You may know that in New York State, Andrew Cuomo was able to take a nice bite out of pension crime, with his hard and decent work. But in California, it's a different story.

While these "Crimes of the Century," (WHICH THEY ARE, because the municipal pension funds are the biggest hunk of cash outside of Bernakie's money printing machine, so the losses make it the biggest fraud crime in U.S. history!), now Governor Jerry Brown was California Attorney General. He didn't do squat, cause he goes to the weddings and bat mitzvahs of the people facilitating the crimes. (The people who run the capital equity firms that have been backing his political career, since he was dating Linda Ronstadt.)

Then there is Los Angeles District Attorney Steve Cooley. Well, it's hard for him to bust pension crime, when the number one KINGPIN in the ENTIRE COUNTY is Supervisor Gloria Molina. So SHE won't let the D.A. make a move.

And current CA Attorney General Kamala Harris dated San Fran KINGPIN Willie Brown, and she's on the same team as the rest of the corruption crew

SO FBI AGENTS ARE YOU ONLY HOPE, MR. PRESIDENT.

BILLIONS WERE LOST (-20% of fund) IN WHAT LACERS (L.A. City Employee Retirement System/Pension Fund) EXECS had to admit, "were invested in overly-risky, non-investment grade, "alternative investments." That's kinda like one guy saying, "Hey, give me $100 million in pension money, and I'll give you $15 million back, and if we lose it all, WHO CARES? WE GOT PAID, and the general fund pays back the pension fund. LOSE-WIN!"

AND RECENTLY, Los Angeles Fire and Police Pension (LAFPP) Chief Michael Perez, went on the record to say, "The consultant report and audit said the city should have ZERO (0) dollars invested in "alternative investments," on Wall Street and in real estate, but we don't agree and are heavily invested in alternative investments."

Dear FBI:

Much has been blogged about over the past few years, and past few days regarding the topic of LACERS (Los Angeles City Employee Retirement System) -- and it's accompanying LAFPP (Los Angeles Police & Fire Pension) funds.

Check this blog for recent posts on this topic from the past two weeks on LA City News.com. (As Federal Investigators, won't take you took long to find. Just look at "LA CITY NEWS HEADLINES" links on right hand column of this blog...PLUS, I posted top recent links below, in this blog thread.)

AND FOR NOW, here is a brief rundown of the framework/blueprint for pension fraud. (The reason this continues to be the top issue blogged here, is because billions were lost in these CRA/LA and other real estate and LLC investments. And now the city must bail out these pension funds out of general fund money. And this shock wave has caused the city to layoff/furlough 1000's of employees, with more to come. And has put all department and services, including Fire and Police services at risk. This has all become a tremendous public safety crisis. And the players involved need to be removed from their elected positions.

INTRODUCTION:

In 2005, Antonio Villaraigosa was sworn in as Los Angeles mayor. First thing he did was appoint Elliot Broidy, Sean Harrigan and Kelly Candalle to the LACERS pension board as commissioners.

Secondly, Villaraigsa appointed Wetherly Capital's lead counsel, William H. Jackson as head of CRA/LA. Wetherly is a capital venture firm in Los Angeles headed by Richard Ziman (also of American Value Partners.)

Also part of Ziman's Wetherly Capital politically connected team were Richard Ramirez, Dan Weinstein and Vicky Schiff.

Ziman (Wetherly) holds fundraisers for people like Villaragisoa, Jack Weiss, Christine Essel (current head of CRA/LA.) In other words, he backs candidates through his political fundraisers.

Richard Riordan ALSO part of "Team Wetherly Capital" as political fundraiser and backer at Wetherly fundraisers.

So Team Wetherly Capital backs Villaraigosa and he becomes mayor. He then appoints Elliot Broidy & cronies mentioned above to LACERS pension board and Wethelry's lawyer as head of CRA/LA.

Then pension money is funneled into shady, overly risky, non-investment grade financial instruments in the form of fake, phony LLCs on Wall Street, bogus real estate deal, including CRA/LA projects like Grand Avenue Project and LA Live/Ritz-Carlton.

The investments are made through McFarlane Urban Developers (Victor McFarlane). McFarlane is ninety percent (90%) funded with LACERS money.

Since billions were lost, once these projects went BUST, and after all the money went into the "front-end loaded" management and construction contracts and was GONE) --L.A. City CAO told L.A. Council that the top reason the city lost billions in pension money is, "because of the mayor's pension packing power (can appoint four or five commissioners to the board) and the city's investment in overly-risky, non-investment grade financial instruments and real estate projects. And specifically, the Henry Cisneros HUD Workforce Housing project.)

Harrigan & Candalle stepped down from the LACERS board amidst controversy for their participation in a Wetherly Capital fundraiser for Jack Weiss.

Elliot Broidy has plead guilty and is in jail.

Julio Ramirez has plead guilty and is in jail.

Victor McFarlane stepped down from some things he was a part of over pension controversy. (Check it out online.)

Dan Weinstien & Vicky Schiff were busted by NY AG Andrew Cuomo and took a deal that shut down Wetherly Capital FOREVER and they were fined a million dollars.

IT'S ALL OUT OF LOS ANGELES AND THEY ALL TIE TO MAYOR ANTONIO VILLARAIGOSA -- AND RECORD LEVELS OF MUNICIPAL BANKRUPTING MONEY WAS LOST.

ALSO: Check into Villaraigosa's "VACATION" to Iceland to see if he perhaps flew there to try and talk the Iceland government into settling on some of those derivative markets they were playing that crashed on L.A. City Hall in the '08 crash.

RICHARD ALARCON IS REALLY LOSING IT AND PISSING TOO MANY PEOPLE OFF AND THAT MAKES THEM WANT TO TALK TO ZUMA DOGG AND IT REMINDS ME OF ALL THE REASONS RICHARD ALARCON NEEDS TO BE INVESTIGATED BY FEDERAL AUTHORITIES INCLUDING BUILDING & TRADE!

To the people in the CC:, you know the shit Richard Alarcon reminds me of. Richard claims he didn't know Vicky used to date Mark. Maybe I should post the whole story to get him up to date on that whole story. PLUS, I just remembered about Alarcon's ties to Padilla Construction and the sidewalk contracts.

BARACK OBAMA...you should look into Senator Alex Padilla's Subprime Bogus Paper Pushing when he was an LA City Councilmember, along with Alarcon and Fuentes of the California State assEMBLY. PLUS, look into the money ALARcon funneled into the Children's Museum; a project started by Alex Padilla when he was LA City Councilmember.

SCANDALOUS: Ziman/Wetherly Attorney William Jackson Is ALSO Chairman of Community Redevelopment Agency (HELL NO!)

This little name/piece of the corruption puzzle is a very critical straw that Zuma Dogg feels is going to be the BIG ONE!!! Remember this post. Remember this name: William H. Jackson of the CRA and Wetherly Capital's lead attorney and mess getter-outter. OH, is this going to be a shady-fest. The G-force is gonna be intense!

If there is one agency that has caused me more stress and strife as an activist it's the CRA, which I call "Community Robbing A-holes," although the "A" really stands for agency. How fitting that the shadiest agency in the county, part of the Grand Ave Project debacle and an evil, evil agency (trust me) that the Chairman of the CRA also happens to be Richard Ziman's Wetherly Capital LONG TIME attorney, and goes way back with Wetherly's c0-founding, co-manager (and Dan Weinstein's co-managing partner) Vicky Shiff, if I remember correctly, that pre-dates Wetherly.

AND, my inside source on a lot of this Wetherly pension scandal has sent me more than one memo on William. AND NOW, Zuma's other big source on this story (author of "Richard Ziman - Placement Godfather") seems to think we should be looking into L.A.'s own "Slick Willie."

If one goes onto the Pircher, Nichols & Meeks website and looks at the profile of William H. Jackson III one will discover that Mr. Jackson went to Stanford Undergraduate, where he received his bachelors in economics, and then continued his education at Stanford Law School. One will also learn that Mr. Jackson has had some major civic roles in Los Angeles, including being the former President of the Board of Commissioners for the City of Los Angeles Fire & Police Pension System and the current Chairman of the Board of Commissioners for the City of Los Angeles' Community Redevelopment Agency. Further reading of Mr. Jackson's own profile states that his practice areas include representation of commercial real estate joint ventures, acquisitions, dispositions and financing. One would think that a person that puts funds together for a living and represents clients in development of real estate would have conflict after conflict sitting on the board of a Los Angeles public pension plan or sitting on the board of the community redevelopment agency. This conflict is further questioned when one realizes that Jackson does a lot of legal work for –yes you guessed it- Wetherly Capital and BIG DICK ZIMAN's real estate fund AVP, and previously, Jackson did legal work for Ziman's Arden Realty. In reality, it was none other than Dick Ziman and Dan Weinstein that used their political clout to get their puppet, Jackson, appointed to these prestigious and powerful boards.

Jackson has been, and continues to do, the bidding of his masters, Weinstein and Ziman. The authorities must look into the work that the CRA has done. Has Jackson used his political appointments to inappropriately assist Ziman/Wetherly/Weinstein clients? Did Jackson improperly steer public pension funds to Wetherly clients. One must only imagine the amount of money Ziman/Wetherly/Weinstein made by controlling these two boards.

Is it a mere coincidence? The former chair of LAF&P was on the Ziman/Wetherly/Weinstein payroll and that Sean Harrigan, the most recent chair of LAF&P (recently forced to resign), was also on the Ziman/Wetherly/Weinstein payroll? I think not!!

Let's get to the root of the issues. Again, Ziman is the Godfather of Los Angeles corruption.

The press is missing the boat on the incestuous relationship between Wetherly Capital, DAV Wetherly, Dan Weinstein, Vicky Schiff, Richard Ziman, Peter Borges, Rexford Industrial, American Value Partners (AVP), and Arden Realty. Wetherly Capital and its owners Weinstein, Schiff, Borges, and Ziman are deeply embroiled in the New York, New Mexico, Los Angeles, and possibly nationwide (Connecticut and others) pension fund scandal involving placement agents. The New York and Federal indictments state that Wetherly shared placement fees with indicted Hank Morris around the country including, New Mexico, California, and Los Angeles

Although only listed as a technical advisor on the website and claims to be unpaid, the brains, brawn and political influence behind Wetherly is Los Angeles real estate magnate Richard Ziman. It is clear that Richard Ziman, the founder and seed capital of Wetherly, Rexford, AVP, and Arden, is the Godfather controlling the strings of his puppets. As a founder and co-owner of Wetherly Capital and DAV Wetherly, it is shocking that Ziman has raised millions of dollars for his AVP and Rexford funds.

Ziman together with his “CAPO” Dan Weinstein have, for many years, donated and bundled large amounts of campaign contributions and have close relationship with top elected officials across the Country, including, the Clintons, New Mexico Governor Bill Richardson, Former California Governor Gray Davis, former California Controller Steve Westly, California Attorney General Jerry Brown, disgraced New York State Comptroller Alan Hevesi, New York Attorney General Andrew Cuomo, former California Treasurer Phil Angelides, Mayor Villagrosa, and many others. Daphna and Richard Ziman open their Beverly Hills mansion countless times a year for political candidates, many of whom wield power and influence critical to Wetherly’s success as a placement agent.

Ziman, Weinstein, Schiff, and Borges have often used their political influence and their Wetherly platform to raise billions of dollars from public pension funds around the country. In so doing, they collected untold tens of millions of dollars in placement fees.

It is well known that current Connecticut Treasurer Denise Nappier use to work for Frank Borges (former Connecticut Treasure Frank Borges founded Landmark Private Equity Fund sometime after leaving office). Frank and Denise have maintained a very close relationship over the years. Because of this relationship, Peter Borges, Frank’s brother and co-owner of Wetherly Capital, DAV Wetherly, and AVP, has been able to reap untold millions of dollars in placement fees by introducing funds to Connecticut.

To be clear, Peter Borges is a placement agent. His brother Frank is past Treasurer of Connecticut. Denise Nappier worked for Frank. Peter Borges is not only a placement agent but is an owner of a real estate fund of funds named American Value Partners (AVP). In addition, the Godfather, Richard Ziman, has an ownership interest in all the people and companies involved.
