NATIONAL MEDIA ALERT: California Pension Scandal (Fraud) EXPOSED, and it points to Los Angeles City Hall and Mayor Antonio Villaraigosa

BREAKING NEWS: Last year, then New York Attorney General Andrew Cuomo exposed New York Pension Scandal (Fraud) with guilty pleas or deals struck with Wetherly Capital's Julio Ramirerz, Dan Weinstein, Vicky Shiff; along with the guilty plea of Elliot Broidy.

All of these guilty pension players are based right out of Los Angeles. And they are all associated and linked to current Los Angeles Mayor Antonio Villaragiosa.

The dots will all be connected, here at LACityNews.com, starting this weekend. And will continue until we have indictments and guilty pleas for the pension fraud that occurred in Los Angeles.

It should be noted that LA City News' "Zuma Dogg" placed a call a few years ago to Andrew Cuomo's office and told them about the exclusive information I would be posting on this blog.

And the exact people blogged about, were indicted and have plead guilty.

New York Daily News, L.A. Daily News, L.A. Times, San Francisco Chronicle, ABC News "Nightline" and all the local Los Angeles TV and radio stations have featured Zuma Dogg ("ZD") for his exclusive analysis on Los Angeles "fraud, waste and abuse."

Apparently, you can't take pictures of yourself on the property of the Federal FBI Building on Wilshire...(NOT a tourist attaction!)

My councilman and the city attorney's office is now more than aware that they have TRULY run out of time in the Book of Zuma Dogg.

They are still tap dancing and telling me how fast and hard they are working to hurry up. But, again...

TOO LATE, Y'ALL...cause I don't buy it today, anymore than the last five hundred times you told me. AND, if THIS IS the BEST you can do...then that's too bad, too.

So, first of all, DOWD/DOGG will not be delaying on filing the next lawsuit over problems at Venice Beach (A NEW LAWSUIT...not summary judgment on current lawsuit.) But don't worry, we can always drop it later, but we just don't want to delay or waste time.

AND, Zuma Dogg took a trip to THIS building today. (A VERY NICE LOOKING building on Wilshire Blvd by the 405.) I was SO HAPPY to be there, I wanted to take my picture walking in through the door that said, "Public Entrance," but I was informed if I did that, some folks would be questioning ZD on things BESIDES LACERS pension money and how it ties to Villaraigosa.

BUT, they said I could take THIS PHOTO from ACROSS THE STREET.

This was an initial trip, and ZD still has to make follow-ups before anything gets started on my end. (Besides what I have blogged, which should be enough.) BUT, ZD realizes, it's kinda complicated -- and I have four intense years of investigation into the pension matter in City of L.A., including access to Wetherly Capital insiders -- and additional info. So READING a blog post is ONE THING...but having Zuma Dogg explain it, from the top, tying it all together...makes things come together a lot more quickly and can make for a much more expedited investigation when it is all laid out in front of you, with explanation.

So we are not, yet, at that point. But just took a step toward that, today. So there's still time to keep questioning stuff and getting all the "I's" and "T's" ready for a council discussion, sometime in the "still not on the agenda, yet" future. ZD is PLENTY busy...while you are doin' your thing, I'm doin' mine.

MATT DOWD SAID: And then the Iceland govt put 'domestic' loans and depositors into a 'new' bank , and the 'foreign creditors ' had to fight over the sucky assets. Britain and Holland have actively fought to regain their money (for their constituents who deposited) and the I celand govt is promising to guarantee those 2 countries. those 2 countries are trying to get priority against the other creditors [incl US bond and pension funds] and those funds are suing so they don't lose priority.

The priority is to be lucky to get 30 cents on the dollar, paid back over 35 years !!!
That's the deal they're fighting for.
So, in a nutshell, the Mayor and LACERS commissioners, in order to extract an extra 2 or 3 percentage points on the pension returns, invested it into Iceland Banks who were loaning it out to retail developments in London, just like the Grand Avenue project.
But like the article says , the loans were not backed with quality collateral.
The Iceland prime minister refused to build up the central bank there because he didn;'t want these cowboy banks to have a back stop when he saw the rate they were manufacturing 'business'.
Promising high returns to investors, then loaning that money to shadier developers.
So here's the blog question:

1. Tell us exactly how much LOS ANGELES pension money went to Iceland, and what is the outlook on that recovery, and;

2. Exactly how much pension money went into downtown Los Angeles luxury high rise condo developments and companies like Meruelo Maddux Properties Inc. " that are now bust and worthless?

Villaraigosa spokesman Matt Szabo dismissed such comments, saying “at some point we need to draw a line between healthy skepticism and a sick obsession with conspiracy." “We’re talking about a program that is literally saving lives and bringing hope to communities which have been ignored for decades,” Szabo added.“To suggest that there are any nefarious motives is ridiculous and disgusting.”


OK here's where the line gets crossed,...the 'vacation' story is a heinous lie, and what's nefarious and disgusting is that they would lie about the real reason for the trip, AND, they wonder where we get the scepticism from ???? the Mayor's office IS a conspiracy.

ZUMA DOGG SPEAKS on Future of Los Angeles Economy and Issues Warning Over Risky Pension Investments on Wall Street AGAINST AUDITORS ADVICE!

Let's see if I can capture a moment in time and blog out the thoughts I have rolling around my head almost every waking moment about the City of Los Angeles, it's budget crisis and how "alternative pension investments" have dragged the city down to an all time low, and we are only at the end of the beginning and it will be much worse next year.

SUMMARY: Although City and County of Los Angeles, in co-operation with such beneficial philanthropists to the city, like Eli "The Broadfather" Broad and Tim "AEG" Lewikie (Jan's Pimp) PLANNED for an all upscale luxury mecca downtown; they rolled the entire city's dice from across the 15 districts at a time when the trend is toward WaMart, 99cent store and food trucks. (Not the boutique shops and upscale dining Grand Ave Project once boasted.) Now the term, "Whether the main Project is ever built, or not," is used when describing the entire caviar dream at council meetings.

And one must remember, Grand Ave Project boasts, I mean boasted of luxury condos downtown, in an era when increasing homelessness and people moving from homes to cars is more the trend.

Factor in that AEG rolled it's entire enchilada on LA LIVE & Ritz-Carlton Towers at the WORST time imaginable. And AEG took a MUCH BIGGER BATH in the '08 market crash that they are willing to admit.

Maybe things have picked up, but if there isn't a major event, the times ZD strolled through the area, it was as an "escape" to get away from the crowded L.A. in a nice quiet patch of downtown. (IS THAT WHAT WAS INTENDED?)

And the reason the rest of the city (other 14 districts) were screwed, is because they used all the CRA tax increment money that could have been used across all the districts to redevelop areas throughout the city -- but Jan Perry and Board of Stupidvisors HI-JACKED the money and gave it to Eli and he FUMBLED.

You should have seen Eli's memo on how this Grand Ave Project was going to be a regional and international attraction that was going to revitalize downtown and pull all of L.A. out of it's economic woes. And now it's, "Whether it gets built, or not!" LOL! HERE IT IS! AND, HERE'S THE ONE ABOUT AGE/LIVE. Both, my FINEST comedy writing. But read it after you read the rest of THIS post, first. )

Also keep in mind, many prime downtown buildings once owned by Muerello-Maddux are in Federal receivership being settled on for pennies on the dollar. Buildings like 9th & Flower. (Remember what a BIG DEAL it was when it opened? Does anyone realize it's in FEDERAL RECEIVERSHIP, along with others?)

AMERICAN APPAREL is DONE as an economic generator, downtown, as it's stock tanks amidst several lawsuits relating to head-honcho's sexual harassment. AND, the fact that they are less than non-liquid, but completely dehydrated.

SO JAN PERRY FUMBLED, WITH THE MAYOR, AND DOWNTOWN IS DEAD AS THE ECONOMIC GENERATOR AND CITY-SAVER THEY WERE BANKING ON.

AND SPEAKING OF "BANKS," now let's get to the pension money.

First of all, it was announced during the council meeting that the budget accounts for an 8% GAIN in pension investments on Wall Street, even though they not only lost $2 BILLION, last year, but was announced at a council meeting recently that the city ain't doin' so HOT, this year on the investments.

DWP lost BIG TIME on Wall Street with the pension money as reported at the last meeting on the topic, recently. (I posted how much, will go back and check....several millions.)

AND IT WAS EXPLAINED TO ME BY AN INSIDER IN THE CAO'S OFFICE..AS GOES WALL STREET, GOES THE GENERAL FUND.

2 years ago, no one was thinking that much that the pension money losses on Wall Street are covered out of the GENERAL FUND. (Must be nice. Wish I could gamble in Vegas with someone to bail me out of any risky gambles.)

AND, RISKY GAMBLES are what they are. HERE IS THE REPORT FROM NY AG Andrew Cuomo's report on all the shady angles Wetherly Capital, Elliott Broidy and all those shady bastards used to get themselves busted FOR LIFE! (It reads like a Martin Scorcese script for a follow-up to "Goodfellas.")

It was announced during a council meeting, after explaining why the city lost so much, that they mayor had too much pension packing power by appointing four commissioners, the Henry Cisneros project was mentioned SPECIFICALLY as a problem (Henry is Eric Garcetti's pal who swore Eric in for his final term, last year) -- AND...OVERLY RISKY "ALTERNATIVE INVESTMENTS" ON WALL STREET.

WE ARE NOT SUFFERING LOSS OF HAZMAT, LIBRARIES, PARKS, STREET SERVICES AND ADMINISTRATIVE SERVICES OVER "STRUCTURAL PENSION" ISSUES THAT HAVE NOT ARRIVED, YET!

And, yes, the CalPERS shady trips and commissions are a piece of this shady corruption picture. But still only small potatoes compared to what was lost on Wall Street in "alternative investments" that Zuma Dogg says is nothing more that pension commissioners handing money over to the biggest of U.S. bigshots who back the politicians that keep them in office.

POINT OF ALL OF THIS IS: The city's budget is bad enough...but then you realize they accounted for parking lease revenues that aren't here, yet -- and it won't be so easy to get that deal done and money into the general fund in time, if at all. ALSO, they are accounting for an 8% GAIN in Wall Street investments, after losing billions, last year -- also admitting things are off, this year. And it was also noted that city current revenue is about equal to that of Zuma Dogg's.

AND as Riordan has noted, they thought Wall Street was going to go up forever, didn't plan on a major dive on Wall Street....were STILL overly optimistic in their budget projections (even though I don't think THEY were very optimistic, personally).

AND IF YOU DON'T THINK YOU SHOULD BE CONCERNED ABOUT "ALTERNATIVE INVESTMENTS" here's how shady and inappropriate it is for a city municipality to be so heavy on these types of overly risky (shady) investments (that ended up with the people involved pleading guilty and being put out of business for life or in prison):

At a meeting recently, a complaint that the Fire pension head had, regarding an audit report over the pension fund was, "the report assumed the city didn't have any alternative investments in it's portfolio, and actually we have quite a bit of alternative investments."

THAT'S A RED FLAG, FOLKS!!! SO INAPPROPRIATE, THE AUDITING FIRM NATURALLY ASSUMED THESE TYPE OF SHELL GAME SHENANIGANS WOULD NOT BE GOING ON WITH PENSION MONEY...Aka: THE CITY TREASURY.

ANALYSIS: The city of L.A. planned for an all-upscale international city at a time when people are not only moving from homes into cars (or out of the state), but the fake budget (as explained above) means the city is actually MUCH, MUCH worse than people realize; at the same time pension commissioners are lettin' it all roll on a turbulent, volatile and shady Wall Street. (IT AIN'T COMIN' BACK...MAKE ADJUSTMENTS TO ACCOMMODATE FOR THE TRUE DIRECTION THIS CITY IS HEADED, YOU FUCKING DUMMIES!)

Richard Riordan Talks PENSION MONEY ON WALL STREET as REASON CITY FACES BANKRUPTCY & LOSS OF SERVICES (PLEASE PAY ATTENTION!)

Part of the problem is poor fiscal management on the part of city officials, including Mayor Antonio Villaraigosa, who added 3,000 government jobs during the recession, Riordan says. [Alright, we all know that part. And ZD was bringing it to attention on radio when it was unmentioned issue on radio. And of course the hundreds of pubic comments on the issue.]

In addition, the stock market’s surge in the 1990s gave city officials unrealistic expectations for pension-fund performance, he says. [And while all other bloggers, activists and talk show hosts stayed and remain silent on issue, ZD relentlessly told city their revenue projections were unrealistic and stock market was going to crash and city had too much shady money in "alternative investments." “The stock market did so well they assumed it was going to do so well forever,” Riordan said. “Well it hasn't.” So pension costs have exploded. “And we can’t even come close to paying for that,” Riordan said.

["Well it hasn't." A very short-hand version of saying that the city lost BILLIONS when the stock market crashed and they were caught with their derivatives pants down. (See also, Antonio's Iceland "vacation" and REAL reason he went there.) And as ZD exposed to city via tons of public comments on TV 35 -- THE PENSION MONEY LOSSES ARE COVERED OUT OF THE GENERAL FUND...HENCE, THE PENDING BANKRUPTCY. IT'S CAUSE OF BILLIONS IN SHADY PENSION LOSES. (See Andrew Cuomo's final report on Broidy & Wetherly.) AND, ZD said over and over the city would not be able to afford to operate, and they wouldn't HAVE to lay people off cause the checks will just be bouncing and people will stay home from their city jobs. (Since city wasn't doing anything about crisis.) THAT WAS TWO AND A HALF YEARS AGO.

I'm glad Mayor Riordan pays attention to ZD. He said on the radio, "You're my favorite thing to watch on TV." (To ZD when I called into KABC when Riordan was taking calls.)

SO NOW THE REST OF THE WORLD WILL WAKE UP AND PAY ATTENTION. But remember, ZD discovered, uncovered and exposed -- OVER AND OVER AND OVER and TO THIS DAY, the DUMMYBLOGGERS and talk radio hosts who only read stories out of LA Times REFUSE to mention Wall Street pension losses as the BIG ENCHILADA. (NOT structural stuff for down the line.) RIORDAN said it's cause pension money didn't do so well on Wall Street. NOT because of OBVIOUS structural problem all these empty-headed, hot-air windbag bloggers keep focusing on. THE SHADY MONEY IS STILL ROLLING ON WALL STREET AS WE SPEAK, AND I KEEP TELLING YOU SMALL-POTATO, NC, NIMBY DUMMIES...AS GOES WALL ST, GOES THE CITY! PLAIN & SIMPLE...AND IT IS THAT SIMPLE...AND THAT IS WHAT THE CAO'S OFFICE TOLD ME, SO THAT IS WHY I AM SAYING IT. NoHo Commons' FAIRFIELD RESIDENTIAL Files For Bankruptcy -- AND CALSTRS (Pension) "WIPED OUT" of Investment (Oh Well, At Least They Gave It A Shot!)

FAIRFIELD RESIDENTIAL BANKRUPTCY MEANS CALSTRS INVESTMENT (California State Teachers Retirement "WIPED OUT." (Oh well. An honest mistake. Carry on!)

From some unverified news source called "Wall Street Journal" (They don't have a blog, so never heard of 'em.):

The bankruptcy is also a blow to the California State Teacher's Retirement System and a subsidiary of Mitsubishi Corp., both of which invested in Fairfield over the years.

A Fairfield spokeswoman confirmed that investors including Calstrs would be wiped out by the bankruptcy but would continue as joint-venture partners on Fairfield projects.

The New York attorney general's pay-to-play investigation is focusing on a California venture capitalist who may have funneled money to people involved with the New York state pension fund while he was soliciting investments from the fund, according to people familiar with the matter.
Elliott Broidy, chairman of Markstone Capital Partners of Los Angeles and a prominent GOP fund-raiser, is being investigated for a $300,000 investment in a low-budget movie produced by a top executive at the New York state pension fund. The same day that Mr. Broidy made his initial investment in the movie, the pension fund approved a $200 million investment in one of his funds, the people said.

Elliott Broidy gave about $90,000 to actress Peggy Lipton, said people familiar with the probe.
The movie, called "Chooch," has been a focus of the attorney general's investigation. It was produced by David Loglisci, who was then head of private equity for the New York state fund, and his brothers. The pension fund later invested $50 million more with Markstone, for a total of $250 million, the people said.
Unlike other backers of the film embroiled in the probe, Mr. Broidy didn't invest the money directly but through an associate and under the associate's name, the people familiar with the matter said.
Mr. Broidy could face possible criminal charges from Attorney General Andrew Cuomo, including bribery, these people said. A spokesman for Mr. Broidy declined to comment. [THAT'S IMPOSSIBLE!!! WHO WOULD TAKE A BRIBE???]
Mr. Loglisci, who became the New York pension's chief investment officer, has been criminally charged in the case, as has Hank Morris, a political adviser to the fund's former trustee, Alan Hevesi. Messrs. Loglisci and Morris have denied wrongdoing and are fighting the charges, which include bribery and money laundering. Mr. Hevesi hasn't been accused of wrongdoing.
A lawyer for Mr. Loglisci declined to comment.
At the heart of the investigation is concern that the selection of managers to invest retirees' money was guided by influence peddling, rather than an eye toward the best results. Four people have pleaded guilty to criminal charges in connection with the investigation and are cooperating.
People familiar with the attorney general's investigation said it also is focusing on other possible actions by Mr. Broidy.
Between 2004 and 2005, they said, Mr. Broidy gave about $90,000 to actress Peggy Lipton to help pay for her Manhattan apartment and other expenses.

Ms. Lipton, also a model and singer and known for her role in the late 1960s television show "The Mod Squad," was romantically involved at the time with Jack Chartier, these people said.
Mr. Chartier was then chief of staff for Mr. Hevesi, the sole trustee of the pension fund.
Representatives of Mr. Chartier and Ms. Lipton didn't respond to requests for comment.
Additionally, the attorney general's office has been investigating whether Mr. Broidy loaned $44,000 to a relative of Ms. Lipton that a person familiar with the matter said was intended to help Ms. Lipton and wasn't meant to be paid back.
Mr. Broidy, 52 years old, is the former finance committee chairman for the Republican National Committee and a major donor to GOP candidates. His private-equity firm, Markstone, manages about $800 million and focuses on investments in Israeli companies.
He also is being questioned by the Securities and Exchange Commission for what the agency has called "possible violations" of federal securities laws as part of an investigation of allegations that investment firms made improper payments to secure pension fund business. The agency hasn't accused him of wrongdoing.
Mr. Broidy also served as a trustee of the Los Angeles Fire and Police Pensions fund. He resigned in May, saying that the SEC investigation was a distraction to the board.
He isn't the first person embroiled in the New York pension probe to invest in "Chooch."
Mr. Morris invested $100,000, and Barrett Wissman, a money manager and music impresario who has pleaded guilty to securities fraud in the case, contributed $150,000.
David Leuschen, co-founder of private-equity firm Riverstone Holdings, invested $100,000.
In June, Riverstone agreed to pay $30 million and eliminate the use of placement agents, or financial middlemen who earn fees by securing pension business for investment funds, in a settlement with the attorney general, which had been questioning the firm as part of the pay-to-play probe.
A Riverstone spokesman has said the firm and Mr. Leuschen continue to cooperate with the investigation.
Private-equity firm Quadrangle Group, which was co-founded by former Treasury official Steven Rattner, agreed to acquire the DVD distribution rights to "Chooch" through an affiliate called GT Brands that paid $88,841, according to the SEC's complaint in the case.
