L.A. Mayor Antonio Villaraiogsa Issues Statement on Today's Signing of Phony, Fake, Smoke & Mirrors Budget (That Wall Street Won't Be Buying)

No, but seriously: Steve Perry just called. Said he's, "Still Not Believin'," and wants to warn the street-light people.

A MESSAGE FROM L.A. MAYOR ANTONIO DOUCHEARAIGOSA ON SOLVING EVERYTHING!:

"Today, I was proud to sign a budget that preserves core services and makes the necessary structural changes to put our City on a path to fiscal sustainability. With this budget, we are able to maintain police hiring to attrition, reorganize our fire department to maximize resources to better serve the needs of our communities, restore library service to six days a week, allocate funding to fill 300,000 potholes, and provide funding to allow Recreation and Parks to open new facilities.

Critical city services would have been reduced due to furloughs if not for the significant sacrifices made by our hardworking employees. Their willingness to come to the negotiating table to help the City preserved jobs, maintained services and put thousands of city employees back to work full-time in service of the residents of Los Angeles.

I’d like to thank the City Council for their thoughtful deliberation on this budget. They improved upon the proposed budget, removed borrowing, and included additional funding to support summer youth jobs.

But not everyone was happy with the budget.

The firefighters union protested the approval of a controversial Fire Department redeployment plan, which calls for trucks or ambulances at about one-fourth of the city's 106 fire stations to be put out of service.

And the police union complained about the roughly $120 million in cuts levied against the Los Angeles Police Department.

Around $80 million of those cuts come from the elimination of overtime pay for cops. About $41 million of the LAPD's budget cuts have not yet been detailed.

LAPD Chief Charlie Beck said last month that the department's ability to close the $41-million gap rests on whether city negotiators can extract sufficient savings from the police union.

A spokeswoman for Mayor Villaraigosa said Thursday that those negotiations are still ongoing.

Other budget cuts include a 10% reduction to homelessness programs and a more than 6% cut in graffiti removal efforts. The city's system of neighborhood councils and the City Council itself had their budgets reduced 10%.

The Recreation and Parks Department saw its budget effectively cut by $19 million when the council voted for reductions and a requirement that the department pay for some city services, such as water and trash pickup.

The increases include 20% more money for pothole repairs, and the return of Monday library hours.

David "Zuma Dogg" Saltsburg, Candidate for Mayor Featured in Today's Los Angeles Times on Measure B (Mayor's solar boondoggle)

Thanks again to Los Angeles Times for covering this election in a real and meaningful way, but allowing all the candidates a forum to answer questions, as opposed to some radio talk show hosts who base democracy on dollars raised, and whether they are being spent on their radio show.

Daily News will also be featuring mayoral candidates and are holding a mayoral candidate forum on Sunday. Here are my answers to the L.A. Times question about Measure B (solar) on the March 3, 2009 ballot.

Contestants in the March 3 primary describe their stances on Measure B, a solar energy measure that proposes putting photovoltaic cells on roofs and parking lots across Los Angeles.

Should the city of Los Angeles become a national leader in the generation of renewable solar energy, as a March 3 ballot measure proposes? Or would it be too costly to put 400 megawatts' worth of photovoltaic cells on roofs and parking lots across town?

Times editors recently asked the 10 mayoral candidates about the solar energy charter amendment, Measure B. Here are excerpts of their responses.Do you support Measure B, the city's proposed solar power initiative? Why? How do you believe it will affect Department of Water and Power rates?

David "Zuma Dogg" Saltsburg: "Not only do I not support Measure B, if I have one message to get across to voters this election season, it is please vote "No" on Measure B. The measure was rushed onto the ballot without much discussion or input. It will drive up the cost of DWP rates. I think just about everyone in the city would agree that solar energy is good. But this is an extremely risky plan that reports say may cost at least double the initial proposed cost. It's a blank check for an aggressive plan that DWP is not ready to take on. But the worst part is that it is not really about creating a strategic solar plan for the city. There was no competitive bid for the program. . . . So what I think this is about isn't about solar, but helping the mayor secure his reelection by putting this deal together that is too expensive, too risky, noncompetitive, will drive up DWP rates, takes the solar industry out of private hands and requires blank-check spending."

Antonio Villaraigosa:"Measure B is the first installment of a solar plan that will provide the city of Los Angeles with 400 megawatts of in-basin solar power by 2014. Ultimately this comprehensive plan will provide 1,200 megawatts of solar energy by 2020 -- making Los Angeles the solar capital of the world. Measure B will create thousands of good, middle-class jobs in solar installation and maintenance. It establishes a job-training and outreach academy focusing on job creation in underserved neighborhoods throughout L.A. . . . Measure B also contains strong accountability provisions including annual audits by the city controller and a citizens oversight committee to ensure that this program is developed and implemented in an efficient and transparent manner."

UPDATE: I would also like to add that I was contacted by a veteran DWP worker who reminded me the DWP infratstructure is absolutely shot, the transformers are shot...one good heatwave, and it will look like the $4 million dollar scene in "Tropic Thunder." (ka-BOOM!) But citywide blackouts are what we are really talking about here. And this is no time to have all these DWP workers moving away from the real task of the dangerous transformer and infrastructure situation, THAT IS GETTING WORSE BY THE DAY, WITH ALL OF VILLARAIGOSA'S MASSIVE HIGH-DENISITY PROJECTS!!! THE CITY IS IN BIG TROUBLE. THE DWP INFRASTRUCTURE CANNOT ACCOMODATE IT ALL...MASSIVE BROWN OUTS THIS SUMMER!!!

And these DWP workers that Villaraiogsa is having be the only workers allowed to install these panels are not experienced in solar panel installation, and I am told it's not the kind of thing you learn to do on a job like this.

Fraud, Waste and Abuse on vacation until Tuesday, January 6, 2009

Fraud, waste and abuse takes a holiday, as Los Angeles City Council wrapped up the year with a meeting that was cramming in the shadiness until 4pm.

Next year is going to be a year of living hell on the streets of Los Angeles. Zuma Dogg IS INDEED predicting a doomsday scenario for 2009 on the streets of Los Angeles.

We are going to look back and laugh, this time next year, at the thought of things like Grand Avenue Project, and all the back and forth on what to cut, while you give yourself raises. All the block parties and festivals you paid for out of the general fund with the Special Event Fee Waiver. (THAT WILL BE HISTORY!)

Villaraiogsa can start 2009, by cutting a few of his 20 deputy mayors and staff of 90 people. (These puppets are making $100,000-$160,000 a year.)

2009 is going to be historic. We will be seeing things we have never seen in our lifetime. You are now all very aware of terms like "subprime" and all the Wall Street lingo. Get ready for the term, "hyper-inflation." BUY GOLD!

And by the time the election hit on March 3, 2009...I think Antonio will be lucky if he can even show his face in public, let alone think about being re-elected. Antonio better watch himself. Look how karma always ends up paying back people like him. If he is lucky, his only karma payback will be losing the Office of Mayor. IT'S OVER FOR VILLARAIGOSA. Wait until you see what happens in early '09!

Zuma Dogg Can Tell You, Villaraigosa DOES NOT Have The Supporter He Used To, Cause They Are Now Calling "Zuma Dogg" (Now That He Is On The Ballot)

I know that there are a lot of W*lter M**re supporters out there, who think that he is the most viable candidate because he has $200,000, or so and has been running ads on a couple AM talk radio stations; so some of those people know about him and they talk about him on those two radio stations (where he is running ads, as well)...

But, y'all better recognize that Zuma Dogg has maintained all along, that I don't need that ad budget (although it would be nice, and it still may present itself to my campaign). I've told my friends who have expressed concern about my chances, since currently I have no money, that I have already done my "homework" (my campaigning) over the past two and a half years by; simply appearing at the council meetings that are broadcast on City TV 35 (four airings per meeting -- times two or three meetings a week); making frequent radio calls to Mr. KABC, Kevin James, Doug McIntyre, among others; airing my public access TV show for eight years (see LA Weekly article); massive blogging; and all the other TV/newspaper/radio/media coverage.

AND NOW, some of it may be coming back to me in a good way, as people contact Zuma Dogg, wanting to talk to their community, to let me know what issue is most important to them, ask how I feel about it, and hear what else I have to say (summarized here.)

Besides your ordinary individuals (many of whom are a part of other community organizations) who ask Zuma Dogg questions about what I stand for; a couple interesting groups from within some very diverse communities have contacted (some who have met with) Zuma Dogg to express their willingness to endorse and support Zuma Dogg for Mayor based on what they have seen, heard and read in the various media mediums mentioned above.

This means having their printing people make up a whole bunch of "Zuma Dogg For Mayor" signs; or having their community go door to door for Zuma Dogg...ALL THE STUFF THEY DID FOR ANTONIO VILLARAIGOSA, LAST TIME!

I know a lot of snobs out there think they are too fancy-schmancy with their nose all up in the air, to support Zuma Dogg publicly. Don't worry. I still love you, and many of you may actually vote for ZD when the curtain is closed. You can go ahead and keep supporting whoever it is you support. It's a losing bandwagon to nowhere.

So, maybe it should comfort you to know, that these are the people who helped make it happen for Villaraigosa -- first time around.

And now, not only won't they be supporting him; they will be working against him, by supporting Zuma Dogg. Yeah, he didn't piss-off EVERY ONE of his supporters. Just TONS of them. And these aren't just the type of people who support W***** M****. These people are highly organized and energetic and youthful and really get out there and knock on doors and canvas their communities (Villar's territory). They don't just show up at some meeting and preach to their own thirty-member choir.

SO AFTER TWO AND A HALF YEARS OF WAKING UP AND HEADING DOWN TO CITY HALL TO ALERT THE MASSES AND SPEAK OUT AGAINST THE SHADINESS; THEN CALLING INTO RADIO; AND BLOGGING; AND TALKING ON THE PHONE 24/7; AND MORE MEETINGS AND ALL THE ENERGY IT TOOK, WITH NO BUDGET...

ZD is thrilled that people have been paying attention, and are now turning to me and supporting me as the only serious hope of rocking Villar's boat. (I know Walter supporters feel HE is the only serious hope to defeat Villar, but those people need to do some REAL CityWide market research.

I am seeing that once you are on the ballot, and in this election where there is no "Rick Caruso/Richard Riordan" billionaire in the race, and the only other name (W***** M****) is a little too niched and extremist in message to fully resonate at a mass appeal, Citywide level (because it's a big, big -- diverse, diverse community)...ZUMA DOGG IS THE ONLY HOPE FOR THE FRUSTRATED, UNDER-SERVED AND MIS-REPRESENTED COMMUNITY.

And many of the issues people throw at you for an answer are not comfortable or simple to talk about. The most passionate people, with the biggest amount of "helpers" always seems to be the issues any politician would most like to avoid. And HELL YEAH, Zuma Dogg would like to avoid them. But if you are mayor, you cannot avoid them. So I may as well learn to deal with all diverse factions of the community, now. You really have to be sure to take the time and patience to get past the harsh, aggressive activist shell -- and not just throw these issues under the bus.

Because many of these people have brought legitimate, compassionate issues to my attention that someone like me would never have know about otherwise. (Because I am not affected by them, or in the areas where these are important issues.)

So although I am not going to start "selling-out" to every non-profit organization or community group that wants to offer their support, I can see I am going to have to start meeting with a lot of people in new circles I was not familar with. And they are trying to feel me out to make sure I am sincere and not some phony who will say anything to anyone (the way Villaraigosa did).

AND, even if I cannot cram every single issue (of everyone who contacts me to offer support) into my three minute campaign speech for City TV 35, because I have to address the BIGGEST PICTURE issues affecting as many people Citywide...

It feels to me, like enough people are mad enough at Villaraigosa; and know enough about Zuma Dogg already (where I stand and what is important to me as mayor) to jump on board and offer to roll out the printing press to print up signs and help get the word out in the communities Zuma Dogg has never even been through.

Zuma Dogg and Villaraigosa Draw Back To Back Positions on 2009 Mayoral Election Ballot

When I called my friend to tell them that "Zuma Dogg" will be appearing right next to "Villaraigosa" on the ballot, they said, "Wow, someone up there really wants you to be mayor."

So they agree that the fact that Villaraigosa drew #22 and Zuma Dogg drew #23, today at the random drawing to determine the order in which the names will be listed on the ballot, is a hilarious and blessed event on the good karma tip.

As a matter of fact, when Zuma realized he was going to be placed on the ballot, directly beneath Antonio's name, he burst out into the most hilarious round of over-the-top laughter ("Whoo-hooo!!! Whoo-hoo!!!); the Clerk's office to pull out a camera and take a picture of Zuma Dogg, LAUGHING HIS MUTHER F-ING ASS OFF AT THE NEWS (to capture the historic moment)!

So for as ever happy and blessed I feel about this interesting turn of events (the drawing, this morning)...I'm sure Villar's people must be just as un-thrilled. (Hopefully, they're nauseus.)

Because, you gotta admit...if there are any Villaraigosa (potential) voters; that may not know Zuma Dogg is running/don't see TV commercials of banners)...when they get to the voting booth, look for "Villaraigosa" and see "Zuma Dogg" (because now they will), who knows how many more people may give the "F.U.!" vote to Zuma Dogg (away from Antonio), or may flat-out say, "Oh Zuma is running? I didn't know that...HELL YEAH!" (And they punch the chad for Zuma!)

AND, due to the length of both of our names on the ballot, the two names stand out among the pack of nebulous, no-name, losers. I said all along, it's gonna be Zuma Dogg vs Villaraigosa. And looks like the ballot goddesses agree this is the way it was meant to be. (LMFAO!)

An education ally of Los Angeles Mayor Antonio Villaraigosa said Tuesday that he failed to qualify for the March 3 school board election because his campaign consultant gathered voter signatures in the wrong school board district.

Parent advocate Ben Austin, who had billed himself as Villaraigosa's pick in the race to replace Marlene Canter in her largely Westside district, was still trying to determine whether he should challenge the findings of city election officials.

Way to go Antonio and company! We trust you guys. You are winners and successful champions. Not an embarassment to the people who supported and backed you the first time.

CITY COUNCIL RETURNS: After a week off, LA City Council returned, and there were a lot of important items on the agenda. Try and catch a replay on TV 35, or go to the LACity.org website and do a search for "Our Next Speaker Is Zuma-Dogg" under the Council meetings on demand.

CRA MONEY (FOR BLIGHT) GOING TO LEGAL FUND FOR SHADY PROJECT: On today's agenda was another one of those shady CRA (Community Robbing A-holes) "mixed-use" projects. First, let me remind you the CRA money is supposed to be used to "Redevelop" (hence the "R") the "Community" (hence the "C"). But you should call it the LDA: "L" for "Legal" and "D" for "Defense." Cause that's what (who knows how much of) the $3.6 million dollars on today's agenda will be used for. You see, the shady project (in Garcetti's district, of course) is a giant skyscraper in one of those "un-skyscraper" residential areas. A MASSIVE VIOLATION! And of course the CRA is being sued, due to the massive zoning violation. So let's funnel $3.6 to help pay for the legal defense. (THAT'S NOT BLIGHT Y'ALL!!!)

ZUMA DOGG GATHERS ANOTHER 70 SIGNATURES TODAY: Thanks so much to everyone who signed my petition Downtown today, around the City Hall area...especially in the food court area. BUT SUPER-SPECIAL THANKS to everyone in SILVERLAKE on Sunset Blvd in the Sunset Junction area. Almost everyone ZD approached on the sidewalk in front of the coffee shops and cafes were not only all registered in the City of L.A., but almost ALL were willing to sign a petition for someone wanting to run for mayor. (The sheer democratic process.) And what ZD found MOST interesting, is although these people were all willing to sign. 

ZUMA DOGG FOR MAYOR SIGNATURE TOTAL: About 350...but they say you need about 1000 to get 500 good qualifying signatures. But the good news is, I see I can get these signatures myself, even though it's the "hard way."

WHAT'S WRONG WITH WALTER MOORE?: I understand that Walter Moore has sent out an email to his supporters informing them that he is not willing to take time off from his work to gather signatures; and OF COURSE doesn't want to cancel his out of state Thanksgiving vacation to get the signatures. So he is trying to put pressure on his supporters to do it for him. Guess he's too good to get out there with the real people of the City. He HAS heard about these people, and has read about them in his Ivy League textbooks. Walter says he's in a different league than Zuma Dogg. He is right. I'm in the league of someone who woke up, put my last three dollars in the gas tank to drive down to the council meeting and sat through the meeting to get my daily allotment of public comment time (including agenda items)...THEN walked all over the City trying to get MY OWN signatures, because I'm absolutely panic-stricken that I may not get them. But after getting 70 today, I feel a lot better that I'll be able to 'em.  Walter just doesn't get that saying he refuses to take time off work or cancel his vacation plans to get signatures for HIS OWN CAMPAIGN will rub his own supporters the wrong way. WILL SOMEONE TELL WALTER MOORE HE IS RUNNING FOR MAYOR, NOT KING.

Zuma Dogg, Candidate For Mayor, on Implementing Dr. Deming's 14 Points at Los Angeles City Hall

As Zuma Dogg is out on the streets, pounding pavement (I have holes in my shoes), talking to people as I gather signatures, one message that convinces people to sign my petition quickly is when I talk about the "Deming 14 Points" stuff.

Now, I don't harp too much on the fact that my plan to reduce bureaucracy inside City Hall through the implementation of Deming's 14 Points...however, I just break it down for them in actual specifics they can understand.

For example, they like, "The job of mayor is to help City workers do their best job by breaking down barriers between departments and reduce the bureaucracy. When you call 3-1-1, they keep you on hold WAY too long, then they bounce you to some email, or the wrong person, and you have to start all over again. THEN, they tell you it will take EIGHT MONTHS to send someone out to trim your tree."

My friend called 3-1-1 because tree branches were blocking the STOP sign -- at an LAUSD school crosswalk...and the constituent was told by the council office it would take EIGHT months.

Now before we talk about the EIGHT MONTHS to get your tree trimmed that is blocking a STOP sign at a school crosswalk...let's apply Deming's 14 points to 3-1-1.

Because, although it's not the most important thing...it's the first; most basic thing...cause it's many people's first experience with City Hall and the City of Los Angeles -- and you know what they say about first impressions.

So applying Deming's 14 Points to 3-1-1. Here's ZD's application:

The job of live human operators at 3-1-1 should not be to be a "robot dummy" saying, "Thank you for calling 3-1-1, how may I direct your call? THEN, to be asked for your Zip Code. The information may please the mayor, but delaying the call to ask market research questions annoys the caller; after being on hold for a while. THEN, they also ask if you would like to write down the number. So that is two un-necessary questions (that delays the process), right off the bat.

BUT, that is just a mere tangent of the issue.

THE REAL ISSUE HERE, is that the purpose of 3-1-1 operators should be to answer as much and as many questions of the constituent as possible and the goal should be to have the caller hanging up WITHOUT HAVING to be connected to anyone else.

YES PEOPLE...that is the goal of any service like 3-1-1. Not a starting place in which calls are routed and bounced all over the City, then into voice mail...but a service to try and end the call at the starting point.

It should be, "Thank you for calling 3-1-1, how may I help you?"

a) 3-1-1 operators already have the computers and LACity.org website at their disposal. Much of the information people are asking for can be found right on the City website, in the first place.
I am not suggesting you say, "That information is on the City website." But have the operators use the City website (and any additional information databases you can provide operators) to answer as many questions as possible...right off the bat -- and possibly preventing the person from having to be connected to another busy staffer.

b) If there is a question that the operator cannot answer based on the city website and additional information databases...the operator should be able to take the message for the appropriate Councilmember or City Department staffer AT THAT TIME.

c) If the constituent wants to leave more information than just name, number and brief message for someone to get back to them, if the operator could not handle the call, up front...send them straight to the Councilmember's/City Staffer's voice mail.

In other words, there is no need to;

1) call 3-1-1;
2) have the operator connect you to the Councilmember's Office;
3) only to eventually end up being sent to voice mail;
4) after having to re-tell their story to the Council staffer who picks up the phone.

So the 3-1-1 operators need to be trained and educated and empowered on how to answer any and all questions ON THE FRONT LINE/IN THE FIRST PLACE...but, if the caller needs to leave a voice mail, there is no reason to send them to a council staffer who will then only take the same message the council staffer would have taken -- or send them to voice mail, anyway.

WHY WASTE THE COUNCIL STAFFERS TIME, AND WHY IRRITATE THE CONSTITUENT/CALLER WITH ADDED LAYERS OF BUREAUCRACY???

MAYBE YOU THINK THIS IS A SMALL THING...AND IT IS...BUT IT'S A FUNDAMENTAL/BASIC THING THAT DEMONSTRATES THE DIFFERENCE BETWEEN "AUTOMATIC PILOT" DUMMY BUREAUCRACY -- AND A CITY HALL OPERATING UNDER DEMING'S 14 POINTS.

And all the top experts in the City of Los Angeles already know about Deming, and they are probably thrilled at the thought of a mayor who embraces it. First thing, would be a meeting with all Department Heads and Commissioners and High Level Managers...to get everyone together and on the same page with the new way things are done under the 14 points...THEN, it would be a GIANT Citywide meeting for ALL City employees at Dodgers Stadium for the world's biggest training and empowerment seminar.

Deming's Four-Day seminar was called, "Methods for Management of Quality and Productivity."
