what level of constituent services they would receive.    
We all deserve better than that. The Downtown News thinks so too
Please call Councilman Herb Wesson's Office at 213 473 7010 and Mayor Antonio Villaraigosa's office 213 978 0721 and demand that they listen to the people and not use redistricting for political purposes. We need to re-do the maps and keep Downtown in the historic Ninth District. The Rules Committee will meet this week on Wednesday, March 7 at City Hall at 4:00 pm to discuss the redistricting maps and take public testimony. Come to the hearing and let your view be known. We want to keep the Great Ninth District together.

FBI investigates bribery allegations at Department of Building and Safety



FBI agents probing allegations of bribe-taking at the Los Angeles Department of Building and Safety have obtained records and questioned individuals about a soft-spoken building inspector who retired from his post nearly a year ago.
Federal investigators have interviewed current and former department employees about Samuel In, a Korean-speaking employee who had been assigned to Koreatown and nearby neighborhoods.


Multiple complaints were lodged against an inspector assigned to the Koreatown area who quit after being placed on leave

Building and Safety officials have responded to a grand jury request for documents on In, who quit his job last May, two days after he was placed on administrative leave amid an internal corruption investigation.

"We have turned all the information we have on Sam In over to the FBI," said Robert "Bud" Ovrom, the department's general manager.

In, 64, said in an interview that he has done nothing wrong and did not accept bribes. "If I was wrong or bad, I don't think [a person] could sleep," said In, sitting in the backyard of his hillside Glendale home. "I always sleep with peace."

An FBI spokeswoman would not confirm or deny the existence of an investigation.

Gregory Glover, a former inspector who was assigned to the Koreatown area at the same time as In, said he is among those interviewed by the FBI. Glover, who left the department in 2010, said he told agents last year that In repeatedly interfered with his efforts to inspect or cite single-family homes that contained illegal residential units or other unpermitted work.

Glover said he described for investigators an incident from 2005 or 2006. In showed up at a property on Crenshaw Boulevard where he was already conducting an inspection and asked him to take a morning break at the Rotex, a hotel-restaurant on Olympic Boulevard, Glover said. Partway into the tea, In put an envelope on the table — one that clearly had money in it, according to Glover.

"He said, 'Greg, we'd really like to have you working with us.' " Glover said. "I told him, 'I've already got a job. I work for the Department of Building and Safety.' And I put my finger on the table and pushed the envelope back."

In, who was assigned to the district represented by Council President Herb Wesson, denied offering any co-worker money.

Glover said he notified his supervisors of the incident and was ushered into a closed-door meeting with three building officials. He said he was told the department had investigated In but had found no proof of improper activity.

"Basically from that point on, I knew what the message was," Glover said. "It was 'Greg, shut … up.'"

Building and Safety spokesman David Lara said department officials don't recall such a meeting. Ovrom, who took over as head of the department in 2010, said he advised FBI agents to speak with Glover last year, after receiving a call from the former inspector.

Roughly three years after the incident alleged by Glover, lawyers in the Los Angeles city attorney's office received a different complaint about In, this time from a businessperson in Koreatown. That caller alleged that In had been saying that he could secure certain kinds of city permits in exchange for $10,000, said Bill Carter, senior deputy to City Atty. Carmen Trutanich. The allegations were referred to the Los Angeles Police Department, which conducted an investigation but never made any arrests.

LAPD Lt. Mathew St. Pierre said investigators struggled without success to find potential witnesses to come forward to discuss the allegations, which centered on permits for tutoring centers. "We talked to 25 or 30 business owners, and no one would talk to us, including people that were referred to us as victims," he said.

Information about the probe has been shared with federal investigators, Carter said.

A year later, another complaint surfaced, this time in Superior Court. Korean landlord Kyong Ho Cho sued In, alleging breach of contract, saying he advised him to pay a company $15,000 to resolve his permitting problems with the housing department. Cho alleged he paid the money, but In never followed through. Cho's lawsuit also claimed that In told him he had a business partnership with the company that received the money, Max Construction.

Max Construction's lawyer, Michael Sinkov, told The Times last year that Cho's case was "totally meritless." Sinkov said In was dropped from the case after he agreed to pay a $10,000 settlement.

Since the FBI began investigating the building department, two inspectors have pleaded guilty to federal bribery charges and two others have been fired.

In was on the periphery of another corruption investigation in 2008. That year, he contacted a housing department official to report allegations that Eun Chavis, a clerk in the city's housing department, had demanded money from Korean landlords trying to resolve their permitting problems, according to court documents.

Chavis, 59, was arrested and later convicted on a single count of felony bribery.

A year later, In was listed in state records as chief executive officer of Grande Vista Associates, a consulting firm that had previously been linked to a scandal at the city's Housing Authority. A Times investigation in 2007 found that Victor Taracena, a construction manager for the authority, steered contracts to politically connected firms, including Grande Vista, without competitive bidding or after rigged contests.

One bidder told The Times that he tapped Gustavo Valdivia, a former aide to Councilman Jose Huizar who was Grande Vista's lead consultant, to help him compete for the work — and found out that Grande Vista had secretly submitted its own lower bid. The housing authority paid Grande Vista nearly $99,000 to prepare schematic drawings of restrooms, parking stalls and ramps and other areas.

In a discussion on food trucks, at an L.A. City Council meeting, the City Attorney told council, they were not allow to make any attempts to tilt economic market scales via municipal ordinance. In other words, the city couldn't pass any laws to ban food trucks for the reason that they were hurting the business and economy of "brick and mortar" restaurants.

There are, however, OTHER reasons/laws that can be passed to address issues concerning food trucks, as City of Santa Monica, recently has, last month.

Similarly, there are issues regarding commercial vending that need to be addressed and enforced upon, on the east side of the Venice Beach boardwalk:

But Zuma Dogg believes a Federal Judge will say, "Where is it written in the U.S. Constitution, that it is L.A. City Council's job to try and preserve the economy of one side versus the other? Where is it written that a municipality has authority to pass law, tilting economic scales of the market?"

[To say, "Eleven stores have closed on the boardwalk, this year, because of the people selling handcrafts and handmade jewelery and custom items," is not a legal argument. The entire local, county, state, national and global economy has hit hard times, and many retail stores and businesses have gone out of business.]

Additionally, I do not think a judge will agree that you can ban ANY form of HANDMADE CRAFTS OR JEWELERY, because the stores on the other side are being economically impinged by the constitutionally protected expressions (crafts/art/clothing/jewelery/etc) made and offered by the artists and performers at Venice Beach. And courts have rules Tshirts/sweatshirts/hats ARE PROTECTED forms of expression. They are the medium of expression/canvas/walking flier/walking billboard...AND THE CITY KNOWS THIS! LIKE MUCH OF THIS ORDINANCE: IT BANS ALL, OVER THE POSSIBLE ILLEGAL ACTIVITY OF SOME. [Ex: Ban ALL shirts (Zuma Dogg's handmade, 1st Amendment protected shirt), cause someone else might sell a NIKE shirt. That is the reason Rosendahl's office gave me. ILLEGAL!]

A couple days ago, I tweeted this:
HERE'S THE ENTIRE REPORT I BASED THAT BLOG POST FROM THAT MAKES THE CASE: PDF FILE OF REPORT - via ZumaDOCS (Aka: Google Docs) I wonder if it's the same one the FBI is making? IT INVOLVES SEVEN CITY LOTS -- WHICH MAKES IT THE MAGNITUDE OF AN AEG/SIZED STADIUM. And some folks think it's the ACTUAL shadiest game in town:

TALK RADIO PODCAST: Dianne Lawrence (theneighborhoodnewsonline.net), the person who brought this issue to ZD, in the first place, explains this CRA merger/bambooze-a-shuffle on a ZD Radio Show from Dec. 2010.

In this interview we mention that this project was put on "hold," most likely until after the March 2011 L.A. City Council election. Wesson was running for re-election, so couldn't have this come out. Sure enough...it happened, JUNE 2011, as all expected and predicted. ("Clockwork," y'all...See: "as predictable as.")

EXCERPT: The office that advises the California Legislature voiced doubts Friday about the level of economic benefit that would come from an NFL stadium in downtown Los Angeles, saying studies commissioned by the project's developer "likely overstated" the financial boost it would deliver.

Speaking to a state Senate panel reviewing the plan by developer Anschutz Entertainment Group, policy analyst Mark Whitaker warned that football stadiums typically have a minimal effect on a region's economic growth, largely because they become a magnet for household entertainment dollars that were already being spent elsewhere in the area.

In many cases, families that have bought tickets to events at the Home Depot Center in Carson, the Los Angeles Memorial Coliseum and other local venues would probably shift those same dollars to the proposed Farmers Field in downtown Los Angeles, said Whitaker, who works in the Legislative Analyst's Office.

Mega-Shady Alert!: FOLLOW-UP TO TODAY'S HERB WESSON/KOREATOWN/WILSHIRE, CRA Shady Agenda Item (Citizen's Alert!)

FOLLOW-UP TO TODAY'S POST ON TODAY'S KOREATOWN/WILSHIRE, CRA PROJECT. In December, ZD was contacted about this project -- and some allegations of HARDCORE SHADINESS were thrown down. Here's an excerpt from today's post about the agenda item, followed by the post from December, WARNING of this item. Maybe the person who emailed me about this, has it ALL WRONG!

ZUMA DOGG'S BIG QUESTION: HOW MUCH MONEY WAS TAKEN AWAY FROM OTHER CRA PROJECT DISTRICTS TO USE FOR THIS PROJECT? (Will follow up with a post containing some DAMNING emails with info on how this whole project was, "fudged," to say the least.

Fiscal Impact Statement: The CRA reports that there is no fiscal impact to the City's General Fund as a result of this action. (That's what they all say!)

Community Impact Statement: None submitted. (No problemo! I'm sure it's all hunky-dory!)

(Housing, Community and Economic Development Committee waived consideration of the above matter) (Nothing to consider...Herb has to get this done!)

AND GUESS WHAT...when you add up all the multi-millions and millions of dollars on this project, at the end of the day, there's no need to watch this video, really; because it's only public comments, mostly from people sent there to "rah-rah" the project for the cameras and for the record.

FOR ALL OF THIS MONEY AND MAGNITUDE OF THIS "FOOTBALL STADIUM SIZED" CRA PROJECT...NOT ONLY WAS CONSIDERATION WAIVED AT COMMITTEE...THEY JUST OPENED THE ROLL AND TABULATED THE UNANIMOUS VOTE, WITHOUT ONE SECOND OF DISCUSSION BY COUNCIL! Herb did not even mention a word, explaining a thing about this project, like the community benefit.

Also, who will pay for the maintenance of this park? Just cause all this money dropped out of the sky to build it, then you have to staff it and maintain it.

CATEGORICAL EXEMPTION, COMMUNICATION FROM THE COMMUNITY REDEVELOPMENT AGENCY (CRA) and RESOLUTION relative to acquisition of either: 1) approximately 96,750 square feet of land comprising seven lots at 3670 Wilshire Boulevard for $21 million plus approximately $50,000 in closing costs or 2) the southern three lots of said land, comprising approximately 45,750 square feet, for $9,929,000 plus approximately $25,000 in closing costs from Shinyoung 3670, LLC in the Wilshire Center/Koreatown Recovery Redevelopment Project Area.

Recommendations for Council action:

1. FIND the recommended action under Option Two is categorically exempt from provisions of the California Environmental Quality Act (CEQA) pursuant to Sections 15304 (a) and (b) and 15311 of the CRA and State CEQA guidelines. Pursuant to State CEQA Section 15004(b) (2) (A) future use of, and/or disposition of the property under Option One, would be subject to environmental review pursuant to CEQA and CRA approval of the future project.

2. AUTHORIZE the Chief Executive Officer, or designee, to:

a. Adopt the accompanying JOINT RESOLUTION as required by law to authorize the CRA to purchase property that will be publicly owned.

b. Amend the Fiscal Year (FY) 2011 Budget and Work Program to transfer $300,000 in Wilshire Center/Koreatown (WK) Tax Increment and $125,000 in WK Taxable Series B Bond Proceeds from budget line item Community Facilities and Programs and $2,669,600 in WK Tax Increment and $10,455,100 in WK Taxable Series B Bond Proceeds from budget line item Economic Development Opportunities to budget line item Public Improvements.

c. Negotiate and execute a purchase and sale agreement and related documents in order to acquire seven lots comprising approximately 96,750 square feet (SF) of vacant land at 3670 Wilshire Boulevard from Shinyoung 3670, LLC, for up to $21 million plus associated closing costs of up to $50,000, to be funded with Prop 84 funds ($4,000,000) and WK Tax Increment and Taxable Series B Bond Proceeds ($17,050,000).

d. Take any actions as reasonably necessary to implement the above recommendations, subject to the review and approval of the City Attorney.

e. Negotiate, execute, and take any action necessary to carry out an agreement with the City of Los Angeles Department of Recreation and Parks (RAP), pursuant to which the CRA will convey to RAP, and RAP will accept from CRA, fee simple title to a portion of the CRA-owned site and all improvements thereon, at no cost to RAP, upon completion of park improvements, and RAP will agree to maintain the park thereafter.

f. Approve CRA's implementation of the Prop 84 Parks (now renamed Wilshire Center/Koreatown Central Park) project under the Cooperation Agreement for Payment of Costs Associated with Certain CRA Funded Capital Improvements, Public Improvements and Affordable Housing Projects, dated as of March 10, 2011 between the CRA and the City of Los Angeles.

For Option Two

a. Adopt the accompanying JOINT RESOLUTION as required by law to authorize the CRA to purchase property that will be publicly owned.

b. Amend the FY 2011 Budget and Work Program to transfer $2,098,600 in WK Tax Increment and $3,855,400 in WK Taxable Series B Bond Proceeds from budget line item Economic Development Opportunities to budget line item Public Improvements.

c. Negotiate and execute a purchase and sale agreement and related documents in order to acquire three lots comprising approximately 45,750 SF of vacant land at the northwest corner of Seventh Street and Hobart Boulevard from Shinyoung 3670, LLC, for $9,929,000 plus associated closing costs of up to $25,000, to be funded with Prop 84 funds ($4,000,000) and Taxable Series B Bond Proceeds ($5,954,000); provided that delivery of the executed purchase and sale agreement (assuming City Council approval of this Option Two) shall occur concurrently with, but no sooner than, Hankey Investment Company L.P.'s removal of the remaining contingencies and its deposit becoming nonrefundable.

d. Take any actions as reasonably necessary to implement the above recommendations, subject to the review and approval of the City Attorney.

e. Negotiate, execute, and take any action necessary to carry out an agreement with the City of Los Angeles Department of Recreation and Parks, pursuant to which the CRA will convey to RAP, and RAP will accept from CRA, fee simple title to the CRA-owned site and all improvements thereon, at no cost to RAP, upon completion of park improvements, and RAP will agree to maintain the park thereafter.

Is Herb Wesson Going To Dethrown Eric Garcetti As L.A. City Council President?

Kevin James (870-KRLA) just did a teaser on his show that he has a source speculating that L.A. City Councilman (District 10) Herb Wesson may challenge L.A. City Council President Eric Garcetti for the thrown. Also mentioning Wesson already has eight votes.

I accused Wesson a few years ago of being about to attempt the move. It didn't happen, and maybe my exposure blew it for him at the time. But here is an email response I sent to Kevin, just now, explaining why this topic may be coming up, once again. And why it may be more important to give it a shot, now. (Kevin is mentioning/referring to the email, now, on the air!!!)

Email: herb told me years ago, he is the only cm who could topple garcetti, but he didn't want to (at the time.) Now, here's maybe why he needs to. First of all, I don't think herb wants to be cm, cause he smokes and can't sit there all meeting, cause he likes to go outside. but, wendy greuel is the city hall gal for mayor. herb also told me he is antonio's best friend/going way back to assembly/like fred and barney. if the city hall machine is moving to wendy, maybe they are gonna have to have herb replace eric so he can't be the president, to campaign for mayor. cause although we think it's bad to be cm, city hall probably sees eric being council prez as a plus in helping him as mayor. ALSO, if antonio leaves/is forced to step down, gets an appointment, eric would be acting mayor, giving him a huge edge for the mayoral election. so again, herb told me he is the only one who has the votes to challenge garcetti. wesson=villar (end of email.)

If this happens, eric will say, "In a preponderance of, I mean in an abundance of caution, since I am thinking of/campaigning for mayor, I'm going to step down as council president and we'll open it up for a vote as to who shall replace me as council president." (Then they'll go around the horseshoe and vote unanimously for Herb, which will be a HUGE coincidence since they aren't allowed to have discussions outside of council chambers on this matter.) Anyway, that's just my speculation on the speculation.
