HERE ARE SOME OF THE BIG PICTURE THINGS I HAVE DISCUSSED DURING THE COUNCIL MEETINGS THAT MAY HELP GIVE YOU AN IDEA AS TO WHAT HAS CAUGHT MY ATTENTION AS I HAVE SCANNED CITY COUNCIL AGENDAS FOR OVER THREE YEARS.

Special Event Fee Waiver Abuse:

HOUSING POLICY: Lack thereof; and illegal condo-conversions in violation of vacancy rates. Expressed concerns that city was going all "upscale" (Million dollar condos no one could afford and they would end up sitting vacant and end up dropping in price so much.)

DWP Water Shortage (based on a Federal Judges comments on Colorado River) and predicted rates would skyrocket:

LACERS (City Employee Pension Money) being invested in shady investments and crony real estate projects:

Subprime/Foreclosure Mess:

WARNED Council of Budget Crisis That Would Be Hitting City. Predicted situation would be so bad, people would be getting fired and services would be lost:

AND, as I look back and fast-forward through all my public comments before the city and city council, the biggest thing I have probably said, over and over is...CUT WASTEFUL SPENDING! MAKE SURE THE STATE AND FEDERAL MONEY FOR THE COMMUNITY, MAKES IT INTO THE COMMUNITY, AND NOT INTO THE HANDS OF POLITICIANS AND THEIR CRONIES!

When Council FINALLY reacted to Zuma Dogg's comments on the need to cut wasteful spending, they finally addressed the issue a couple times with their discussion of "belt-tightening measures." Zuma Dogg BLASTED them, because all I ever saw was DISCUSSION of meausres...I NEVER HEARD ON SINGLE PENNY CUT FOR ONE SINGLE THING. Just discussion that it needed to be addressed. I STILL haven't heard of ONE penny being saved. THERE IS NEVER A SINGLE PENNY THAT CAN BE CUT FOR ONE SINGLE DONUT SPRINKING CEROMONY!

So overall, as I look back on the past three years plus reading the agenda items on a day to day basis...I would say "CUT WASTEFUL SPENDING!!! DON'T JUST TALK ABOUT THE NEED FOR BELT TIGHTENING...CUT!!!" is the biggest overall message I have had; and all those other things were warnings to get started all along the way.

So yeah, when it comes time for a city council election, the bike riders want to know how you feel about bike paths; the horse people want to know how you feel about horse paths; the left-turn fanatics want to know how you feel about left turn signals; the person who doesn't like signs wants to know how you feel about signs...a lot of the stuff I am hearing is important to some of the people on the blogs is really petty to me to discuss in a council election. We are not running for Field Deputy or Chief of Staff.

I KNOW there are issues like the higher speed limits on residential streets; the crossing guard you need at your crosswalk; that tree that needs trimmed; that person's fence that is too high and all of those things...BUT I REALLY THINK SOME OF THE COMMUNITY MEMBERS I AM SPEAKING TO GO INTO THIS "NUTTY" NIMBY MODE DURING CAMPAIGN SEASON AND JUST SEEM SO PETTY AND SELFISH AS WELL...IT'S THE BIG, BIG STUFF THAT IS OF CRITICAL URGENCY AT THIS POINT. YOU PEOPLE ARE CRAZY WHO ARE WORRIED ABOUT WHETHER THE BUS STOP HAS A PICTURE OF A FLOWER, OR ADVERTISING!!!

You'll love someone who says, "I will make sure the drinking fountain is replaced at the park and make sure they don't cut down that tree (or cut it down if you want it cut down)." Meanwhile, you don't even complain about a $7 BILLION dollar, city-crippling loss like that. Or don't go CRAZY when you find out YOUR CRA tax incriment money went to Related Cos for the belly-up, loser Grand Ave Project.

You are worried about the dog park, and they are funnelling money right out from under your nose and out of your district. IF YOU LIVE IN CD 2, YOU SHOULD BE SHOWING UP AT CITY HALL TO TELL THEM YOU DO NOT WANT YOUR HUD MONEY LOANED OUT TO A CIRCUS! That's how you get screwed while you are asking your candidates about the bike path.

YOU SHOULD BE SCREAMING...HOW COME I DO NOT SEE OR HEAR YOU TALKING ABOUT SAVING ONE PENNY IN THIS ECONOMIC CRISIS!!! (And talking about recouping Jackson Memorial costs is NOT the issue.)

You want your OWN library to stay open, and the parks open till midnight, and every pothole filled, and every tree trimmed...and you will chase your tails around on that...WHEN THE REASON WE ARE HAVING THESE PROBLEMS IS BECAUSE OF THE BIGGER PICTURE MONEY WASTING!

Don't ask me how I feel about keeping the libraries open, instead of closed; or about finishing the bike path: ADDRESS THE ISSUE THAT IS CAUSING THE CLOSURES AND PROJECTS TO BE STOPPED!

IT'S BIG PICTURE STUFF...You will be fighting for the right for a second rooster, and you and your spouce will lose your jobs and businesses over the stuff flying through that agenda that ZD has been trying to cut back.

Zuma Dogg Supporter Weighs In With Info On City's $30 Million Cirque de Soleil Loan (The Show Is STIFFING in Vegas!)

Cirque de Soleil is in Vegas in a HORRIBLY reviewed show with Chris Angel called "Believe".

All the reviews and fan response is negative.

The LA times in their Vegas review said they just knocked 40% off ticket prices and the show is dying.

Cirque De Soleil is going to lose money and reputation by the time they come to L.A. and won't pay the the b.s. loan back.

Councilmember Zuma Dogg would be a "No" vote on a $30 million dollar loan of HOUSING and Urban Development money for a circus.

AND, Zuma Dogg would be a "NO" vote on spending $40 million dollars on two elephant statues at Hollywood and Highland, now that we are on the topic. So here is the agenda item:

ITEM NO. (DUMB): Due to the fact that we want to make Hollywood and Highland Kodak Theater area the "most beautiful" area in the world, let's spend $40 MILLION on elephant statues.

Zuma Dogg: NO
Chris Essel: Sad to say was "YES" on the $40 mil for the statues.

AND THEN, Architectural Digest called the entire project the ugliest project in the country. Oops! NOT quite the, "most beautiful" comment as Essel described it in the media before it was voted "most ugly."

And speaking of Chris Essel: One thing that I don't like are the way these billboard companies operate in the city. Chris took her career paycheck from Paramount. They are owned by Viacom. Guess who the biggest billboard law breakers are in the city? VIACOM! So look for Chris to have a great working relationship with the billboard companies, giving them what they need. Zuma Dogg For City Council (CD2): Will Work With Community on LAUSD Innovative Community "Take Back" Plan!

Even though being an L.A. City Councilmember is one of the most thankless and pain in the butt jobs in the world; the reason I am taking on the challenge this election by placing my name on the ballot to become the next City Councilmember of District 2 is because, just like radio, it allows for a lot of creative, strategic and innovative energy in the challenge. And that's what I have always thrived on.

So I am here to boldy proclaim, that Councilmember Zuma Dogg will be the most creative, strategic and innovative force that the city has ever seen; and the energy will spread to others.

Think abou this: YOU HAVE HEARD OF ME.

Why should that be?

I am not an elected official who has been collecting a paycheck, perks and benefits?

I am not a paid professional news reporter...or lobbyist...or Political Action Committee or developer with projects...or ANYTHING.

Just one general member of the public. One concerned citizen. And you have heard of me.

So obviously, as someone who has been living on the street; without a lot of money for food and whatnot. AND YOU HAVE HEARD OF ME BECAUSE OF THE FOCUS OF MY ENERGIES AS A SINGLE CONCERNED CITIZEN.

So I think I have proved I can create some kind of energy and force out of creativity, strategy and innovation. (In other words, they say there's never been anyone like me who has pulled off this level of awareness in the city over such political matters.)

Imagine if I have the powers of the office to continue to reflect the community in the way that I have been doing as a hobby because I enjoy it for over three years!

AND HERE'S THE FIRST THING I AM EXCITED ABOUT IN THIS AREA OF STRATEGY, CREATIVITY AND INNOVATION: Helping LAUSD parents and other concerned community members "take real control" of failing LAUSD schools!!! Zuma Dogg is here to say, THE PARENTS AND COMMUNITY HAVE A REAL OPPORTUNITY...IN A REAL AND MEANINGFUL WAY...AS NEVER BEFORE...TO ORGANIZE AND LITERALLY "TAKE OVER" YOUR LOCAL LAUSD SCHOOL!

When I got into City Hall activism, I really started to try and figure out the biggest problems and where all trails led to...IT'S THE SCHOOL SYSTEM!!!

LAUSD IS A DROP-OUT FACTORY THAT CANNOT PRODUCE ENOUGH QUALIFIED GRADUATES TO BE HIRED FOR LOCAL JOBS LIKE TEACHERS, POLICE, ENGINEERS, FIRE, ETC!!! Then they turn into drop outs; and the smartest geniuses of the drop outs end up rising to the top and running the gangs that we end up have to fight.

And, I think LAUSD is the most tangle-up, mixed-up, ABSOLUTLEY IMPOSSIBLE organization, that is ABSOLUTELY HOPELESS...and BARACK OBAMA NEEDS TO FLY IN TO ATTEND THESE BOARD MEETINGS AND START YELLING ABOUT IT LIKE ZUMA DOGG!!!

When I ran for mayor, late last year/early this year; when people would ask, "What do you plan to do about the schools?" I would always say how important I felt the issue was (most important!), I would also have to say, "Unfortuatley, it's not under City jurisdiction and you cannot take direct control."

HOWEVER...it appears things may be changing: You may have heard of the "Parents Revolution" (L.A. Parents Union). They are picking up momentum and ZD says will REALLY be picking up even much more momentum, very soon. And they are there to help parents and community members of a school, get a petition going...where if you get 51% of parents of the school, and even parents who MAY have kids attending the school in a couple years, or so. They say, "If 51% of the parents at your school sign the petition demanding a better school, we will guarantee your child a great school, in your neighborhood, within three years."

You can either choose to turn it into a Charter school; OR, you can LITERALLY install your own ciriculum and make all the program decisions. Overall...OPTIONS, Y'ALL!!!

AND, at the end of August, LAUSD will be voting on an item that will allow them to "strip away" control of FAILING schools, and hand them over to people who present themselves to the board, along with a PLAN to operate the school.

THERE WILL BE ENORMOUS PRESSURE FOR LAUSD TO APPROVE THIS.

So something that presented itself to me today, through a conversation I was having with someone who was congratulating me on my CD2 candidacy, ended up inspiring me proclaim the first creative, strategic and innovative energy I want to put out there as an ACTIVIST, and will expand through my candidacy and hopefully into office is: ZUMA DOGG WANTS TO PUSH HARD AND GET OUT THERE TO RAISE AWARENESS THROUGHOUT THE COMMUNITY AND PUT THEM IN TOUCH WITH COMMUNITY LEADERS WHO CAN MAKE PARENTS AND NEIGHBORS AWARE THAT WITH ONLY 51% OF THE PARENTS...YOU CAN TAKE CONTROL OF THE SCHOOL!!!

It takes a lot of parental and community involvement...but if you are a parent or property owner/resident, who is SICK of the LAUSD plauge in your neighborhood...ZUMA DOGG IS READY TO HELP GET THOSE PETITIONS SIGNED...AND OFFER ALL THE IDEAS AND STRATEGY I CAN THINK OF...AND PUSH FOR THIS.

Zuma Dogg is "YES" on this new and innovative opportunities that will allow commmunities to finally do what they always wished they could. KICK LAUSD BEAURACRACY OUT OF THE BUILDING!!! And again...it ain't gonna happen with just Zuma Dogg and Lydia Grant.

The Parents Union isn't going to knock down your door to MAKE you do it. YOU HAVE TO TAKE ON THE CHALLENGE. YOU HAVE TO ASSUME THE LEADERSHIP ROLE! YOU JUST HAVE TO START DOING IT!!! YOU COMPLAIN THAT YOU HAVE NO SAY IN THE MATTER WHEN YOU DIDN'T HAVE A SAY.

Now there is an opening...and ZD, as an activist, and/or candidate wants to speed this thing up as quickly as possible and raise as much awareness as possible. So looks like I can already use my platform as City Council candidate to start pushing on this!

If so, looks like City Council will have to reconsider the item and hold public comment. You see, on the 22nd (ITEM 54), they held public comment for the item -- WHICH WAS TO BE HELD OVER FOR ONE WEEK, THEN VOTED ON. BUT ITEM NO. (29) AS IT RE-APPEARED ON TODAY'S AGENDA FOR A VOTE, SURE AS HELL LOOKS SUBSTANTIVELY DIFFERENT TO ZUMA DOGG AND SOME OTHERS. But, today, they did not hold public comment on the item, and had NO DISCUSSION AT ALL ON THE ITEM, just voted it through, with no disussion. DO YOU SEE SUBSTANTIVE CHANGES BETWEEN THE TWO? If so, contact the City Attorney's office and let them know you want the item reconsidered for public comment.

DELETE subsections b., c., and d. of Rule 12 of the Rules of the City Council and in lieu thereof, ADOPT the following new subsections b. and c.:

b. Enforcement of Decorum. At the discretion of the Presiding Officer or upon a majority vote of the Council, the Presiding Officer may order removed from the Council Chamber any person who fails to observe these rules of decorum, including committing any of the following acts of disruptive conduct in respect to a regular, adjourned regular or special meeting of the City Council:

Disorderly, contemptuous or insolent behavior toward the Council or any member thereof, tending to interrupt the due and orderly course of said meeting; A breach of the peace, boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting; Disobedience of any lawful order of the Presiding Officer, which shall include an order to be seated or to refrain from addressing the Council; and

Any other unlawful interference with the due and orderly course of said meeting; and

Any person so removed shall be excluded from further attendance at the meeting from which he/she has been removed, unless permission to attend is granted upon motion adopted by a majority vote of the Council, and such exclusion shall be executed by the Sergeant-at-Arms upon being so directed by the Presiding Officer. These enforcement provisions are in addition to the authority held by the sergeant-at-arms to maintain order pursuant to Rule 80 and pursuant to his or her lawful authority as a peace officer.

During a meeting of the Los Angeles City Council, there is the need for civility and expedition in the carrying out of public business in order to ensure that the public has a full opportunity to be heard and that the Council has an opportunity for its deliberative process. While any meeting of the City Council is in session, the following rules of decorum shall be observed. All remarks shall be addressed to the Council as a whole and not to any single member, unless in response to a question from a member. [IT DOESN'T SAY THAT IN THE PREVIOUS ITEM ABOVE. THAT ALONE IS A BIG DIFFERENCE!]

Persons addressing the Council shall not make personal, impertinent, unduly repetitive, slanderous or profane remarks to the Council, any member of the Council, staff or general public, [DOESN'T SAY THAT ABOVE] nor utter loud, threatening, personal or abusive language, nor engage in any other disorderly conduct that disrupts, disturbs or otherwise impedes the orderly conduct of any Council meeting. No person in the audience at a Council meeting shall engage in disorderly or boisterous conduct, including the utterance of loud, threatening or abusive language, whistling, stamping of feet [THAT'S NEW, NOT IN THE ITEM ABOVE] or other acts which disturb, disrupt or otherwise impede the orderly conduct of any Council meeting. In addition, any person so removed on the basis of disruptive conduct described above in subsection a., may not be allowed to address the Council for up to a maximum of thirty (30) meeting days of the Council during which the Council has convened in regular session. The period of prohibition from addressing the Council will be determined by the Presiding Officer, or the Council upon a vote, based on the number and severity of prior incidents of disruptive conduct.

SO LOOKS TO ME LIKE THE ITEM WASN'T JUST HELD OVER FOR ONE WEEK, BUT COMPLETELY AMENDED IN WHAT I CONSIDER TO BE "SUBSTANTIVELY DIFFERENT."

If anyone is reading this from City Attorney Carmen Trutanich's office...this may be something to check into. Because if it is true that this is indeed "substantively different" then it needed to be opened up for public comment, and Zuma Dogg and others had cards in on the item. I should have kept quiet, let them try to enforce it, then ZD could pull this out in his defense after the ban. BUT THAT'S NOT ME.

Random Strangers Commend Zuma Dogg For Being "The Greatest" Even Though I Walk The Boulevard of Homeless Broken Dreams

August 1, 2009 is the NINE (9) Year Anniversary since the FIRST "The Zuma Dogg Show" aired on the public access cable channel in Los Angeles and Ventura Counties.

And over the past nine years, I have felt the momentum build across Southern California as more and more people eventually ended up catching my show through random channel surfs, amongst the hundreds of channels of highly produced and promoted shows and blockbusters that my show was competing against.

But MAN, after the comments from a couple people today...something MUST be going on out there behind ZD's back that even I don't know about. Cause today's feedback is weighing pretty heavy on me.

I know what I am about to say will come of as nauseating self-accolades...but again, as I have said before...these days, ZD is more thinking, "Wow, I'm hungry and my neck and back hurts from sleeping on the street and I'm sleep deprived and council is cracking down on me and all the bitterness of it all."

But it's the Dicken's-like messages from random people like the ones who contacted me today that blow me back and makes me wonder like Robert Plant what the hell is going on and HOW can I be this down and out and dejected???

So this stuff really messes with my head. (The two examples from today I am going to tell.) But at the end of the day, it truly is the fuel that motivates me to head down to city hall for one more public comment:

When I stepped out of the car today, and onto the sidewalk Downtown in the Little Tokyo area, I didn't walk half a block before a guy starts walking toward me...I'm thinking, "He's gonna ask me for some change." And he sticks his hand out, to shake my hand...and I am thinking this stranger who I have never met, who is walking Downtown is about to ask me for change. So I always like to help out, even though I am pretty broke, so I start to think, "How much do I have?" Hoping to at least have a few bucks where I could at least give HIM some change.

And he immediately says, "I really commend you for what you do at City Hall. You and Matt Dowd." And he goes on. He told me he was a pastor and lived in the area. WHAT A BLESSING ON MY WAY WALKING TO THE COUNCIL MEETING. Cause I was pretty pissed off over the $30 million loan to the circus and the code of conduct (public comment rules) that was on the agenda today. So I wasn't expecting something like that. AND IT HELPED. NOT OUT OF EGO...but because DAMN...when people stop you on the street to tell you that at random...IT TAKES SOME OF THE BITTERNESS OUT OF THE WALK TO CHAMBERS.

And just now my phone rings, and as I am still waiting to hear from the clerk's office to see if my signatures verified, so I picked it up hoping it was the city clerks office. But it was the voice of a random caller who said, "Zuma Dogg?" I say, "Yeah." (In my Dr. Dre voice.) He says, "I'm from Dennis the Mennis's District in Woodland Hills and I just want to say you are the greatest! It is such an honor and privilege to speak with you, finally. You are the greatest. (Dion O'Connell would have call this person out of order for "repetitiveness" over the term, "the greatest." He added that he never used to watch the boring council meetings, but now he tunes in, just to see Zuma Dogg (and again, Matt Dowd got a mention, too!)

THESE PEOPLE REALLY GO ON ABOUT ZUMA DOGG. Which if you are TRULY my friend and supporter then you are laughing now, because I know, if you are someone who knows me personally now, and has gone behind the curtain and knows "Dave" now, YOU ARE PROBABLY SAYING, "Yeah, ZD is no picnic once you get to know him. RUN THE OTHER WAY, NOW before it's too late." (LOL!)

AND TO THE HATERS WHO THIS IS MAKING THEIR HEAD EXPLODE: You and me BOTH have to remember how people are really paying attention out there and even though I'm just the most miserable person in almost every way...when it comes to the energy I am putting out there as a public comment speaker...it must really be something. I feel very regular, nothing special...no magic powers...as non-descript as anyone has ever been. What's the big deal? But people sure are attatching meaning to what I do.

Meanwhile, you would think if there was all this energy out there, with people saying this stuff to me...especially the random strangers on the street...that there would be SOME paid niche I would fall into?

NOT A SINGLE FUCKING EMPLOYER IN THE MEDIA OR CITY HAS EVER THOUGHT THERE IS VALUE TO ZUMA DOGG AT A PAID LEVEL? Y'all better take ya head out ya ass and do some market research. Doesn't your job depend on it? I don't care who you represent, or who your client is, or who you have on your staff...THEY DO NOT HEAR WHAT I HEAR FROM YOUR PUBLIC.

L.A. City Hall Should Open A Medical Marijuana Collective and Medication Lounge Next To The Coffee Shop!

We all know a lot of people who work at city hall must be walking around on "indica-based" medical marijuana (that makes you tired and slows you down and makes you goofy); and of course the public comment speakers sure as hell need medical marijuana to make it through these city council meetings and be able to make any sense out of them; so City Hall should open their OWN Medical Marijuana collective on the second floor of city hall next to the coffee shop. That way, when there is a long agenda item when all the councilmembers are grandstanding and kissing ass, people could run downstairs to the medication lounge and medicate. Hey, it beats having to walk down the street and have the money go somewhere else other than city hall. If Obama wants to get two people to work out their personal matters over a beer. Zuma Dogg says, imagine the bridges that could be built and fences that could be mended when ZD and AV are blazing it up on sativa...NEVER INDICA in the City Hall medical marijuana medication lounge.

The city's $30-million loan would allow the owner of Hollywood & Highland to make alterations to the Kodak Theatre to accommodate the acrobatic shows. The Los Angeles City Council is weighing a plan to issue a $30-million loan that would allow the owner of the Hollywood & Highland shopping mall to retrofit a theater so it can house a decade of performances by Cirque du Soleil.

Um, excuse me...if the City of Los Angeles wants to loan a circus $30 million dollars when we are so strapped for cash because they feel it will generate tourism; then make the city a partner with Cirque De Solei and give the city a piece of every ticket sale (NOT JUST THE USUAL CITY TAX...IF L.A. CITY TAXPAYERS ARE LOANING THEM MONEY SO THEY CAN DO BUSINESS...THAT'S CALLED BEING A PARTNER...AND THAT MEANS SHARE IN THE REVENUE!!!

AND THAT'S ABOUT THE BEST SPIN I CAN PUT ON THIS. But they won't do that, cause it's just a loan, not an investment, as Kevin James just reminded me on his show, just now, when I called in to discuss the item.

Kevin brought up a good point that since this is a loan, and tourism and high-ticket entertainment is down in this economy, what if they can't pay it back. IT IS A RISK!

And Zuma Dogg added, "this is money that could be used across the city to stimulate the economy throughout the city." And pondered aloud on the airwaves, "Where would they give $30 million of HUD money to this Hollywood and Highland project? HOUSING (not) and Urban Development. SURE, call revamping the Kodak Theater area "Urban Development" because it is such a blighted area. Better screw the rest of the city and pour the money into there.

Anyway, looks like council is thinking of taking money from everywhere else in the city, and dumping it in one area for a circus in a down economy. Hmmm, I'm sure they'll tell me it's a good investment, just like they said Grand Ave Project was a good investment and Alarcon's Childrens Museum loan was just a loan and would be paid back.

Garcetti says the $30 million will go to create 800 jobs. I tell you what Eric, give ZD the $30 million as Councilmember and I will be able to create a hell of a lot of more jobs than that.

CIM Group said the money would pay for alterations, including construction of a rehearsal center [YEAH, LET'S PAY FOR A CIRCUS REHEARSAL CENTER) and a sub-stage 45 feet below the existing stage.

The loan would come from the federal Housing and Urban Development Department under a program that requires that at least one job be created or retained for every $35,000 spent. [SCREW THE HOMELESS AND FORGET THE AFFORDABLE HOUSING OR RE-DEVELOPING BLIGHTED AREAS THAT REALLY NEED IT...LET'S GIVE IT TO THE CIRCUS FOR A REHERSAL STAGE!]

Benjamin said he did not have an analysis that explains the type of jobs that would be created by the Cirque shows. [NO PROBLEM, THINGS ALWAYS WORK OUT FINE ON THESE "WINK AND A PROMISE DEALS!"]

But CIM Group released a statement saying the events would create 858 jobs at Hollywood & Highland in the retail, restaurant and entertainment fields. [Good, Housing and Development money for waiter, cooks, clerk and cashier jobs! HIGH QUALITY STUFF!!! BIG FUTURE IN IT!"]

"The Cirque du Soleil show will be both a viable engine of activity that will protect the advances that Hollywood has made over the last 15 years and a flagship entertainment franchise for the city of Los Angeles," the statement said.

[DO YOU HAVE TO SPEND, I MEAN LOAN $30 MILLION TO "PROTECT" ALL YOU HAVE DONE OVER 15 YEARS? Must not have built a very big foundation if Cirque Du Solsuck is your only hope to "protect" your investment.]

CIM Group has gone to the council seeking financial assistance with other development projects. The redevelopment agency voted in May 2008 to provide $14.3 million to help CIM Group build a shopping center in Mid-City that contains a Lowe's home improvement store.

The Lowe's portion of the project stalled last year after CIM Group saw part of its financing disappear in the economic downturn, said Andrew Westall, a senior deputy to Councilman Herb Wesson.

Redevelopment officials also agreed to provide CIM with a $4.35-million loan to refurbish the Reseda Theater into a dinner theater. Although work was supposed to begin last year, the construction has been pushed back to spring 2010, officials said.

The average Cirque du Soleil ticket is expected to cost $110 per person, according to city officials. [HUD MONEY BEING PUT TO GOOD USE!]

Under the agreement, the Kodak will host at least 368 Cirque shows per year. As long as average attendance reaches 60% to 65% of capacity, the borrowers would be able to repay the loan, Benjamin said. [O.K.,,,YOU ARE FUCKING OUT OF YOUR FUCKING MINDS!!!! Cameron Diaz' star on the Hollywood Walk of Fame is illegal, and needs to be removed. So does the Bruce Willis star. Here's why:

When these stars are bought from the Hollywood Chamber of Commerce, they need to be approved by the Los Angeles City Council. As part of the approval process, and under State law, the matter needs to have a public hearing, where the public may comment on this item.

On Friday June 26, 2009, Cameron Diaz star was Item 21 on the City Council agenda. It appears at 6hr18m on the City website for that date's broadcast meeting.Councilman Dennis Zine was acting president, and called the item for consideration. He opened the public hearing and called two (2) names. "John Walsh and Matt Dowd [in the Valley]" -that's me, Matt Dowd, to be speaking from the remote location at Van Nuys City Hall.

However, after John Walsh speaks, Councilman Zine disregards my speaker card, even after calling my name just prior to Mr. Walsh...and calls the vote on the item, which is approved

Quite clearly you can see him take a second look at my card, but dismisses it anyway. Its a Brown Act violation of State Law, and makes the approval of the star invalid. The public hearing needs to be re-opened and after I've had my comments, then approve the star.

See, I love Cameron Diaz, no question at all about her hotness and eligibility for a star, But unfortunately, she went through the Los Angeles City Council, who fumbled and bumbled her approval.

A Message to L.A. City Council President Eric Garcetti From Zuma Dogg

Alright, I get it! Even though I am allowed to call L.A. City Council, "losers" or "dumb" under the First Amendment, I can see that's the WORST thing a guy could say to them.

You see, to me...I want to call them a bunch of corrupt fucking assholes! So if ZD clenches his teeth, has 8 medical marijuana brownies before the meeting, and tries as hard as he can...he can tone it down to something manageable, which I thought was something mild like, "losers." (Not "fuckers" or anything REALLY profane. "Dumb" at the worst.)

I THOUGHT THE BAD PART WAS THAT I WAS SAYING THAT REAP WAS A WALKING CLASS ACTION LAWSUIT; OR YOU ARE STILL WASTING MONEY ON SPECIAL EVENT FEE WAIVERS WHERE IT SHOULD NOT APPLY; OR THE $7 BILLION DOLLAR, BANKRUPTING PENSION LOSS, ITSELF:

But no! What I realize, is that it's the "you dumb losers" at the end of it that is driving them nuts and getting them all worked up...LOL!

So I am being serious when I say, "I get it guys." You don't want to be totally slapped around in a way that is so "degrading." See that's the word I would use. Not DISRUPTIVE, but "degrading." But maybe you are allowed to be degrading, but I understand the stuff ZD is exposing is really rough enough to endure on the day in and day out basis that it is being distributed...SO I THINK I CAN EASY LEAVE OUT THE "LOSERS" AND "DUMB" DESCRIPTORS. No, it's not selling out. No, it's not backing down. It's about what is "comfortable" for ZD. And I like to be comfortable and have a comfortable energy in the chambers. And no one ever stopped me on the street and said, "Wow ZD! You're great...I love how you stand up and call them "dumb" or "losers." IT'S NOT ABOUT THAT. THAT DOESN'T UNDERMINE MY ACTIVISM MESSAGE. SO LET'S SEE IF I CAN DO IT!

OTHER CONCERNS HOWEVER: I think I can easily live without having to say "dumb" and "losers" but here is a real problem: There is a difference between delivering a passionate speech in a HUGE chamber, when people are talking in the background, and you are trying to cut through with your point and express some real concern, dare I say outrage at the situation.

NOW I AM NOT TALKING ABOUT "YELLING." To me, I don't mind if someone asks me to quiet down, if they are legally allowed to under the Brown Act if it is "yelling." And to me, that is when your pitch shifts up into another register. An "upping of the ante" if you will. HOWEVER, I believe Garcetti has a MUCH LOWER THAN REASONABLE enforcement of ZD's volume. I DO NOT WANT TO BE WARNED OR KICKED OUT OR INTERUPTED OVER NORMAL PASSIONATE SPEECH THAT IS NOT "YELLING" AT COUNCIL. YES, I'm loud. My voice carries more than most. It cuts through. I understand. It's not a disruption. It's not anything that is in violation of any codes or laws. I will try and be more sensitive myself, cause again...no one calls ZD a genuis hero people's champ cause I "yell." (That hurts my image, if anything with people. I know people say, "He's just some screaming crazy guy." But again...help ME, help YOU!
(Try not to talk too much and too loud on your side of the rope...not saying I need silence...but sometimes I have to talk more loud to get above it. AND TO PROVE IT IS NOT JUST ZD WHO WANTS TO YELL JUST TO BE DEGRADING...all of you know when ZD is giving public comment in the SMALLER, more QUIET COMMITTEE MEETINGS, ZD always uses his soft-spoken, chilled-out, SNOOP DOGG voice. YOU KNOW I AM ALWAYS CHILL AND POLITE IN COMMITTEE MEETINGS!!! So it's not like I can't control myself. It's the environment.

BUT HERE'S THE BIG PROBLEM ERIC...AND MAYBE IT'S BECAUSE OF THE "DEGRADING" STUFF I SLIP OUT SOMETIMES ("dumb/losers") THAT YOU ARE DOING IT...But Eric, you are just flat-out NUTZ for what you did on Friday at the meeting. You just randomly and arbatrarily decide to interupt me FOR NO REASON TO SAY, "Watch your language." (For the record, and you can see the video, I was calm, chill, polite, upbeat...not even a HINT of any languange related issues...but Eric STOPS ME TO INTERRUPT TO SAY, "Watch your language.")

I say, "Well, I don't cuss. I might talk a little loud, but not cuss." Garcetti adds, "I'm warning you." Hmmm, never heard no pre-emptive warnings, but if he wants to give one, feel free...BEFORE THE CLOCK STOPS, OR AFTER THE CLOCK STOPS. But if you do it WHILE the clock is running...I will simply continue and add it to the lawsuit.

So don't expect ZD to over-react, because now I have the law on my side and representation on my side...so simply violate away, I will continue speaking, and it will all be included for the 90 day cycle.

AGAIN, not to be combative...the good news is, I wanted to break the good news to Council, that ZD finally sees how much it is the "dumb" and "losers" stuff that is making you NUTZ, because it's just so degrading. And I don't need it to be about that. So I expect to easily drop that material. So let's just leave it at that! ;-)

ZUMA DOGG CD2 SIGNATURE GATHERING UPDATE: Aw yeah! Looks pretty good. Have OVER 500...into the 600's when I left this evening, while I still had two people gathering for me. So, looks like I'll be turing in over 800...maybe 900 depending on who shows up tomorrow to help ZD. Botttom line: I'm always nervous about this stuff, but all the signatures look to be from inside the CD2 district, which is the toughest part, cause the district is gerrymandered against 3 other districts. So at this point, it feels pretty good. I even have all of Monday, right up until 5pm, and you don't have to show up until 5pm to hand them in at the clerks office. (You don't even have to show up at 4:55pm. YOU HAVE RIGHT UNTIL 5pm.) Now of course ZD won't cut it THAT close, but if I have less than 800 at the end of the evening on Sunday...I WILL PUT EVERYONE OUT ON MONDAY MORNING, UNTIL 2pm...3pm...probably don't have the cajones to head to the Clerks Office much past 3pm. So I'll probably do "clean up" signatures Monday until 2pm. Thanks to everyone who helped...and the BAD NEWS IS...I have to pay for signatures that are gathered, and will still be gathered. When I say, "Can you sign my petition for city council?", many times people will just shrug and keep walking. When I started tagging it with, "Villaragiosa is running three candidates in the area and I'm the grass roots guy," THEY WOULD LITERALLY STOP IN THEIR TRACKS AND PULL A U-TURN AND BOOGIE BACK OVER TO UNCLE MC ZUMA DOGG!!!

I AM TELLING YOU...THEY WANT TO STRING THIS GUY UP BY HIS MICKEY MOUSE EARS. Not that it matters, cause he isn't running for office...but WORD TO YA MUTHA on the "anti-Villaraigosa" strategy being the magic-miracle that is converting casual non-give-a-shitters, into "Where do I signers." SERIOUSLY...it's hilarious and a SUPER-DUPER eye opener. I am not underestimating the value of, "Can you sign my petition for city council...VILLARAIOGSA IS RUNNING THREE CANDIDATES AND I'M THE GRASS ROOTS GUY. (Do not deviate from script!)

SHADY AS HELL SEIU BACKS BURBANK'S PAUL KRAKORIAN FOR CD2: If you want to know who NOT to vote for, you can usually just look at who SEIU is endorsing, then cross THAT one off the list. In this case it's Paul Krackrian, of Burbank, who is running for CD2 City Council, strangely, even though he is currently Burbank Assemblymember??? Anyway, SEIU endorses him...or WILL BE ENDORSING HIM (not sure if they announced it yet). So I guess Paul will be finishing about fourth.

RICHARD ALARCON IS REALLY LOSING IT AND PISSING TOO MANY PEOPLE OFF AND THAT MAKES THEM WANT TO TALK TO ZUMA DOGG AND IT REMINDS ME OF ALL THE REASONS RICHARD ALARCON NEEDS TO BE INVESTIGATED BY FEDERAL AUTHORITIES INCLUDING BUILDING & TRADE!

BARACK OBAMA...you should look into Senator Alex Padilla's Subprime Bogus Paper Pushing when he was an LA City Councilmember, along with Alarcon and Fuentes of the California State assEMBLY. PLUS, look into the money ALARcon funneled into the Children's Museum; a project started by Alex Padilla when he was LA City Councilmember.

I heard Los Angeles City Councilmember Richard alarCON is kinda getting nervous (completely panicking) over all the bad press Los Angeles Dumb City Council is getting on local radio and a certain local blog. Even though ALARcon's re-election isn't for a few more years, since he just got re-elected (un-opposed), he sees which way things are headed and sounded like he is DAMN WORRIED about NOT being re-elected in a few years, ALREADY. (Can you imagine how bad councilmembers will be looked upon in the next two, three years? NO INCUMBENT WILL BE RE-ELECTED, ESPECIALLY HIM!)

I didn't get to hear the item yet at http://lacity.org/, but here's what I have to check and see:
During Friday's item on water conservation, did Janice Hahn appear to be agreeing with/siding with Rick Nightengale, one of the public comments speakers from Van Nuys?

The reason I ask is because Zuma Dogg's ZumaBUG that ZD had someone drop inside Richard Alarcon's City Hall office broadcast some interesting chit-chat that sounded like Richard Alarcon himself.

AND, Alarcon felt Janice's comments would be jumped all over by local talk radio. AND, it sounded like Alarcon was upset with Hahn for "agreeing with the nutz." (We think you're the nut, a-CON.) And did he even say, "Especially that Zuma Dogg" after Hahn followed up on Dick Con's comments about "homeless people" who show up for public comment "superfluously, when "we don't care and won't act on it" according to Con.

Hahn, may have decided she can't go down with Alarcon's Communist Bullshit Titanic Ship, so will feel free to give her own opinion (a more strategically aligned with the public/compassionate opinion.) ALARCON IS THE FIRST SLIMEBAG THAT THESE COUNCILMEMBERS WILL LET HANG OUT TO DRY. Alarcon is on the OUTS with the mayor (as is that dumb idiot Cardenas, who can't even pay attention to the council meetings).

Help Pay For Zuma Dogg's ALREADY GATHERED SIGNATURES For CD2 City Council Election (Not just wasting money for "maybe" getting them.)

I know there are many of you who would like to see "Zuma Dogg" on the ballot in the September 22, 2009 Los Angeles City Council election for Wendy Greuel's CD 2 seat (now that Ms. Greuesom is controller...of all her political enemies as she prepares to run against Zuma Dogg and Garcetti for Mayor, once Villaragiosa is indicted in early fall).

And I know many of you like the THOUGHT of helping to get signatures, but it's been very hot and it ain't so easy and Zuma Dogg completely understands. It's tough to go out there and get signatures during your busy day...and you don't want to "F" up your weekend.

WELL...ZD kinda has been bridging the gap...but here's the situation. THERE ARE PROFESSIONAL PAID SIGNATURE GATHERERS OUT THERE GETTING SIGNATURES FOR ZUMA DOGG IN CD 2, along with the candidate himself (ZD) signing up the spillover people and meeting people along the way.

AND SOME PEOPLE HAVE KICKED IN AND I HAVE PAID THEM SOME MONEY...

BUT THERE IS STILL GOING TO BE A HUGE GAP...I CAN GET UP TO THE 800-900 needed, at least. BUT THEN I HAVE TO PAY THEM TO GET IT...So they will kinda have me hostage, but at the same time, I know they don't want to get stuck with gathered signatures without getting paid. THESE GUYS ARE COOL...AND THEY ARE REALLY HAVING FUN SIGNING PEOPLE UP FOR "ZUMA DOGG." (Anything A LITTLE fun for them.) AND, they are being a lot nice to ZD and cutting me a lot more slack the more they hear about ZD from the people that are signing. (They are getting a real earful, and the signature gatherers are checking me out on ZumaTUBE.com and getting into ZD and all that...

BUT, I'm still gonna have to come up with few hundred dollars to pay for all the signatures that have already been gathered and that WILL be gathered over the weekend.

First of all, ha ha to Dennis Zine for saying, "Remember, no singing," to Zuma Dogg after his public comment, even though ZD didn't sing. (The Price is Right, "Whomp-whomp-whomp-whomp" sound ISN'T singing.) So THAT was funny.

AND, it was even funny when Eric Garcetti called me "Mr. Brown" and then "Charlie Brown" instead of "Zuma Dogg" cause I refered to myself as "Charlie Brown" (and calling them "Lucy" who pulls the "special event fee waiver" football away from me every time).

THAT is the type of fun little stuff (fun energy) that I always thought we could have and I enjoy and Eric USED to be more like that, but I think Jack Weiss and Bernard Parks made him crack down on being seen as enjoying things.

BUT, now that I look back, Eric may have just thought it would have pissed me off and triggered a ZD rant that could have allowed him to issue me a warning.

You could see I was legitimately confused and did not get worked up over it.

But it shows how Garcetti is trying to set traps and get me to start shouting over his Brown Act violating interruptions, and then he will call me out of order for being too loud and disruptive.

NOW THE THING IS...EVENTUALLY, on a day when the chamber is too loud and I have to speak up to hear myself over the crowd, Eric will arbitrarily decide I am too loud and that my public comment is causing a disruption and he will be allowed to not only have me kicked out WITHOUT ANY WARNING, AT ALL...but then can ban ZD for 30 meetings, not just 30 calander days.

PRETTY SLIPPERY SLOPE. Kinda surprised City Attorney Carmen Trutanich is putting up with this, and the new "code of conduct" is happening as soon as he took office. Hmmmmm. I wonder if the city attorney's office monitors the shenannigans and knows what Garshady is up to. Sometimes I would be getting a signature and halfway through they would see "Zuma Dogg" on the petition, then look up and then say, "Oh...I know you" (or whatever). Sometimes, if someone didn't want to stop to sign, I would say, "But I'm ZUMA DOGG!" AND, yes, they WOULD turn around and sign cause it was ZD. Sometimes I would be talking to someone, and sometime into the converstation, I would tell them about what I have been doing as an activist (without saying my name) and the person would causually say, "Yeah, I know who you are" or "Yeah, I've seen you on TV." So that always stuns me. SO I'M EITHER REALLY, REALLY STRONG IN S-T, or ZD has a lot more recognition out there, than he did during the signature gathering campaign even just a few months ago during the mayoral election process. SO IF I GET ON THE BALLOT...SHOULD BE INTERESTING. With a shorter campaign cycle, leaving less time for the other candidates to get their info/message out there; and a slow economy that is hurting campaign fundraising for the machine candidates who need it...could level the playing field for ZD...AND with such a low voter turn out...and statstical wackiness (spikes) can occur in such a small voting sample...WHO KNOWS WHAT COULD HAPPEN. CONSIDERATION OF MOTION (SMITH - WESSON - PERRY) relative to an amendment to Rule 12 of the Rules of the City Council regarding decorum.

Recommendation for Council action:

DELETE subsections b., c., and d. of Rule 12 of the Rules of the City Council and in lieu thereof, ADOPT the following new subsections b. and c.:

b. Enforcement of Decorum. At the discretion of the Presiding Officer or upon a majority vote of the Council, the Presiding Officer may order removed from the Council Chamber any person who fails to observe these rules of decorum, including committing any of the following acts of disruptive conduct in respect to a regular, adjourned regular or special meeting of the City Council:

Disorderly, contemptuous or insolent behavior toward the Council or any member thereof, tending to interrupt the due and orderly course of said meeting;

A breach of the peace, boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting;

Disobedience of any lawful order of the Presiding Officer, which shall include an order to be seated or to refrain from addressing the Council; and

Any other unlawful interference with the due and orderly course of said meeting; and

Any person so removed shall be excluded from further attendance at the meeting from which he/she has been removed, unless permission to attend is granted upon motion adopted by a majority vote of the Council, and such exclusion shall be executed by the Sergeant-at-Arms upon being so directed by the Presiding Officer. These enforcement provisions are in addition to the authority held by the sergeant-at-arms to maintain order pursuant to Rule 80 and pursuant to his or her lawful authority as a peace officer.

c. Penalties. Any person who has been ordered removed from a meeting may be charged with a violation of Penal Code Section 403, or other appropriate Penal Code or Los Angeles Municipal Code sections. In addition, any person so removed on the basis of disruptive conduct described above may not be allowed to address the Council for up to a maximum of thirty (30) meeting days of the Council during which the Council has convened in regular session. The period of prohibition from addressing the Council will be determined by the Presiding Officer, or the Council upon a vote, based on the number and severity of prior incidents of disruptive conduct.
