Los Angeles Times: Jan Perry Speaks Out on L.A. Redistricting Corruption and "A Letter From Jan Perry"

FROM LOS ANGELES TIMES (03-06-12):
Los Angeles mayoral candidate Jan Perry on Tuesday sent out a sharply worded campaign email laced with accusations of corruption. But she wasn’t attacking City Councilman Eric Garcetti, City Controller Wendy Greuel or any of her other opponents in next year’s race.
Instead, her targets were City Council President Herb Wesson and Councilman Jose Huizar, two politicians who she believes are behind a redistricting proposal that would strip much of downtown L.A. from her 9th District.
In an email to downtown voters, Perry suggested Huizar was not fit to lead the district and said his one-time practice of preparing lists that graded civic leaders numerically on their political influence and level of support for him, “points to the kind of representation that Downtown residents can expect" from Huizar, who would be its new representative should the redistricting pass.
She wrote that instead of listening to voters, the redistricting commission that redrew boundaries for all 15 council districts has taken directions “to fulfill the political agenda of city hall insiders, special interests and future candidates for public office."
Perry has been sounding that cry since the changes were first proposed in January. She has accused Wesson of using his influence to gut her district, which she says is punishment for her refusal last year to back his bid to run the council.
But increasingly, she has also used her mayoral campaign as a platform to address the issue. Her campaign consultant, Eric Hacopian, said the redistricting fight is a legitimate campaign issue that “has become emblematic and systematic of how the city is not working and not serving the citizens of Los Angeles.”
Wesson has downplayed his role in the process and said he didn't take Perry's criticism personally. “She can do what she wants to do,” he said, adding: “I will never, ever publicly say anything derogatory about another colleague.”
He said the redistricting maps are still being finalized and that some adjustments may be made before March 16, when the City Council is expected to draft an ordinance changing the council district boundaries.
When asked whether he would support amendments to the boundaries downtown, Wesson said: “At this point in time, I would say I’m comfortable with the way that it is now, or close to that."
The council is holding public hearings on the proposed changes at City Hall on Wednesday.

LETTER FROM THE HONORABLE JAN PERRY:
Dear Voters:

Several months ago I made a decision to step down as Los Angeles City Council President Pro Tempore while still continuing to serve as your councilperson, because I had concerns at the time about transparency of the redistricting process. Redistricting is required every ten years following the census. We are supposed to examine census population numbers and a determination is made about which council district needs to lose or gain population. It is not a process that should be intent on harming communities of interest.
The process that was been established at the City of Los Angeles for redistricting has confirmed my worse fears. The current map does not reflect the demands of the public, divides communities of interest, represents significant political gerrymandering, and pits communities against one another.
The redistricting commission did not operate independently, but seemed to take directions to fulfill the political agenda of city hall insiders, special interests and future candidates for public office.
What is being done to our district in Downtown Los Angeles is a good example of what is wrong with the current redistricting process. For over 40 years South Los Angeles and Downtown have been linked as one community in the 9th Council District. Council District 9 currently represents 75% of the people downtown. But as a result of backroom political deal between the current leadership of the city and Councilman Jose Huizar our community will be torn apart with downtown and portion of south Los Angeles placed into the 14th council district. The northeastern communities have never been linked to downtown as with the current plan.
I am very proud of what we have accomplished while working together in Downtown Los Angeles. I am afraid Councilman Huizar will not bring the kind of responsive representation that we are used to in our district. A good example of this is the following article (linked here) which points to the kind of representation that Downtown residents can expect. The Los Angeles Times reported that Mr. Huizar maintained a list that graded residents of his district based on their support, which would then determine what level of constituent services they would receive.
We all deserve better than that. The Downtown News thinks so too.
Please call Councilman Herb Wesson's Office at 213 473 7010 and Mayor Antonio Villaraigosa's office 213 978 0721 and demand that they listen to the people and not use redistricting for political purposes. We need to re-do the maps and keep Downtown in the historic Ninth District. The Rules Committee will meet this week on Wednesday, March 7 at City Hall at 4:00 pm to discuss the redistricting maps and take public testimony. Come to the hearing and let your view be known. We want to keep the Great Ninth District together.

Sincerely
Your Councilwoman Jan Perry

VIDEOS: L.A. Mayoral Candidate Zuma Dogg & L.A. Times David Zahniser Talk FBI Investigation Into City Hall & Zuma Introduces Villaraigosa to Crowd!

It's as official as it can be, for now, cause petitions aren't out till next year, it's only ethics/fundraising paperwork, at this point, but: Zuma Dogg filed paperwork with L.A. City Ethics Commission for 2013 L.A. Mayoral Election, to replaced termed out, Douchebag, Antonio Viagraosa.

Last night, I revealed ZD spent the past 20 years, studying quantum physical/universal forces (Deepak Chopra/Wayne Dyer/Marianne Williamson, etc) kinda stuff.

So today, as I step out of the car, and onto the sidewalk, Los Angeles Times City Hall reporter, David Zahnhiser (ZD's UNDISPUTED favorite), literally swipes my camera, like a Central Casting movie extra.

So here is the video of L.A.'s Top 2 City Hall Investigative News Journalists: Zuma Dogg & David Zahniser...ZD & DZ! (Any corrupt politician's worst nightmare!)

L.A. Mayoral Candidate Zuma Dogg had the honor of introducing L.A. Mayor (and frequent visitor to Washington, to yap his dumb trap,) Antonio Villaraigosa, to the crowd at tonight's West L.A. "Town Hall," spin session.

[He doesn't stop and smile for the ZumaCAM, like he used to in the old days (see Pension Fraud, etc posts, from past week on this blog)...but that doesn't stop ZD from, "pimpin' the event." As far as the crowd knows, he WANTED me to do that. LOL!]

REVERSE ANGLE: HERE'S RIGHT AFTER I ANNOUNCE HIM, AS HE WALKS THE AISLE...not of Congress, but of this cheesy, little community room and greets beloved community member, and L.A. City Councilman, Bill Rosendahl. (A long time Venice resident, who also filed paperwork at Ethics, today, to run for re-election of his third and final term.)

L.A. MAYOR IN DESPAIR: Looks like he's got some other things on his mind...FBI PROBE, maybe...NOT an easy time to be an L.A. City official.
PICTURED: L.A. MAYOR IN DESPAIR: A picture's worth a 100... on Twitpic
[He happens to be sitting in front of a packed room of people, looking right at him. Do you KNOW how deeply, wrapped up in thought you must be, to not even be aware of the surrounding? DAMN, I DO feel sorry for him. He did TERRIBLE things...but looks like he's in tremendous despair. (And NOT just cause ZD was sitting in the front row center seat.)]

I TRIED TO CHEER HIM UP!:

HERE'S THE PART ABOUT WENDY, that wasn't discussed, on camera in the ZD/DZ video...but I posted this, last week...and I think it is now ALL of buzz, of L.A. City Hall, after today...EXCLUSIVE: DID L.A. MAYORAL CANDIDATE WENDY GREUEL HIRE A PR FIRM TO RUN ANTI-HOME DEPOT CAMPAIGN, CAUSE SHE OWNS COMPETING BUILDING SUPPLY COMPANY?

ZUMA TWEETS: (Some cranky tweets at the bottom, cause someone is building an over-sized monstrosity residence, in Venice; cracked the sidewalk with their over-sized crane; then did the repair work, themselves, without notifying the city. So it raises questions. Is the job up to city standard? What quality cement was used? Did they remove the previous breakage, properly? NO ONE KNOWS??? SOME GUY IN A DODGERS CAP JUST DID THE JOB, and I guess we just have to trust they didn't "cheap out," or "fuck up." (I bet the person building the giant monstrosity is wealthy enough to be able to do whatever she wants on city streets. That's what they get to do.)

EVALUATING LAPD CHIEF BECK'S PRESS CONFERENCE, TODAY, ON STOW SUSPECT LINEUP AND "CONFIDENCE" LEVELS (Trying To "Read Between The Lines")

First of all, although not a fan of the department, I am not at all trying to be critical of LAPD over the Dodger's Stadium Stow suspect investigation. As a matter of fact, I tipped the hat to Chief Beck, as I never have before, in the way he handled the press conference, earlier this week, when he announced to the city and nation that they had arrested a suspect who he was confident was the right person: A Tip of The Hat To Chief Charlie Beck and LAPD on Arrest of Dodger's Parking Lot Suspect!

And I'd like to add, NONE of this is Chief Beck or LAPD's fault. They didn't beat Stow. They aren't responsible for other people's actions...and it seemed to me to be damn near impossible to pull a needle out of a haystack, which is what it would take to find the guy, at this point.

AND, I'm even operating under the premise, that AT THE TIME, Chief Beck TRULY WAS confident they had the right guy. BUT, some of the confidence MAY have also been out of over-zealousness. Because, if you analyze the words which have been spoken, today...VERY, VERY UNFORTUNATELY, one could read into today's comments and walk away feeling the whole case is really at square one and they're not going to be able to pin it on the current suspect being held (on another probation violation.)

Here's my analysis via tweets:

  • CHIEF BECK: I'm as sure as you need to be to make an arrest and pursue prosecution.” ("As you need to be!" Don't need hard proof for trial.) less than a minute ago
  • LAPD CHIEF BECK said only that the results of the lineups "added to the evidence" against Ramirez. (Could mean only 1 of 6 positively ID'd.) 14 minutes ago
  • ZUMA DOGG: Taking all bets LAPD has NO CASE to file against Stow Suspect at this point and he will walk. Please bet me. I need the money. 17 minutes ago
  • Though all clues in today's LAPD conference indicates lineup didn't ID Stowe suspect, it HAD to be a success or how could Beck be confident? 28 minutes ago
  • OH NO: How much you wanna bet, "Confident we have right suspect," means no witness ID, but still goin' with it." No other DNA, etc evidence. 36 minutes ago
  • Not a legal expert, but if witnesses positively Identified suspect, wouldn't LAPD want to say so, to let public feel safer? Secret=Oh no! 38 minutes ago
  • LINGUISTIC EVALUATION: "Satisfied with lineup results," could mean witness said, " I don't see him in line," with credibility and certainty. 41 minutes ago
  • Police acknowledged Tuesday that the District Attorney's office is not prepared to file a case against Ramirez without additional evidence. 45 minutes ago
  • STOWE SUSPECT: Chief Beck says he's confident right person has been arrested, but investigators not ready to send the case to D.A.'s office. 47 minutes ago
SO NOT THAT I AM TRYING TO BE CRITICAL OR CYNICAL...but unlike Chief Beck, my confidence level has faded a bit. These aren't the usual types of predictions I usually get into or blog about (usually stick to economy and where the city is headed as a municipality), but if I were to throw my opinion in there, like everyone else watching this case, and look into the future and if this suspect DOES end up walking; the only thing I'd say in hindsight is can't get too over-zealous to say you are confident you have the right suspect, unless you got some of that CSI kinda stuff in the prosecution file. For example, "We've arrested a suspect and have enough confidence to move forward with this individual. And that's all we can say at this time." (But I know it's tough to play it close to the vest when there is such intense pressure to deliver a head for the community to try and help restore a feeling of public safety and to send the right message to criminals. SO I SURE HOPE WE ARE STILL ON TARGET FOR THAT!

COMEDY QUOTE OF THE DAY by State ASSemblyman Paul Krekorian (This guy is priceless!)

DOES THIS GUY'S EYES REMIND YOU OF MARSHALL APPLEGATE, OR WHAT? DOES THIS GUY LOOK CRAZY, TO YOU? (If not, you should have heard him at the City Clerk's office when he didn't get special treatment.)

From today's LA Times: Krekorian said (during today's CD 2 City Council debate) the city is “facing too many crises right now to have the captain of the ship running off to run for another office.” (In response to Villaraigosa not running for Governor.)

Isn't the State as bad off as the city, and isn't Paul Krekorian doing exactly what he just criticized Antonio for?

Don't be a naive douche-bag...PLEASE Vote for Christine Essel on December 8th. THINK HOW BAD KREKORIAN MUST BE IN MY MIND TO FEEL THE NEED TO PUSH SO HARD FOR ESSEL.

Carmen Trutanich, Dennis Zine, Bill Rosendahl, Police Protective League, David Hernandez, Zuma Dogg ALL agree that Krekorian needs to be defeated. Richard Alarcon endorses Krekorian. AlarCON and his ASSembly crew is FAR WORSE.

Krekorian is so full of shit, there are dangerous levels of methane gas fumes all around him. Don't light a match. This guy is so shady, the temperature is a few degrees cooler around him. This guy is so shameless, even Antonio is jealous in admiration.

SUMMARY: The State ASSemblyman who was Bass's "top brass" in the bankrupting budget process and has left the biggest mess in history that STILL hasn't been worked out feels that it would have been wrong for Antonio to run for another office saying,
“facing too many crises right now to have the captain of the ship running off to run for another office.”

I DON'T THINK ANY COMMENT HAS EVER SICKENED ME MORE FROM ANY FULL OF SHIT POLITICIAN, WHICH IS CLEARLY EXACTLY WHAT THIS JOKER IS.
(PAUL, WERE YOU TRYING TO PULL AN "ANDY KAUFMAN-STYLE" ROUTINE WHERE YOU JUST SAY OUTRAGEOUS STUFF TO MAKE PEOPLE HATE YOU...OR DID YOU JUST NOT EVEN REALIZE WHAT YOU SAID?)

And quit crying to people that Zuma Dogg didn't even give you a chance to sit down and talk to you before deciding to endorse Essel. Paul, you had ZERO shot from the get go. I already have your 4-1-1, or should I say 3-1-1 in L.A. City? I'd vote for Antonio before you...I'd vote for Ed Reyes before you...WELL, O.K., maybe I wouldn't go THAT far...but I sure as hell would vote for Christine Essel before you.

Hey Paul, Santa Clause just called. He and his elves are jealous of all the GIFTS you raked in as ASSemblyman. He wants to buy your surplus wine, limo rides, concert tickets, VIP boxes, fancy leather jackets, clothes and chocolate computer. Paul is very compassionate and accepts gifts from ALL people. He's gone through diversity training and has learned how to accept gifts from all! (No one is rejected. ALL are welcome!)

DEC 8th...ANYONE BUT KREKORIAN!

Zuma Dogg Places Two Blogs in BNN's STATEWIDE "Influence" Ranker, This Week!

I don't remember getting numbers like THESE, ever? Here's only a month ago:

  • 82 clicks
And now...

Oh, HELL YEAH, do I ever like this statistic from Blog Net News. Although Zuma's blogging has been in the Top 10 more, recently, now that I have a somewhat functional wi-fi laptop (I have to hold the screen and tap it a lot as I type with the other hand), I REALLY like THIS statistic when they break it down to "per-post" readership.

From: BlogNetNews.com

Blogs ranked by BNN Influence

Per-post Influence

This somewhat experimental measure attempts to distinguish tease out the difference between blogs that have a lot of impact, at least in part, because of the volume of posts they produce as opposed to blogs that post less often, but whose post have a greater individual impact on the state's blog conversation.

Rank- Blog -Previous

20 Lying Media Bastards 11

This is the "quality" vs "quanity" (sheer numbers) statistic. And I gots TWO (2) blogs in the Top 10, y'all...AW, double HELLZ YEAH!!!

I've been broke out of my mind, sleeping on the cold streets and there are a whole BUNCH of blogs across the STATE (like ALL of them, except two -- and
no L.A. blogs) that are not as "influential" according to the ranker that so many people submitted their blog to be a part of. (LOL!) Newspapers, talk show hosts, Kevin Roderick, political operatives, entire organizations and political parties, EVERYONE...WHAT IS YOUR EXCUSE?!?!? (I think I know)

Thanks for reading everyone! Why do you think I put pressure on myself to keep cranking it out? It ain't easy, but at least it's not in vein cause the results seem to be there. I know I have a big following on TV 35, but did realize it was "like that" with the blogging. Daaaaaaaaamn, not to make too much about it, but YEAH, guess I'm shocked and surprised. I'm not out there "working it," just posting. And even Robert Reich's blog didn't rank, and he was a big Deming mentor of ZD's. So I'm gonna try to bite the bullet harder and hang in there for all the people trying to get this CalPERS story out there through my blog.

AND, I would like to add on a personal note, the stuff I blog about is NOT a bunch of filler, fluff, or national jibber-jabber designed to drive hits. It's not links to Ruetuers press releases; I don't wait until a newspaper prints something before I talk about it; and NONE of it is based on hundreds of nutty comments.

So again, although you can't use numbers to look ahead, they can help you see the results of the past, and when I see stats like these, HELL YEAH, I'm gonna blog till I drop! Thanks again for reading and thanks to the few of you good, good people who are doing all the heavy lifting for everyone else with all the REAL money. (I am NEVER posting about you in my sleep-deprived, hunger-based rants. ;0)

ZUMA DOGG WORLD EXCLUSIVE REGARDING VILLARAIGOSA'S BUDGET PROPOSAL TO CITY UNIONS

Had to come up with a new word for this one: "Bamboozlicious!" -ZD

Maaaaaaaaaaaaaaaaan, you really gotta watch ANYTHING you say while walking on the streets around City Hall and while sitting at the outdoor cafes and all kinds of places you never think Zuma Dogg (or people who like to email him things) will be listening. The best exclusive stuff is always uncovered in the most coincidental and unplanned ways, just as in comedy where the funniest stuff can NEVER be planned. But here's the situation:

Zuma Dogg (publisher, writer http://ZumaTIMES.com) has learned that union leaders across the city have agreed to "taken" the deal that Los Angeles Mayor Antonio Villlaraiogsa presented today as part of his budget proposal. The deal calls for a 10% payroll reduction in most city departments (INCLUDING POLICE AND FIRE); along with early retirement, an unpaid work hour per week and other "sacrifices."

But since this is a new contract, the membership has to vote to ratify it. And that is a long process expected to take about two months. It's gonna be too late!

So, Los Angeles City Council is going to pass the budget based on acceptance of the pay cuts, furloughs and all -- upfront, based on a 'yes' vote from the unions.

So the City of Los Angeles will be voting on contracts based on a deal that have not been approved yet by union members!!!

So three to four weeks after the budget is passed if the union members vote "no" -- the city has to start all over again, from scratch!!!

That means the first budget was just a bamboozler!!!

STRATEGY CORNER: This puts the union members and leadership in a very tough position because if they don't vote yes, your union brothers and sisters will be getting fired. You could vote "no" and be fired the next week, yourself, because you said no. Because you didn't want to make only 90% of what you were making, so now you could be making nothing. And regarding his run for governor, if the union members end up voting "no" (even though the leaders at the top have accepted the deal to put to a vote before members), the mayor can say, "Hey, I presented a workable budget, but the unions said, "No." THEN, Villaraigosa will look good for cutting a fat, overly generous, bureaucratic payroll like those tea party people were complaining about!

So bookmark this story and save it for when other news media outlets say the same thing, after it happens. And thank you to the insiders who sit through these meetings as staffers and activists who bring this stuff to my attention while I am getting away from it all at the top of a mountain in Malibu, which is where you can find me, where the streets have no name...ah, ha! Zuma Dogg, Where The Streets Have No Name Rd. That's my NEW voter registration address!.

LA Daily Blog "Week In Review" for 4/18/09 (Aka: The Shady Report -- Weekend Edition)

CONSIDER THIS THE SUNDAY TIMES EDITION OF LA DAILY BLOG:

Here are all the links to check the triumphantness this month, so far, regarding Villaraigosa's Budget Plan/State of City Speech and today's L.A. City Council approval of the DWP "conservation" rate hike that may cold-cock many rate payers when they open their bill and find out the hard way they didn't conserve enough. Check when Zuma Dogg posted the info, against when other media outlets provided the same details. I don't NEED to link to their after-the-fact coverage like other blogs and radio talk show hosts. Los Angeles Mayoral Candidate: David 'Zuma Dogg' Saltsburg Interview in Los Angeles Time

VOTE THIS TUESDAY MARCH 3, 2009 in the Los Angeles City elections.

LOS ANGELES ELECTION

David 'Zuma Dogg' Saltsburg: L.A. mayoral candidate

Public safety and education Q & A
February 25, 2009

1) Since Mayor Villaraigosa called for expanding the police department by at least 1,000 officers, 694 have joined the force. Considering that crime continues to be down in Los Angeles, should the hiring go forward even in the face of dramatic budget shortfalls? Or should hiring stop or be slowed until more revenue is available?

I don't think that the people of Los Angeles want to hear that Mayor Villaraigosa created a trash collection fee, then tripled it, for the sole purpose of hiring 1,000 new officers, only to be told that not all 1,000 officers were hired and the money was used for other purposes. And the main thing people have to understand is that as mayor, you have to be thinking one or two steps ahead of where we are today. Villaraigosa, with his high-density housing projects that he has been jamming into every nook and cranny across the city means the city is going to be much more populated and overcrowded. So the city has to keep up with the hiring of police officers to keep up with the population boom that is coming. And in these trying economic times, expect more first-time crime and an increase in crime in general. When you talk of hiring new police, people immediately think it must be to arrest more people, but police are especially going to be needed, more and more, for things like helping Emergency Medical Services (EMS) on rescue missions to help secure the scene before they can go in to offer assistance. So this is no time for the mayor to be talking about weaseling out of his promise to voters after he created a trash collection fee over the issue, then tripled the fee.

2) The LAPD labors under a federal consent decree that arose from years of officer misconduct and scandal. Police disciplinary hearings had historically been open for public review until courts recently ruled that they could be closed under state law. Sen. Gloria Romero has attempted to pass legislation that would reopen misconduct hearings. But police unions strongly oppose it. Do you believe the public has a right to know the names of officers who commit misconduct and the details of their misdeeds? If elected, would you push for re-opening police misconduct hearings?

Let's remember that police officers have the toughest and most dangerous job out there and they are doing it because as a society we have decided we do not want to live in an "eye for an eye" (street justice) civilization. And the reason I mention this, is because we don't want to drive away the already scarce pool of upcoming police officers because of Gloria Romero's agenda of wanting to expose the names of police officers. Their job is unsafe enough. By releasing their names, it seems like you would be putting them at risk in their personal life, as well. I'll have to study up on the benefit of releasing the names. However, I believe the public has a right to know the details of any misdeeds, and should know any misdeeds, so the department can take measures to make sure misdeeds are not repeated.

3) Who deserves credit for the steady drop in Los Angeles crime -- the mayor, the police chief or someone else?

First of all, I'll just play along and assume that the claim of a steady drop in L.A. crime is a valid one. So let's just say there has been a steady drop in crime. What kind of question is that to ask, "Who deserves credit." Who cares? The goal of the mayor, police chief and everyone else who is responsible as an elected official is to simply wake up every day and do as much as possible in a collaborative and cooperative effort to reduce crime. There is no way of knowing who is responsible for what and I don't think your average voter makes that distinction. ("Oh yeah, crime is down . . . it must be because of the mayor.") I think if people hear that crime is down they thank the police, but if crime is up they blame the mayor. I think that's how it goes, right?

4) To what extent is it appropriate for a mayor to control the local school district? How well managed was the attempt by the current mayor to make this happen?

It would be very appropriate if it were part of the mayor's job description. But unfortunately, the school system is not under the mayor's office, so it is completely inappropriate. Being mayor of Los Angeles is not a part-time job, as it is in many other cities in the country. It's not like working at McDonald's and having a paper route on the side. And the attempt wasn't managed well, at all. He spent the first two and a half years of his term as mayor fighting for AB 1381 (mayoral control) only to lose all the way up the judicial ladder until there were no more court losses to be had. So that was a lot of time, money and staff wasted on a shameless battle that everyone knew was wrong and illegal in the first place, and was proven to be so through multiple court losses.

5) Mayor Villaraigosa set out to take over all Los Angeles public schools and now oversees a small percentage of them. Do you believe his efforts have been worthwhile? Do you believe it has made a difference in the way children are being educated?

After his stunning series of court defeats and loss of the total enchilada, he went for a cluster of 10 schools. Because a smaller piece of the $20-billion school construction pie is better than no piece at all. Because you must remember, all of this hoopla about caring about the school system, is really about the $20 billion in construction and repair money up for grabs and ready to be handed out the preferred contractors of choice. So, Antonio Villaraigosa promised parents and teachers total input, more involvement, more control as a way of getting his foot in the door, and now I have been contacted by parents in the district who say it is a disaster and he has shut the door on all parental input and they are very sorry they fell for it. I'm sure he will boast of some statistics that proved all the dropouts are now on their way to Harvard. I do know, however, that the mayor would actually like to try and succeed in a real and meaningful way at those schools. Not because he cares about kids, but so he has an achievement to point to when he runs for governor. Because that is the first thing he will be doing as soon as he is reelected.

Los Angeles Times Asks LA City Mayoral Candidate Zuma Dogg First Round of Questions For Their Newspaper Election Coverage

ALRIGHT, ZUMA DOGG HAS TO GET ANSWERS TO THESE QUESTIONS ALL TYPED UP AND SENT OVER TO THE LOS ANGELES TIMES. THEY WILL BE PRINTING RESPONSES FROM ALL OF THE CANDIDATES (WHO REPLY) NEXT WEEK. If you would like to weigh in with feedback for Zuma Dogg to read , PUBLIC COMMENT IS NOW OPEN. Just leave a comment and it will be automatically emailed directly to ZD. It will not appear here, until after the submission deadline, so that the other loser candidates can't copy your answers for THEIR reply. Thanks, ZD!

Dear Candidate:

To help voters decide who to support in the March 3 primary election, The Times will be posing three sets of question to all candidates in the race for mayor of Los Angeles.

This note contains the first set, focusing on city finances. Our plan is to publish them during the week of February 9. The other sets, on traffic and development and public safety and schools, will be sent to you next week and the following week.

Please respond to these questions with direct and concise statements. In our print editions, your answers may be edited to fit the available space. However, we will try to run them in full on our website.

Here are this week’s questions:

1) What distinguishes you from the other candidates in the race?

2) Los Angeles likely will face a deficit of $400 million to $500 million in the 2009-2010 fiscal year, as well as steep shortfalls in the years that follow. If elected, how would you balance the city budget? Specifically, what programs or services would you cut, what taxes or fees would you increase and what other measures would you take?

3) To cut costs, Mayor Antonio Villaraigosa is considering layoffs or offering early retirement to city employees. Do you support either or both of those alternatives? Given the increased need for government assistance in these bad economic times, is now the right time to reduce the number of city employees or cut hours at libraries and city parks?

4) Do you support Measure B, the city’s proposed solar power initiative? Why? How do you believe it will impact Department of Water and Power rates?

5) Should the City Controller have authority to perform both financial audits and performance audits on programs run by the Mayor or City Attorney?

6) In June, the city’s contracts with police and firefighter unions will expire. Should police officers and firefighters be given raises or increased benefits? If so, how would you pay for those, given the city’s current financial condition?

Thank you in advance for your cooperation. Please send your responses to me at bill.nottingham@latimes.com by noon Friday. If we do not receive your response in a timely manner, we will be unable to include you in this presentation.

Sincerely,
William Nottingham

Editor, City-County Bureau

Ron Kaye "Resignation Memo" To Daily News Staff

"Resignation" memo from Daily News editor Ron Kaye and reply from publisher Doug "E. Fresh" Hanes

Everyone:

All good things in life come to an end sooner or later, even my love affair with the Daily News.

What will always be with me is my love and respect for all of you. You've shown in the last two plus years just how talented and capable you are working together -- so capable you've made me obsolete. Under the circumstances, I'll always be grateful for that. Doug Hanes will be announcing my successor on Monday and I hope you will give that person the same effort and support you've given me. You have made this into a real newspaper with a soul and passion and creativity and shown your commitment to discover how this newspaper, any newspaper, can survive in the digital age. I know it can be done and I wish you all the best in whatever you, wherever the road leads you.

Thanks for everything, these have been the happiest and most fulfilling years of my life. Keep the faith, love always.

Ron

Here's the response from Daily News publisher Doug "Doug E. Fresh" Hanes

First of all, let me express my thanks and gratitude to Ron Kaye for the 23 years of service to the Daily News. Ron has made numerous contributions to this newspaper as well as to the many communities we serve. Ron inspired achievement in a challenging way in a news media environment. We will miss you Ron and wish you all the best for you and your family.

Please be advised that on Monday, April 7th at 10:00 a.m. I would like to invite each one of you to attend a short meeting in the newsroom to announce Ron's successor, who will be in attendance. Following that meeting, there will be a press release issued.

I look forward to working with all of you as we move the Daily News forward in a positive growth direction that will increase our readership, advertising and market share. These are difficult but exciting times as well. I'm very optimistic that with your help we will continue to grow our core, online and niche products. Our biggest challenge is how to accelerate our way into developing programs that will be rich in local content that inspires readership leading to aggregating new audiences. Big challenge but we will be successful as a team.

Have a good weekend.

Best Regards,
Doug Hanes

Wow! Ron resigns on Friday and a replacement is named on Monday! I guess you just go outside and pick another editor of the Editor Tree. Anyway, seems like a lot of this is over the internet's impact on un-innovative publishers who failed to embrace it, and don't do it the right way, when they do decide to embrace it...they suck wind.

But looks like Ron isn't blaming himself for the lack of innovation, but the publisher who is blaming Ron:

zuma dogg: my own view is far less charitable to newspaper corporations and
their failure to respond to television 50 years ago let alone the internet
15 years ago, cheers ron
- Ron Kay (1/30/08 in response to ZD saying newspapers are non-innovative and that's why they are in trouble.)

Now...more than ever...

This week marks the historic anniversary of Zuma Dogg's first appearance at City Hall for public comment over Venice Beach Ordinance 42.15. Thanks to Matt Dowd for dragging me there. (Well, not exactly "thanks", but "acknowledgment".) And to add to the triumphantness, those spineless cowards (Los Angeles City Council) will be repealing the ordinance and replacing it with the changes we f*ckin' told them to make. HA, those dumb-asses are going to have to vote on Wednesday declaring that we kicked their asses off Venice Beach. Sorry Douchetonio Viagraosa. Go screw a news reporter who is covering you -- or an appointed commissioner, Mr. Family Values Mayor. And next time you see me, don't extend your hand for me to shake...don't put your arm around me when you cameras are rolling...just bend down and kiss my ass. (Oh wait, you don't have to bend down...just kiss it!)

Lots of new items piling up in my email box (zumadogg@gmail.com), but there are previous stories from this week that still deserve attention, and not everyone catches every story; so here's a recap of the stories from LACityUpdate.com this week as we prepare the next round of stories. (It never ends...it's like trying to capture Niagara Falls with a Dixie cup.) Then post comments and info about any of these stories on the Mayor Sam thread.
