Los Angeles City Councilman Richard Alarcon on Friday announced that he has hired Mayor Richard Riordan's press secretary and confidant, Annette Castro, to be his chief City Hall adviser. Some observers see the move as a bid to bring new media and political savvy to an office that at times has seemed adrift.
In an interview, Alarcon praised his current staff but said he expected Castro to coordinate his legislative and media programs and provide his office with valuable experience in dealing with the federal government and with Riordan, who can play a key role in Alarcon's legislative agenda.

The trip cost $63,000 in total. the lawsuit says Villalobos bribed him by taking him on a lavish, all-expenses-paid trip to New York in 2007. Weeks later, without telling anyone about the trip, Shahinian helped persuade the CalPERS board to invest $600 million with one of Villalobos’ clients, Apollo Global Management. (A whole NEW can of pension worms. It's a pretty tight-knit and small circle of pension pilfering politicians and cronies.)

In its subpoena, the SEC also demanded records of any contact between Broidy and Lou Moret, a Los Angeles business consultant who joined the CalPERS board in early 2008. As reported by The Bee, Moret paid $67,000 last year to settle a civil fraud lawsuit. That suit wasn't connected to any of the pension fund investigations.

Marvin Rosen, a NY lawyer, was co-finance chair for Clinton's 1992 campaign in Florida, and later became DNC finance chair. It was recently revealed that Rosen's Diamond Edge Capital Partners was paid $3.25M to act as a middleman for NY state pension funds placed with various investment firms when the pension funds were being run by Democrat state Comptroller Alan Hevesi who resigned in disgrace. Rosen would sometimes accompany accused Ponzi scammer Kenneth Starr when they met with potential investors in Starr's money-management firm.

BACKSTORY 8/29/07------Hank Morris----top political consultant to former Democrat state Comptroller Alan Hevesi is affiliated with a slew of companies - including several using the address of his East Hampton home and one in the British Virgin Islands - that received pension-fund fees and are the subject of an investigation. Democratic campaign strategist Hank Morris listed the five firms on a report filed with the Financial Industry Regulatory Authority, the largest nongovernmental regulator of U.S. securities firms. Four of the firms - Nosemote LLC, Pantigo Emerging LLC, PB Placement LLC and Purpose LLC - share Morris' East Hampton address.
Democrat Morris listed himself as the "sole member" of Nosemote, Pantigo Emerging and PB Placement, and said that Nosemote makes up half the members of Purpose. For the fifth firm, Athena Capitol Advisors Ltd., which has an address in Tortola, British Virgin Islands, Morris lists himself as a 50% owner, vice president and treasurer.
According to Morris' filing, all the entities "act as intermediaries between money [managers] and institutional investors to facilitate introductions and resulting investments." A source with knowledge of th AG probe said each of the five Morris entities received placement fees from companies that won pension-fund business during Hevesi's four years in office. The state Comptroller's Office denied a request from The Post for a breakdown on how much in fees were paid to the individual firms, and from what companies.
The Post has reported that investigators believe that another firm employing Morris - Searle & Co. - raked in between $13-18 million in fees from firms doing business with NY state pension fund, with Morris keeping the bulk of the money. Searle & Co., which is headed by Robert Searle, a longtime friend of Morris, recently amended its latest filings with the SEC to show that it took in $7.7 million in placement fees in 2005-06 and paid out $7.3 million in placement-fee expenses. On May 12, 2009, the SEC announced charges against Julio Ramirez, Jr., who was formerly affiliated with LA broker-dealers DAV/Wetherly Financial, L.P. and Park Hill Group LLC, in connection with a multi-million dollar kickback scheme involving New York's largest pension fund. In an amended complaint attached to a motion filed today in federal district court in Manhattan, the SEC alleges that Ramirez participated in the fraudulent scheme by helping his friend and associate Henry "Hank" Morris extract kickback payments from Aldus Equity Partners, an investment management firm that was seeking to win investment business from the New York State Common Retirement Fund (Retirement Fund). The SEC has previously charged Morris and David Loglisci with orchestrating this wide-ranging scheme to enrich Morris and others and has alleged that Aldus and one of its founding principals, Saul Meyer, also participated in the scheme by agreeing to pay kickbacks to Morris.
According to the SEC's amended complaint, Ramirez facilitated Morris's scheme by contacting Meyer and making clear to him that Aldus must pay a kickback to Morris to secure an investment from the Retirement Fund. Although Aldus was already negotiating with the Retirement Fund's investment staff about the proposed investment at the time, Aldus agreed to kick back 35% of its management fees to a shell entity run by Morris. Morris in turn paid Ramirez a portion of those fees. As a result of the quid pro quo, Aldus secured the Retirement Fund's emerging fund portfolio business, and Ramirez shared in the profits even though he performed no legitimate services. The SEC's amended complaint alleges that Ramirez aided and abetted violations of Section Section 10(b) of the Securities Exchange Act of 1934 and Rule 10b-5, and Sections 206(1) and 206(2) of the Investment Advisers Act of 1940. The complaint seeks permanent injunctions against future violations of the federal securities laws, disgorgement of ill-gotten gains with prejudgment interest, and financial penalties. The SEC's investigation is continuing. In a parallel criminal action, the Office of the Attorney General of the State of New York today announced the unsealing of criminal charges against Ramirez.

This email is from my source (Mr. Source) who was on retainer with Wetherly Captial at the time, sitting in on board meetings and part of it all. He didn't like what he saw, wouldn't go along with it, and is now letting Zuma Dogg help "EXPOSE IT" (as Governor Arnold Schwarzenegger told me to continue doing, last week, when I spoke with him in person.)

Y0u will notice the "special situation" memo for Bill Simon, who was a Wetherly client, at the same time Wetherly was backing Gray Davis. (Wetherly is tied to BOTH sides!)
Could this "special situation" be buying the silence of Davis' opponent Simon over the "W" issue ("Water") that Davis did not want mentioned during the campaign?

Does this show how politicians come and go, but the backers remain the same, and there really IS NO democracry, in the traditional sense?

WCG, who had me on retainer from Oct. 2001 to Jan. 2002 while having me attend a most revealing board meeting on February 8th 2002 when a half hour into the meeting I rather abruptly left after getting my hands on “smoking gun” evidence of “election fraud” in the upcoming California Gubernatorial elections which had Democratic Governor Gray Davis being re-elected in November 2002 Gubernatorial elections, while his opponent, the son of former Secretary of Treasury, William Simon just happened to be one of Wetherly Capital Group’s major clients, and of course the mainstream media and their equally corrupt non-mainstream media wouldn’t touch such information coming from such a “hugely credible” person as me, with a 100 foot pole.

To mention little of the WCG orchestrating two meetings on December 28th, 2001, some 10 minutes apart, all about “greasing of the wheels”.

The first meeting involved four individuals; Davis and the two most senior executives of Vivendi, the French multi-national water conglomerate, Andy Seidel, the CEO of Vivendi Environmental and their General Counsel whose last name I believe was/is Stanek; and the fourth was Joe Campos, a longtime close confidante of Dan Weinstein, co-managing director of WCG who was “renting space” within WCG’s headquarters in west Los Angeles.

The second meeting also included Davis and Campos plus my close colleague Dr.Water Strategy PhD. who is the preeminent authority on water related issues west of the Colorado Rockies.

Ya know, I can bang my head against the sidewalk typing hundreds upon thousands of words, detailing all of the reasons Los Angeles Mayor Antonio Villaragiosa cannot be allowed to advance to Governor of California in the 2010 election; attend hundreds of City Council meetings exposing the fraud, waste and abuse (corruption and racketeering) as broadcast over and over on TV; call into radio; and all the other related "alerting the masses" Zuma Dogg has been doing; along with every radio talk show host and insightful articles by news journalists and reporters...

But NOTHING just put the "kabash" on his chances for advancing his racket North to Sacramento as quickly than this one, simple picture and one single word.

AND, by the time this pension scandal ("Pensiongate") gets rolling, now that Julio Ramirez has plead guilty to security exchange fraud in what is descirbed by New York Attorney General Andrew Cuomo as "money laundering" relating to transactions involving Dan Weinstein of Wetherly Capital and Hank Morris (who was arrested over these Pensiongate matters) we may see the Attorney General turn over the cast of city hall players the way Lorne Michaels turned over Saturday Night Live cast members in that bad 80's era after Eddie Murphy.

ALL THE CLUES, LEADS, NAMES AND FLAT-OUT TIES HAVE ALREADY BEEN BLOGGED, HERE, AT LA DAILY BLOG.com and if you REALLY want to become an expert and try and wrap your brain around the expansive scheme involving a few small circles of political financially elite that pull the strings of the puppets inside L.A. City Hall and elsewhere around country and are the ones responsible for having them drive L.A. into bankruptcy.

As I type this, expect to see Darius Anderson of Yuciapa and his pal Ron Burkle (formerly of the same firm and Ralph's Grocery store mogul), Ari Swiller (formerly of Yuciapa and currently pals with Villaraigosa) C.R.A. (Community Redevelopment Agency) Board Chairman William H. Jackson (long-time Wetherly attorney and managing partner "messer getter outter") who was appointed by Mr. Antonio Villaraigosa in 2005, along with Wetherly Capital's Richard Ziman & Dan Wetherly (of Jack Weiss Fundraiser Fame), Louis Moret; and many others may all add up to the biggest mayoral showdown in history between Zuma Dogg and Eric Garcetti in much less than four years from now, and NOT because Antonio will be Governor.

And if the New York Attorney General is going after L.A. business, don't you think California Attorney General Jerry Brown, who may in fact be running for Governor himself may look, or may already be looking into a situation that may CERTAINLY knock one of his (formerly) strongest competitiors (Antonio) out of the arena?

THIS GUY JACK WEISS IS RUNNING FOR CITY ATTORNEY AND HERE ARE THREE EXAMPLES OF ILLEGAL FUNDRAISING AT THE HIGHEST LEVEL!!! TOO BAD AL CAPONE ISN'T AVAILABLE!!! AND LOOK WHO IS PUSHING HARDEST TO BACK JACK WEISS...

It's Wetherly Capital, hot on the heels of one of their guys pleading "guilty" to what is described as money laundering with Wetherly, the firm tied to the pension commissioners who just lost $7 BILLION in L.A. City pension money in one year in risky "non-investment grade" investments, that will most likely bankrupt the city in a couple years, that may tie to Ron Burkle and shill financial capital firms that were really money laudering rackers, just like Zuma Dogg has been screaming about all along.

So I've been right about that, and I'm right that you cannot allow the guy having fund raisers held in their homes to become the next city attorney to not only try and keep it covered up, but perpetuate it.

AND URGENT WARNING: GET OUT THE WORD TO SHOW UP AT THE POLLS, ANY POLL, EVEN IF THEY HAVE TO VOTE "PROVISIONAL" TO VOTE FOR CARMEN TRUTANICH!
Tell them to look for "City Attorney" on the ballot and remember "True" for Trutanich!

This is not about just about the future of one City Attorney office (although a big and powerful office, of course), but the future of the entire city, and in this case entire state, in what I believe would become a crippling situation for the city under Weiss.

The more I see, the more I think this one's going all the way to the mayor's office and jack weiss is in the getaway car. Put up the spike strip this Tuesday.

Two BIG Reasons We MUST SAY NO To City Attorney Candidate Jack Weiss (THIS TUESDAY MAY 19th!)

First of all, hello, I hope, to California Attorney General Jerry Brown whose office I contacted and notified of inside information that is being posted all over this http://LADailyBlog.com.

In a moment, I will post about City Attorney Candidate Jack Weiss and REASON #1 WHY YOU CANNOT VOTE FOR HIM THIS TUESDAY MAY 19th in the city attorney election -- and now, MUST VOTE FOR CARMEN TRUTANICH!

The press is missing the boat on the incestuous relationship between Wetherly Capital, DAV Wetherly, Dan Weinstein, Vicky Schiff, Richard Ziman, Peter Borges, Rexford Industrial, American Value Partners (AVP), and Arden Realty.

Wetherly Capital and its owners Weinstein, Schiff, Borges, and Ziman are deeply embroiled in the New York, New Mexico, Los Angeles, and possibly nationwide (Connecticut and others) pension fund scandal involving placement agents.

The New York and Federal indictments state that Wetherly shared placement fees with indicted Hank Morris around the country including, New Mexico, California, and Los Angeles.

And now, yesterday, Julio Ramirez has plead guilty to charges that NY Attorney Genral Cuomo says includes two illegal "money laundering" transactions involving Wethery Capital and names Dan Weinstein, again all of this tying to the Hank Morris arrest.

Ramirez is going to co-operate in this Federal investigation, and it's going to get ugly when he starts talking and everyone is throwing dirt everyone else's way to cover their own asses.

Some people I talk to, because I value their "take" on all of this DO BELIEVE THIS WILL WORK IT'S WAY ALL THE WAY UP TO THE MAYOR'S OFFICE. (And maybe even the mayor himself.) All over the exact shady "commissioner appointments" that Zuma Dogg has been blasting about for one solid year; and was sure to spend a minutes worth of time during my three minute mayoral TV spot for Channel 35, when NO ONE IN THE CITY WAS SCREAMING ABOUT THE PENSION COMMISSIONERS, EXCEPT ZUMA DOGG!

And I screamed it over, and over and over and over, on the record, before city council and on TV 35; along with massive blogging.

In addition, when I did an article for LA Weekly regarding the Grand Avenue Project, I saw that LACERS pension money was invested in the project.

I had never hear of LACERS and didn't know anything about city employee pension funds, but when I found out it was public money for people's retirements; and I knew what I believed to be a LEMON of a project (Grand Ave Project) that would never get off the ground, and was MUCH TOO RISKY OF AN INVESTMENT FOR WHAT IS SUPPOSED TO BE INVESTMENT GRADE INVESTMENTS OF THE MOST IMPORTANT MONEY IN THE CITY.

I blogged and commented before council, until for whatever reason (either because they came to their own conclusions about the project; or because ZD MADE them aware (and "EXPOSED IT" as Schwarzenegger told me to keep doing, yesterday when we met, briefly, yet effectively, in person, yesterday, where I personally told him, face to face that this whole pension scandal will tie to Wetherly and that Dan Weinstein is in big trouble.

Later that evening, after blogging about Julio Ramirez over the previous 24 hours, and after my face to face discussion with the Governor about it, he pleads "guilty" to security exchange fraud tied to Wetherly Capital and two transactions that the NY Attorney General call, "money laundering."

And Wetherly Capital's head honcho/shot caller/Godfather, whatever you want to call the main financial backer who calls the shots at the top, RICHARD ZIMAN, held a campaign fundraiser for CITY ATTORNEY CANDIDATE JACK WEISS...AT ZIMAN'S HOME...ALSO HOSTED BY DAN WEINSTEIN!!!

The same fundraiser that Villaraigosa's pension board appointee resigned over!!!

And that was the third Villaraigosa commissioner to step down following the resignations of Sean Harrigan and Elliott Broidy on the heels of the SEC inquiry into the two.

And now, Wetherly's former pension fund "front man" for Dan Goldstein (see LA Daily Blog) Jose Ramirez pleads GUILTY to charges involving Wetherly.

AND THE "GODFATHER" OF WETHERLY, RICHARD ZIMAN HAS A FUNDRAISER AT HIS HOUSE FOR JACK WEISS WITH A PENSION COMMISSIONER AS WETHERLY CAPITAL IS ABOUT TO ALL COME TUMBLING DOWN IN A FEDERAL SWEEP THAT WILL BE THE BIGGEST THING WE'VE SEEN SINCE WATERGATE!!!

And they are backing Jack Weiss???

And Villaraigosa is behind Jack Weiss as his campaign backer, with all the same campaign staff, and all the help from Villar's pension commissioners and Wetherly Capital...ALL PUSHING FOR JACK WEISS???

Now I know there are a lot of important issues in the City and a lot of things to consider when choosing a City Attorney candidate.

But as many of you know, there is even much more regarding Jack Weiss and his choice of cronies throwing fundraisers for his campaign. (See Fox 11 News website for story on Jack Weiss fundraiser held by a white collar crime felon.)

HE'S RUNNING FOR CITY ATTORNEY!

So I am here to say, not to be a one issue guy, but this is an issue that absolutely OVERWHELMS me when thinking about the City Attorney election next week, Tuesday May 19th.

How can you elect a City Attorney whose main campaign backers are felons, Wetherly Capital folks (who are now tied to Ramirez and his arrest, and now it's ALL going to come tumbling down), and they were all probably pushing for Jack so hard, because they needed him in there to cover the tracks because they are headed to City Hall and the mayor's office, from what I am told.

It depends how deep they decided to probe. But spidey senses say, "yes" to "mayor's office."

THAT'S IT REALLY FOR ME. I know there are other issues other people consider, but I PERSONALLY BELIEVE, and anyone who knows me or reads this blog or works at a radio station knows that I feel this pension scandal (now called "pensiongate") is again, an OVERWHELMING issue when you look at what is wrong with the city.

THIS IS THE ISSUE THAT WILL CAUSE THE CITY TO FALL INTO BANKRUPTCY, SOONER THAN LATER...YOU MARK MY WORDS!!! And it's over the $7 billion loss of pension money on Wall Street, in the hands of these pension commissioners, appointed and re-appointed by Villaragiosa that is a bigger problem than the Neighborhood Council budget or ANY OTHER SINGLE ISSUE YOU CAN THINK OF!

THE CITY LOST $7 BILLION IN PENSION MONEY IN THE HANDS OF PEOPLE THAT ARE NOW BEING CALLED "MONEY LAUNDERERS" WHO INVESTED IN "SHILL" COMPANIES!

AND THE CITY OF LOS ANGELES IS NOW ON THE HOOK FOR THIS MONEY AND IN 2013, CITY OFFICIALS INFORMED COUNCIL THAT 56% OF EVERY DOLLAR WILL BE GOING TO BAIL OUT THE PENSION FUND.

I have known City Attorney Candidate Carmen Trutanich since the day he started making the rounds in the community during the first election (this Tuesday is the run-off election between Jack Weiss and Trutanich).

And I like Carmen a lot. I like the way he explains his vision for the city attorney's office...what the problems are with the current office; what kind of City Attorney he would be, and I really LOVED IT!

I have to remember back to those inital conversations that were so refreshing and really knocked me out (Nuch is a boxer, anyway), so much so that I took him around to some of the neighborhood meetings, introduced him to all my CD 14 activist friends, all the SLAP people, the DWP meetings, I posted YouTubes, spoke on TV 35 about Nuch...and it's been a long time...seems like a LIFETIME ago since we recorded those videos at the Casa Princesa.

And I'd like to add in all objectivity (pulling out my Deming 14 point notes from the seminar I attended in 1990): We really have no idea what kind of city attorney EITHER candidate would be, in the day to day realities of the job.

We can merely make "predictions" based on what we hear and what we know from previous performance.

BUT ALL I KNOW...AS BIG ZD, ZUMA DOGG, SPENDING THREE YEARS ATTENDING THESE COUNCIL MEETINGS; scanning agenda; listening to insiders; and REALLY looking at the BIG LEVEL corruption that is the ROOT of all of the day-to-day (now) "small potato' problems Zuma Dogg and others have been griping about...

THIS PENSION SCANDAL IS IT...AND NOW IT TIES TO THE CITY ATTORNEY CANDIDATE IN A WAY THAT IS SO STRONG...

I AM NOW GOING ONE STEP FURTHER;

AND NOT JUST "INFORMING" YOU ABOUT CARMEN "NUCH" TRUTANICH;

BUT AS AN ACTIVIST WHO CARES ABOUT THE CITY AS A WHOLE; AND TAKING THE BIGGEST BITE OUT OF CRIME (CORRUPTION) POSSIBLE...

The Wetherly Agent I Blogged About Today, Pleas GUILTY TO Securities Fraud!

Alright, you gotta watch the signs from Uncle Zuma Dogg, cause I have to be subtle, but if you read this blog earlier today, you may have seen me re-post this item, which I posted initially, yesterday:

'Pay to Play' Probe Ensnares Another

The New York attorney general is expected to announce soon that an associate of Hank Morris, the indicted political adviser at the center of New York's "pay to play" pension probe, has pleaded guilty to securities fraud and is cooperating with the investigation, according to people familiar with the matter.

Julio Ramirez, age 48, has pleaded guilty to a criminal misdemeanor charge, according to people familiar with the matter. The Securities and Exchange Commission, conducting a parallel investigation, is expected to announce civil charges against Mr. Ramirez.

Mr. Morris was charged in March with perpetrating a scandal in which he allegedly extracted sham fees in return for investments from New York State's large pension fund. Mr. Morris has denied the charges. Mr. Ramirez, based in the Los Angeles area, pleaded guilty for his participation in a series of fraudulent transactions between Mr. Morris and others, a person familiar with the matter said.

Both men acted as middlemen, or placement agents, who received payments from private-equity and hedge-fund firms for helping secure contracts to manage pension-fund money. At the heart of the case is concern investment decisions regarding retirees' money were guided by improper influence peddling.

New York Attorney General Andrew Cuomo has said Mr. Morris and his associates were part of a "national network of actors who often acted in concert across the country" to help firms secure investments from pension funds and allow agents to collect lucrative fees.

The wrongful conduct to which Mr. Ramirez pleaded guilty in part concerns dealings between Mr. Morris and a Los Angeles-based placement agent firm called Wetherly Capital Group, as well as a Dallas-based firm called Aldus Equity Partners, according to a person familiar with the matter.

In 2003, Mr. Ramirez recommended to Wetherly, where he was then employed, that the firm work with Mr. Morris to get pension business, according to a Wetherly spokesman.

Under this arrangement, Wetherly paid Mr. Ramirez or his company Ramirez Partners Inc., then Mr. Ramirez paid Mr. Morris. "Ramirez informed us that this was how Morris wanted to be paid for his services," a Wetherly spokesman said. Mr. Morris also confirmed to the firm's principal that this was his preferred method of payment, the spokesman added.

Mr. Morris's lawyer didn't respond to requests for comment.

The attorney general's indictment alleges that certain payments from Wetherly to Mr. Morris were "proceeds of criminal conduct." Two of these payments, for a combined $313,750, are described in the indictment as money laundering by Mr. Morris.

Wetherly has not been accused of wrongdoing. A person familiar with the attorney general's probe said Wetherly "has come within the scope of the investigation." In a statement, Wetherly said it has received "information requests" from the attorney general, has cooperated and is "confident that investigation will confirm that Wetherly has engaged in no wrongdoing."

Separately, Mr. Ramirez in 2004 told Saul Meyer, founder of Aldus Equity, that Aldus should hire Mr. Morris if it wanted help securing money from New York's state pension fund, according to people familiar with the matter. Mr. Meyer last month was charged with securities fraud in the case by the New York attorney general. He has pleaded not guilty.

Shortly after leaving Wetherly, Mr. Ramirez in 2005 joined the placement-agent business of private-equity firm Blackstone Group, known as Park Hill Group. He left at the end of March, according to a Blackstone spokesman.

Following Mr. Ramirez's departure, Blackstone initiated an internal investigation into his work while he was at Park Hill. The firm concluded he hadn't violated "our high standards of conduct or evaded our rigorous controls," the spokesman said.

In another development, the nation's largest public pension fund, California Public Employees' Retirement System, adopted a new policy Monday requiring investment firms to disclose fees and other information about the placement agents they hire to seek Calpers's business. The new policy also requires placement agents to register with regulatory authorities.
