Beware Villaragiosa Spinners; They are out there on the blogs and REALLY, REALLY Desperate To Cover Stuff Up (Spin You Away...Nothing to see here!)
First of all, someone is bragging in the comment section of other blogs how LA Weekly PROVED Villaraiogsa knew NOTHING about Adelman until he heard about it on the news. O.K., so what. The issue I brought up was how quickly Villaraigosa put out the press release of the news based on only a search warrant being issued. AND, it doesn't PROVE that Villaraigosa knew nothing about the events. It only says that he acted upon it within minutes of a report being broadcast. KEEP SPINNING VILLARAIGOSA. Here's an excerpt from LA Weekly that has the mayor's blog posters spinning all about how the mayor is just A-O.K. and Zuma Dogg is so, so bad:
"Several pages from a search warrant in the case were first posted on the news Web site TheEnterpriseReport.com run by freelance network-news producer Eric Longabardi, who chose to redact the names on his Web site until police were ready to go public.
Adelman was identified in broadcast reports, and within minutes, Mayor Antonio Villaraigosa had sent Adelman instructions not to report to work."
So based on a broadcast report where no arrest was made and still has not been made, within minutes, Adelman is instructed not to report to work merely becasue a search warrant had been issued and the mayor pours fuel on the fire by issuing a press release . ANYTHING TO KEEP HIM FROM ISSUING THE MAYS FAMILY (CLEAR CHANNEL BILLBOARD) CITATIONS!!!
I wonder if the mayor will step down within minutes when a search warrant is issued concerning HIS office?

Some of you have contested the figures, please explain your thinking. Also, would you continue the trash fee if elected or how would you allocate it on city spending.
ZD: When people hear these statistics, I think they say to themselves, "It doesn't feel like crime is down. It feels like we are losing the streets to the criminals, more than ever." And you always have to beware statistics because they can be manipulated in the way you conduct the survey in what types of crimes are counted in the survey and other parameters that can vary the results.
I spoke with [an elected official in the district] today and asked about the crime reductions numbers and expressed my concern that the statistics can be manipulated and I question the validity.

The Los Angeles Police Department's online crime map intended for public use has failed to include nearly 40 percent of serious crimes reported in the city.
The omissions, dating back at least six months, include thousands of crimes known to LAPD officials and included in their official crime statistics.
The newspaper reported that among the 19,000 incidents between Jan. 1 and June 13 that do not appear at lapdcrimemaps.org were 26 homicides, 137 rapes and 10,766 personal, vehicle or other nonviolent thefts.
The lapses mean the map, touted by city leaders as an important resource for city residents to determine whether their neighborhoods are safe, presents a drastically incomplete image of city crime.
The Times said it discovered the magnitude of the problem while developing its own online map to display LAPD data. Comparing the LAPD map with the department's official totals revealed that thousands of crimes through mid- June were missing.
The department's official crime tally recorded more than 52,000 serious crimes this year. But the database on the public mapping site contained fewer than 33,000 for the same period.
The map available to the public at lapdcrimemaps.org is a joint venture between the Web development firm LightRay Productions and the engineering company PSOMAS, which manages it.
In an e-mail to The Times late Wednesday, PSOMAS Vice President Craig Gooch said his company had identified an inadvertent programming error.

City of Los Angeles May Pass Ordinance REQUIRING Civilian City Employees To Pay More Into LACERS Pension Fund
FIRST, read this, ZD's massive analysis of the City of Los Angeles' massive budget crisis. It has been said, regarding the $7 Billion LACERS pension loss, a required part of the solution, I REPEAT...a REQUIRED part of the solution...is to have city workers pay more into the pension fund. (Of course that is not something they will agree to on their own.)
So, I was just reviewing City legislation to see what can be done about this crisis, since I see no leaders, only followers, and discovered that an ordinance can be passed by council to REQUIRE civilian city employees to PAY MORE MONEY INTO THEIR LACERS pension and retirement fund.
So you heard it here first:
YOU WILL SEE CITY COUNCIL PASS THIS ORDINANCE. (And the timing is of an URGENT nature, so look for that between now and May.)
Now mock it, criticize it, scoff it, deny it, turn your back on it and denounce it, as you have been doing each and every step of the way. But you would tell Rainmain it was 300 toothpicks, not 296, you arrogant, pompous, always wrong, combative dummies.

Zuma Dogg Busts Mayor Antonio Villaraigosa's In City Hall Christmas Tree Bamboozle (He Can't Even Run A Christmas Tree)
Zuma Dogg might have to file a class action lawsuit on behalf of "all people" against Los Angeles Mayor Antonio Villaraigosa, for being the Grinch that stole Christmas away from "all people" who visit City Hall, like tourists and Zuma Dogg.
You've seen in this previous video from earlier this month, of Zuma Dogg and Matt Dowd doing a segment around the City Hall Christmas tree that was all lit up, with a nice display.
But we are sorry to say, that all the lights had to be taken down and gifts removed from the tree, until it was totally stripped down, the same way the mayor is stripping you of the money out of your wallet.
You see, Los Angeles Mayor Antonio Villaraigosa may think he is fit to run the City for a second term as mayor, but he can't even run the City Hall Christmas tree.
The tree was not watered properly and became too dry, so time and effort (money) had to be spent stripping the tree down and removing all the packages because the tree became a fire hazard.
Dr. Deming would have something to say about this. See his 14 Points. Antonio Viagraosa wants to run this City? He can't even run this Christmas tree!

LA Times Notes "Zuma Dogg" Qualifies As Mayoral Candidate For Their Readers
Thanks to LA Times City Hall reporter David Zahniser (your favorite), for not only mentioning that ZD qualified as candidate for Los Angeles City mayor, but felt so compelled as to add the, "But, yes,..." as though he had to break the news the whole city was waiting for. THANKS, Dave! (You should have seen the look of shock of David's face when he saw me at City Hall this week for the first time without my ski cap and sunglasses. It stopped him dead in his tracks. I think he was surprised how clean-cut and mayoral I looked...I HOPE!)

By 8:30 p.m. last night, election officials still had not finished reviewing petitions submitted by 17 candidates in races for school board, community college board, City Council and citywide offices. Would-be candidates who lack the required number of signatures will lose their chance to run.
Still, the election picture is now considerably clearer. Five candidates are in the race to replace City Atty. Rocky Delgadillo, who is being forced out by term limits. Six candidates are running for the Westside seat being vacated by Councilman Jack Weiss, who hopes to become city attorney.
Much more to come as the city clerk keeps reviewing signatures. But yes, "Zuma Dogg" -- a self-described community advocate who is typically the noisiest presence at City Council meetings -- qualified in his bid to run for mayor.

Here's a comment I posted on Mayor Sam's blog that I may as well post here, too:
Zuma said...Does anyone know the address for "Meetings Anonymous?" I haven't missed an LA City Council meeting quorum in over three months, but I want to miss one. I thought I was gonna miss one on Friday, but somehow I ended up at Van Nuys. Plus the committee meetings and planning meetings in the evening, in between and all I wanna do is drive to Santa Barbara and stay there for a week.
All I can say to people who do not believe in "non-material energy"/karma/quantum physics and all of that...it does seem that ZD has stepped into some weird "energy pattern" and it's kinda dragging me all over the place.
Every day is gonna be the day I do some other things...but I don't know how I keep ending up in Council chambers one more time.
It doesn't help either, when I drive to Agoura Hills on a Friday night for karaoke to escape the LA City TV 35 "fame zone" -- and as soon as I step out of my car and walk to the restaurant, two guys from Agoura Hills (not in LA City TV 35 viewing area) immediately flag me over to tell me a bunch of shady stuff about the City of LA (because they both do work for the City.)
ALL NEW MATERIAL...stuff about the airport and construction (how airport construction contracts not only went to cronies...but inexperienced cronies who were WAAAAAAAAAAAY out of their league on an airport project. (It was about a half hour conversation in the parking lot.) AND NO...I WAS NOT EVEN WEARING MY ZD knit cap and sunglasses. So it wasn't like I was walking around in a ZD shirt with the full garb. (I KNOW THAT'S WHAT CM ZINE WOULD SAY! HE REFUSES TO RECOGNIZE THAT I AM FAMOUS AS HELL IN LA COUNTY!)
Anyway, I don't know what happens to burnt toast when you still keep it in the toaster, but I'm afraid I am about to find out.
AND I SURE WOULD LIKE TO SEE SOME OF THE PEOPLE WHO WERE SHOWING UP TO THE COUNCIL MEETINGS WHEN ZD WAS OUT OF TOWN START SHOWING UP AGAIN.
THERE IS ONE REASON CITY COUNCIL AND VIAGRAOSA KEEP GETTING AWAY WITH THIS STUFF -- AND WHY Y-O-U (NOT ZD) KEEPS GETTING HIT WITH ALL OF THESE NEW FEE UP-DATES AND NEW TAXES:
The Mayor and City Council goes un-opposed.
I REALLY APPRECIATE ALL THE PEOPLE WHO APPRECIATE ZD FOR SHOWING UP ON A REGULAR BASIS BECAUSE THEY CANNOT...
BUT IT WOULD BE NICE IF SOME OF THESE PEOPLE SHOWED UP ONCE IN A WHILE. If EVERYONE showed up, once in a while, it would make an impact.
A lot of new ZD updates Including problems at DWP as more people are not paying their utility bill; Echo Park school construction shut down (due to shady EIR); half cent MTA sales tax close to making it on ballot; another school bond; and more and more we are finding -- THE MONEY APPROVED FOR ONE THING IS ENDING UP GOING FOR SOMETHING ELSE!
NO ON ALL NEW $$$ ON THE BALLOT.

DWP Rate Increase Hangs In The Balance Pending Surplus Rate Transfer Lawsuit Results
Trevor Grimm shows up at DWP NC Press conference. News is announced of the rate Prop 218 illegal water surplus transfer fees from DWP into City Hall's general fund.
They are using Prop 218 as the litigation tool. (The $60 million surplus rate transfer is a violation of of the Proposition.)
City Council was put on notice of this pending lawsuit (on the record) during the March 25, 2008 Council meeting regarding the DWP rate increase.
The lawsuit is being conducted by the Apartment Owners Association regarding these money transfers, stating the rate increases must be postponed until the results of the lawsuit.
Zuma Times inside sources say that Councilmembers want to wait and see the results of the lawsuit, because it the City loses -- and DWP gets to keep the $60 million (they have set aside in case they LOSE, and have to pay $60 million in surplus rate money to the City of Los Angeles).
I guess certain Councilmembers are feeling that if the big reason they are claiming they need to increase DWP rates by 20% over the next year or two is because of this lawsuit...well if they don't have to pay the $60 million after all...I'm sure David Nahai will be wishing Susana never hooked him up with the job.
Nahai's gonna throw a bigger Rainman fit than a ten year old girl who was just told by her parents that she can't go to the Hannah Montana concert because they changed their mind. (LOL!)

Southwest Museum/Autry Controversy: Financial Bamboozle (Are The People Geting Screwed Again?))

Go there and you'll see an excellent piece of work uncovering the Autry's true and actual assets at the time they signed the merger agreement with the Southwest. Turns out their touted $100 million (with which to build their new campus, relocate Southwest artifacts, et al) is little more than a
promissory note to be given only on Mrs. Autry's death. The Autry Foundation has little more in current assets than the Southwest ever had.
According to the study's author Mr. Jack B. Siegel of Charity Governance consulting, LLC, at the time the Autry presented its merger plans to the Southwest Board, the California State Attorney General, and others, it was not much better off than the Southwest, once the $100 pledge was removed from their books. In light of that bit of news, John Grey's statement in the L.A. Weekly article is truly EXTRAORDINARY:
(commenting on neighborhood activists who are working to keep the artifacts in Northeast LA): "You give me a commitment that you'll raise the money, then you can spend it," Gray says of Southwest backers. "Every time I have a philosophical discussion, I get accused of lying" (L.A. Weekly).
You bet you get accused of lying, John Grey. Good news is, through the diligence and hardwork of our neighborhood activists, we may finally have a leg to stand on.

EAST L.A. GENTRIFICATION ALERT: Oops...The tenants at Wyvernwood (East L.A.) just found out they are getting kicked out of the neighborhood
Pictured: Yesteday's photo op/today's gentrification target surrounded by two shady L.A. politiciansOh no...Zuma Dogg has been blogging about the mucho-controversial Wyvernwood housing project in Boyle Heights brought to you by developer Steve Fink's Florida-based 15 Group, Mayor Antonio Villaraigosa and Counclmember Jose Huizar.
The project involves kicking out the community, cutting down protected oak trees and demolishing historically protected buildings. Developer Fink has hired consultants to see if there are loopholes that will allow The City of Los Angeles and Fink to cut down the trees and demolish the buildings.
You may remember when Villaraigosa was running for election, he had to return some shady money from Florida developers. It was rumored to be from 15 Brothers/Fink rumored for this project.
The rumors (as blogged) also said that Villaraigosa, who was CD 14 Councilmember at the time, made all kinds of promises to 15 Group regarding the Wyvernwood housing project, but Villaraigosa vacated his CM post to become mayor, and now CM Jose Huizar is in charge of making sure the orders are followed through. And the order is to make Wyvenwood happen!
Based on the level of chatter...Zuma Times can tell the community is now aware that they are about to be kicked out of their neighborhood and have their entire community disbanded (gentrification) over this project that relies on loopholes to be allowed to move ahead. (Wonder if they are simply ignoring any loopholes they can't slip through? Wonder about the legality of this project and contributions. Wonder what would happen if there were an investigation into Wyvernwood.

Zuma Dogg on "Special Event Fee Waivers" In The Face of LA City Budget EMERGENCY!
Here's a comment I posted in the comment section of Mayor Sam's blog post about "Special Event Fee Waivers" in the face of the City's "belt-tightening" measure. (LOL...they actually call it "belt-tightening." (How about calling the rebuilding of New Orleans, "community enhancements?")
The City keeps talking about "belt tightening" measures. (That's actually what it is called on the agenda.) When the real problem is stuff like these fee waivers -- and even more so all the non-profits that City Council and the Mayor funnel money into. All in the name of kids, and elderly, or the poor.
HERE'S THE REASON WHY THE CITY IS FACING SERVICE CUTS ACROSS THE BOARD:
1) City is given Federal and State funds to provide services. (Also tax breaks and subsidies are provided to developers in exchange for public benefits.)
2) Elected officials (Mayor and City Council) funnel the money into their crony non-profits where there is no accountability or transparency -- and the public doesn't get the actual services the money is supposed to be used for; or the project can't be completed.
3) Elected officials come back and ask for more money to complete the project or provide added services.
4) The mayor blames it on Blackberry use.
DON'T BE BAMBOOZLED...California politics is about one thing and one thing only...there is Federal and State money -- and tax breaks and subsidies being handed out.
And there will always be vultures fighting for their chunk of flesh.
To become an elected official is to basically say to your conscious, "There's money being handed out -- and SOMEONE is going to grab it...may as well be me. Cause if it isn't me, it will be someone else.
And the powers that be, already in charge of the shady distribution of these public funds and public trust (the people controlling the funneling of this money into non-transparent/no accountability "cahoots racket" non-profits won't pull the switch for a politician and back them for office, if they aren't "on the team" in the first place.
For example...in the Assembly race for Nunez's seat...Villar's cousin John Perez is the person anointed to keep the non-profit ball rolling. (So I can guarantee you he will not be pushing for audits into non-profit spending.)
SUMMARY: Don't be fooled by the warm and fuzzy photo opportunities and helpful sounding non-profits...
If you are an elected official in Los Angeles...that means you are the one anointed to funnel the Federal and State money into your backer's non-profit.
HOW MANY NON-PROFITS ARE ACTUALLY RUN BY CITY COUNCILMEMBER PAID HIGH-LEVEL STAFF!?!?

Villaraigosa and Los Angeles City Council Pick Up $3,034 Tab For "Leather Meets Lace" Party at Playboy Mansion (What About The Financial Emergency?)
FINANCIAL EMEGENCY... APPROVE FEE WAIVER FOR HEFNER'S "Leather & Lace" PLAYBOY MANSION PARTY THIS OCTOBER: Mayor Antonio Villaraigosa and Los Angeles City Council add bulky item fees, trash collection fees, DWP rate hikes, cell phone and internet tax, property tax for gang fees, personal income tax, infrastructure taxes -- and a declaration of financial emergency in the face of a $500-$700 budget deficit...but they continue to pick up the tab for events like these all across the CityCD 13
MOTION (GARSHADY - LABONGE) relative to declaring the Leather Meets Lace at the Playboy Mansion on October 4, 2008 a Special Event (fees and costs absorbed by the City = $3,034).
Special event fee waivers are supposed to be used for free events open to the public. So in case Hef's bodyguards kept you out of this private, invitation-only event called "Leather Meets Lace" (Was that an LAUSD benefit event?) Here are some photos Zuma Dogg took at last year's event.
I'm sure Hef thanks the City of Los Angeles for picking up the tab. (We all know he can't afford the three grand.) Wonder if voters in your district are as appreciative?

LA Residents Ask Los Angeles City Council to RESPECT THE CHARTER Regarding DWP Rate Increases

Respect the Charter
You would have thought that Antonio Villaraigosa, of all people, would respect the City Charter. But unfortunately, the Mayor, along with DWP, is pressuring the City Council Members to approve the Power Reliability pass thru and the multi year Rate Increase without the benefit of the Charter mandated IEA Survey.
According to the City Charter, this strategic Survey was due in October, in time for the Mayor, City Council, Controller, DWP and the public to reap the benefits of this $1 million survey by independent utility experts ahead of any proposed rate increases.
There are many questions that will be addressed by this Survey that cannot be answered by glib comments in a large public forum. Real analysis based on good information is a must, especially when we are dealing with such large amounts of money.
What is the impact on the Rate Payers of the Power Rate Increases? While described by DWP as ”fairly modest,” a “$1.60 a month,” rates are going up 20% over the two year period. Base rates are up over 15%. Pass thru rates are up over 40%. Modest?
Why have the June 5, 2007 projected Energy Cost Adjustment Factor revenues increased 80%, or $550 million, over the December 9, 2006 projections? Was this rate of increase anticipated when the City Council approved this “pass thru?”
Power System profits were $70 million over budget in the first quarter? What impact will this have on the need for the multi year Rate Increase and the Power Reliability pass thru??
What is the status of the many money saving recommendations of the Huron Consulting Group? Work force management? Project management? Shared Services? Customer Service? Information Technology? Others?
What is the impact of the Rate Restructuring Plan on single family residences? An additional 2 to 4% a year?
While DWP is clamoring for the immediate approval of the “desperately needed” Rate Increase, why did DWP recently agree to fund the Mayor’s $270 million Solar Initiative? And why is there talk of using some of DWP’s $600 million unrestricted cash to help balance the City’s budget?
How do DWP compensation levels compare to City workers and other regional utility workers, especially since DWP is considered the gold standard?
Respect the Charter. Do not rush hed into a major decision without good information and analysis. Respect the 1,400,000 electric and 640,000 water customers. And respect the 80% of the certified DWP MOU Neighborhood Councils which support the completion of the IEA Survey before action is taken.

We were right. The Mayor plans to incorporate the DWP Rate Increase into his budget!!!!
Who says Nahai is truthful? The increase would be used for the City, not infrastructure. The bond ratings would not be affected up or down with/out the rate increases. Their indebtedness already on the books in unfunded pensions, health benefits, etc. would and do. The lack of increase is not the culprit. What kind of a legacy is Nahai leaving for the next General Manager and Community?
DWP is paying for all of Villaraigosas plans for green power and alternative resources. How much will be left for infrastructure?
