A court-appointed overseer in a massive housing fraud case is demanding that former city councilman-turned-political consultant Richard Alatorre explain nearly $1 million in payments he received from a developer accused of bilking Los Angeles and other entities of at least $134 million.
Attorney David Pasternak, the receiver in the case, said he has found scant records explaining what Alatorre did for the steady stream of payments he received between 2002 and 2010.
The politically connected firm at the heart of the scandal, Los Angeles-based Advanced Development and Investment, is under scrutiny from the FBI, the IRS and the U.S. attorney's office. ADI also has been sued by the cities of Los Angeles and Glendale, which say the company inflated its bills for taxpayer-financed housing projects.

Dogg, Take a look at the attached. Ziman is claiming he doesn't own any of the company or have anything to do with it. He started the company and swaps out money between a broker dealer called DAV Wetherly and Whetherly Capital because he doesn't have a broker dealers license.
THE REAL BRAINS AND BRAWN BEHIND WETHERLY
Wetherly Capital and its owners Dan Weinstein and Vicki Schiff are deeply embroiled in the New York, New Mexico, Los Angeles, and possibly nationwide pension fund scandal involving placement agents. The New York and Federal indictments state that Wetherly shared placement fees with indicted Hank Morris around the country including, New Mexico and Los Angeles.
Although only listed as a technical advisor on the website, the brains, brawn and political influence behind Wetherly is Los Angeles real estate magnate Richard Ziman. Ziman is a co-founder and co-owner of Wetherly Capital. Ziman together with Weinstein have, for many years, donated and bundled large amounts of campaign contributions and have close relationship with top elected officials across the Country, including, the Clintons, New Mexico Governor Bill Richardson, Former California Governor Gray Davis, former California Controller Steve Westly, California Attorney General Jerry Brown, disgraced New York State Comptroller Alan Hevesi, New York Attorney General Andrew Cuomo, former California Treasurer Phil Angelides, Mayor Villagrosa, and many others. Daphna and Richard Ziman open their Beverly Hills mansion countless times a year for political candidates, many of whom wield power and influence critical to Wetherly’s success as a placement agent.
Ziman also co-founded Arden Real Estate. Arden was one of the largest Southern California office building REITS before it was sold to GE Capital in 2007. After disposing of Arden, Ziman founded, with Vicki Schiff of Wetherly, American Value Partners a real estate fund of funds. Ziman, Weinstein and Schiff used their political influence and their Wetherly platform to raise several hundred million dollars from public pension funds around the country.

Arthur Levine and his partner Lauren Leichtman of Levine-Leichtman Capital Partners;
Henry Cisnero of City View;
Tony Ressler and John Kissick of Ares Capital;

CALANDER CONFLICT: Jack Weiss To Appear at City Attorney Debate During His Own Rick Caruso-Thrown Fundraiser (Where DO you Go?)

Glad I checked: Looks like Jackass will chicken out.
And of COURSE he will, on the heels of his boy Antonio Villaraiogsa's pension commissioner having to RESIGN over a Jack Weiss campaign fundraiser last week. (The commissioner shouldn't have been on the invitation and at the event fundraising for a City Councilmember running for City .Attorney. But they say it all starts at the top (leadership or lack thereof; integrity or corruption).
And we all know what kind of City Hall it is with the currently still un-indited mayor at the top. (Lack thereof, corruption.) So then why would you expect anything different out of Villaraigosa's hand appointed board commissioners? Or why would you expect anything else from Villar's hand-picked City Attorney candidate?
You would HOPE for leadership and integrity with billions in pension dollars at risk (which is what it was, at risk. See $7 BILLION pension loss for 2008.) But as Antonio's city hall is, Antonio's city hall does.
And Antonio wants Jack Weiss to be his City Attorney.
So two commissioners are under SEC investigation; and another one resigned over campaign fundraising for Jack Weiss, including a bunch of money from Weatherly investments, involved in the SEC flagging (where pension money was invested)...
SO OF COURSE JACK WEISS WILL NOT BE APPEARING AT TONIGHT'S DEBATE WITH CITY ATTORNEY candidate CARMEN TRUTANICH. And here's why:
Councilmember Weiss has a fundraiser for his City Attorney campaign to attend at the same time held by Rick Caruso, at his pad in Brentwood. And timing couldn't be more perfect:
a) Rick can raise a bunch of money to replace the money Jack Weiss has to give back over his un-ethical fundraising that forced his boss' (Villaraigosa) pension commissioner to have to RESIGN.
b) It give you a GREAT reason why you cannot be at the debate tonight, since Carmen Trutanich WILL be there. And you're no good when you have to speak at anything besides a camaign fundraiser, Jackass. You would have lost BEFORE the commissioner had to resign because of you. (Jack may show up at 8:45pm, but not for a debate with Carmen, just for his own forum.)
c) RICK CARUSO HAS A MIXED-USED, HIGH DENISTY project pending approval in a couple weeks before Los Angeles City Council. It's over there on Burton Way. Rick may want to tear down the existing billboards and put up his own. And there's talk that there may be a need for some waivers, variances and/or exemptions that only a guy who can throw a CAMPAIGN FUNDRAISER FOR A SITTING CITY COUNCILMEMBER CAN!!!
I hope Jack recuses himself from a vote if this is ttue. And I hope City Council votes yes or no based on the merit of this project as compliant with the city charter and all city, county and state laws; and not on the amount that Mr. Caruso raises for Anotnio's City Attorney candidate tonight.
I think it's about time for Councilmember Jack Weiss to recuse himself (step down) from his City Council seat until this election is over.
And if you do not want to vote for Villaraiogosa's hand-picked candidate in the City Attorney's office, VOTE FOR CARMEN TRUTANICH on May 19th.

Whoa - you get excellent information man. That is exactly what it is like in his office.If the Mayor knew half of the stuff that was going on, he would be outraged. People who work for feed him just enough information so that he thinks things are okay when they aren't. Then he is genuinely surprised that people are mad at him or unhappy with his work. That Robin Kramer protects him like a mom protecting a little cub. But most people don't think that he would really appreciate being "protected" that much.Too bad he can't get rid of her, hire Jimmy to take her place and then hire someone to replace Jimmy. Someone who will look him in the eye and tell him what the constituents are really feeling rather than how the special interests or lobbyists are feeling. That way he could start out his next 4 years with a fresh prospective on how things really are.

Open Letter To Barack Obama Regarding Villaraiogosa's AFFORDABLE HOUSING RACKETTERING SCHEME

Re: Concerns of RACKETEERING Over Villaraiogosa's Affordable Housing Number Count (Residential Hotels being counted as "affordable housing" units.)
Dear President Obama,
First of all, congratualtions on your recent election victory.
I am contacting you, hopefully, as the next mayor of Los Angeles, as my name is on the ballot in the March 3, 2009 general election where I am challenging Hillary Clinton's former campaign co-chair, Antonio Villaraiogsa for the position.
Do a Google search for "Zuma Dogg" and you can catch up on my legendary, iconic status in the City of Los Angeles as the City's best-known gadfly and Villar's biggest nemesis.
The reason I am contacting you, Mr. President, is because I am concerned the City of Los Angeles may be trying to bamboozle you, when it comes to the number of affordable housing units the mayor will be claiming.
As you know, the City of Los Angeles receives Federal dollars, based on the number of affordable housing units the city offers.
And as you know, the mayor is up for re-election. So he went on TV and started bragging about how many new affordable housing units the city has added to the market.
And, if anyone knows how suckers believe whatever soundbite you give them, people think the mayor is helping the homeless with all this new affordable housing.
But here is where RACKETEERING concerns come into the picture. Here is what the city did:
They sent notices to a bunch of smaller hotel owners (the type of hotels with no more than 45-50 units) claiming that these hotels were "residential" units, and if they disagreed, they can send the City $600, plus all the registration records over the past three years, and their request will be considered.
Well, the city says no to all of these hotel operators, but if they want to try again, they can send another $600 and see if the results change.
The least expensive of these types of hotel rooms cost about $1000, minimum. And a more likely rate is $1700 or more, a month. THAT IS NOT AFFORDABLE BY ANY STRETCH OF THE CORRUPT POLITICIANS MIND!
The total number of hotel rooms at this rate that was added to the "affordable housing" increase that Viagraosa bragged about is about 19,000 units.
So when Villaragiosa applies for the Federal money based on the number of affordable housing units in the city, you better throw some investigators and auditors to go over the whole accounting.
Because this is just one of many angles Villaraigosa will be using to try and take advantage of you since you're just a rookie, and Villar is a seasoned career politician, who has the most ingenious and decietful scam-artists coaching him on all the shady angles to pilfer the city, state and federal coffers.
And I urge you to please throw your support to "Zuma Dogg" by endorsing me over Villaraiogsa. All he did was campaign for Hillary. NOT because he didn't dig you from the start. But because he though Hillary was going to clobber you. So he threw you under the bus, then regretted the decision, like so many of his personal decisons over the course of his term. Let's end his term.
Mr. President, besides this affordable housing scam, I urge you to contact your boy, Eric Garcetti, L.A. City Councilmember who idolizes and worships you over the city's Rent Escrow Account Program (REAP). It is another possible Federal Racketeering charge that may be leveled against the City of Los Angeles.
Mr. President, I'm concerned if you do not get some leverage over Villaragiosa and Garshady's City Hall, you will lose the city, which will sink the State, and then you will be going on Meet The Press saying how we need a financial bail-out for the City of Los Angeles, because "it's too important of an economy to let fail."
Here are the recent stories about the Rent Escrow program and Federal lawsuit that is being filed in court.
And finally, please review my article, "Interpreting Deming's 14 Points." I know you know W. Edwards Deming. In these economic times, it is time to embrace this philospohy as we are forced to do more with less.

Some Good Reasons To Vote "NO" on Measure B (Solar Energy BONDoggle)

SUPPORT SOLAR POWER...VOTE NO ON PROPOSITION B.
There is a more efficient way to produce more solar power AND at a lower
cost using better technology - but if Prop B passes - the City will be
forced to spend hundreds of millions of dollars on outdated technology
that benefits no one but the people who paid to put this on the ballot.
This multi-billion dollar plan was placed on the ballot at the last
minute as the result of City Hall backroom dealings.
There were no public hearings and no engineering and operational input
from DWP. The Council did not consider the impact on Ratepayers, the
overall cost of this massive project, or the impact on the already burdened
infrastructure. Our rates were just raised 24%!
It is just another one of these tricky deals that says it’s about solar
energy and workforce development.
The LA Times wrote, “This rush to the ballot has the scent of swindle
about it."
The Council's own analyst explained that it would be better for the DWP to design a solar
plan with the public’s involvement and then have the Council vote on an ordinance. It’s
really that easy.
Trade union members, environmentalists, solar equipment manufacturers, DWP Ratepayers,
and citizens are disgusted with secret self-serving deals that favor special interests,
in this case the International Brotherhood of Electrical Workers.
· IBEW was the Mayor’s largest financial supporter.
· IBEW will be handed the entire “contract.” There is no competitive bidding.
· Other skilled trade unions can do the work more efficiently.
· The IBEW monopoly will cost Ratepayers hundreds of millions _extra_, which could
be better used to buy additional solar power!
Don’t be fooled by City Hall. Demand honesty and transparency.
