BREAKING NEWS via LA TIMES (8/9/11): CalPERS portfolio has lost $18 billion in value since July 1 (Imagine how much was lost this past week, during Wall Street plunge!)

After posting its best annual performance in 14 years, the California Public Employees' Retirement System is giving back a sizable portion of the 20.7% investment return it reported for the fiscal year that ended June 30. (Because that's what happens when things are propped up on a house of cards, filled with smoke and mirrors. IT'S FAKE, y'all!)

The value of the country's largest public pension fund was $220 billion at market's close on Monday, down 7.6% or about $18 billion, CalPERS said Tuesday. [That means services, programs, education funding...EVERYTHING will be down by 7.6%, or about $18, give or take some billions.]

"It's bad, but it's not 2008," said Joseph Dear, CalPERS' chief investment officer, in an interview on CNBC. "We have a crisis induced by lack of confidence in the U.S. and European political systems, combined with gloomier and gloomier economic growth forecasts." [When you say it's not as bad as 2008, did you hop into your, "Back to the Future" DeLeorian? Cause I didn't know we recovered, are not headed further south and that the stock market closed for the last time, preventing further losses, in the future. IT IS NOT OVER LACK OF CONFIDENCE! CONFIDENCE CAN RETURN ALL IT WANTS! MANUFACTURING JOBS WILL NOT BE RETURNING, and you have proven you do not know how to "create" them...only "buy" them.]

Wall Street's massive stock sell-off that began last week "is a tipping point," Dear said, "but it's not a time to panic and run with fear out of the market." [NO! Last time you lost -20%...still PLENTY more room to go. Keep the pension money pumpin' into OVERLY-RISKY, NON-INVESTMENT GRADE, CRONY LLCs on Wall Street. (See Wetherly Capital, Elliot Broidy, Dan Weinstein, Julio Ramierz, Jr., Al Villabobos., et al.)]

CalPERS was underweight in its stock portfolio at the close of the last fiscal year and now is "considering whether we can go back in" to make long-term investments, Dear said. [YEAH, THAT'S the problem...not overly-risky investments, like Grand Ave Project and all that subprime, bubble-up, real estate...it's not the economy, everything's fine...the only problem was...wasn't betting BIG enough/not rollin' enough dice! SOUNDS LIKE YOU NEED GAMBLER'S ANONYMOUS! HOW COME THE INVESTMENTS YOU MADE DIDN'T RISE, BUT TANKED?]

Though Dear said he didn't expect the U.S. economy to fall into a double-dip recession, he conceded that the outlook for short-term growth was not rosy. [WHO CARES WHAT THIS MORON THINKS, AT THIS POINT? HE JUST LOST PLENTY OF BILLIONS. HE HAS LOUSY INSIGHTS, AND MAKES LOUSY DECISIONS. But I guess, THIS TIME...he's got the fundamentals down and is all of the sudden a genius.]

Those comments contrasted with Dear's enthusiasm for the 20.7% investment return that CalPERS announced on July 18, covering the 2010-11 fiscal year.

"The portfolio is quite healthy with positive benchmark-beating gains for nearly all of our asset classes over the past year," Dear said at the time. "Global equity [public stocks], private equity, fixed income, inflation-linked and cash equivalents all did well, and our real estate portfolio is back in positive territory after reversals during the financial crisis and recession." [AND YOU ARE A MORON WHO WOULD LOSE A SIMPLE "SHELL GAME" WITH A CROOK AND HIS CREW ON NY'S TIMES SQUARE. WHEN YOU READ BACK YOUR WORDS, DO YOU SEE WHAT AN EXCUSE-MAKING, MORON, YOU ARE COMING OFF AS. A REAL SUCKER! Dear Governor Brown,

First of all, thank you for following me on Twitter!

Secondly, please look into the millions and millions of dollars being wasted on resources, city attorney hours, LAPD time and resources and attorney fees and settlements...all over the matter of DOWD/DOGG vs City of Los Angeles regarding ordiance 42.15 at Venice Beach, CA.

On October 21, 2010, The Honorable Judge Dean D. Pregerson ruled in favor of 12 plaintiffs (all performers protected under 1st Amendment) and placed an injunction on much of the city's illegal and unconstitutional rules on Venice Beach.

Since then, DOWD/DOGG, et al have been negotiating in good faith with the city, without involving attorneys, in an attempt to save money for the city. (Since we already had the injunction, no need to hire attorneys to start making it four or five times more expensive for the city.)

HOWEVER, after recent discussions, as recently as today, I have lost good faith in my negotiations with the city. And at this point, I would urge you to look into the matter, because it really is a most CLASSIC case of fraud, waste and abuse.

They FRAUDULENTLY enforce ILLEGAL law and are BUSTED by a Federal Judge.
The WASTE comes from all the time (five years) the city attorney and council office spent creating and defending this clear loser of an ordinance. Plus, all the time LAPD spends with the city attorney trying to sort it all out. All the enforcement (LAPD SENDS UNDERCOVER STING OPERATIONS to prove people selling a pack of incense for one dollar a pack for "fixing a price."

And the ABUSE comes from the fact that I was told by the mayor's office, "The City of Los Angeles runs the City of Los Angeles, and if you don't like it SUE." And then, how they ABUSED their power by enforcing ILLEGAL LAW IN VIOLATION OF THE CONSTITUTION when they had ample warning on the record that this was the case. And the ABUSE of power in their failure to settle this matter in a timely fashion, because they are embarrassed to have to pay a bunch of low-income people from the beach. (They settle with cronies at the drop of a campaign glass.)

So Jerry, look into it, if possible. Cause I see you are serious about matters in your intent to shut-off community redevelopment money. You are correct in your assessment. Me personally, I think if you shut off the CRA money, it will keep a lot of people out of prison, probably. Cause CRA/LA is CERTAINLY a topic of interest with FEDERAL AUTHORITIES from my understanding, as it relates to pension fraud and relationships of the developers getting the money as they connect to council and the mayor.

TODAY'S CalPERS STORY "SET-UP" (From Zuma Report/May 19, 2009): Earlier this year Mark Siffin was apparently forced out of office by his backers, the Apollo group out of New York but not before, however, pulling off quite a real estate coup in Los Angeles, billboard rights up the kazoo grandfathered into never never land. Who thinks about the children these days and what their minds are subjected to?

CalPERS reviewing tie with Apollo Management after steep losses

The California Public Employees' Retirement System is reviewing its relationship with private equity firm Apollo Management in the wake of steep losses on investments placed with the New York asset manager.

The review began in May and is focused on reducing administrative and management fees, said Pat Macht, a spokeswoman for the Sacramento agency known as CalPERS, which manages $200 billion in retirement assets -- the country's largest pension fund -- on behalf of current and former state and municipal employees.

Macht said the review, being conducted by Los Angeles consulting firm Houlihan Lokey, "has nothing to do" with a controversy that emerged last week when CalPERS disclosed that Apollo had paid about $46 million in fees to Alfred Villalobos, a former CalPERS board member who now works as an intermediary helping Apollo and other funds market their investment products to institutional investors such as CalPERS. [They SHOULD be saying, "Hell yeah, it has EVERYTHING to do with that.]

In all, Villalobos received almost $53 million in fees in seven years from Apollo and two other private equity firms that did business with CalPERS, the fund said. CalPERS has hired a Washington securities lawyer to conduct an internal probe of Villalobos' work as a so-called placement agent. [BRING SEVERAL PAIR OF HANDCUFFS.]

The reevaluation of Apollo being carried out by Houlihan Lokey is one of a number of reviews the pension agency is conducting of managers of its so-called alternative investments, which include real estate and hedge funds as well as private equity, Macht said.

"We're reevaluating relationships with everybody," she said.

CalPERS invests most of the assets it manages in publicly traded stocks and bonds. But it holds a significant amount of alternative investments, including $21 billion in private equity.

The pension agency has invested or committed to invest $4 billion with Apollo, which was founded by financier Leon Black. In 2007, CalPERS bought a 9% ownership stake in Apollo itself.

CalPERS continues to have "full confidence in Apollo," Macht said. "They are a good partner."

And I hope it is free and open to the public and isn't having paid sponsorships, and a lot of profit schemes.

FOURTH OF JULY FIREWORK SPENDING CAP, PLEASE?: And with Fourth of July coming up, ZUMA DOGG IS HERE TO REQUEST ON BEHALF OF THE CITIZEN'S OF LOS ANGELES THAT A SPENDING CAP BE SET BY COUNCIL ON HOW MUCH MONEY IS GOING TO BE SPENT THIS YEAR ON 4th of July CELEBRATIONS? I don't know how much was spent last year, and on how many events...BUT IF WE ARE FIRING TEACHERS AND THERE WILL BE MORE KIDS PER ROOM...

Then you BETTER be spending MUCH LESS this year on 4th of July events than last year, and on less of them, and the crowds can combine a little, or people can watch on TV, or go somewhere else.
